Objectives: Adolescents with a homicidal tendency is a growing concern in the United States. Studies in the past have showcased the relationship between homicidal ideation (HI) and psychiatric illnesses, but very limited information is available on the adolescent and inpatient population. We aim to evaluate the prevalence of demographic characteristics and psychiatric disorders in adolescents with and without HI.
Materials and methods: Adolescent (age 12–17) population admitted to the hospital with the diagnosis of homicidal ideation was identified from the 2016–2018 National Inpatient Sample Dataset (NISD). Patients without HI were defined as the control group. The prevalence of psychiatric comorbidities …

Digitizing The Fourth Amendment: Privacy In The Age Of Big Data Policing, Charles E. Volkwein

Today’s availability of massive data sets, inexpensive data storage, and sophisticated analytical software has transformed the capabilities of law enforcement and created new forms of “Big Data Policing.” While Big Data Policing may improve the administration of public safety, these methods endanger constitutional protections against warrantless searches and seizures. This Article explores the Fourth Amendment consequences of Big Data Policing in three parts. First, it provides an overview of Fourth Amendment jurisprudence and its evolution in light of new policing technologies. Next, the Article reviews the concept of “Big Data” and examines three forms of Big Data Policing: Predictive Policing …
Reimagining Public Safety, Brandon Hasbrouck
Reimagining Public Safety, Brandon Hasbrouck
Northwestern University Law Review
In the aftermath of George Floyd’s murder, abolitionists were repeatedly asked to explain what they meant by “abolish the police”—the idea so seemingly foreign that its literal meaning evaded interviewers. The narrative rapidly turned to the abolitionists’ secondary proposals, as interviewers quickly jettisoned the idea of literally abolishing the police. What the incredulous journalists failed to see was that abolishing police and prisons is not aimed merely at eliminating the collateral consequences of other social ills. Abolitionists seek to build a society in which policing and incarceration are unnecessary. Rather than a society without a means of protecting public safety, …

Mohamed Solah Mohamed A Emad v. Dodge County
Appeal from the United States District Court for the Eastern District of Wisconsin, Honorable Lynn Adelman (19-cv-0598)
From the Summary of Argument
Cases concerning the expression of constitutional rights in prison settings often pose difficult questions regarding the appropriate balance between the government’s penological interests and the prisoner’s fundamental freedoms. This case does not. Mohamed Salah Ahmed Emad did not ask the Dodge County Detention Facility (nor does he ask this Court) to locate the appropriate degree to which a prison must accommodate a novel or historically unusual religious exercise. …

Introduction:
This report analyzes different demographic cross-sections for cost-burdened households at various times over the study period (2000, 2010, and 2017).
Methods:
The metro areas include the Public Use Micro Areas (PUMAs) associated with following counties for New York (Rockland, Orange, Westchester, Putnam, Duchess, Nassau, Suffolk, Bronx, Kings, New York, Queens, and Richmond), New Jersey, (Passaic, Bergen, Hudson, Essex, Union, and Middlesex), and Connecticut (Fairfield). Since counties are not identified in public-use microdata from 1950 onward and PUMAs change over time, we used consistent PUMA boundaries from 2000 to 2010 (https://usa.ipums.org/usa-action/variables/CPUMA0010#description_section). Big Data Affirmative Action, Peter N. Salib
Big Data Affirmative Action, Peter N. Salib
Northwestern University Law Review
As a vast and ever-growing body of social-scientific research shows, discrimination remains pervasive in the United States. In education, work, consumer markets, healthcare, criminal justice, and more, Black people fare worse than whites, women worse than men, and so on. Moreover, the evidence now convincingly demonstrates that this inequality is driven by discrimination. Yet solutions are scarce. The best empirical studies find that popular interventions—like diversity seminars and antibias trainings—have little or no effect. And more muscular solutions—like hiring quotas or school busing—are now regularly struck down as illegal. Indeed, in the last thirty years, the Supreme Court has invalidated …

Detectives And The Legal System: A Paradigm To Support Scholarly Inquiry And Mixed Methods Research In The Social Sciences, James A. Bernauer, Frank Hartle
The Qualitative Report
It is argued in this article that the legal system, from initial investigation by detectives to final resolution in court by lawyers, judges, and juries, offers a basis for investigating phenomena in the social sciences using mixed methods. We think that this new paradigm combines the components of both the qualitative and quantitative paradigms and provides a practical model for conceptualizing and conducting mixed methods research. The implication of this new paradigm is that it may help us better understand underlying phenomena in scholarly inquiry and thus offers a potential contribution for using a mixed-methods approach in both education and …

Criminal Protection Of The Human Right In His Personal Image (A Study In French Legislation, Bahraini Legislation, And Libyan Legislation, Dr. Mashallah Othman Muhammad

Individual or personal freedom is a basic and important requirement of the human being in various peoples and throughout the ages. The person has taken a long march of struggle and struggle to defend and protect it, and this has been demonstrated in the affirmation of personal freedom and the rights associated with it in various legislations around the world.
At the forefront of those rights is the human right to prohibit the image and not to take it, publish it or use it without its consent.
The risks to this right have increased with the scientific and technological progress …

International Criminal Responsibility Of The Individual: A Quantum Leap For Man’S Humanity, Giovanni Distefano Prof.
مجلة جامعة الإمارات للبحوث القانونية UAEU LAW JOURNAL
Properly speaking, international criminal responsibility is not a new chapter of public international law, but rather the recent revival of an old chapter of the Law of Nations. In the recent past, we have seen the emergence of ad hoc international criminal tribunals that is with a limited competence, as established in their statutes.([1]) Instead, today’s International Criminal Court enjoys, within its statutory (treaty) limits, a general jurisdiction; it is thus a permanent organ of a general character, mirroring the ICJ in matters of international criminal law. It will also be in charge of the international criminal responsibility …

Human Rights In The Era Of Artificial Intelligence “Figures, Opinions And Solutions”, Dr. Heidi Issa Hassan
مجلة جامعة الإمارات للبحوث القانونية UAEU LAW JOURNAL
Technology has cast its shadow on us in most aspects of our lives and nothing has escaped its grip even human intelligence. Human intelligence now has a major rival known as "artificial intelligence" (AI). The main question is can machines think like humans?!
Since AI involves, in part, the dispensation with humans, then it is a matter that affects human rights, regardless of the manifestations, consequences or even scope of this dispensation.
Accordingly, this study has several problems to tackle: 1) the absence of adequate binding national and international provisions governing AI, 2) AI systems involve changing the way businesses …

Policing For Peace: Training For A 21st Century Police Force, Kate M. Den Houter, Margaret E. Brooks
Policing For Peace: Training For A 21st Century Police Force, Kate M. Den Houter, Margaret E. Brooks
Personnel Assessment and Decisions
We review the present state of research on police training in the United States, highlighting gaps in the literature, and limitations of trainings in use by local policing agencies. We focus on training content relevant to the volatile situations that are at the center of controversy, we evaluate content areas that focus on successfully navigating real-time, unpredictable, and potentially dangerous interactions, and discuss training needs in these areas. We suggest that one common response to the issue of bias—implicit bias training—lacks evidence of efficacy. Accordingly, we recommend alternative training content to address bias and discrimination. Finally, we call attention to …

Electing Law Enforcement Leadership: Examining The Effects Of Politics And Job-Related Qualifications On Personnel Assessment And Decisions For Sheriff, Kareem Panton, Kevin P. Nolan, Jess Rigos
Personnel Assessment and Decisions
Calls for police reform have become frequent in the United States. Efforts to enact meaningful organizational change will require support from senior law enforcement leadership. Personnel selection for several of these positions (e.g., Sheriff) occurs via local election. Little is known, however, about the factors that influence voters’ assessment of candidates for these positions and the extent to which decision-making for personnel selection via election is influenced by the same beliefs (e.g., person-job and person-organization fit) as more traditional approaches to hiring. This study explores the extent to which voters’ perceptions of two candidates for the position of Sheriff are …

Introduction To The Special Issue On Policing: Examining The Role Of Testing And Assessment, Dennis Doverspike, Alexandra Petruzzelli, Marc Cubrich
Personnel Assessment and Decisions
Prepared in response to the weight and seriousness of social concerns with regard to the state and future of policing, this special issue was developed in order to feature research that examined a wide range of personnel and assessment decisions relating to policing. The focus was broad in scope, welcoming conceptual/theoretical papers, quantitative or qualitative reviews, empirical papers, and think pieces. To address the questions and areas identified in the initial call for papers, six articles are presented covering the themes of individual differences in personnel selection group composition and macro-level influences on policing, and practical recommendations and the future …
