Patronage Pardons, Lee Kovarsky
Patronage Pardons, Lee Kovarsky
Duke Law Journal
Abuse of presidential pardon power is taking a new and frightening turn. The Donald Trump administration is using clemency, including pardons, to signal impunity to regime allies contemplating misconduct. Such clemency has a predictable effect: it induces loyalist crime by reducing the expected penalty. "Patronage pardoning" refers to the clemency practices that power this loyalty-for-protection exchange. Those practices pose a grave threat to the rules-based constitutional order, and they are the subject of this Article.
Some historical observations predicate the diagnostic and prescriptive arguments that come later. Most importantly, the Framers concentrated federal pardon power in the president because they …
Ensuring "The Right To Live In The World": The Right To Repair Powered Wheelchairs, Maximillian J. Grahl
Ensuring "The Right To Live In The World": The Right To Repair Powered Wheelchairs, Maximillian J. Grahl
Duke Law Journal
Twenty-seven years ago, in Olmstead v. L.C., the Supreme Court held that improperly institutionalizing people with disabilities is a form of unlawful discrimination. In doing so, the Court acknowledged that people with disabilities have a right to live free from confinement. Yet today, repair restrictions and outdated Medicare standards combine to threaten powered-wheelchair users' ability to live out in the world. Some states have responded by passing right-to-repair laws, which require powered-wheelchair manufacturers and suppliers to provide the resources necessary for more accessible and more timely repairs. This Note analyzes these state laws in the context of previous right-to …

Journal of Contemporary Water Research and Education
Water guides South Dakota’s economy, ecosystems, and quality of life, yet there is limited empirical evidence on how residents understand water issues, what concerns they prioritize, and how they assign responsibility for water protection. This study examines public water knowledge, key water concerns, preferred management actions, and perceptions of responsibility for safeguarding water resources in South Dakota. We administered the South Dakota Water Resources Survey from July 2024 to August 2025, with responses from 461 adults across rural and urban communities. The instrument captured demographic characteristics and perceptions related to water knowledge, concerns, actionable items, and responsible parties. We analyzed …
Private Equity For All: The Paradoxical Push To Democratize Private Markets, William W. Clayton, Elisabeth De Fontenay
Private Equity For All: The Paradoxical Push To Democratize Private Markets, William W. Clayton, Elisabeth De Fontenay
Duke Law Journal
The recent push to open private equity and other private assets to retail investors represents one of the most profound changes to U.S. capital markets in decades. This "retailization" effort is often framed as an overdue democratization of superior investment opportunities. Indeed, private equity has long been viewed as special, both for its market-beating returns and its success in making companies more profitable. Yet it has historically been off-limits to retail investors.
This Article argues that the push to democratize private equity is subject to a glaring paradox: Expanding access to private equity undermines the very benefits that access aims …

Roblox-Related Protest And Political Opposition In Indonesia: Game-Native Repertoires And Discursive Resistance, Ruth Stany Melisa
JURNAL KOMUNIKASI INDONESIA
Digital games increasingly intersect with political communication as environments in which political grievances are reformulated through gaming cultures and vernaculars. This study examines Roblox-related protests associated with the Indonesia Gelap movement and the controversy surrounding the Indonesian Armed Forces Law (UU TNI) in March 2025. It asks how political opposition is constructed through game-native and symbolic repertoires and how these discourses invoke socially shared representations and relate to political power. Using a qualitative design, the study analyses six selected digital artefacts retrieved from X and TikTok. Visual and textual material constitute the primary data, while captured comments are …

A Square Peg In A Round Hole: Academic Review And Exhibitions, Cory L. Nimer, Megan E. Frost
A Square Peg In A Round Hole: Academic Review And Exhibitions, Cory L. Nimer, Megan E. Frost
Faculty Publications
Academic libraries increasingly use exhibitions as scholarly communication, yet conventional peer-review models rarely account for their collaborative, interdisciplinary nature. Museums and other GLAM institutions have developed standards addressing exhibition goals, audiences, interpretation, attribution, access, and visitor engagement, offering a useful foundation for academic library practice. At Brigham Young University, a library task force examined peer-review models across disciplines and adapted museum standards into a policy for evaluating exhibitions as scholarship in retention and promotion processes. Approved in January 2025, the policy was first applied to By Study and By Faith: 150 Years of BYU, an exhibition developed for the …

The Relation Of Archival Repair, Black Communities, And The American Healthcare System, Aaisha Haykal, Tabitha Y. Samuel
MUSC Conference Presentations
Historians and genealogists depend on records preserved in archival repositories and special collections libraries to provide the foundation of their research and scholarship. Systemic inadequacies in archival practice, including bias in the development of collections and the pitfalls of engagement, outreach, and advocacy to actively document and promote the work of archives and special collections libraries among potential stakeholders and interest-group communities, often contribute to archival silences, or gaps in the documentary record relating to historically marginalized communities. This is particularly significant in documenting the history of the ways Black communities have engaged with the American healthcare system as patients, …

Shivaprasad
School of Engineering, Computing and Mathematics
Biomass-derived syngas offers a viable pathway for producing renewable, hydrogen-rich fuel gas. However, its conversion performance is influenced by feedstock type, temperature, feed rate, and moisture content. This study develops a Cold Gas Efficiency (CGE) model for four agricultural feedstocks: wheat, barley, oilseed rape, and beans. Temperature-dependent regression correlations are developed for the main syngas components and gas flow rate using experimental data. Results show that CGE is highly sensitive to temperature, with low-temperature stress (0–5th percentile) reducing mean CGE by up to 22%. High-moisture stress (95–100th percentile) produced an even larger decline, lowering mean CGE from ∼44% to ∼35% …

Mineta Transportation Institute
Reclaimed asphalt shingles (RAS) offer a promising avenue for increasing recycled content in hot mix asphalt, but the aged, stiff binder they contribute tends to reduce cracking resistance, particularly at intermediate temperatures. This study investigated whether polymer fiber reinforcement can offset that brittleness while preserving rutting and moisture performance in mixtures containing both reclaimed asphalt pavement (RAP) and RAS. Fourteen asphalt mixtures were designed using a base blend of 25% RAP combined with RAS at either 3% or 5% by total mix weight. Two commercially available polymer fiber types, designated Fiber A and Fiber B, were added at dosages of …
Complementary Thermodynamic Mechanisms Of Boron And Carbon Segregation At Grain Boundaries In Nickel Alloys, Tyler D. Dolezal, Rodrigo Freitas, Ju Li
Complementary Thermodynamic Mechanisms Of Boron And Carbon Segregation At Grain Boundaries In Nickel Alloys, Tyler D. Dolezal, Rodrigo Freitas, Ju Li
Faculty Publications
Grain boundary stabilization by light interstitials is central to the performance of Ni-based superalloys, yet the thermodynamic mechanisms governing their interactions with substitutional chemistry remain poorly resolved. Here, we use hybrid Monte Carlo molecular dynamics simulations to quantify how boron and carbon modify the thermodynamic, structural, and chemical ordering of grain boundaries in Ni-Cr alloys. By analyzing interfacial state variables, site-resolved segregation spectra, local chemical ordering, and structural evolution, we show that boron and carbon stabilize grain boundaries through complementary pathways. Carbon drives saturation-controlled stabilization by recruiting Cr and conditioning boundary chemistry, while suppressing temperature-driven structural transformations of the boundary. …
