This Article makes an argument that should be obvious. The best way for governments to right the wrongs of cannabis prohibition is to give money to people with cannabis offenses. Nonetheless, this straightforward reform has been consistently overlooked, dismissed, or minimized by policymakers and scholars alike, eschewed in favor of other social equity programs that do not right those wrongs nearly as effectively. Governments have indeed invested hundreds of millions of cannabis tax dollars in social equity licensing programs and community reinvestment initiatives. These programs—while often worthwhile—do not benefit the vast majority of people with past cannabis offenses.

310 Prolific participants viewed eight AI-generated images of men who appeared to be Asian, Hispanic, Black, or White who were "suspects in an ongoing investigation." Participants viewed one of the two targets for each ethnic group, one with an arm tattoo and one without. Participants rated each target on characteristics such as intelligence, competency, and trustworthiness, and rated how likely they think it was that the target was the perpetrator. Men without a tattoo were rated more positively than those with a tattoo across all four racial/ethnic groups. Hispanic men, with or without a tattoo, were rated the most negatively. …

School Resource Officers (SROs) are widely used in U.S. schools with the goal of improving safety and preventing violence. However, research shows mixed results regarding their overall effectiveness. While SROs can help deter serious threats and create a safer school environment, their presence is also associated with increased disciplinary actions and arrests for minor, non-violent behaviors. This study examines whether SROs reduce school violence or contribute to the criminalization of student misconduct. Findings suggest that outcomes largely depend on factors such as implementation, role clarity, and school policies. Anomie Theory is a sub-theory of social structure theory and focuses on someone's sense of normlessness when society is ever-changing, and a person of low economic status lacks social ties or a way to legitimately obtain the goals of social norms, resulting in resorting to aggravation and anger. Émile Durkheim originated the idea and went on to give a new way to observe and study crime. Legal self-help centers across Kansas allow access to legal information for self-represented litigants in civil court cases. However, there is a lack of these centers in rural areas. In areas where this resource does not exist, libraries, which already serve as a trusted community-centered hub, can help provide legal information and resources. This project aims to identify best practices in increasing access to legal information and survey key staff including self-help center staff, court staff such as court clerks and judges, and librarians, to help inform our integration of legal self-help services into public libraries. In the Kirk Bloodsworth case, a man was falsely convicted for the rape and murder of Dawn Hamilton. He spent eight years in prison after being convicted through witness testimony, where he learned about DNA profiling. After submitting a request to check his DNA against the DNA left at the scene, he was exonerated. Later, the DNA left at the scene was checked against a database and got a hit on a convicted rapist who had been charged shortly after Mr. Bloodsworth. On February 8, 1994, James Reid was found dead in his apartment in New York. In the days following the murder, detectives spoke to several people who lived in the building, looking for potential leads or suspects, including 17-year-old Brain Boles. Boles was initially released from questioning after he signed a statement confirming his alibi and that barely knew Reid. A month later, Boles was arrested for a separate assault and robbery. For this crime, Boles confessed, but he was then subjected to an intense and lengthy interrogation for the murder of James Reid. Eventually, Boles also confessed to the …

Ronald Jones was arrested on January 1st, 1989, for possible murder and rape in the incident on March 3rd, 1985. He was beaten by the Chicago police force while in their custody for a false confession so they could close the case. With the forensic evidence skills and technology at the time not being up to par they could not exclude Ronald from being the actual perpetrator until 1997, after the second appeal made by Ronald for the re-examination of the DNA and evidence. The purpose of this research is to investigate how methamphetamine use in Mississippi, especially in its rural areas, intersects with public health, policy, and suicide outcomes in the state. Mississippi's methamphetamine crisis has evolved significantly, shifting from locally produced drugs to cartel-supplied crystal methamphetamine, while state and federal policies have struggled to keep pace with the scale and complexity of the problem. Using a convergent parallel mixed-methods design, this research analyzed CDC Wonder multiple causes of death data and SAMHSA Treatment Episode Data Set Admissions (TEDS-A) data from 2018 to 2024 alongside four qualitative key informant interviews with stakeholders across …

Governments are the primary providers of essential public services and are responsible for delivering them effectively. In high-stakes decision-making domains such as child welfare (CW), agencies must protect children without unnecessarily prolonging a family’s engagement with the system. With growing optimism around AI, governments are pushing for its integration but concerns regarding feasibility and harms remain. Through collaborations with a large Canadian CW agency, we examined how LocalLLM and BERTopic models can track CW case progress. We demonstrate how the tools can potentially assist workers in opportunistically addressing gaps in their work by signaling case progress/deviations. And yet, we also …

Nearly half (47%) of incarcerated people in the United States are parents, impacting 2.7 million children at any given time. Prior to their incarceration, about 52% of these children resided with their mother, while 40% lived with their fathers. The rate of incarcerated mothers of multiple children has continued to rise over the past couple of decades. The impact of incarceration produces secondary consequences, including negative impacts on the incarcerated person’s child(ren). Unlocking Minds Behind Bars: Inmates’ Perceptions Of Educational Services In Southeast Nigerian Prisons, Ijeoma B. Uche Dr, Okala A. Uche Dr, Agatha U. Nzewuji Dr

This study explores inmates’ perceptions of educational services in Southeast Nigerian prisons, focusing on their role in rehabilitation and reintegration. Using a qualitative design grounded in the capability approach and interpretive phenomenological analysis, data were gathered through in-depth interviews with 15 convicted inmates across three correctional facilities in Southeast Nigeria. Interviews were conducted in English and Nigerian Pidgin, and analyzed using NVivo 12. Findings revealed three major themes: the relevance and accessibility of educational programs, benefits such as improved self-worth, skill acquisition, and hope for reintegration, and key barriers like limited access, inadequate resources, and institutional apathy. Life Skills For Individuals In A Juvenile Detention Center, Carrington Brown
Student Capstone Papers
This capstone project involved the development, implementation, and evaluation of a life skills program for justice-involved youth in a juvenile detention setting. Guided by a needs assessment, the program targeted financial literacy, job readiness, professionalism, and soft skills through structured sessions incorporating education, interactive activities, and group discussion. Findings from pre- and post-surveys and qualitative feedback indicated improved knowledge, confidence, and readiness for community reintegration, supporting the value of rehabilitative, occupation-based programming.

Temporal Knowledge Graph (TKG) reasoning seeks to predict future events by analyzing historical data, where the effective leverage of both local and global historical facts proves crucial. Existing approaches employ graph neural networks (GNNs) and recurrent neural networks (RNNs) for local evolution patterns, complemented by statistical methods to enhance attention to global facts, demonstrating efficient predictive capabilities. However, traditional GNNs, constrained by their low-order neighborhood aggregation design, inherently fail to model potential high-order dependencies among facts. Furthermore, existing global history modeling approaches may introduce irrelevant historical information that interferes with prediction tasks. To address these limitations, we propose a Dual …

Sex trafficking affects an estimated 300,000 American children per year with a child sold every two minutes. Child sex trafficking is broadly defined as the exchange of something of value for sexual relations with a child/minor. The commercial sexual exploitation of children and domestic minor sex trafficking occur across the United States and violates the rights and health of many youth and other vulnerable and/or marginalized groups. Both familial traffickers and nonfamilial traffickers manipulate and control their victims with similar strategies.
