Book Review: The Other Wes Moore: One Name, Two Fates, Gregory D. Johnston, Amy L. Onofre
National Youth Advocacy & Resilience Journal
This review of The Other Wes Moore: One Name, Two Fates explores the role choices and accountability play in youth development. This book illustrates how two young men with the same name from the same city and raised with similar life experiences would make different life choices that resulted in drastically different outcomes. One Wes Moore is a graduate of Johns Hopkins, Rhodes scholar, White House Fellow and successful business person. The other Wes Moore is serving a life sentence in prison for his involvement in a robbery and murder of an off-duty police officer. Recommendations for youth practitioners are …

Simulation-Optimization Approaches For Demand Side Management In Smart Grids, Mehrad Bastani
Open Access Dissertations
In smart and connected communities (S&CCs), energy, transportation, water, public safety, and all other services need to be managed efficiently to support smooth operation while providing a clean, economical, and safe environment for citizens. The power system infrastructure is the most important part of S&CCs that affects the functionality of all components. Over the past two decades, power systems have witnessed significant changes in the use of renewable and distributed energy resources, energy control technologies, and technical advances in communication and computation, which has led to the development of smart grids. Smart grids provide sustainable power grids with the capabilities …

Pardon And Parole In Prohibition-Era New York: Discretionary Justice In The Administrative State, Carolyn Strange
Osgoode Hall Law Journal
Historians of early-modern England and British colonies have productively applied Douglas Hay’s germinal study of mercy. In contrast, historians of the United States have overlooked the utility of the conceptual tools Hay provided to prize open the mitigation of punishment across time and place. In the decade that followed the First World War, disputes over the proper role of mercy and administrative discretion were as heated as they were in Hanoverian England. In Jazz Age New York, fears of gangsterism and concern over the apparent laxity of parole regulations put the proponents of Progressive penology on the defensive. This article …

Conclusion
Rural Nebraskans purchase their food from a variety of stores. Almost four in ten buy most of their food from a supercenter (like Wal-Mart or Costco). Just over three in ten typically shop at a supermarket and just under three in ten buy most of their food at a small grocery store. Differences in the type of store most utilized occur by community size. Persons living in or near larger communities are more likely than persons living in or near smaller communities to purchase the majority of their food from either a supermarket or supercenter.

Each summer, more than half a million tourists come to Gettysburg, a battlefield in the most divisive conflict in American history. After marching around in the heat, thousands stop in at Mr. G’s for some of the best ice cream in town. As they battle with their melting orange pineapple, they can look across the street to the new Unity Park and the newest of Gettysburg’s 1,300-plus monuments. Most commemorate battle; this one commemorates unity. It encourages a “focus on unity and peace.” (excerpt)

Perceived Influence Of The Ferguson Effect On Law Enforcement Officer Turnover Intentions, William P. Markopoulos Jr
Perceived Influence Of The Ferguson Effect On Law Enforcement Officer Turnover Intentions, William P. Markopoulos Jr
Dissertations
Law enforcement officer turnover lacks the support of empirical research (Monk-Turner, O’Leary, & Sumter, 2010; Wareham, Smith, & Lambert, 2013), despite being costly in terms of both human and monetary capital (Peña, 2013; Reaves, 2012; Wilson & Sheer, 2013). What literature is available describes factors such as job dissatisfaction and monetary issues as reasons to leave an agency (Cyprian, 2009; Hubbard, 2008; McIntyre, 1990). A new phenomenon, known as the “Ferguson Effect” has been examined in terms of community involvement (Nix & Wolfe, 2016; Wolfe & Nix, 2016) and violent crime rates (Rosenfeld, 2015), but there is no research that …

The increasing prevalence of video data, particularly from traffic and surveillance cameras, is accompanied by a growing need for improved object detection, tracking, and classification techniques. In order to encourage development in this area, the AI City Challenge, sponsored by IEEE Smart World and NVIDIA, cultivated a competitive environment in which teams from all over the world sought to demonstrate the effectiveness of their models after training and testing on a common dataset of 114,766 unique traffic camera keyframes. Models were constructed for two distinct purposes; track 1 designs addressed object detection, localization and classification, while track 2 designs aimed …

Hidden Subsidies And The Public Ownership Of Sports Facilities: The Case Of Levi’S Stadium In Santa Clara, Robert Baumann, Victor Matheson, Debra O'Connor
Hidden Subsidies And The Public Ownership Of Sports Facilities: The Case Of Levi’S Stadium In Santa Clara, Robert Baumann, Victor Matheson, Debra O'Connor
Economics Department Working Papers
Levi’s Stadium in Santa Clara, California is an example of a private financing / public ownership arrangement. While the stadium’s construction resulted in no direct tax increases, this ownership arrangement allows the San Francisco 49ers to avoid many types of taxes on the income generated from Levi’s Stadium. We estimate the total tax savings to the 49ers at between $106 and $213 million over the first 20 years of Levi’s Stadium compared with a privately financed and owned option. We argue that tax savings inherent in private financing / public ownership arrangements represent indirect and hidden subsidies.

Existing fire policy encourages the maintenance of ecosystem integrity in fire management, yet this is difficult to implement on lands managed for competing economic, human safety, and air quality concerns. We discuss a fire management approach in the mid-elevations of the Sierra Nevada, California, USA, that may exemplify similar challenges in other fire-adapted regions of the western USA. We also discuss how managing for pyrodiversity through mixed-severity fires can promote ecosystem integrity in Sierran mixed conifer and ponderosa pine (Pinus ponderosa Laws) forests. To illustrate, we show how coarse-filter (landscape-level) and complementary fine-filter (species-level) approaches can enhance forest management …
