Community Policing And Recovery: A Case Study Following A Mass Shooting In The Uk, Dan Gilling, Caroline Watson, Katie Mcbride, Zoe James
School of Law, Humanities and Social Sciences
This article draws upon research conducted as part of an officially sponsored evaluation into one part of a recovery programme, put in place following a mass shooting event in the Plymouth city district of Keyham, in the UK, in the summer of 2021. It discusses the contribution made by a dedicated community policing team, focusing on its reception by the local community and aspects of its constitution and operational practices that may be regarded as critical success factors. More critically, the article questions whether this part of the recovery programme was as much about the recovery of the reputation and …

Snitches Get Stitches: An Analysis Of The Eighth Circuit’S But-For Causation Requirement In False Claims Act Litigation “Resulting From” Anti-Kickback Violations, Travis R. Linn
Arkansas Law Review
Following the expansion of Social Security in the 1960s, Congress enacted the Anti-Kickback Statute or AKS in 1972 to ensure that items and services charged to Medicaid were only those necessary to the beneficiary’s health. Part II of this Note will analyze three pieces of legislation and Congress’s reasons for passing them: the FCA, the AKS, and a 2010 amendment to the AKS passed under the Affordable Care Act that connects the two. Part III will analyze the Third and Eighth Circuits’ conflicting interpretations of the 2010 amendment and why the Eighth Circuit’s commitment to textualism has disregarded Congress’s reasons …

The Interconnectedness Of The Classroom To The Health Of Black Men Who Have Sex With Men, Travis Hardee
Immigration and Human Rights Law Review
The human right to education and health are inherently interrelated, both key in ensuring the health and development of an equitable and just society.1 Yet, the series of bills currently threatening the inclusion of essential conversations about race, sexuality, and sexual orientation is an overt attempt to obscure the honest history of the United States and further supplant the current social hierarchy. The United States’ failure to acknowledge the essential role representational education plays in undermining the disparate outcomes that afflict vulnerable communities in the country deserves more attention than it has garnered. Here, the disparate health status of Black …

287(G): Ice Deputizing Local Law Enforcement Harms Migrants And Local Communities, Charles Powers
Immigration and Human Rights Law Review
Section 287(g) of the Immigration and Nationality Act authorizes the United States Immigration and Customs Enforcement (ICE) to form agreements with local law enforcement departments; deputizing them for ICE’s objectives while they continue to serve their local municipalities. This program has resulted in racial profiling, the stripping of liberties, and wrongful detentions. In recent years, municipalities have signed 287(g) agreements at a staggering rate. The UN Committee on the Elimination of Racial Discrimination issued a report pleading for the US to end this practice, yet there seems to be no end in sight. In this essay, I hope to explain …

Crisis Intervention Policing: Navigating The Past And Adapting To The Future, Tou Vang
Master of Arts in Criminal Justice Leadership
Law enforcement personnel often find themselves responding to crisis calls involving mental health disorders or behaviors; however, standard police training sometimes lacks proper protocol or resources to manage such scenarios without resorting to the use of force. The Crisis Intervention Team (CIT) program is one potential resource that offers law enforcement personnel the tools to handle mental health crises effectively, but implementing it requires a diversity, equity, and inclusion (DEI) strategy to build community trust and improve responses. This paper emphasizes law enforcement's need to adopt creative, compassionate, and ethical approaches in mental health crises due to past tensions and …

Administrators’ Perceptions Of School Resource Officers’ Preparedness To Work With Black Girls, Kashon N. Lopes
Administrators’ Perceptions Of School Resource Officers’ Preparedness To Work With Black Girls, Kashon N. Lopes
Seton Hall University Dissertations and Theses (ETDs)
School safety is a topic of concern across the nation today because images of mass shootings and violence in schools receive heavy media coverage. Different strategies have been enacted to keep people safe including metal detectors, video surveillance, strict discipline policies, and armed personnel. Some of these strategies such as zero tolerance policies and school resource officers have received scrutiny from activist groups such the American Civil Liberties Union because they are attributed with the trend known as the school-to-prison pipeline (ACLU, 2013). This trend poses that strict policies and the presence of law enforcement in schools pushes minority children …

Abstract: The INTO LIGHT California project created a venue to rescue the living stories of those who died from drug overdose and poisonings through interviews, portraiture, a museum exhibition and community involvement to reduce the impact of the silencing stigma of substance abuse. In partnership with two separate university programs alongside a not-for-profit national organization, the project created opportunities for forty bereaved family to be interviewed by graduate counseling students using innovative narrative counseling practices to shine light on deaths that are often relegated to the shadows of grief.

Bars Are Not Fluid: Gender Identity And Women's Rights In Correctional Facilities, Camilla Juliana Gonzalez
Master of Arts in Criminal Justice Leadership
The evolving demographic landscape of the American criminal justice system, with increasing numbers of transgender individuals incarcerated, challenges traditional binary classifications and necessitates revisions in correctional evaluation methods. Balancing the specific needs of transgender inmates with the protection of women's rights and their safety is critical. This research evaluates ethical frameworks within correctional institutions, proposing a compassionate approach to prevent policy manipulation.
Addressing these challenges requires a multifaceted action plan, including establishing a task force, gender assessment protocols, comprehensive policies, and educational initiatives, all supported by ethical accountability. Three key policies—gender affirmation, zero-tolerance, and religious rights—are examined for their potential …

The Status Of Women In Utah Politics: A 2024 Update, Kolene Anderson, Susan R. Madsen
Marketing and Strategy Faculty Publications
Although Utah has a rich heritage of women’s involvement in voting, advocacy, and various types of political participation, for decades Utah has lagged the nation in terms of women running for and serving in elected political roles. The Utah Women & Leadership Project (UWLP) began reporting on the status of women in Utah politics in 2014, with updates in 2017, 2021, 2022, 2023, and now 2024. Although strides have been made to increase the number of women serving in political roles in the last decade, there is still work to do. Research continues to confirm that when both men and …

Path To Progress: The Smarter Sentencing Act's Potential To Redefine U.S. Sentencing Norms, Emily K. Abrams
Cardozo Journal of Equal Rights and Social Justice (ERSJ) Blog
Over the past fifty years, the United States has witnessed a staggering increase in its prison population. Between 1973 and 2009, the nation’s prison populations increased seven-fold, at one point growing at a rate of eight percent annually. According to 2023 estimates, roughly 1.9 million individuals were incarcerated in the United States. This stark reality has fueled national discourse on the issue of mass incarceration and contributing policies such as sentencing practices. One such sentencing practice that impacts mass incarceration is statutory mandatory minimums.

Middle And High School Administrators’ Perceptions On The Use Of Culturally Responsive Leadership Practices Related To Student Discipline, Amanda Mccullough
Middle And High School Administrators’ Perceptions On The Use Of Culturally Responsive Leadership Practices Related To Student Discipline, Amanda Mccullough
Walden Dissertations and Doctoral Studies
Educators in the United States have become increasingly concerned about students who are suspended out of school because they miss classroom instruction and are then less likely to graduate. The problem addressed in this study was that school administrators continued to use exclusionary practices for discipline negating more culturally responsive practices. The purpose of this qualitative case study was to explore middle and high school administrators’ perceptions on their approaches to discipline and culturally responsive practices when considering disciplinary consequences as an alternative to out of school suspension. Culturally responsive school leadership served as the conceptual frameworks for this study. …

February 16, 2024
Professors Rebecca Roiphe and Justin Murray will discuss the concept of prosecutorial independence and its central role in democracies. They will talk about current threats (both perceived and real) to this norm and how they might affect the presidential campaign and election. They will also detail the guardrails that our system employs to preserve prosecutorial independence and speculate about whether these would be sufficient should a president attempt to use the Department of Justice to pursue political adversaries or protect allies and friends.

Using Dark Triad Personality To Understand And Moderate Jay Customer Behavior In Hospitality, Scott M. Widmier, Prachi Gala, Iason Koufodontis
AMTP Proceedings 2024
Jay Customers are customers who act in a thoughtless or abusive way, causing problems for the firm, its employees, and other customers. Currently, the only way to identify Jay Customers is by their actions when it is already too late to prevent the negative consequences. This research tested and confirmed the use of Dark Triad personality (Narcissism, Machiavellianism, and Psychopathy) to identify individuals prone to Jay Customer behavior prior to its manifestation. Dark Triad personalities have distinctive characteristics that can be used to identify them along with a growing body of research on prescriptive actions to dissuade their disruptive behaviors. …
