Global Health Financing Of Diagonal Interventions: Building Resilient And Sustainable Health Systems In Sub-Saharan Africa, Lucy Kim May 2026

Global Health Financing Of Diagonal Interventions: Building Resilient And Sustainable Health Systems In Sub-Saharan Africa, Lucy Kim

Master in Public Policy Theses

Background: Global health financing has historically prioritized disease-specific “vertical” programs over broader “horizontal” strengthening of general health systems. Vertical programs in HIV have led to unprecedented reductions in mortality worldwide, but HIV remains a significant public health threat in sub-Saharan Africa, where vertical strategies have long been criticized for creating fragmented health systems. In response, global health strategies have shifted towards combining vertical investments with broader horizontal activities, commonly referred to as “diagonal” programming. While evidence suggests that diagonal programming has the potential to create more resilient and sustainable health systems, evaluating its value for money is challenging due to …

The Digital Rentier State: Saudi Arabia, George Ngoh May 2026

The Digital Rentier State: Saudi Arabia, George Ngoh

Master in Public Policy Theses

As artificial intelligence reshapes Great Power Competition, control over digital infrastructure has become a key measure of global hegemony. In this context, Saudi Arabia is using its Vision 2030 strategy to pivot from traditional hydrocarbon reliance toward diversification into the AI and emerging technology sector, seeking to secure a position of power in an increasingly multipolar world.

This thesis analyzes whether Saudi Arabia’s AI investments signal a transition away from traditional resource rentierism or the creation of a new digital rentier model. Through primary and secondary research, this study argues that the Kingdom is establishing a sustainable pathway toward a …

Beyond The Ban: Chhaupadi Abolition And The Governance Of Menstrual Autonomy In Western Nepal, Nikita Paudel May 2026

Beyond The Ban: Chhaupadi Abolition And The Governance Of Menstrual Autonomy In Western Nepal, Nikita Paudel

Master in Public Policy Theses

This thesis examines how two decades of efforts to abolish chhaupadi have shaped the everyday conditions under which women and girls experience menstruation in western Nepal. Chhaupadi, commonly understood as menstrual seclusion, has been addressed through Supreme Court directives, national policy, criminal law, municipal implementation instruments, hut demolition campaigns, public health programming, and rights-based advocacy. Yet the practice has persisted, adapted, and in some cases moved into less visible spaces. Rather than treating this as a simple gap between law and practice, this thesis asks how abolition efforts themselves have become part of the regulatory regime through which menstruation is …

A Rarer Earth: The Many States Of Peat In Central Kalimantan, Layna Chen Ms. May 2026

A Rarer Earth: The Many States Of Peat In Central Kalimantan, Layna Chen Ms.

Masters of Environmental Design Theses

Peat currently occupies a central place within climate discourse, with Indonesia’s peatlands as a key site of concern since the late twentieth century. Yet this contemporary understanding is historically unstable. Over the last two centuries, what we commonly consider peat has been repeatedly redefined by scientific and bureaucratic institutions. Within popular media, peat has circulated as a low-grade fuel, an infertile swampland, an agricultural soil awaiting rehabilitation, and a hydrological body requiring remediation. Tropical peatland fires, once treated as a scientific improbability, have become a recurring environmental crisis. This history of shifting definitions suggests that ‘peat’ is not a stable …

Improving Amber Alerts: Results From A National Experimental Study Of Wireless Emergency Alerts, Lauren B. Cain, Jeannette Sutton, Hugh Walpole, Micki Olson

Emergency Preparedness, Homeland Security, and Cybersecurity Faculty Scholarship

In the United States, Wireless Emergency Alerts (WEAs) are used to notify the public of abducted children. However, there is no established guidance for writing AMBER Alert WEAs, and the vast majority have been incomplete. Using three randomly assigned groups recruited via a Qualtrics survey panel, we test an incomplete message containing a link to additional information, which reflects baseline messaging practices, against complete ‘plain language’ messages written using the MEP Message Framework with and without links. We find that plain language messages outperformed the baseline message when participants did not click the link for outcomes including message understanding, belief, …

The Normative Evolution Of Political Crime In Egyptian Criminal Law 1881 – 1981, Anas Sayed Elkorashy May 2026

The Normative Evolution Of Political Crime In Egyptian Criminal Law 1881 – 1981, Anas Sayed Elkorashy

Theses and Dissertations

This thesis examines the historical evolution of the Egyptian criminal justice system's approach to managing political opposition. It employs the concept of "political crime" as a heuristic for analyzing the prosecution of dissent, despite the absence of a statutory definition within the legal system. By situating these practices within the broader context of political conflict, the study traces how criminal law has been used to manage rivalry and neutralize perceived threats to the state. Drawing on Fraenkel’s theory of the "Dual State," the thesis argues that modern Egyptian criminal justice has developed through a distinctive dual structure. The research distinguishes …

Breaking Down Barriers To Pediatric Respite Care Use, Michelle Montanez May 2026

Breaking Down Barriers To Pediatric Respite Care Use, Michelle Montanez

Group: Northern Arizona University School of Nursing, DNP Doctoral Papers

Parents of children with a life-limiting illness provide constant, around-the-clock care, often leaving little time for their well-being. This responsibility is emotionally, mentally, and physically demanding, and without proper support, parents face increased risk of depression, burnout, and deteriorating health. Respite services offer relief by providing a much-needed break and allowing parents the opportunity for self-care and improved well-being. Though the benefits of respite are well documented, these services remain underutilized due to barriers such as limited provider awareness, lack of access, and emotional challenges the parents face. This Doctor of Nursing Practice (DNP) project aims to address these barriers …

A substantial body of evidence exists demonstrating that exposure to per- and polyfluoroalkyl substances (PFASs) poses a risk to human health. Data from epidemiological studies of those exposed occupationally or environmentally demonstrate adverse health risks, and these health effects are concordant with data from toxicological studies. Systematic reviews, conducted by agencies, organizations, and independent scientists that synthesize and integrate these data streams, have concluded that a range of health risks arise from PFAS exposure, including different types of cancer, especially kidney and testicular cancer, metabolic alterations such as increased liver enzymes and increased cholesterol, immune dysfunction such as reduced vaccination …

West Farms Estates Co. V. Miranda May 2026

West Farms Estates Co. V. Miranda

All Decisions

In this non-payment proceeding, the tenant sought to vacate a two-attorney stipulation of settlement, alleging unconscionability and improper calculation of arrears after losing her Project Based Section 8 subsidy for refusing to downsize. The court denied the tenant's post-judgment motion, emphasizing the high standard to vacate a two-attorney stipulation. It found the tenant failed to prove unconscionability, as both parties were aware of the rent increase due to her refusal to downsize, and she had waived defenses by settling. The court upheld the stipulation and denied vacatur, granting the landlord a substantial win.

The Tiger Trap Of Claims-Made-And-Reported Insurance Policies, Vonda Mallicoat Laughlin May 2026

The Tiger Trap Of Claims-Made-And-Reported Insurance Policies, Vonda Mallicoat Laughlin

Brooklyn Journal of Corporate, Financial & Commercial Law

Insurance policies contain notification requirements. A typical requirement is that notice be provided of a claim, or of an incident likely to lead to a claim, promptly or within a certain number of days of the occurrence. A claims-made-and-reported policy generally has this type of notification requirement but further requires that notice of a claim be provided within the coverage dates of the policy or within a set number of days following the policy’s expiration date. Over the years, the claims-made-and-reported form has reached popularity in regard to certain types of liability coverage. As exemplified by the case of President …

Though They Be But Young, They Are Fierce: Generation Z Is Leading The Way Toward A New Model Of Corporate Lawyering, Tania N. Shah

Brooklyn Journal of Corporate, Financial & Commercial Law

Since over a century ago, when Dodge v. Ford affirmed shareholder primacy as the central purpose of the corporation, and half a century since Milton Friedman argued that the only responsibility of business is to increase its profits, corporate law has reinforced a narrow tradition of fiduciary duty. But as that framework begins to broaden, a new generation of lawyers—Generation Z—enters the profession just as corporate governance is being redefined. The rise of benefit corporations—statutory entities legally required to pursue public benefit alongside profit—signals a meaningful shift in how corporate purpose is understood. Many Gen Zers came of age as …

In this licensee holdover proceeding, the landlord appealed a trial court judgment dismissing its petition and granting the tenant succession rights to a rent-stabilized apartment as a nontraditional family member. The Appellate Term affirmed, finding ample evidence that the tenant was the deceased tenant's long-term romantic partner and had co-resided since 1999, sharing expenses and a business. The court upheld the finding that the tenant of record's temporary relocation for cancer treatment did not interrupt the co-residency requirement, as there was an expectation he would return. The appellate court also deferred to the trial court's credibility findings, which favored the …

School of Medicine Publications

Localized chemotherapy offers a promising strategy to improve therapeutic efficacy while minimizing the systemic toxicity of conventional cancer treatment, particularly following tumor resection. Electrospun nanofibers are well suited for this purpose due to their high porosity, extracellular matrix-mimicking architecture, and capacity for localized drug release. In this study, electrospun nanofibers based on PCL and PLGA were developed for localized cancer therapy. Three distinct nanofibrous architectures were fabricated: PCL nanofibers, PCL−PLGA blended nanofibers, and PCL−PLGA multilayered (tetra-layered) nanofibers, and their encapsulation efficiency was determined by high-performance liquid chromatography (HPLC). Scanning electron microscopy confirmed uniform, bead-free nanofibrous morphologies, while Fourier transform infrared …

In this no-grounds holdover, the tenant moved to dismiss, arguing the apartment was subject to VAWA, requiring specific notices. The court denied this, finding an issue of fact regarding whether the premises was a covered housing accommodation. The tenant also claimed non-receipt of a GCEL notice with the petition, but the court found it was attached electronically and the petition restated the small landlord exemption. Finally, the tenant sought dismissal for insufficient small landlord information, but the landlord's cross-motion to amend the petition to include co-owner details was granted, as no prejudice was shown. All tenant's motions to dismiss were …

Depth-Dependent Suppression Of Bipolar Degradation In 4h-Sic Diodes Via Proton Implantation And Evaluation Of Safe Operating Current Density Range, Atsushi Shimbori, Ryota Wada, Nobuhiro Tokoro, Takashi Kuroi, Hiu Yung Wong, Alex Q. Huang

Faculty Research, Scholarly, and Creative Activity

This work explores the role of implantation depth in suppressing bipolar degradation of 4H-SiC PiN diodes through proton implantation. Targeting depths aligned with active basal plane dislocations (BPDs) effectively reduces stacking-fault expansion, as confirmed by electroluminescence imaging [1,2]. From these observations, we quantified the effective range of suppression in both depth and safe operating current density. Room-temperature proton implantation (170keV, 1×1016 cm-2) into the buffer reduced forward-voltage drift ΔVF by 97% at 600A/cm2 . The implanted diode extended the safe operating current range to 1300A/cm2, ~200A/cm2 higher than the reference, confirming effective suppression …
