Taming Strict Scrutiny, Gabrielle M. Girgis May 2026

Taming Strict Scrutiny, Gabrielle M. Girgis

Florida Law Review

Some members of the Roberts Court have signaled their willingness to reverse Employment Division v. Smith, a nearly thirty-five year old controversial but landmark free exercise ruling. Scholars and judges have debated what exactly should replace Smith’s test for religious exemptions, which applies strict scrutiny only to laws that target religion for unfair discrimination. More than one Justice on the Court has shown openness to a new strict scrutiny regime. Such a regime might apply strict scrutiny more widely to any substantial burdens on free exercise (as the Court did prior to Smith in cases such as Sherbert …

Extending Sbar To Sbar-A: A Practice-Based Framework For Dnp Clinical Scholarship, Cynthia Plonien May 2026

Extending Sbar To Sbar-A: A Practice-Based Framework For Dnp Clinical Scholarship, Cynthia Plonien

Nursing Faculty Publications & Presentations

The SBAR (Situation, Background, Assessment, Recommendation) framework is widely used to structure communication in healthcare settings. However, its traditional use emphasizes information exchange rather than practice change. Doctor of Nursing Practice (DNP) education requires translation of evidence into action through measurable practice change and leadership engagement. This manuscript introduces SBAR-A, an adaptation of the SBAR framework that adds an “Action” component requiring application of evidence-based interventions. SBAR-A integrates planning, leadership, and the application of knowledge to practice. This framework provides a structured approach for bridging communication and practice change within DNP clinical scholarship.

Pharmacy Faculty Articles and Research

Chikungunya, a debilitating mosquito-borne disease caused by chikungunya virus, has surged dramatically in the past two decades. Chikungunya outbreaks can intensify rapidly, with infections posing a significant endemic health burden in tropical/subtropical areas and for travelers. Health professionals require timely and accurate outbreak information to adequately protect travelers and assess chikungunya risk. However, detection is often insufficient in the areas most susceptible to outbreaks, leading to diagnostic and reporting delays. Consequently, travelers are often unaware of increased chikungunya infection risk at their destination. We assessed chikungunya surveillance and reporting resources, and we developed expert recommendations for traveler health protection. Because …

Weekly Published Magazine Covers During World War Ii: Cover Photos Used To Represent The Wartime Experience, Annika B. Larson

Theses and Dissertations

Weekly published magazines served largely as news outlets during World War II, and the images on the covers of these magazines were not only an attention catcher and tone setter, but were images chosen to represent the ever-changing landscape both on the homefront and internationally. In addition, these publications often used photographs that represented the developments their allies and enemies were making in tandem with domestic coverage. The entities publishing the magazines were managed by both the government and independent civilians, dependent on the country, thus providing different views of the war. The coverage in the United States and United …

Food Insecurity And Mental Health Among High School Students: Evidence From National And Virginia Youth Risk Behavior Surveillance Data, Nigel C. James, Asef Raiyan Hoque, Jada Pedersen, Huong Doan, Liam Hayes, Leah Suggs

Health Studies Faculty Publications

Background

Youth mental health problems are rising nationally. Virginia ranks among the lowest states in youth mental health access and has concentrated pockets of food insecurity (FI), underscoring the urgency of policy responses. FI is a known risk factor, yet surveillance often relies on single-item measures. We introduce a multidimensional Food Insecurity Index (FII) to examine associations with adolescent mental health.

Methods

We analyzed 2023 Youth Risk Behavior Surveillance System data from Virginia (n = 1866) and the United States (n = 10,724). The FII combined five indicators capturing acute scarcity and chronic dietary compromise. Survey-weighted logistic regression …

Summer School As A Second Chance For Success For Children: Perceptions Of Stakeholders In A Middle Level Summer School Intervention Program- A Mixed-Methods Study, Sara M. Smith May 2026

Summer School As A Second Chance For Success For Children: Perceptions Of Stakeholders In A Middle Level Summer School Intervention Program- A Mixed-Methods Study, Sara M. Smith

Electronic Theses and Dissertations

In the American education system, there is a responsibility of the system to educate all children. Research reveals that there are conflicting ideas on how to address students who are not on track to successfully complete K-12 schooling. Oftentimes, retention policies are utilized in schools to address these students. However, there is a great amount of research that reveals that retention policies have negative effects on a student’s educational trajectory in K-12 schooling. Vulnerable subgroups of students, such as students in poverty and other diverse learners, are even more affected by these policies.

This study focused on the current research …

The Worker Voice Gap: How Much Say Do Workers Want—And How Much Do They Actually Experience?, Alexander Hertel-Fernandez, Thomas A. Kochan

Upjohn Institute Policy Papers

•The worker voice gap—the difference between the influence that workers want and what they experience—is very large. Nearly three-quarters of American workers want more voice at work than they currently have in three key areas: 1) compensation, 2) working conditions, and3) use of new technologies at work.

• The voice deficit is largest for compensation, but majorities of workers also express voice gaps over working conditions and the use of new technologies in their workplaces.

•Although voice gaps are relatively widespread, women tend to report larger voice gaps than men, and younger and middle-aged workers tend to report larger gaps …

Abington Jefferson Health Papers

OBJECTIVE: Determine whether mismatch repair (MMR) and p53 expression predict recurrence-free survival (RFS) and overall survival (OS) in early-stage endometrial cancer (EC) patients treated with vaginal cuff brachytherapy plus chemotherapy (VCB/C) versus pelvic radiation therapy (RT).

METHODS: In the GOG-0249 trial, 601 patients with high-intermediate risk (HIR) early-stage EC were randomized to VCB/C (carboplatin/paclitaxel for 3 cycles) or pelvic RT. Molecular subgroups, deficient MMR (dMMR), p53 wildtype (p53wt), p53 abnormal (p53abn), were determined by immunohistochemistry. Five-year RFS and OS were analyzed using Kaplan-Meier curves and Cox proportional hazards models, adjusting for lymphadenectomy, planned VCB, and treatment group.

RESULTS: Among 315 …
