In DeShaney v. Winnebago County Department of Social Services, the Supreme Court held that the State has no constitutional duty to protect individuals from violence committed by private third parties. An exception to this rule exists when the State has a special relationship to the plaintiff immediately preceding the harm. The DeShaney Court sharply proscribed the scope of the special relationship exception, holding that it only applies when the State has a plaintiff in custody. This effectively closes the door on relief for the vast majority of 42 U.S.C. § 1983 plaintiffs.

We all think we understand Terry v. Ohio. But we don’t. In fact, for decades, we’ve taken the wrong doctrinal lesson from Terry and its progeny.

Even though Terry discussed the constitutional standards surrounding “stop-and-frisks,” many of us have interpreted Terry as only permitting a “stop-and-then-a-frisk”—that is, a police officer is permitted to stop an individual on the suspicion that he is about to engage in criminal activity, and then, and only then, can that officer frisk the individual if he believes the suspect is armed and dangerous. Criminal cases involving novel digital evidence warrants often raise constitutional and suppression issues. As these constitutional issues become harder to resolve, resolution of the suppression issues becomes easier to predict. Where officers obtain warrants to use cutting-edge investigative techniques in the absence of any legal authority, it is unlikely that evidence obtained pursuant to those warrants will be suppressed under the exclusionary rule. Even if the exclusionary rule were “triggered,” the good faith exception would likely apply to preclude suppression. Either way, the outcome is clear: suppression is unlikely.

This study evaluates changes in dissolved polychlorinated biphenyl (PCB) concentrations in Torch Lake, Michigan, an Area of Concern shaped by decades of legacy contamination and evolving restoration policy. Passive samplers deployed across sites and seasons (2024–2025) show total PCB concentrations ranging from below detection to 110 pg/L (mean = 16.8 pg/L), representing an approximate 90% decline since 2005. Comparisons with regional reference lakes indicate no statistically significant difference (p = 0.84), suggesting concentrations may approach background atmospheric levels despite continued variability. Congener profiles indicate a shift toward lower-chlorinated PCBs, though interpretation of higher-chlorinated congeners is limited by slow sorption kinetics. …

Michigan Technological University’s Planetary Surface Technology Development Lab has developed a novel low-mass surface compaction tool for use on a site preparation vehicle in collaboration with Colorado School of Mines. Testing in vacuum is necessary to simulate a relevant environment, which is required to increase the technology readiness level of this tool to TRL 5. Research purpose: This study was a critical analysis of the lived experiences of three American university professors who served as volunteer citizen diplomats in a bi-lateral U.S. State Department sport exchange program with North Macedonian volleyball coaches.

Introduction: The initiation of buprenorphine for patients with opioid use disorder (OUD) in the emergency department (ED) has been associated with improved outcomes including reduced ED visits and increased treatment engagement. Though both standard-dose (8 mg buprenorphine equivalent) and high-dose (24 mg buprenorphine equivalent) strategies to initiate buprenorphine have been used in the ED, no prospective trials comparing outcomes among patients receiving these treatments have been reported.

Personal experiences with public officials influence how those officials are perceived. We question whether these experiential effects extend to other officials. If people draw on what they know to make inferences about unfamiliar evaluative targets, then interactions with one actor may shape evaluations of other independent actors. Focusing on police and courts, analyses of data from two surveys reveal that personal interactions with public officials produce spillover effects on appraisals of officials in different sectors. The findings indicate that experiential spillover constitutes an underappreciated force in public opinion, one that operates outside the control of the actors being evaluated.

Recovery support and treatment linkages are critical during transitions from incarceration to community but can be challenging to deliver to hard-to-reach populations. This paper will examine Facebook contacts between peer navigators (PNs) and women with opioid use disorder (OUD) following jail release to explore women’s use of PN services, including purpose and content of Facebook messages. As part of a larger clinical trial under the Justice Community Opioid Innovation Network (JCOIN), PNs provided OUD treatment navigation and recovery support for 12 weeks following women’s release from jail, using remote options such as Facebook. At Holy Savior Lutheran Church in Lincoln, Nebraska, many Gen Z participants seek deeper, more meaningful relationships beyond Sunday worship. This project addresses the concern expressed by these Gen Z members at Holy Savior.

A central component of American inequality has been the persistence of the racial wealth gap between White and Black Americans. In this essay we seek to understand how the racial wealth gap has been rhetorically framed as an unsolvable problem by examining the arguments opponents of structural reforms in the pursuit of racial equality have advanced. We argue that opponents of racial equality and justice have relied on a two-part rhetorical strategy that, first, frames the racial wealth gap as natural and thus no problem at all and, second, derides the pursuit of racial equality as a zero-sum competition wherein …

The axe in this study is a fine artifact. The bit is 10.3 cm long and the poll is 3.5 cm long. Combined with the width of the groove this axe has a total length of 16.5 cm. The thickness – defined as the distance from the top edge to the bottom edge at the thickest point – is 8.9 cm. This experimental study analyzed the effects of the paddle-and-anvil forming technique in conjunction with burnishing, with the goal of comparing vessel performance between different forming techniques. Due to the compaction of clay minerals involved in the paddling process, the paddled vessels were predicted to be less permeable, more heat conductive, easier to wash, and stronger than their un-paddled counterparts. The results did not reflect this hypothesis; instead, the tests showed that the effects of paddling and burnishing are not consistent across all aspects of vessel performance, reflecting the difference between vessel forming and surface finishing techniques and displaying the importance …

We investigate whether idiosyncratic features of numbers in dollar amounts unconsciously bias judges. If so, appellants’ likelihood of success could depend on the dollar amount under dispute. Specifically, we examine the following: whether the first digit in a dollar amount follows the frequency distribution predicted by Benford’s Law, and, accordingly, whether the likelihood of appellants’ success varies with the first digit of their disputed dollar amount; round number bias, which is the psychological tendency to prefer round numbers (ending in 0) over other numbers; and even-odd number bias, which is the psychological tendency to ascribe different characteristics to even numbers …

Westward expansion in the nineteenth-century United States has long been framed through settler-centered historical narratives that emphasize progress and national development. This article employs oral history as an ethnographic method to examine migration routes and homesteading experiences in Nebraska and the broader Midwest, foregrounding how memory, storytelling, and lived experience function as cultural practices. Drawing on interviews with descendants of homesteaders, community members, and museum professionals, alongside diaries, newspapers, and archival materials, this study analyzes how migration was remembered, narrated, and transmitted across generations. This study performs a historical semiotic content analysis of the Lincoln Freie Presse to document the processes of cultural coercion and resultant identity erasure within the German- American press of Nebraska during the critical period of January 1914 to December 1918. The research establishes a semiotic baseline (1914–1916) characterized by high linguistic and content autonomy and then tracks the immediate, stark shifts following the U.S. entry into World War I (the coercion period) and the succeeding mass anti-German hysteria (1917–1918).
