The Veil Of Jurisprudence: How International Law Masks Coercive Violence, Kenneth H. Mcmillen
The Veil Of Jurisprudence: How International Law Masks Coercive Violence, Kenneth H. Mcmillen
Linfield University Student Symposium: A Celebration of Scholarship and Creative Achievement
Who enforces international law? The answer lies in the different countries that make up international treaties and bodies that legislate international law. These laws conceptually are supposed to serve the same purpose that laws domestically do. They are meant to preserve justice for the different nations, with a theoretical framework that follows liberal ideals popularized by theorists like H.L.A Hart. However, these conceptions are wholly inaccurate as they lack the historical context that any analysis and justification of a system must need to be valid. I begin with a historical analysis of how the legal system has been used under …

Single treatments with psychedelics produce rapid, long-lasting antidepressant effects. Psychedelics may also exert anxiolytic effects and be useful in treating more complex psychiatric conditions, such as PTSD. However, less is known about the impact of these agents on PTSD-related symptoms. Thus, we aimed to determine whether a single administration of psilocybin could reverse PTSD-like sequelae induced by stress-enhanced fear learning in rats. Sprague-Dawley rats were placed in Context A (circular, white conditioning box) and exposed to several uncontrollable footshocks (Stress) or no footshocks (No Stress). The next day, the rats were placed in Context B (square conditioning box with clear …

Physically‑Aware Fault Modeling And Test Pattern Selection Using Multi‑Layer Perceptron Networks, Sandipan Sharma, Srinivas Vooka, Maheedhar Jalasutram, Pranav Murthy
Physically‑Aware Fault Modeling And Test Pattern Selection Using Multi‑Layer Perceptron Networks, Sandipan Sharma, Srinivas Vooka, Maheedhar Jalasutram, Pranav Murthy
Defensive Publications Series
Conventional semiconductor fault models often assume a linear correlation between fault counts and chip fallout, assigning equal weight to each fault node. This approach fails to account for non‑linear outliers attributed to specific physical design features, leading to suboptimal fallout prediction and inefficient test pattern prioritization. A method is disclosed that utilizes a multi‑layer perceptron network to generate physically aware fault models. A fault feature matrix is constructed from physical design data that incorporates features (e.g., total net length, via density, proximity to power rails). This matrix is processed by a fully connected neural network trained on production fallout data …
Hardware‑Interlocked Power Request Signaling For Secure Root‑Of‑Trust Operations, Rohit Sinha, Naved Kazi, Anchal Vijay
Hardware‑Interlocked Power Request Signaling For Secure Root‑Of‑Trust Operations, Rohit Sinha, Naved Kazi, Anchal Vijay
Defensive Publications Series
Traditional power management for secure memory operations often depends on external software to identify and request high‑voltage rails before sending commands to a secure entity. This reliance may create synchronization risks where memory programming might begin before power is stable, and involves non‑secure components inspecting secure directives, potentially exposing sensitive information. This publication describes a hardware‑interlocked handshake mechanism between a Root‑of‑Trust and a Power Manager to manage power rails on‑demand. The Root‑of‑Trust independently identifies the request for high‑voltage power and asserts a hardware request signal. The Power Manager receives a hardware interrupt, enables the indicated power rail, and returns a …

Bypassing Distributed Access Control For Subsystem‑Level Debugging, Rohit Sinha, Sumit Jha, Mayank Tutwani
Defensive Publications Series
Distributed access control in modern heterogeneous architectures often leads to debugging complexities during software development. Security enforcement logic is typically embedded across multiple initiators and targets, creating a wide search space when failures occur. It is often difficult to distinguish between functional software bugs and access control misconfigurations, as both may result in similar system behavior or silent failures. A system and method are disclosed for the selective relaxation of access control policies through a hardware‑assisted debug controller. The debug controller may provide granular enable signals to individual subsystems. Each subsystem may include a control status register that, when qualified …
A Hybrid Cryptographic Encoding System Combining Aes-256- Gcm Authenticated Encryption, X25519 Forward Secrecy, Shamir Threshold Key Management With Biometric Access Gating, And A Pluggable Steganographic Output Layer, Naveen Rajan
Defensive Publications Series
A hybrid cryptographic encoding system is disclosed in which plaintext is encrypted using AES256-GCM keyed via an X25519 ephemeral-static Diffie-Hellman key agreement, optionally protected at rest by a Shamir K-of-N secret-sharing scheme whose shares are individually gated by biometric fuzzy extractors, and the resulting authenticated ciphertext is rendered through a pluggable steganographic output layer (key-permuted Morse, Base64, or linguistic steganography). The combination delivers confidentiality, integrity, forward secrecy, threshold multi-party access control, and format-agnostic camouflage in a single interoperable pipeline.

Codex Oracle Architecture (Coa): Signal‑Driven, Meta‑Orchestrated Multi‑Agent Coordination For Autonomous Code Generation, Johny Manuel-Devadoss
Defensive Publications Series
This disclosure describes a novel orchestration architecture for multi‑agent code generation systems, referred to as the Codex Oracle Architecture (COA). COA introduces a signal‑driven coordination layer, a meta‑orchestrator (“Oracle Layer”), and a structured conflict‑resolution mechanism that enables large‑scale, adaptive, and emergent collaboration among heterogeneous AI agents. Unlike existing multi‑agent frameworks that rely on static workflows, deterministic message passing, or hierarchical control, COA enables dynamic agent activation, probabilistic decision making, and context‑aware collaboration. The architecture is designed to support autonomous code generation, refactoring, debugging, and long‑term software evolution in complex environments.
Semantic Discovery And Composite Ranking Of Skill Instruction Files In An Ai Agent Marketplace, Aaron Burton
Semantic Discovery And Composite Ranking Of Skill Instruction Files In An Ai Agent Marketplace, Aaron Burton
Defensive Publications Series
A method for discovering and ranking skill instruction files published to an AI agent marketplace using a composite scoring function applied to a vector index. When a querying agent submits a natural language query expressing a desired capability outcome, the system computes a composite relevance score for each indexed skill by combining embedding cosine similarity between the query and the skill description, declared constraint compatibility between the skill and the querying agent's operational profile, and an optional historical quality signal derived from prior benchmark completions. The ranking layer operates entirely upstream of any licensing, payment, or entitlement system and returns …

Automating The State: Public Sector Ai In India And The Challenge Of Rights-Based Regulation, Medha Garg, Shravani Nag Lanka
Indian Journal of Law and Technology
This article examines the deployment of Artificial Intelligence (“AI”) by Indian Central and State Governments across key public sectors, namely, healthcare, law enforcement, justice, welfare delivery, and urban governance. AI applications in these domains promise enhanced efficiency and service delivery but also introduce risks such as algorithmic and automation biases, inaccuracies, and accountability gaps. The absence of a comprehensive regulatory framework in India exacerbates these issues, leaving citizens vulnerable to opaque decision-making processes. We discuss the current fragmented regulatory landscape in India and compare it with AI governance models in the European Union, United States, and China. Building on this …

Surrogacy-Friendly State Law: Criteria For Categorizing State Law By Strength Of Legal Pathways To Gestational Surrogacy, Emma J. Noble
Surrogacy-Friendly State Law: Criteria For Categorizing State Law By Strength Of Legal Pathways To Gestational Surrogacy, Emma J. Noble
Honors Theses
This paper proposes new criteria for defining U.S. states as surrogacy-friendly. It exclusively considers gestational surrogacy and domestic intended parents. It provides an overview of the surrogacy laws in each state and Washington D.C., and classifies them by the newly proposed criteria. Existing definitions of surrogacy-friendly do not often provide detailed legal distinctions between the states. The proposed criteria consider whether or not a state has express surrogacy laws and if the intended parents’ sexual orientation, marital status, or genetic relationship to the child are limiting factors in their ability to obtain parentage orders. The criteria depend on the legal …

“Tolling For The Outcast”: A Therapeutic Jurisprudence Consideration Of The Relationship Between The Americans With Disabilities Act, Death Row Conditions, And Capital Punishment, Michael L. Perlin, Esq., Talia Roitberg Harmon, Maren Geiger, Chelsea Henning
San Diego Law Review
The press has regularly reported on the level of abysmal conditions on death rows in those states that have retained capital punishment. Death-row prisoners are often incarcerated in solitary confinement, and are subject to much more deprivation and harsher conditions than other prisoners. As a result, many experience declining mental health, and it has become clear that persons with mental illness are disproportionately put to death. Some litigants have turned to the Americans with Disabilities Act (ADA) as a potential source of relief; the Supreme Court’s decision in Pennsylvania Department of Corrections v. Yeskey underscored that the act’s language “unmistakably …

Gnsi Decision Brief: Global Fragility Reauthorization Act: Through An America First Foreign Policy Lens, Greg Howell
GNSI Decision Briefs
Over the past several decades, positive collaboration between U.S. government departments and agencies supporting development, diplomacy, and defense (3D) has resulted in foreign policy success stories, improving international relations and saving lives around the world. Many of these positive outcomes were achieved when American assistance was requested in response to natural disasters or humanitarian crises, such as following the 2004 tsunami in Indonesia, the 2010 earthquake in Haiti, and the 2020 COVID pandemic. The Global Fragility Act (GFA) created a framework for interagency cooperation internationally, which produced a strong foundation to advance this promising 3D model for foreign assistance. The …
Aces And Trust In Courts, Michael A. Wesley Jr.
Aces And Trust In Courts, Michael A. Wesley Jr.
Psychology Student Publications
Trust in the American court system is a foundational pillar of the legal system, based on the public's belief that authorities will make fair and just decisions.1 Therefore, understanding what factors degrade the public’s faith in the system is crucial. Most research on this topic examines the amount of trust placed in the police or the government.2, 3, 4However, there are no articles that investigate the relationship between trauma and trust in American courts. This is an issue because, as previously mentioned, individuals who have any number of ACEs are more likely to encounter the criminal justice system, including courts.5Understanding …

Male Teachers' Experiences On The Gender Imbalance In Early Education, Erika White
Walden Dissertations and Doctoral Studies
Diversity in the ECE workforce has been shown to have a positive social and academic influence on children and families within the ECE setting. The problem addressed in this study was that in an urban eastern school district (UESD), there was an educator gender imbalance in early childhood education (ECE). Grounded in Smith’s rational choice theory, the purpose of this basic qualitative study was to explore the experiences of male preschool and kindergarten (P—K) teachers in UESD. Data were collected through semistructured interviews with 13 male P—K teachers working in the UESD. Thematic analysis using inductive coding indicated male educators: …

Cockpits, Cubicles, Care Work: Why India Has More Female Pilots Than The U.S., Nandini Kumar
Student Publications and Presentations
This project compares how gender norms shape women’s employment in United States and India, focusing on the surprising case of female pilots. India has one of the highest percentages of female airline pilots in the world, yet one of the lowest percentage of women in the overall workforce. The United States has the opposite pattern where there are more women in the workforce overall, but far fewer female pilots. How can both things be true, and what do they reveal about gender norms? To research this question, I combined feminist theory as well as labor statistics, policy reports, and historical …

Bridging Two Worlds: A Qualitative Exploration Of Nurses Returning To Work Postpartum, Katherine Metz, Darlene Narca, Amanda Cortes, Michael Young, Nicole Bohr
Creating Healthy Work Environments (CHWE)
Introduction: Each percentage change in nurse turnover is associated with roughly $289,000 in organizational cost/savings annually.1 Despite this increased focus and nurses being primarily women of childbearing age2, little data exists on retention in nurses during the postpartum period. Supporting postpartum nurses is essential for workforce sustainability and organizational stability.
Purpose: The purpose of this study is to explore the lived experiences of nurses returning to bedside after childbirth. By examining their perspectives, this study seeks to identify key factors influencing job satisfaction, workplace well-being, and retention, and to inform the development of evidence-based organizational strategies that …
