People and Animals: The International Journal of Research and Practice

Within the context of victims and violence, this study serves multiple purposes: (1) to explore the impact of pet ownership on children and adolescents within the context of bullying and school violence; (2) to document the impact of therapy animals on domestic violence victims; (3) to document the impact of working canines in courts on domestic violence victims. Findings from three surveys (1,648 children and adolescents in school; 12 child counseling clients; 41 adult domestic violence counseling clients; and 69 domestic violence victims in court) contribute to a growing literature documenting the psychological benefits of interacting with pets and animals …

This report explores collaboration among local governments in Cuyahoga County using a survey of municipal and township officials, primarily mayors. The survey was fielded in late 2024 through a partnership between the Maxine Goodman Levin School of Urban Affairs and the Cuyahoga County Department of Regional Collaboration and follows up on a similar survey fielded by Levin in 2018. This report summarizes findings of the survey. The report examines the extent to which municipalities in the County were collaborating with various types of external partners, including the County, other municipalities, nonprofits, and private organizations. Advances in artificial intelligence are expanding the possibilities of robots. Indeed, robots are now engaging in numerous activities previously thought to require human cognition, such as driving cars and diagnosing diseases. Scholars have published numerous articles examining the intersection of law and robots across myriad fields. However, legal scholarship has yet to explore the relationship between robots and federal Indian law. This is a significant oversight because there are 574 federally recognized tribes and over fifty-six million acres of Indian country. Thus, legal issues involving tribes and robots are inevitable. Who Holds The Hammer? A Private Ordering Framework As The Key To Carpenter’S Privacy Puzzle, Matthew Green

Northwestern Journal of Technology and Intellectual Property

This Note builds on the Supreme Court’s reasoning in Carpenter v. United States, suggesting that its technology-specific approach may be insufficiently elastic to address the complexities of modern data privacy. Through an analysis of several exemplars, this Note advocates for a private ordering framework—where data collectors respond to consumer expectations of privacy through self-regulating practices—as a more adaptive and effective means of safeguarding digital privacy. This approach preserves the third-party doctrine while reducing the burden on courts to draw technological boundaries in a rapidly evolving digital environment.

Enhancing Diversion Success Through Financial Capability And Asset Building: A Framework And Proposed Intervention, Lissa Johnson, Margaret S. Sherraden, Carrie Pettus, Jude Miller, Jin Huang

Center for Social Development Research

Mass incarceration policies in the United States have generated the highest incarceration rate in the world, yet many incarcerated individuals have committed nonviolent offenses or been confined because they could not pay fines or fees. Diversion offers an opportunity for justice-involved individuals to avoid conviction and collateral consequences while maximizing public safety, reducing case processing, decreasing overpopulation in prisons, and lowering costs. However, diversion programs do not adequately address financial instability and insecurity that often contribute to criminal behavior. This paper reviews evidence on adult diversion programs and proposes an intervention approach responding to socioeconomic factors contributing to criminal behavior.

When someone gets in legal trouble in America, their case is almost invariably decided by a lawyer (a judge), lay people (a jury), or a combination of the two. Professional discipline, however, is a giant unexplained exception. In professional discipline matters, accusations of dangerous or incompetent practice are decided, usually in the first instance but always in the last, by state licensing boards composed of other members of the accused’s profession. This qualitative, phenomenological study is an examination of the fear of deadly encounters during traffic stops as experienced by seven African American men in Detroit. This fear is rooted in the historical context of slavery, where laws permitted the use of force to control African Americans. Using the critical race theory framework, the impact of traffic stops on African American men was explored, including how these encounters contribute to fear, psychological distress, and potential escalation of violence in interactions with law enforcement. The Armorettes are a self-proclaimed camp drag troupe that have been performing in the Atlanta drag scene since 1979. First formed as a cheer group for a softball team associated with The Armory, a well known gay bar at the time, they quickly added drag performance and charity work to their name. The group came to be as the HIV/AIDS epidemic began affecting Atlanta. Atlanta was hit hard by the disease. "Significant Bodily Intrusions": Investigations Into Law Enforcement Phlebotomy, Anne Kathleen Johnson

This three-paper dissertation explores law enforcement phlebotomy, the ability of law enforcement officers to draw blood. Phlebotomy is both a ubiquitous, invasive diagnostic tool as well as a social site with complex relational dynamics at play between phlebotomist and patient. Through law enforcement phlebotomy, the blood draw is co-opted from the medical field into the policing field, and the normative framework through which it is used changes: whereas medical edicts instruct providers to work with patients through an ethics of care--respecting consent and refusal--policing is not similarly bound, instead operating through a prioritization of security and efficiency. The New Jersey Supreme Court decision, In re Adoption of E, represents an effort to define what considerations are to be given the religious beliefs of prospective adoptive couples in the screening process of the adoption courts. The majority opinion is emphatic in spelling out what courts cannot do. In overruling the lower court's decision, it was held that the first amendment prohibits the denial of a couple’s adoption request solely because the court disapproves of their religious beliefs. The latter half of the last decade saw a rapid increase in activity on the part of labor organizations formed by public employees in Maine. This activity received an impetus from an opinion of the Attorney General and from a Legislative Research Committee Report based on the Labor Relations Act of 1941. Stillman E. Wilbur, Jr., was found guilty of murder by a jury in a Maine Superior Court and appealed, contending that the trial judge's instructions violated due process. This paper uses the content analysis method and theory of reproductive politics to explore how state-sponsored reproductive policy criminalizes reproductive rights and erodes sexual autonomy in Hillary Jordan’s 2011 dystopian novel When She Woke. The novel depicts a future world in which abortion is criminalized and a genetic technology called “melachroming” is used by the federal government to violate the human rights of the main character, Hannah Payne. The fundamentalist interpretations of religion, coupled with political agenda and public policy, equate abortion with genocide, thus criminalizing the act and punishing women with a genetic alternation of skin color. This paper examines the current investigation and jurisdiction challenges of cruise crimes on the high seas. The jurisdiction is split into four conditions, including flag state, victim state, suspect state, and coastal state. These conditions face systematic complications and a lack of conductive efficiency that increases the rate of criminals fleeing, bringing challenges from the jurisdiction, social insecurity, and international relations perspectives. This research assesses the current criminal cruise risks on international waters and the upward trend of perpetration reports, including missing individuals, sexual assaults, and murder cases. While there has been a long tradition in development studies on analyzing types of participation and their effectiveness, the idea that participation is not stationary, but that it can evolve with variegated experiences, is relatively unexplored. This paper takes up the challenge of showing how participation in development planning can change, the role of underlying institutions, and the implications of evolutionary participatory development for policy making. It uses a critical postcolonial approach and zooms in on the role of the youth in development planning in Ghana.
