Stafford Act's Requirement To Consider Climate Change In State Hazard Mitigation Plans, Olivia N. Guarna
Stafford Act's Requirement To Consider Climate Change In State Hazard Mitigation Plans, Olivia N. Guarna
Sabin Center for Climate Change Law
Climate change is fueling an unprecedented number of extreme weather and climate disasters with dire costs on human life and property. States and local governments now face a responsibility to adapt to these increasing disaster risks to improve community resilience and avoid an ever-growing magnitude of loss. Congress passed the Stafford Act in 1988 to provide a means for sustained and coordinated federal aid in response to disasters. The Stafford Act includes a comprehensive non-emergency hazard mitigation program. Hazard mitigation assistance empowers states, tribes, and local governments to engage in planning and mitigation activities that improve disaster outcomes and minimize …
Characterizing Aging-Induced Rowhammer Vulnerability And Designing A Runtime-Adaptive Defense For Ddr4 Dram, Abdulaziz Alajmi
Characterizing Aging-Induced Rowhammer Vulnerability And Designing A Runtime-Adaptive Defense For Ddr4 Dram, Abdulaziz Alajmi
Electrical and Computer Engineering Master's Theses
Rowhammer is a hardware fault that began as a DRAM reliability concern and became a security vulnerability. Repeatedly activating one row corrupts data in its neighbors, so an attacker who can hammer rows next to sensitive memory can flip bits they could never directly access. The number of activations needed to do so is called the Rowhammer threshold. The Rowhammer threshold has fallen steadily with each generation. The defenses that ship in response, from in-DRAM target-row refresh to the counter-based mitigations now mandated by the DDR5 standard, all rest on a quiet assumption: that this threshold is a fixed property …

A Workflow For Automating Geospatial And Data Visualizations For Post-Earthquake Building Damage Data, Alejandra Bravo
Architectural Engineering: Graduate Reports
After major seismic events, reconnaissance efforts of various types are made to gather data. Coarse data can be collected with satellite imagery, mid-scale data can be recorded by capturing thousands of images, and granular data is typically documented manually by humans. Post-earthquake reconnaissance teams can be deployed by universities, research organizations, professional associations, and private firms. Academics, engineers, and students with varying degrees of expertise are tasked with collecting building metadata and damage data, typically in a short period of time. This data can be of various types including numerical (i.e. number of stories, height, etc.), categorical (i.e. damage level, …
Beach Pollution Messaging: Effects Of Negativity/Loss And Fear Appeals On Perceived Threat And Beach Protection Intentions, Cypress Brice
Beach Pollution Messaging: Effects Of Negativity/Loss And Fear Appeals On Perceived Threat And Beach Protection Intentions, Cypress Brice
Communication Studies
Beach and ocean pollution are major environmental issues for all communities, but they have an especially deep impact on coastal communities, where beaches are part of everyday life. Marine pollution includes both chemical pollution and trash, and a lot of it starts from land-based human activity before it reaches the ocean. This study examines how different messaging styles about beach pollution affect how people respond to the issue and whether they feel motivated to help protect beaches and oceans. Using an online experiment, participants viewed one of two beach pollution posters and then answered questions about their reaction to the …

An Analysis Of Immigration Frames In The News Media Post- Second Trump Administration, Olivia Hartley
An Analysis Of Immigration Frames In The News Media Post- Second Trump Administration, Olivia Hartley
Communication Studies
Immigration has been a particularly controversial issue since the 2nd Trump Administration. There has been an increase in Immigration Customs Enforcement activity, including deportations and detainments of immigrants across the United States (Craft & Witherspoon, 2026). Given the uptick in media coverage regarding these events, it is essential to understand how this information is being presented to the public. The framing of news media impacts how the public perceives issues, determining the acceptable treatment of immigrants in our society. In this study, a content analysis was performed to determine the prevalence of generic immigration news frames following the start of …

How Lesson Type Shapes First-Grade Scienceengagement And Enjoyment, Stella Cybulski, Brooke Towner, Joy James
How Lesson Type Shapes First-Grade Scienceengagement And Enjoyment, Stella Cybulski, Brooke Towner, Joy James
Journal of Youth Development
Although traditional classroom instruction often emphasizes passive forms of learning, growing evidence highlights the value of active play in promoting curiosity and conceptual development. Grounded in guided play theory, this study investigated how young learners experience science lessons across three instructional contexts: indoor inactive, indoor active, and outdoor active. Thirty-two first-grade students in a Title I laboratory school completed an enjoyment survey and drawing task following each lesson type. Results demonstrated that active play, particularly in outdoor contexts, was associated with higher enjoyment and more dynamic depictions of science learning. Thematic analysis of drawings indicated that students connected more deeply …

Rhode Island Teen Institute Remains Impactful After More Than A Decade Hiatus, Tayla Von Ash, Anusha Gupta, Michael J. Thompson, Jennifer Stevens, Terese Gregg, Sandra Del Sesto
Journal of Youth Development
Rhode Island Teen Institute (RITI) is a 5-day residential program based on the Positive Youth Development approach that exposes participants to intensive training in individual and community advocacy, decision-making, interpersonal communication, and leadership development. Results from prior iterations of RITI (2002-2009) demonstrated that the program was efficacious at improving leadership and other related skills among participants. However, unfortunately due to loss of funding, the program did not run from 2010-2023. The present study assesses the feasibility, acceptability, and preliminary efficacy of the 2023 implementation of RITI after more than a decade-long hiatus. The program was successfully implemented with 44 youth …

White Matter Microstructure Of Sensorimotor Projection Fibers In Chronic Low Back Pain, John R. White, Jennifer M.C. Vendemia, Zachary Baty, Sheri Silfies, Stephen A. Coombes
Faculty Publications
Introduction:
Chronic low back pain (cLBP) is linked to altered cortical sensorimotor structure and function, yet white matter microstructure in sensorimotor projection fibers remains poorly characterized. Objective: To address this gap, we used diffusion MRI to comprehensively characterize sensorimotor projection fibers in 44 patients with cLBP and 41 matched healthy controls.
Methods:
We estimated an array of microstructural measures, including fractional anisotropy (FA), extracellular free water fraction (FW), free water–corrected FA (fwcFA), and neurite orientation dispersion and density imaging (NODDI) metrics.
Results:
General linear models identified significantly higher FA and fwcFA and lower orientation dispersion index (ODI) in cLBP vs …

Reimagining Legal Education: The Transformative Power Of Small-Group Instruction, Michael I. Meyerson
Reimagining Legal Education: The Transformative Power Of Small-Group Instruction, Michael I. Meyerson
Seattle University Law Review
Legal education is failing its students. Those entering their first year of law school have greater anxiety and less developed reading and writing skills than ever before. The traditional large Socratic class, which was never the most effective teaching method, has become increasingly counterproductive.
This Article contends that small-group instruction provides the opportunity for superior teaching, especially for first-year law students. Recent scholarship in active learning, educational psychology, and students’ mental health demonstrates the limitations of the traditional large Socratic class experience. Building on that theoretical foundation and informed by sustained classroom experience, this Article argues that small-group pedagogy more …
Land Without Legacy: The Case For Market-Based Appraisals On Hawaiian Home Lands, Alexis C. Owens
Land Without Legacy: The Case For Market-Based Appraisals On Hawaiian Home Lands, Alexis C. Owens
Seattle University Law Review
The Hawaiian Homes Commission Act of 1920 (HHCA) was enacted to restore Native Hawaiians to ancestral lands and promote long term economic self-sufficiency. More than a century later, that promise remains unfulfilled. This Note argues that a central but overlooked barrier lies in the HHCA’s mandated use of the replacement cost appraisal method, which systematically undervalues homestead properties by excluding market forces. In one of the most expensive housing markets in the United States, this approach suppresses home equity, the primary means of intergenerational wealth building, and restricts beneficiaries’ access to credit and financial stability. By severing the connection between …
International Law’S Forgotten Refugees—Palestinian Refugees In Egypt
International Law’S Forgotten Refugees—Palestinian Refugees In Egypt
Seattle University Law Review
This Article examines the legal and humanitarian crisis facing Palestinian refugees who have fled to Egypt amidst the ongoing violence in Gaza. While escaping active conflict, these refugees face systemic barriers to employment and education, rendering their living conditions precarious and unsustainable. The unique legal status of Palestinian refugees stems from the fact that they have been excluded from the 1951 Refugee Convention and its 1967 Protocol, leaving them without any meaningful international protection. This exclusion is rooted in the political complexities of the Palestinian struggle for self-determination and reflects a fragmented legal framework that prioritizes limited humanitarian aid over …

In Total Defense: The New Deal and the Invention of National Security, Andrew Preston reveals how Franklin D. Roosevelt’s domestic reforms laid the groundwork for America’s modern national security state. Blending political history with strategic insight, the book uncovers how the New Deal reshaped the U.S. approach to global threats long before World War II. It’s a compelling story of how internal crises forged a new vision of American power on the world stage.

What's The Big Picture? Capturing All The Companions To The Lowest-Mass Stars, Eliot Vrijmoet, K. Ward-Duong, Susan Niu, Alette Matthews, Todd Henry, Lucy Williams
Astronomy: Faculty Publications
The M dwarfs are frequently orbited by low-mass stars and terrestrial planets, yet rarely by the brown dwarfs and Jovian planets between those mass regimes. The collective orbital architectures of those unusual substellar companions thus present a valuable opportunity to learn about those objects' formation, dynamical evolution, and original circumstellar environments. Accessing those parameter spaces, however, requires complementary observing techniques to truly map orbits and thoroughly assess the masses and mass ratios that occur. Here we present our pilot study of five M dwarfs with strong evidence of potentially substellar companions, combining 20+ years of astrometric monitoring from RECONS with …
How Deals Die, Da Lin, Morgan Ricks
How Deals Die, Da Lin, Morgan Ricks
University of Chicago Law Review
The risk of deal breakage is central to merger and acquisition (M&A) dealmaking. Yet neither the finance nor corporate law literatures have systematically explored how and why deals fall apart. We rectify this deficiency, making three principal contributions.
First, we develop a comprehensive typology of eight M&A outcomes:
completed-as-announced deals and seven types of deal breakage. This precise mapping provides both positive and normative payoffs. Apart from revealing the multifaceted ways in which announced deals can be disrupted, we detail the starkly differing implications for the merging parties associated with each outcome type and thus illuminate why incorporating outcome heterogeneity …
