In this Article, I make a case for why issues concerning the territories should be taught in law school courses and suggest a few ways in which federal criminal adjudication in the territories can and should be incorporated into the criminal law and procedure curriculum.10 As I advance elsewhere,11 criminal adjudication in the territories functions differently than in the mainland United States.12 Using the framework of what I call the “territorial criminal legal system,” I have begun mapping the contours of the unique prosecutorial ecosystem produced by the territorial condition.13 Chief among the characteristics is the …

Notice-and-comment rulemaking is arguably the most important procedure in the modern administrative state. Influential accounts even frame it as the 1946 Administrative Procedure Act’s “most important idea.” But its historical origins are obscure. Scholars have variously suggested that it grew out of the constitutionally sanctioned practice of congressional petitioning, organically developed from the practices of nineteenth-century agencies, or was influenced by German conceptions of administrative rulemaking. These histories, however, are incomplete. Using original archival research, this Article demonstrates that notice-and-comment rulemaking was the product of a series of American transplantations of English rulemaking procedures that developed in the late nineteenth …

Chief Justice Roberts of the United States Supreme Court has said that “the way to stop discrimination on the basis of race is to stop discriminating on the basis of race.”1 In this Article, I examine what it means to discriminate on the basis of race—or what it means to stop discriminating on the basis of race. I consider interventions designed to enhance social welfare in an economy with racially discriminatory games operating at its base. This article first describes shifts in human rights law that have led to improvements in the realization of sexual and reproductive health and rights (SRHR) over the last decade. The article does so, however, with careful attention to the structural factors beyond formal legal mechanisms that may undermine the ability of governments, even with the best of intentions, to fully develop the necessary robust health and justice systems. This symposium essay suggests that, given an ostensibly originalist Supreme Court, the future depends on getting the past right. The unitary executive theory is approaching its political and doctrinal zenith in 2025, at the very moment it is approaching an evidentiary crisis. This essay details that crisis: a subset of misuses and misrepresentations of sources in the unitary executive scholarship. This subset focuses on serious misrepresentations of the Ratifications debates.

One of the important processes involved when a disaster happens is to allocate the victims to the navigation center. Current evacuation practices may cause further damage as the victims must wait for the rescue team to come. A self-navigation system, called Banjir Rescue, would allow the victims to save their lives and belongings sooner by determining the appropriate evacuation center. This study examines students' attitudes and motivation toward learning mathematics. The purpose of the study is to determine the relationship between the variables of students' attitudes toward mathematics and their motivation to learn mathematics. The study also addresses the question of how non-intelligence variables affect student achievement. To answer the research questions, a questionnaire was administered to 150 grade 4 students who were surveyed. From the results, the relationship between these two variables is shown to be significant. However, the variables did not seem to affect the students' performance. When the aging population increases, the demand for pension is also higher causing pension expenditure to also increase. Persistent increase in pensions expenditure can cause strain on government budgets and pose sustainability challenges for pension systems in the future. Therefore, this empirical study delves into the relationship between population aging and pension expenditure and identifies both short-term and long-term relationships between pension expenditure and its determinant for the sample spanning from 1970 to 2020. Exploring Transfer Learning And Convolutional Autoencoder For Effective Kitchen Utensils Classification, Hashim Rosli, Rozniza Ali, Muhamad Suzuri Hitam, Ashanira Mat Deris, Noor Hafhizah Abd Rahim

Effective classification of kitchen utensils is crucial for advancing assistive technologies and enhancing daily living for individuals with visual impairments. This study investigates the use of transfer learning and convolutional autoencoders to improve classification accuracy. We integrate pre-trained networks into an autoencoder framework to enhance feature extraction and image reconstruction. Models including ResNet50, DenseNet121, and their autoencoder variants were evaluated using precision, recall, accuracy, Structural Similarity Index Measure (SSIM), and Peak Signal-to-Noise Ratio (PSNR). Results show that DenseNet121 outperforms ResNet50 with a classification accuracy of 72% and shorter training time. When combined with autoencoders, DenseNet121-Autoencoder achieves the highest classification accuracy …

At the core of U.S.-China tensions and the Indo-Pacific strategy, the evolving legal frameworks that govern U.S.-Taiwan relations present legal intricacies under American and international law. The Article provides the first comprehensive analysis of the groundbreaking U.S.-Taiwan Initiative on 21st-Century Trade, the only Congress-approved trade agreement during the Biden administration. It argues that within the space of non-recognition, the United States has accorded Taiwan diverse and incremental forms of legal recognition, which culminated in the Initiative and its Implementation Act. Through an interdisciplinary lens, the Article develops a theoretical framework that bridges recognition theories under international law and international relations. …

Defense program managers utilize Earned Value Management (EVM) methodologies to measure, report, and predict the cost and schedule performance of their programs. Previous research conducted by Christensen (1996) and Kim et al. (2019) has shown varied results in the stability of EVM Estimates at Completion (EACs). Stability is defined as a 10% or less deviation from the final EAC at a specified percent completion point of the program. The Christensen (1996) and Kim et al. This article analyzes and investigates the distribution of cost growth of the Estimate at Completion (EAC) for the Work Breakdown Structure (WBS) elements of approximately 60 historical United States Acquisition Category I Research, Development, Test and Evaluation aircraft programs. Using the method of maximum likelihood in conjunction with the Akaike Information Criterion, the authors suggest that both the lognormal and Weibull distributions provide relatively good fit to EAC cost growth, with the lognormal slightly edging out the Weibull. The first WHO Global Clinical Trials Forum was convened in November, 2023 to develop a shared vision of an effective global clinical trial infrastructure. The Paediatric Clinical Trials Working Group was formed to provide perspectives, identify challenges, and propose solutions to strengthen the paediatric clinical trials ecosystem. Participants represented paediatric disciplines, including infectious diseases, nutrition, neonatology, pharmacology, oncology, neurodevelopment, public health, and policy. Childhood diseases have profound lifelong effects on health, livelihoods, and societies. Blast pressure is the primary military targeting metric for nuclear weapons. Any local conditions that affect blast pressure have the potential for altering nuclear plans, both from defensive and offensive standpoints. Understanding the impact of snow to the blast wave, therefore, provides a benefit both to military planners and to warfighters on the ground, for any operation occurring in arctic environments. No existing data provides a quantitative description of how snow on the ground affects a nuclear detonation blast wave passing over it. Background & aims: Mood disorders and disorders of gut-brain interaction (DGBI) are highly prevalent, commonly comorbid, and lack fully effective therapies. Although selective serotonin reuptake inhibitors (SSRIs) are first-line pharmacological treatments for these disorders, they may impart adverse effects, including anxiety, anhedonia, dysmotility, and, in children exposed in utero, an increased risk of cognitive, mood, and gastrointestinal disorders. SSRIs act systemically to block the serotonin reuptake transporter and enhance serotonergic signaling in the brain, intestinal epithelium, and enteric neurons. Yet, the compartments that mediate the therapeutic and adverse effects of SSRIs are unknown, as is whether gestational SSRI exposure directly …

Employee green behavior (EGB) is a construct that includes environmentally related workplace behaviors (Zacher et al., 2023). This construct has been researched in terms of its relationship with personality traits under the Big 5 but has scarce research on its relationship with Core Self Evaluation (CSE) (Katz et al., 2022; Patrasc-Lungu & Iliescu, 2022). Importance: Vertical sleeve gastrectomy (VSG) and Roux-en-Y gastric bypass (RYGB) are the most commonly performed metabolic and bariatric surgery (MBS) procedures in adolescents and adults. Despite their safety and effectiveness, there is concern over postoperative gastrointestinal symptoms (GIS), especially gastroesophageal reflux symptoms (GERS), in those undergoing VSG.

Objective: To evaluate the long-term prevalence of GIS in adolescents who underwent RYGB or VSG.

Design, setting, and participants: This is a prospective, multicenter, observational cohort study at five academic referral centers in the United States. Patients were enrolled from February 28, 2007, through December 30, 2011. The analysis included 228 adolescents: 161 …

We hypothesize that marketing messages using a generosity framing have the potential to draw healthy persons into the insurance pool, thereby improving access and health outcomes and lowering premiums, but without removing choice or requiring substantial government action. The dependent variable for our field experiment is whether or not recipients of the marketing campaigns enroll in health insurance via the participating exchanges or in Medicaid.

Felicia Sonmez alleges that the Washington Post violated the D.C. Human Rights Act by banning her from covering certain stories because she is a woman and a sexual-assault survivor. Op. 2-3. After finding Sonmez’s detailed allegations plausible, a panel of this Court rejected as premature the Post’s First Amendment defense that its decision was driven not by discrimination but by a desire to maintain an appearance of objectivity. The development of non-invasive blood pressure monitoring systems remains a critical challenge, particularly in resource-constrained settings. This study proposes an efficient deep learning framework integrating Edge Artificial Intelligence for continuous blood pressure estimation using photoplethysmography (PPG) signals. We evaluate three architectures: a residual-enhanced convolutional neural network, a transformer-based model, and an attentive BPNet. Using the MIMIC-IV waveform database, we implement a signal processing pipeline with adaptive filtering, statistical normalization, and peak-to-peak alignment. Experiments assess varying temporal windows (10 s, 20 s, 30 s) to optimize predictive accuracy and computational efficiency. Large-scale marine protected areas (LSMPAs; > 1000 km2) provide important refuge for large mobile species, but most do not encompass species' ranges. To better understand current and future LSMPA value, we concurrently tracked nine species (seabirds, cetaceans, pelagic fishes, manta rays, reef sharks) at Palmyra Atoll and Kingman Reef (PKMPA) in the U.S. Pacific Islands Heritage Marine National Monument. PKMPA and the U.S. Exclusive Economic Zone encompassed 39% and 54% of species movements (n = 83; tracking duration range: 0.5–350 days), respectively. Networks-on-Chip (NoCs) represent a transformative advancement in System-on- Chip (SoC) communication architectures, addressing the scalability and performance limitations of traditional bus-based systems. The increasing reliance on NoCs in modern SoCs has raised security concerns, particularly in untrusted fabrication environments. This thesis investigates the vulnerabilities posed by malicious hardware Trojans and untrusted IP cores, such as reverse engineering, misdirection attacks, and brute-force decryption. To counter these threats, the study introduces a robust security framework leveraging encoding and obfuscation techniques. Abstract Background: Online nutrition education can improve food choices among underserved populations. The About Eating New York (AENY) program is a web-based, self-paced series of modules designed to enhance nutritional literacy, resource management, and confidence in healthy eating. Leveraging dissemination and implementation (D&I) science, AE partnered with community organizations across New York’s ten fiscal regions to extend its reach. Methods: This study analyzed secondary data from the AENY dissemination effort. Participants were recruited via social media and community organizations.
