State Authority To Tax Non-Indian Oil & Gas Production On Reservations: Cotton Petroleum Corp. V. New Mexico, Katherine B. Crawford

In Cotton Petroleum Corp. v. New Mexico, the United States Supreme Court upheld oil and gas severance and production taxes imposed by the State of New Mexico against a non-Indian producer operating on an Indian reservation. The Court upheld the state taxes even though the tribe imposed severance taxes on the same activity. Although the Court has upheld the power of an Indian tribe to impose severance taxes on oil and gas producers doing business on a reservation, before Cotton the Court had not decided squarely whether a state may concurrently levy such taxes. Revegetation Research On Coal Mine Overburden Materials In Interior To Southcentral Alaska, Wm. W. Mitchell

Plant material, and planting and fertilizer scheduling studies were conducted on coal mine overburden materials in the Nenana coal field at the Usibelli coal mine near Healy, in the Matanuska coal field at the Jonesville mine north of Anchorage, and at two test pits in the Beluga coal field west of Anchorage. With proper fertilization a number of grasses were found to maintain adequate cover for soil stabilization purposes over the five-to-seven-years of the various trials. The consistently good performers were entries of tufted hairgrass, Bering hairgrass, red fescue, hard fescue polar-grass, and Kentucky bluegrass. Most were native to Alaska. …

Community Organization Approaches To The Prevention Of Juvenile Delinquency, Ronald J. Berger, Cherylynne E. Berger

The Journal of Sociology & Social Welfare

This paper examines juvenile delinquency prevention programs which implement large-scale intervention and social change strategies. A typology of community organization practice is used to analyze the assumptions, objectives, and methods underlying these approaches. Three models of community organization-- locality development, social planning, and social action--are used to evaluate three exemplary delinquency prevention programs: the Chicago Area Project, the 1960's provision of opportunity programs, and the 1960's comprehensive community-based projects such as Mobilization for Youth. The difficulties encountered in implementing these models and programs are identified and assessed. The implications for contemporary crime prevention efforts are also considered.

This paper seeks to advance a group credit model for providing financial assistance to Acequia (Ditch) Association members in New Mexico. Community irrigation systems have existed in New Mexico for over four hundred years. Today over 800 legally recognized Community Acequia Associations exist in New Mexico. Their members, predominantly Hispanic, have small-scale landholdings averaging from three to ten acres and own over 160,800 acres of New Mexico's surface irrigated farmland. Though this agricultural resource base is extensive, these small-scale farmers have not received an equitable portion of assistance offered to enhance agricultural production. Rural Community Influentials: Participation In Local Voluntary Organizations., Jusoh Nordin B Muhamad

The purpose of this study is to identify the variables or types of variables that are possible predictors of organizational participation. Three categories of independent variables--ecological, situational, and individualistic variables are investigated. The sample consists of 442 rural community influentials from twelve counties in six southern states. Both the Spearman's test of correlation as well as multiple regression analysis are employed to assess the relationships among the independent and dependent variables. The zero-order correlations show that ecological variables (population size, percent white, and urbanization) and situational variables (organization availability and organization diversity) are generally highly correlated with organizational participation (p < 0.001). On the other hand, individualistic variables (occupation, education, age, and length of residence) are generally not significantly related to organizational participation, particularly in membership in influential organizations. The multiple regression analysis reveals that the three categories of variables account for about 20 percent of the variance in membership in influential organizations, and about 15 percent of the variance in the general measures of participation (simple memberships in any set of organizations, attendance at meetings and holding offices). Situational variables are found to have the most influence on membership in influential organizations, whereas population size (an ecological variable) is found to have the most influence on participation as indicated by the general measures of participation. Situational variables account for about 13.5 percent of the variance in membership in influential organizations, although the percentage of explained variance in the general measures of participation is less than 2 percent. Ecological variables, on the other hand, account for about 9 percent of the variance in organizational participation. One of the important tasks of the study is to examine whether organizational participation is related to community influence. Although there is some evidence that participation is associated with influence, the amount of variance explained by organizational participation is rather weak (less than 9 percent). Overall, the study suggests that structural variables (ecological and situational variables) are more important predictors of participation than individualistic variables. Hence, any explanation of the phenomenon of participation will be incomplete if structural factors are ignored.
