Extremist Threats To Food And Agriculture Critical Infrastructure, Jennifer Carson, Michael K. Logan

In this report, NCITE researchers explore the current threat domestic extremists pose to the Food and Agriculture (FA) critical infrastructure sector. We pay specific attention to three threat actors, including 1) animal rights and environmentally motivated extremists, 2) racially/ethnically motivated violent extremists, and 3) anti-institutionalist extremists. Additionally, we elaborate on several security considerations that are unique to the FA sector and the role that precision agriculture technologies play in this ever-evolving threat landscape. We conclude by recommending strategies that national security leaders should consider to strengthen and fortify the FA sector.

Kamala Harris's nomination at the 2024 Democratic National Convention was both unusual and historic. Not only was she the first woman of color to be nominated for the presidency by a major party, but she also emerged as the party's choice without having competed in any nominating contests, an outcome made possible by Joe Biden's withdrawal from the candidacy. National nominating conventions are important opportunities for parties and candidates to draw media attention, and this coverage shapes the political impact of conventions. Children from divorced households are granted access to devices (e.g., smartphones, tablets), helping them to maintain meaningful contact with both parents. However, regulating their device usage across two households presents unique co-parenting challenges, which are little studied in the existing literature on parental mediation. As we begin to address this gap, we used low-fidelity prototype designs, guided by the principles of fostering open communication and instilling self-regulation. We evaluated those designs (presented in the form of storyboards) through semi-structured interviews with 23 divorced parents, whose children are active Internet users and aged 13 years or below. This article conceptually and theoretically examined the phenomenon of development tarps in Nigeria by adopting stylised facts and a trend analysis approach. Essentially, the findings revealed that the Nigerian economy is ensnared in governance, poverty, and corruption traps. Thus, the poverty trap persists due to many years of persistent poor governance and its impact, while corruption has persistent, domineering, and predictive power on Nigerians. Therefore, the Nigerian elites, especially the political elite, must rise to become the Patriots of Development. Additionally, the Nigerian government should further empower the anti-corruption agencies so that they become effective, rather than merely bark.

Algorithmic Bias In Hiring: Amending Title Vii To Prohibit Ai Discrimination, Michael H. Leroy

I propose amendments to Title VII to address discriminatory hiring related to AI technologies. Section 703(c)’s definition of an “employment agency” should be modified to include “any person who uses artificial intelligence” to procure employees. I also propose a new definition in section 703 that incorporates the expansive definition of AI in 15 U.S.C. 9401(3). These small changes would make AI hiring firms more responsible for discriminatory screening and selection of job applicants, and better protect applicants who are adversely selected by sex, race, disability and other protected characteristics.

The Social Security Act of 1935’s twin flagship programs, unemployment insurance and retirement benefits, each provide cash benefits to replace lost wages when income is cut off due to harms beyond our control. But the Social Security Act fails to protect workers against wage loss due to serious but temporary illness, which poses a risk to economic security that parallels job loss and old age. This missing insurance protection is better known today as paid leave.
The omission of wage loss insurance for serious illness leaves a profound gap in the Social Security Act that was recognized since the law’s …

The Class Action Fairness Act of 2005 (CAFA) makes it easier to remove consumer class actions from state to federal court and, among other things, regulates the procedure of federal court approval of settlements of those cases. CAFA requires that before any court approval or disapproval, the parties must notify the Attorney General of the United States, and the attorneys general of states where members of the class live, of the pending settlement in order to receive any objections or other input. While such notice is frequently sent, since most class action cases settle out of court, it appears that …

Many people in the United States express anti-LGBT attitudes and oppose LGBT rights. These views are perpetuated when others, including allies, tolerate expressions of anti-LGBT bias. In this study, we adapted and validated a measure of tolerance of homonegativity and transnegativity (TOHT), and assessed its associations with evaluations of LGBT people, straight people, support for LGBT rights, and system-justifying ideologies among heterosexual, straight, binary-gendered/non-trans (i.e., cisgender) women and men who identified as liberal, moderate, or conservative (N = 295). Building modeling, specifically heating, ventilation, and air conditioning (HVAC) load and equivalent energy storage calculations, represent a key focus for decarbonization of buildings and smart grid controls. In this paper, an ultra-fast one minute resolution Hybrid Machine Learning Model (HMLM) is proposed as part of a novel contribution in the field of residential physics-based smart home surrogate modeling. Emulation of white box models, or digital twins, with editable parameters through machine learning (ML) meta-modeling serves as an alternative to wide-spread experimental big data collection. Preservice teacher programs have been charged with finding ways to make programming more multiculturally inclusive due to the student population in K-12 public schools across the United States becoming increasing racially, culturally, or ethnically more diverse each year. Two years ago, the Supreme Court slaughtered the Dormant Commerce Clause in its decision in National Pork Producers v. Ross. While the case is not explicitly about environmental law, it significantly affects environmental laws and policies, especially pertaining to state renewable portfolio standards. These state policies are especially prone to Dormant Commerce Clause litigation, given the interstate nature of electric grids. This paper argues that the scope of the Dormant Commerce Clause in light of this decision is appropriate for ensuring that states have adequate wiggle room in renewable energy regulation, but not an excessive amount of leeway so …

A recent burst of revisions in the bedrock regulations governing projects that may adversely affect wildlife represents a generational shift in policy. Streamlining federal decision -making drove much of this reform. Streamlining offers a path to address climate change without abandoning a longstanding commitment to wildlife conservation. The conservation community recognizes the need to build new infrastructure to reduce the rate of climate change through air emissions. The most urgent priority is decarbonizing the electrical ~rid through renewable energy generation and a better transmission network. From the late 1800s until the 1950s, telecommunication companies across the United States utilized lead casing to protect their telecommunication lines. As technology developed and different types of plastic coatings were created, telecommunication companies phased out the use of lead cables. However, the lead cables remain in the air and buried in the ground, even continuing to provide telephone service for some. Early primary students can struggle with pre-reading skills, and this struggle leads to a lack of reading development as they enter primary grades. Research reveals that factors such as working memory and disorders such as dyslexia influence children's reading development, yet strategies such as orthographic mapping and embodied learning can improve their pre-reading skills. This study examines how structured routines impact preschoolers' attentiveness and behavior in a small-town classroom with a diverse student population, including ELLs and children with IEPs. The research uses observations, teacher interviews, and parent surveys to examine how routines shape engagement, transitions, and self-regulation. Forecasting future health status is beneficial for understanding health patterns and providing anticipatory support for cognitive and physical health difficulties. In recent years, generative Large Language Models (LLMs) have shown promise as forecasters. Though not traditionally considered strong candidates for numeric tasks, LLMs demonstrate emerging abilities to address various forecasting problems. They also provide the ability to incorporate unstructured information and explain their reasoning process. Environmentally persistent free radicals (EPFRs) are combustion products present in substantial numbers on atmospheric particulate matter with half-lives of days to years. The mechanisms linking EPFR exposure and respiratory diseases are unclear, but likely involve oxidative stress. We investigated the mechanisms by which EPFR exposure impact on well-differentiated primary human nasal epithelial cells from subjects sensitive or resistant to oxidant stressors, cultured at an air-liquid interface. We found that EPFR exposure induced mitochondrial reactive oxygen species (mtROS) production; increased mitochondrial DNA copy number; down-regulated mucus production gene, Mucin-5AC (MUC5AC); up-regulated detoxifying gene, cytochrome P450 1A1 (CYP1A1), nuclear factor erythroid 2-related …

Introduction: One factor that can influence whether someone will engage in secure firearm storage is having a suicide exposure (SE). Daruwala et al. (2018) examined this and found that individuals with an SE, without considering perceived closeness, did not significantly differ from those who did not have an SE in their firearm storage practices. Thus, the present study aimed to replicate and extend the research of Daruwala et al. Motivated by a real dataset about human migrations, this paper develops a transformed varying coefficient model for origin and destination (OD) regression to elucidate the complex associations of migration patterns with spatio-temporal dependencies and socioeconomic factors. Accounting standards require firms to write down their inventory when its market value (or net realizable value) drops below cost. Recognizing inventory write-downs decreases gross margins and increases scrutiny of managers’ inventory management practices. Further, it is difficult for market participants to assess inventory balances. Therefore, managers often delay recognizing inventory losses. Compared with other analysts, analysts who issue disaggregated gross margin (GM) forecasts evaluate a firm's inventories more closely, which should motivate managers to recognize expected inventory losses.
