Ask The Women In Blue: Female Officers’ Thoughts On The Recruitment And Retention Of Women In Policing, Rachael Rief, Samantha S. Clinkinbeard, Lexi Goodijohn, Trisha Rhodes
Criminology and Criminal Justice Faculty Publications
Women bring many benefits to policing but represent only 14% of sworn police in the United States. Researchers have examined different recruitment strategies, yet few have sought insight from women officers themselves. We explored women officers’ perspectives on recruiting and retaining more women in policing. Using semi-structured interviews, we asked 40 current and retired women officers how police agencies can better target women to increase their representation. Responses were analyzed using open coding techniques. Participants noted difficulty hiring amid a larger police staffing crisis. They also discussed the structure and culture of police work as barriers to the recruitment and …
2020 Racial Justice Protests In Portland, Or: An Analysis Of Radical Place-Making And Police Tactics In A Neighborhood Context, Claire Brumbaugh-Smith
2020 Racial Justice Protests In Portland, Or: An Analysis Of Radical Place-Making And Police Tactics In A Neighborhood Context, Claire Brumbaugh-Smith
Dissertations and Theses
During the George Floyd protests, police used tactics infrequently seen until now, including the use of tear gas and sonic weapons in contested spaces. Police tactics are presumably sanctioned by policing directives, but little is known about how these tactics may vary across space at a granular spatial level, or how they might be normalized over time. To address this knowledge gap, I used the concept of repertoires of protest control to characterize and quantify the tactics of the Portland Police Bureau (PPB) deployed on racial justice protesters during the 2020 racial justice protests and describe the role of these …
“Help Is Here”: How A Daca Pathway To Citizenship Will Help Save The Social Security Fund, Jissel Esparza
“Help Is Here”: How A Daca Pathway To Citizenship Will Help Save The Social Security Fund, Jissel Esparza
Arkansas Law Review
Two federal programs hold their beneficiaries in limbo: DACA and Social Security. This Comment demonstrates that creating a citizenship pathway for the DACA population will not only give these deserving individuals the ability and security to remain in the United States but will also provide relief to Social Security’s impending insolvency through the influx of taxes that these then citizens will contribute as a result of increased opportunities. At the same time, this Comment does not attempt to portray its argument as a “silver bullet.” Rather, this approach is one tool that can be utilized by legislative efforts to remedy …

Since Facebook was renamed Meta, a lot of attention, debate, and exploration have intensified about what the Metaverse is, how it works, and the possible ways to exploit it. It is anticipated that Metaverse will be a continuum of rapidly emerging technologies, usecases, capabilities, and experiences that will make it up for the next evolution of the Internet. Several researchers have already surveyed the literature on artificial intelligence (AI) and wireless communications in realizing the Metaverse. However, due to the rapid emergence and continuous evolution of technologies, there is a need for a comprehensive and in-depth survey of the role …
Veterans Treatment Courts: Broadening Eligibility For Veterans Convicted Of Violent Offenses, Mark Dela Peña
Veterans Treatment Courts: Broadening Eligibility For Veterans Convicted Of Violent Offenses, Mark Dela Peña
Catholic University Law Review
Veterans treatment courts (VTCs) have been gaining widespread popularity as a tool to divert justice-involved veterans from the criminal justice system. While a step in the right direction, most of these courts categorically exclude violent offenders for eligibility. Many jurisdictions conflate violent offenses with serious offenses, even when many violent offenses lack any physical harm. Additionally, prosecutors wield almost unbridled discretion in determining whether or not someone is charged with an offense considered to be violent, determining VTC eligibility even before a case reaches a sentencing hearing.
This comment argues for admitting veterans convicted of violent offenses into VTCs. This …
“We Do No Such Thing”: 303 Creative V. Elenis And The Future Of First Amendment Challenges To Public Accommodations Laws, David Cole
Georgetown Law Faculty Publications and Other Works
In 303 Creative v. Elenis, the Supreme Court ruled that a business had a right to refuse to design a wedding website for a same-sex couple. But properly understood, the decision’s parameters are narrow, and the decision should have minimal effect on public accommodations laws.

Development And Validation Of Transportation Resilience Scale: An Empirical Study, Hilal Huseyinli
Development And Validation Of Transportation Resilience Scale: An Empirical Study, Hilal Huseyinli
Student Theses and Dissertations
Transportation resilience is quite ubiquitous topic among modern research works; however, a common characteristic of those papers is that they do not reveal the details of this topic from construction engineering and management perspectives. Therefore, there is no clear understanding of what factors in particular directly or indirectly impact the level of resilience in the transportation sphere.
If Black Lives Really Matter, We Must End Traffic Stops!, Kenneth Williams
If Black Lives Really Matter, We Must End Traffic Stops!, Kenneth Williams
William & Mary Journal of Race, Gender, and Social Justice
This Article will argue that African Americans will continue to be fatally shot and killed by police disproportionately and in many cases unjustifiably as long as police are allowed to stop motorists for minor non-violent traffic infractions. These stops do little to combat crime and are not worth the lives they upend and the continued unconstitutional racial discrimination that motivates many of these stops. Although the standards for police use of force need to be reformed and police culture has to be changed, the other reform that is imperative in order to significantly reduce the disproportionate fatal police shootings of …

Community Organizing And Complex Social Issues: Wildfire Management In California, Devin Stein
Community Organizing And Complex Social Issues: Wildfire Management In California, Devin Stein
Dissertations - ALL
A growing body of literature in management looks at how organizations create public value in response to complex social issues. Complex social issues, including public safety, education, homelessness, and fire prevention, are the result of market frictions, including those associated with the provision of public goods, information asymmetries, or negative externalities. To date, the field has focused on how individual organizations or partnerships can ease these frictions to create public value. Complex social issues, however, are systemic in nature and cannot be fully addressed by individual organizations or partnerships alone. The purpose of this dissertation is to investigate the self-organizing …
Power Grid Resiliency Enhancement Against Flood-Induced Hazards, Mohadese Movahednia
Power Grid Resiliency Enhancement Against Flood-Induced Hazards, Mohadese Movahednia
LSU Doctoral Dissertations
Natural disasters, such as floods, may damage power system assets and lead to widespread and long outages. The impact of flood can be alleviated by preventive actions such as installing tiger dams around power substations before the flood. In this regard, it is imperative that critical substations are identified in terms of the connected load and imposed costs to the system. This study presents a resource allocation approach for protecting power substations against flood events a day ahead of the event. First, the required information for the model is extracted. Flood probability distribution functions are used to generate several flood …
“He’S In Jail Now And I Don’T Feel Bad”: Analyzing Sureties’ Decisions To Report Bail Violations, Rachel Schumann, Carolyn Yule
“He’S In Jail Now And I Don’T Feel Bad”: Analyzing Sureties’ Decisions To Report Bail Violations, Rachel Schumann, Carolyn Yule
International Journal on Responsibility
The control, supervision, and rehabilitation of criminalized people often falls on the shoulders of non-state agents and organizations. Surety bail releases are a clear embodiment of this trend, as the courts call upon relatives, friends, and employers to supervise the pre-conviction activity of people accused of a crime. According to the law, sureties must report all bail violations to the police; the resulting diffusion of responsibility is said to increase the penal state’s power and control over criminal justice-involved individuals while minimizing reputational risks. Yet how sureties carry out this role in the community remains unexplored. Using data from 36 …

Defunding Cities: Reconsidering The Fiscal Sanctioning Measures Of State Punitive Preemption Statutes, Eliza Martin
Defunding Cities: Reconsidering The Fiscal Sanctioning Measures Of State Punitive Preemption Statutes, Eliza Martin
University of Chicago Legal Forum
In an effort to deter and punish cities for passing ordinances that conflict with state priorities, states are utilizing a new form of legislative power: punitive preemption. It is generally considered a legitimate use of state power to utilize statutes to preempt local measures and ordinances deemed inconsistent with state policy. State legislatures, however, are attaching punitive mechanisms to preemption legislation that, in the event of local noncompliance, create criminal and civil liability for local officials, provide removal mechanisms for elected officials, and allow for the fiscal sanctioning of local governments.
This Comment considers whether local governments are legally protected …
The Past, Present, And Future Of Humanitarian Parole, Farooq Chaudhry
The Past, Present, And Future Of Humanitarian Parole, Farooq Chaudhry
University of Chicago Legal Forum
The humanitarian parole provision of the Immigration and Nationality Act grants the Attorney General discretion to allow people to enter the United States without an immigrant or non-immigrant visa. Despite the sparse language of the provision establishing parole, it has been used in a wide variety of contexts, ranging from one-time grants of entry into the United States for medical care to the establishment of large-scale programs for entire groups of people. The creation and administration of large-scale parole programs have been the focus of recent lawsuits, placing critical questions on the meaning and scope of the provision before judges. …

From Polygraphs To Truth Machines: Artificial Intelligence In Lie Detection, Jo Ann Oravec
From Polygraphs To Truth Machines: Artificial Intelligence In Lie Detection, Jo Ann Oravec
Critical Humanities
The proliferation of artificial intelligence (AI)-enhanced lie detection tools in business, educational, community, and governmental contexts signals a new era of deception detection. With these AI developments, collections of intimate biometric information such as facial and retinal data, keystroke patterns, brain scans, and physiological changes in the cardiovascular system are combined with personal profiles to produce analyses of a subject’s supposed veracity. This article explores some early lie detection technologies (such as the polygraph) and discusses the influences that lie detection initiatives have had in human interactions through the decades. It addresses the empirical issues of whether specific AI technologies …
Sentence Served And No Place To Go: An Eighth Amendment Analysis Of "Dead Time" Incarceration, Christopher B. Scheren
Sentence Served And No Place To Go: An Eighth Amendment Analysis Of "Dead Time" Incarceration, Christopher B. Scheren
Northwestern University Law Review
Although the state typically releases incarcerated people to reintegrate into society after completing their terms, indigent people convicted of sex offenses in Illinois and New York have been forced to remain behind bars for months, or even years, past their scheduled release dates. A wide range of residency restrictions limit the ability of people convicted of sex offenses to live near schools and other public areas. Few addresses are available for them, especially in high-density cities such as Chicago or New York City, where schools and other public locations are especially difficult to avoid. At the intersection of sex offenses …
