“I Need To Borrow Some Money”: How Community College Students Of Color Experience Punitive Financial Aid Structured Disbursements, Devon L. Graves

Journal of Student Financial Aid

Community college students must navigate complex financial aid policies and procedures to obtain their aid award. In this study, I investigated how Students of Color at a community college experience financial aid disbursements. Through qualitative interviews, I found that community colleges disburse aid to students through a process I define as structured disbursements, which delays students’ receipt of their aid. Using Critical Race Theory (CRT) to frame this study, I argue that racist notions about Students of Color with financial need influence how aid is disbursed in the community college sector, which ultimately harms these students. When a child commits a crime, how do states determine if that child is culpable? There are procedural rules that determine the forum for a minor’s trial and doctrines that limit children’s exposure to the most severe sentencing. But when it comes to culpability, states employ the same substantive law whether the defendant is 50 or 15. As this Article explains, that approach is profoundly flawed. Background: Gun-related homicide remains a persistent public health crisis in the United States, with over 48,000 firearm-related deaths reported in 2022, including 19,651 homicides and 27,032 suicides. Despite frequent calls for tighter gun control, firearm access alone does not explain the complexity of violence. Objective: This commentary aims to unpack the socioeconomic, psychological, and biological drivers of gun-related homicide and propose integrative, evidence-based solutions that extend beyond legislative reform. Intimate relationships with individuals who have committed sex offenses significantly stigmatize and traumatize partners. Partners also face barriers to effective treatment, negatively impacting both themselves and their children affected by these offenses. The purpose of this generic qualitative study was to gain an understanding of partners’ experiences with support groups in coping with trauma symptoms and stigma, thus addressing a gap in the literature. Our pooled consumer big data, such as the pictures we post or the location history and keyword search trails we leave, are generating new ways to solve crimes. Much of the commentary on big data search strategies such as keyword, geofence, and facial recognition searches fixate on Fourth Amendment search and seizure issues rather than evidentiary safeguards. Whether and to what extent racial minorities experience harsher treatment or face worse outcomes in court are questions of fundamental importance for any justice system. Questions of racial inequality are especially salient in the context of removal proceedings that are triggered by immigrants’ criminal history. This submission endeavoured to aid the efforts of Parliament’s Standing Group on Atrocity Crimes to promote within the United Kingdom a comprehensive framework regarding international crimes. The submission stressed that prevention is the preferred course: ex ante prevention avoids present harms, inter-generational traumas, and future risks of retaliatory violence, while ex post responses, in the form of criminal proceedings, are likely to be random and selective, not comprehensive. This policy paper advocates for a structural transformation in mental health crisis response, moving beyond police-led interventions toward trauma-informed, community-rooted models grounded in public health and equity. Drawing on Critical Race Theory (CRT), neuroscience, and program evaluations of models like CAHOOTS, 988, Denver’s STAR, and Durham’s HEART, it examines how systemic racism, institutional mistrust, and implicit bias contribute to disproportionate harm for BIPOC individuals. The past four years (2021-2024) have seen an increase in academic censorship laws and anti-LGTBQIA+ rhetoric across the United States. Florida, specifically, has established itself as a leader in discriminatory legislation. This dissertation investigates the impact of a project-based forensic science, technology, engineering, and math (STEM) course that utilized social-emotional learning (SEL) as part of its curriculum design during an out-of-school time (OST) summer program designed for high school students on Chicago’s far Northwest side. Although Durlak et al. (2011) showed that SEL improves academic achievement and well-being, its intersection with STEM remains underexamined. This applied multimethod study addressed the problem of property integrity issues in the state of Alabama. The central research question aimed to discover how property integrity issues could be identified and reduced within the state. The multimethod design utilized qualitative and quantitative data collection methods framed with Cohen and Felson’s (1979) routine activity theory across semi-structured interviews, content analysis of online news articles posted to the International Association for Property and Evidence’s Headline News webpage, and a survey questionnaire.
