Operational Responsibility In Ai Governance: A User-Centric Liability Framework, Zhengyang Chen

Who bears responsibility when artificial intelligence systems cause harm? This question has become central to AI ethics and governance. Most existing approaches focus on developers, yet this faces serious practical and theoretical problems. Drawing on tort law, agency law, and philosophy of technology, this paper argues that AI should be understood as an instrument whose outputs remain the responsibility of human operators rather than developers. We call this 'user-centric governance.' Placing accountability with deployers promotes public trust by creating clear lines of responsibility, a concern that governance approaches have often overlooked. Accurate and robust polyp segmentation is essential for early colorectal cancer detection and for computer-aided diagnosis. While convolutional neural network-, Transformer-, and Mamba-based U-Net variants have achieved strong performance, they still struggle to capture geometric and structural cues, especially in low-contrast or cluttered colonoscopy scenes. To address this challenge, we propose a novel Geometric Prior-guided Module (GPM) that injects explicit geometric priors into U-Net-based architectures for polyp segmentation. Specifically, we fine-tune the Visual Geometry Grounded Transformer (VGGT) on a simulated ColonDepth dataset to estimate depth maps of polyp images tailored to the endoscopic domain. Patient safety in hospice care requires balancing traditional safety metrics with individualized, comfort-focused goals at the end of life. Inpatient hospice units manage complex symptoms, high-risk medications, and dynamic family preferences, yet limited literature characterizing safety events in this setting. Despite routine event reporting, no comprehensive evaluation of safety incidents has been conducted at Zilber Family Hospice (ZFH).

Long COVID is characterized by persistent, heterogeneous symptoms that often lack timely recognition, contributing to delayed diagnosis and fragmented care. Rohingya refugee women in the United States face barriers to obstetric care, including language isolation, gender norms, prior trauma, and unfamiliarity with Western healthcare systems. Milwaukee hosts the largest Rohingya community nationwide (~3,000 residents), yet little is known about their perinatal care experiences.

Purpose:

Our quality improvement project aimed to characterize obstetric needs and care experiences among Rohingya women in Milwaukee and inform community-centered interventions.

Ectopic pregnancy (EP) requires timely diagnosis and treatment as delays increase the risk of rupture and maternal morbidity/mortality. Delays to reproductive healthcare access due to legal ambiguity, clinic closures, and widespread misinformation post-Dobbs vs. Jacksonmay have increased the incidence of ruptured EPs in Wisconsin. Similar delays may have also been experienced during COVID- 19 increasing ruptured EPs.

Perceptions Of Novice Career And Technical Education Teachers Regarding Teacher Evaluations, Felix Quayson, Chris Zirkle

As states expand funding for alternative teacher-licensure pathways, this qualitative descriptive case study examined how 38 novice Career and Technical Education (CTE) teachers in a Midwestern research university’s alternative licensure program perceived teacher evaluation during their first years in the profession. Analyses yielded ten major themes with three subthemes each, which were synthesized into the DEEPS conceptual evaluation framework: Development, Evaluation, Engagement, Partnerships, and Skills. We arranged the acronym DEEPS based on data analysis for conceptual coherence rather than order of occurrence. The purpose of this study was to identify the professional development preferences, needs, and engagement of family and consumer sciences (FCS) teachers in Illinois. Signature pedagogy and its three theoretical elements served as a foundational framework for structuring respondents' professional development considerations. Using a descriptive research design, data were collected through an online survey completed by 45 (42%) Illinois FCS teachers. Findings indicated that teachers preferred professional development that was offered in person, located within geographical proximity, and scheduled during contracted working hours. This paper details a measurement development study conducted in multiple phases to establish the reliability and validity of scores from a measure of career knowledge that can be specified to career fields. The initial development study focused on surveying and mapping careers in the engineering technician cluster, in alignment with a larger intervention study on career exploration of STEM technician and technologist careers. A short seven-item measure of perceived career knowledge was developed and piloted to address the need for empirical data on students' career knowledge, an outcome of interest to practitioners and researchers in career development. Autism spectrum disorder affects nearly 2% (1 in every 36) of children in the United States, yet few resources exist to aid police officers in effective communication and interaction with this portion of youth. This study surveyed behavior analysts’ recommendations for police regarding how they can better interact with youth with autism spectrum disorder based on their knowledge, experiences, and opinions. The purpose of this quantitative predictive correlational study was to examine how accurately the combination of parents’ homeschooling approach and parents’ religiosity predict music learning choices for homeschooled students. A Florida Department of Education report showed an increase in homeschooling between the 2013-14 and 2023-24 school years, while an Institute of Education Sciences report documented that 49 percent of homeschooled students in the United States participated in music in 2016. Hypertension (HTN) is the most common diagnosis in the United States and one of the 10 most expensive health conditions for employers. Poorly managed and undiagnosed HTN increases health care costs and contributes to lost employee productivity. This qualitative study sought to explore the meaning of employee engagement among Generation Y employees in the United States. Specifically, this research aimed to understand how Generation Y employees described their lived experiences of engagement and the motivational drivers that influence their engagement at work. The researcher interviewed five Generation Y employees. Two of them work in retail industry, two work in healthcare technology, and one works in higher education. The findings show that the participants have a shared meaning of engagement, defining engagement as alignment between their personal goals and organizational goals. International treaties recognize the right to education as a fundamental human right. The Taliban, which currently act as the government as Afghanistan, are legally bound by treaty obligations to respect the right to education. The Taliban have banned women and girls from receiving education past the sixth grade, which is illegal under international law. During the Taliban’s previous regime in Afghanistan, they implemented a similar policy, which had disastrous results for an entire generation of Afghan women. For several years, my colleague and I had been litigating employment discrimination cases with facts that shocked our friends and family. For example, we fought Dallas County over a women-work-the-weekend policy that required women detention officers to work weekends while male colleagues took the weekends off. Likewise, we challenged the City of Cleveland when it moved our client, an emergency medical services supervisor, from the day shift to the night shift explicitly because he is Black. Decades later, popular constitutionalists remain susceptible to one of the earliest (and most potent) critiques of their project—the charge that they have done far too little to explain how their theory might work in practice.
