Regulating Natural Gas Venting And Flaring As Waste: A Review Of The New Mexico Approach, Joseph A. Schremmer
Regulating Natural Gas Venting And Flaring As Waste: A Review Of The New Mexico Approach, Joseph A. Schremmer
Faculty Scholarship
Special issue: Law and Policy for Gas Flaring in a Low-Carbon Economy.
This essay interrogates the regulation of routine venting and flaring of natural gas as a source of prohibited “waste,” using New Mexico’s recently adopted Waste Rule as an example. It begins with a survey of both the environmental and economic benefits to be achieved by limiting or eliminating venting and flaring and the direct and indirect costs of doing so, including the forgone opportunity to produce crude oil. Then the essay explains the common law and statutory definitions of “waste” to demonstrate that the concept implicates a balancing …

Relations between the Association of Southeast Asian Nations (ASEAN) and the European Union (EU) have enriched the multifaceted concept of interregionalism from legal and international relations perspectives. The article argues that the transformative ASEAN-EU frameworks have shaped the Third Interregionalism. Brussels' building-block approach envisions pathfinder agreements with individual ASEAN states as the basis for the ASEAN-EU FTA, which will help realize the EU's Indo-Paafic strategy and the ASEAN-EU Strategic Partnership. The designs of the EU's trade and investment agreements with Singapore and Vietnam are therefore critical. The article assesses core areas such as tariff liberalization and ASEAN cumulative rules of …

As recent Senate confirmation practices suggest, the Supreme Court is best understood as the head of a political branch of government, whose Justices are chosen in a process that makes their ideological views dispositive. Throughout the nation’s history, the Supreme Court has exercised its governing political ideology in ways that sacrifice the interests of nonwhites in order to advance the interests of Whites. In the present moment of heightened cultural sensitivity to structural discrimination and implicit bias, it would make sense to use affirmative action to help remedy the racially disparate distribution of societal resources that has been produced by …

Investigations On Cogging Torque Mitigation Techniques Of Transverse Flux Motorfor Direct Drive Low-Speed Spacecraft Applications, Ravichandran Mh, Venkatakirthiga Murali, Haridas Tr
Turkish Journal of Electrical Engineering and Computer Sciences
The transverse flux motor (TFM) is an ideal choice for direct drive high torque applications owing to its proven higher torque density compared to the radial flux and axial flux motors. TFM motors have several merits to be used for spacecraft applications, considering the everlasting demand of the industry for reduction in power and mass. This paper investigates the various cogging torque mitigation techniques for transverse flux motor to be effectively used as the drive motor for precise position control spacecraft requirement. The paper discusses the basic design variables of surface mounted TFM (SM-TFM) that are to be considered for …

Cryptographically Strong Random Number Generation Using Integrated Cmosphotodiodes For Low-Cost Microcontroller Based Applications, Baykal Sarioğlu
Turkish Journal of Electrical Engineering and Computer Sciences
In this work, we propose a method to generate random numbers for low-cost, low-power, resource-limited low data-rate microcontrollers using integrated CMOS photodiodes. The proposed method utilizes an integrated CMOS photodiode in the photovoltaic mode as the entropy source. The method is based on serially capturing analog values derived from the integrated CMOS photodiode. The entropy of these values increased by a custom algorithm. The proposed random number generator is devised using an integrated CMOS photodiode manufactured in 180 nm standard CMOS technology. The wide applicably of the random number generator is demonstrated by realizing it on a lowcost Arduino UNO …

Long-Term Traffic Flow Estimation: A Hybrid Approach Using Location-Basedtraffic Characteristic, Tuğberk Ayar, Ferhat Atli̇nar, Mehmet Amaç Güvensan, Hafi̇za İrem Türkmen
Turkish Journal of Electrical Engineering and Computer Sciences
Traffic speed estimation plays a key role in various situations, ranging from individual's trip planning to urban traffic management. Despite many studies on short-term prediction, there is only a limited number of studies focusing on long-term prediction and only a couple of them does go beyond 24 h. On the contrary, this study presents a novel hybrid architecture using location-based traffic characteristic for traffic speed estimation up to 7 days. In this architecture, the introduced mean filtering estimation (MFE) model and long short-term memory (LSTM) neural network are jointly utilized for minimizing the error for traffic flow estimation. Both MFE …

Privacy Preserving Scheme For Document Similarity Detection, Ayad Abdulsada, Salah Al-Darraji, Dhafer Honi
Turkish Journal of Electrical Engineering and Computer Sciences
The problem of detecting similar documents plays an essential role for many real-world applications, such as copyright protection and plagiarism detection. To protect data privacy, the new version of such a problem becomes more challenging, where the matched documents are distributed among two or more parties and their privacy should be preserved. In this paper, we propose new privacy-preserving document similarity detection schemes by utilizing the locality-sensitive hashing technique, which can handle the misspelled mistakes. Furthermore, the keywords' occurrences of a given document are integrated into its underlying representation to support a better ranking for the returned results. We introduced …

On An Electrostatic Micropump With A Rigorous Mathematical Model, İbrahi̇m Efe, Fati̇h Di̇kmen, Yury Tuchkin
Turkish Journal of Electrical Engineering and Computer Sciences
The novel electrostatic micropump model for applications such as in biomedical drug delivery is presented. The geometrical arrangement of the coupling rigid electrodes lets us exploit our mathematically rigorous boundary integral equation formulation and its solution. Thus, the charge densities involving the fringe effects on the plates are obtained by means of analytical regularization method (ARM) constructed for annular strips earlier. The efficiency of the constructed method is demonstrated with respect to the direct integral equation solvers implemented via the entire domain Galerkin method and point matching. The main physical characteristics of the suggested system and their deviation from that …

Imagine the frustration of Samuel Butler’s protagonist, Higgs, with the strange society he encounters in Erewhon:
"Was there nothing which I could say to make them feel that the constitution of a person’s body was a thing over which he or she had had at any rate no initial control whatever, while the mind was a perfectly different thing, and capable of being created anew and directed according to the pleasure of its possessor? Could I never bring them to see that while habits of mind and character were entirely independent of initial mental force and early education, the body …

How Experts Have Dominated The Neuroscience Narrative In Criminal Cases For Twelve Decades: A Warning For The Future, Deborah W. Denno
William & Mary Law Review
Phineas Gage, the man who survived impalement by a rod through his head in 1848, is considered “one of the great medical curiosities of all time.” While expert accounts of Gage's post-accident personality changes are often wildly damning and distorted, recent research shows that Gage mostly thrived, despite his trauma. Studying past cases such as Gage’s helps us imagine—and prepare for—a future of law and neuroscience in which scientific debates over the brain’s functions remain fiery, and experts divisively control how we characterize brain-injured defendants.
This Article examines how experts have long dominated the neuroscience narrative in U.S. criminal cases, …
A Safe Culture For Neuroscience, Bruce Waller
A Safe Culture For Neuroscience, Bruce Waller
William & Mary Law Review
When examining the future impact of neuroscience on the law, the first step requires narrowing the scope of the inquiry: advances in neuroscience are exciting, but the beneficial or harmful effects of those advances will depend on the specific culture in which they occur. In some cultures—such as in Norway or Sweden—integrating advances in neuroscience into the criminal justice system is likely to enhance understanding and improve the treatment of offenders and potential offenders. In the neoliberal culture of the United States, advances are more likely to exacerbate the profound wrongs of the criminal justice system rather than ameliorate them. …

Effective, low-cost clinical interventions to improve facility-based care during childbirth are critical to reduce maternal and perinatal mortality and morbidity in low-resource settings. While health interventions for low- and lower-middle-income countries are often developed and implemented top-down, needs and circumstances vary greatly across locations. Our pilot study in Zanzibar improved care through locally co-created intrapartum clinical practice guidelines (CPGs) and associated training (the PartoMa intervention). This intervention was context-tailored with health-care providers in Zanzibar and now scaled up within five maternity units in Dar es Salaam, Tanzania. This PartoMa Scale-up Study thereby provides an opportunity to explore the co-creation process …

The Relationship Between Parenting Practices And Cyberbullying Perpetration: The Mediating Role Of Moral Beliefs, Jaeyong Choi, Seungmug (Zech) Lee, Layne Dittmann
International Journal of Cybersecurity Intelligence & Cybercrime
Criminologists and psychologists have long recognized that parenting practices can affect childhood outcomes and the development of moral beliefs in children. Another body of literature provides evidence that morality is a key cause of antisocial behavior. Yet, a noticeable gap in this line of work has been testing the mediation effects of parenting practices on cyberbullying via moral beliefs. Using a sample of South Korean adolescents, we tested whether moral beliefs mediate the relationships between parenting practices and cyberbullying perpetration. Results show that parental supervision and excessive parenting can influence cyberbullying perpetration and that the impact of parenting practices is …

The proliferation of internet technologies has shaped interactions in contemporary society. Despite the pivotal importance of the internet to the global economy, it has several negative consequences such as internet fraud. This study examined the perception that young adults in Nigeria hold about internet fraud as an innovative means to economic survival rather than as a criminal enterprise. Robert Merton’s Anomie/Strain Theory (AST) was adopted as the theoretical thrust of the study. Adopting a qualitative data collection method, 15 participants were selected using the non-probabilistic purposive and snowballing techniques while opinions were sampled through in-depth interviews in different locations within …

Rent Strikes And Tenant Power: Supporting Rent Strikes In Residential Landlord-Tenant Law, Samantha Gowing
Michigan Law Review
For more than a century, low-income tenants across cities in the United States have protested and organized together against unjust housing conditions. Yet landlords continue to evade accountability, leaving mold, pests, lead paint, unclean water, and innumerable other issues unaddressed. On top of habitability concerns, the past several decades of gentrification have displaced hundreds of thousands of Black and brown residents from their communities. To address these issues, legal reforms have focused on either housing-market regulation or individual rights devoid of effective enforcement mechanisms. These reforms fall short. Tenant power, not just tenant-focused housing reform, should be a concern of …

Unfair Collection: Reclaiming Control Of Publicly Available Personal Information From Data Scrapers, Andrew M. Parks
Michigan Law Review
Rising enthusiasm for consumer data protection in the United States has resulted in several states advancing legislation to protect the privacy of their residents’ personal information. But even the newly enacted California Privacy Rights Act (CPRA)—the most comprehensive data privacy law in the country— leaves a wide-open gap for internet data scrapers to extract, share, and monetize consumers’ personal information while circumventing regulation. Allowing scrapers to evade privacy regulations comes with potentially disastrous consequences for individuals and society at large.
This Note argues that even publicly available personal information should be protected from bulk collection and misappropriation by data scrapers. …

Stroke is the second leading cause of mortality globally with higher burden and younger age in low-middle income countries (LMICs) than high-income countries (HICs). However, it is unclear to what extent differences in healthcare access and quality (HAQ) and prevalence of risk factors between LMICs and HICs contribute to younger age of stroke in LMICs. In this systematic review, we conducted meta-analysis of 67 articles and compared the mean age of stroke between LMICs and HICs, before and after adjusting for HAQ index. We also compared the prevalence of main stroke risk factors between HICs and LMICs. The unadjusted mean …

The aim of this study was to quantify balance impairments in standing in people with degenerative cervical myelopathy (PwDCM) in response to external perturbations. PwDCM have damage to their spinal cord due to degeneration of the cervical vertebral column, but little is known about balance. Balance was quantified by capturing kinetics, kinematic, and electromyographic data during standing in response to lateral waist pulls. Participants received pulls during predictable and unpredictable contexts in three stance widths at two magnitudes. In response to lateral waist pulls, PwDCM had larger center of mass excursion (P < 0.001) and delayed gluteus medius electromyography onset (P < 0.001) and peak (P < 0.001) timing. These main effects of history of myelopathy were consistent across predictability, stance width, and magnitude. A multilinear regression determined that gluteus medius peak timing + tibialis anterior peak timing most strongly predicted center of mass excursion (R2 = 0.50, P < 0.001). These data suggest that PwDCM have delays in generating voluntary and reactive motor commands, contributing to balance impairments. Future rehabilitation strategies should focus on generating rapid muscular contractions. Additionally, frontal plane postural control is regulated by the gluteus medius and the tibialis anterior, whereas other muscles (e.g. gluteus minimus, ankle invertors/evertors) not studied here may also contribute.

Background
COVID-19 is a global pandemic with poorly understood long-term consequences. Determining the trajectory of recovery following COVID-19 hospitalization is critical for prioritizing care, allocating resources, facilitating prognosis, and informing rehabilitation. The purpose of this study was to prospectively evaluate recovery following COVID-19 hospitalization.
Methods
Participants age 18 years or older who were hospitalized for ≥24 h due to COVID-19 completed phone/video call virtual assessments (including the 10-time chair rise test) and survey forms at three time points (2–6, 12, and 18 weeks) after hospital discharge. Univariate logistic and linear regression models assessed the associations of the outcomes with primary …

A centralized clinical data repository is essential for inspecting patients’ medical history, disease analysis, population-wide disease research, treatment decision support, and improving existing healthcare policies and services. Bangladesh, a rapidly developing country, poses several unusual challenges for developing such a centralized clinical data repository as the existing Electronic Health Records (EHR) are stored in unconnected, heterogeneous sources with no unique patient identifier and consistency. Data integration with secure record linkage, privacy preservation, quality control, and data standardization are the main challenges for developing a consistent and interoperable centralized clinical data repository. Based on the findings from our previous researches, we …

Pituitary adenylate cyclase activating polypeptide (PACAP) exerts pleiotropic effects on ventromedial nuclei (VMN) of the hypothalamus and its control of feeding and energy expenditure through the type I PAC1 receptor (PAC1R). However, the endogenous role of PAC1Rs in the VMN and the downstream signaling responsible for PACAP’s effects on energy balance are unknown. Numerous studies have revealed that PAC1Rs are coupled to both Gαs/adenylyl cyclase/protein kinase A (Gαs/AC/PKA) and Gαq/phospholipase C/protein kinase C (Gαq/PLC/PKC), while also undergoing trafficking following stimulation. To determine the endogenous role of PAC1Rs and downstream signaling that may explain PACAP’s pleiotropic effects, we used RNA interference …

The restaurant market is becoming more competitive, and businesses are challenged to differentiate themselves in this sector in terms of quality of services. This research aimed to identify the specific indicators for measuring the quality of restaurant service in Brazil. Based on a quantitative paradigm, we adopted a user-generated content analysis with a sample of 1,143,631 customer reviews from 35,611 restaurants in seven Brazilian cities available on the TripAdvisor platform. We collected and registered the data in text and analyzed the results with the support of T-LAB software. Moreover, we adopted TOURQUAL Protocol (Mondo, 2014) to identify the main requirements …

Women’s participation and activation of their role in societies are central goals among the UN’s global aims. This research accomplished the following objectives: first, expands the existing knowledge of women’s intentions and their startup desirability for small projects; second, explores the perceived outcomes; and third, develops an action plan based on the current constraints women face when leading small and medium-sized enterprise (SME) projects. Data were collected from an online questionnaire of 433 entrepreneurs based in Saudi Arabia (26.3% university staff, 23.1% project starters, 22.9% bank loan holders, 16.2% university students, and 11.5% leaders). The partial least squares path modeling …
