Essays On Crime And Public Policy, Yuki Otsu May 2021

Essays On Crime And Public Policy, Yuki Otsu

Arts & Sciences Graduate Student Theses and Dissertations

This dissertation consists of three chapters. The first chapter analyzes the impact of sanctuary policies on criminal behavior. Sanctuary policies may attract criminals and lower the opportunity cost of crime, while these policies produce a spiral of trust that supports police and raises informal social control over crime. I estimate the dynamic effects of sanctuary policies on crime rates at city level. This chapter finds (1) no evidence that sanctuary policies cause an increase in any crime, (2) some evidence that they may lead to a decrease in property crime, and the effect is strengthened over time after the adoption, (3) …

Towards An Aesthetics Of Space: Heterotopia And Intertextuality In Contemporary Chinese Fiction, Yuan Zhao

Arts & Sciences Graduate Student Theses and Dissertations

My dissertation investigates a special group of contemporary Chinese fictional works which engage intertextuality in their exploration of the intriguing yet complicated relationship between utopian impulse/desire and heterotopic spaces. In particular, I examine closely in what ways heterotopia could be related to intertextuality, and how these two concepts might jointly illuminate my reading of fictional works written by four writers respectively from Mainland China (Ge Fei and Liu Cixin), Hong Kong (Dung Kai-cheung), and Taiwan (Luo Yijun).About Ge Fei, who is one of the pioneering experimentalist writers active through mainland China’s transitional period from the 1980s to the 90s, I …

Penn State Journal of Law & International Affairs (2012 - Present)

In August 2008, an armed conflict erupted between Georgia and Russia in the pro-Russian breakaway region of South Ossetia. An estimated 850 lives were lost, and more than 100,000 civilians fled their homes during the conflict. On August 14, 2008, the Prosecutor of the International Criminal Court (ICC) announced the commencement of a preliminary examination into the situation in Georgia. Progress was slow. However, on January 27, 2016, Pre-Trial Chamber I granted authorization to the Prosecutor to open an investigation into the situation. Decreasing Unintentional War: Governance Considerations For Regulating Lethal Autonomous Weapons Systems, Aiden Warren, Alek Hillas

Penn State Journal of Law & International Affairs (2012 - Present)

While the introduction of futuristic technologies will establish new options and precedents for state responses to security scenarios, there are important lessons to be drawn from prior crises. Beginning with a case study of newly sworn-in leaders during their first major foreign policy ‘test,’ this article envisions changes to such security scenarios with reference to the development of policies on Lethal Autonomous Weapons Systems (LAWS). Leadership perceptions and the politics of human versus machine error, or sharing accountability of fault by states, is considered in the context of a detailed thought experiment. The second section of the article identifies enhanced …

Cool Japan And The Hallyu Wave: The Effect Of Popular Culture Exports On National Image And Soft Power, Gillianne Lux

East Asian Studies Honors Papers

Japan used its export of pop culture in the post-war era not only to boost its economy but also as a means to improve its national image and project its soft power. Japanese pop culture exports emphasized a positive, non-threatening image of national culture. Though Japan’s pop culture export boom has been enormously successful, it has not been able to completely overcome its problematic past and erase historical tensions with Korea and other Asian nations. The pop culture boom has redefined Japan’s national image but not entirely. Contradictions between Japan’s curated image and actual reality, especially in the case of …

Doctor of Ministry Projects and Theses

Abstract

By following the examples of Mission Waco and The Dudley Street Initiative, it is possible to renew a sense of beloved community by changing the narrative of poverty and gentrification by rebuilding the village through empowering the poor and marginalized.

Mission Waco and The Dudley Street Initiative are comprehensive sustainable communities because they combine numerous social and economic interventions under developed strategic plans. The principal question that this dissertation seeks to answer is whether these models can be implemented in local communities to help overcome gentrification and poverty. Implementation can be successful if we can identify the problem, rethink …

Acedia And The Evagrian Antidotes To Pastoral Burnout, Thomas Daniel Irving May 2021

Acedia And The Evagrian Antidotes To Pastoral Burnout, Thomas Daniel Irving

Doctor of Ministry Projects and Theses

At its core, pastoral burnout is a spiritual malady and only a spiritual solution will cure. By attaining a clear understanding of acedia, the spiritual condition first introduced by fourth century monk Evagrius Ponticus, pastors will gain an awareness of their condition, find relief from its symptoms, find meaning in their vocation, and joy for life-long ministry. This work will explore the manifestations of and antidotes to acedia in both the original fourth century desert monastic context and its application to modern ministry.

How U.S. Society Has Treated Those With Mental Illnesses, Michael Mullan May 2021

How U.S. Society Has Treated Those With Mental Illnesses, Michael Mullan

Richmond Public Interest Law Review

Persons with mental illness are incarcerated in prisons across the United States at disproportionate rates compared to the general population. Under-standing why this is so requires an examination of how society in general has treated persons with mental illnesses. This article relates a history of neglect and stigmatization in examining the entities responsible for care of persons with mental illnesses, including the family, asylums and prisons. The article identifies trends of institutionalization, deinstitutionalization, and transinstitutionalisation, whereby large amounts of inpatients with mental illnesses moved out of psychiatric institutions, into the streets, and then into the criminal justice system. The article …

Is Gallaudet Diverse? Creating An R Package To Measure Institutional Diversity, Emelia Beldon May 2021

Is Gallaudet Diverse? Creating An R Package To Measure Institutional Diversity, Emelia Beldon

Undergraduate University Honors Capstones

One of the biggest trends in social science is the study of racial and ethnic diversity measures. Numerous scholarly articles and journals detail how important it is to encourage a racially and ethnically diverse community in higher education. However, the question remains: how do we accurately measure racial and ethnic diversity? Furthermore, how do we present the diversity in terms of statistics for best use? With this project, I answer these questions. I created an R software package, diversityGV, to measure institutional racial and ethnic diversity using the Generalized Variance mathematical approach. I then used diversityGV with a dataset from …

Untold Stories Of Asl Deprivation: A Collection Of Experiences, Lydia Kopp

Undergraduate University Honors Capstones

Language deprivation is a serious issue in deaf education and in the deaf community. Language deprivation occurs when the child is not exposed to an accessible language within their formative years, which is from birth to five years old. In this Capstone project, real-life experiences of language deprivation specifically on the lack of access to ASL were explored by collected interviews from four adults that were converted into creative nonfiction stories in a biographical style. This project focuses on the effects of ASL deprivation, as opposed to English and any other language. The stories portrayed how different the participants’ experiences …

A Vicious Cycle Of Fear Of Falling Avoidance Behavior In Parkinson’S Disease: A Path Analysis, Kameron Jacobson, Nicole Matsunami, Hannah Mccarl, Michelle Regis

UNLV Theses, Dissertations, Professional Papers, and Capstones

Background: Postural instability (PI) in Parkinson’s disease (PD) is associated with several negative down- stream consequences. Objective: The purpose was to explore the validity of a theoretical model of these downstream consequences arranged in a vicious cycle wherein PI leads to decreased balance con!dence, which in turn leads to increased fear of falling (FOF) avoidance behavior, which in turn leads to decreased physical conditioning, which then feeds back and negatively affects PI. Methods: A path analysis of cross!sectional data from 55 participants with PD was conducted. The four con- structs in the model connected in succession were: 1. PI (principal …

Brand Activism And Gender: Nike As A Case Study, Kirsten Rasmussen May 2021

Brand Activism And Gender: Nike As A Case Study, Kirsten Rasmussen

Theses and Dissertations

Nike is a prominent company that engages in brand activism, a marketing approach wherein they brand themselves as socially progressive by adopting public stances on controversial social issues. Because Nike resides at the intersection of media and sports, both of which are institutions that gender plays an important role in, an exploration of how Nike constructs gender in its commercials may illuminate the authenticity of its brand activism and progressive politics. Through a content analysis of 131 commercials released by Nike in the past decade, I explore whether their reputation as a socially progressive company extends to genuinely diverse and …

United States Penal System: Approaches To Rehabilitating Minor Drug Offenders And The Efforts Of Governments To Reduce The Number Of Incarcerated Individuals, Thomas Tyler Moses May 2021

United States Penal System: Approaches To Rehabilitating Minor Drug Offenders And The Efforts Of Governments To Reduce The Number Of Incarcerated Individuals, Thomas Tyler Moses

Richmond Public Interest Law Review

The War on Drugs drastically changed the criminal treatment of illicit drug users in the United States. Changes in the 1980s brought about stricter sentencing laws for simple possession of unlawful substances. While the intent of the legislature was to prevent repeat offenders through the imposition of harsher penalties, these sterner consequences have forced countless individuals into a vicious cycle of incarceration without being offered the rehabilitative services needed to address substance abuse or addiction. Historically, the legal system has treated minor drug offenders in the same regard as those committing violent crimes. Inmates leaving American prisons often find themselves …
