A Distributed Service Delivery Platform For Automotive Environments: Enhancing Communication Capabilities Of An M2m Service Platform For Automotive Application, Markus Glaab
School of Engineering, Computing and Mathematics Theses
The automotive domain is changing. On the way to more convenient, safe, and efficient vehicles, the role of electronic controllers and particularly software has increased significantly for many years, and vehicles have become software-intensive systems. Furthermore, vehicles are connected to the Internet to enable Advanced Driver Assistance Systems and enhanced In-Vehicle Infotainment functionalities. This widens the automotive software and system landscape beyond the physical vehicle boundaries to presently include as well external backend servers in the cloud. Moreover, the connectivity facilitates new kinds of distributed functionalities, making the vehicle a part of an Intelligent Transportation System (ITS) and thus an …
Automated Identification Of Digital Evidence Across Heterogeneous Data Resources, Hussam J Mohammed
Automated Identification Of Digital Evidence Across Heterogeneous Data Resources, Hussam J Mohammed
School of Engineering, Computing and Mathematics Theses
Digital forensics has become an increasingly important tool in the fight against cyber and computer-assisted crime. However, with an increasing range of technologies at people’s disposal, investigators find themselves having to process and analyse many systems with large volumes of data (e.g., PCs, laptops, tablets, and smartphones) within a single case. Unfortunately, current digital forensic tools operate in an isolated manner, investigating systems and applications individually. The heterogeneity and volume of evidence place time constraints and a significant burden on investigators. Examples of heterogeneity include applications such as messaging (e.g., iMessenger, Viber, Snapchat, and WhatsApp), web browsers (e.g., Firefox and …

Education On The Inside: Incarcerated Students' Perceptions Of Correctional Education Programs, Stephanie Cage
Education On The Inside: Incarcerated Students' Perceptions Of Correctional Education Programs, Stephanie Cage
Electronic Theses and Dissertations Archive
The United States has alarmingly high incarceration and recidivism rates. Many of those incarcerated have less education than their general population counterparts. Correctional education programs have a proven ability to reduce incarceration and recidivism rates by helping rehabilitate people. Current research on incarcerated students primarily focuses on the external benefits of correctional education programs such as recidivism. A limited amount of research is represented in the literature on incarcerated students’ perceptions about their academic experiences. The purpose of this study was to explore incarcerated students’ perceptions regarding their correctional education experiences. The study particularly investigated students at a Louisiana correctional …
A Randomized Pilot Trial Assessing A Behavioral Economic Supplement In Alcohol Use Disorder Treatment, Lidia Meshesha
A Randomized Pilot Trial Assessing A Behavioral Economic Supplement In Alcohol Use Disorder Treatment, Lidia Meshesha
Electronic Theses and Dissertations Archive
Objective. Behavioral economic (BE) research has demonstrated that increasing the salience of delayed substance-free rewards increases individuals capacity for delaying gratification and allocating behavior towards larger, delayed rewards rather than smaller more immediate reward such as alcohol use. This study aimed to improve the efficacy of outpatient alcohol use disorder (AUD) treatment by adding elements that target BE mechanisms of change. The study hypothesized that the Substance-free Activity Session (SFAS) intervention will reduce alcohol use, alcohol-related problems, relative reinforcement from alcohol use, and increase future orientation compared to an active control at 3-month follow-up. Method. Participants were 41 adults engaged …
A Tale Of Two Sovereigns: Federal And State Use And Regulation Of Unmanned Aircraft Systems, Laura K. Donohue
A Tale Of Two Sovereigns: Federal And State Use And Regulation Of Unmanned Aircraft Systems, Laura K. Donohue
Georgetown Law Faculty Publications and Other Works
Despite claims to the contrary, the federal government is severely limited in what it can do to regulate unmanned aircraft systems (UASs). States, on the other hand, as governments of general jurisdiction, have expansive powers that they are already using to grapple with the questions posed by UAS related to privacy, crime, and public safety. This chapter outlines the evolution of federal measures, noting their limitations, before delving into three categories of state law, related to law enforcement, criminal measures, and regulatory regimes. The chapter then turns to the history of state sovereignty, looking at states’ jurisdiction over persons and …

Faculty And Staff Perceptions About Concealed Carry Initiatives And Their Effect On Campus Safety: A Multi-State Examination, Heidi Marie Ahl-Quanbeck
Faculty And Staff Perceptions About Concealed Carry Initiatives And Their Effect On Campus Safety: A Multi-State Examination, Heidi Marie Ahl-Quanbeck
Theses and Dissertations
Concealed carry on campus is a polarizing debate affecting higher education today. Concealed carry refers to the carrying of a weapon in public while concealed from view. Prompted by isolated instances of gun violence as well as the changing gun culture within our society, ten states now permit weapons on campus as a result of legislation or institutional policy. Yet, little is known about faculty and staff perspectives on concealed carry on campus initiatives or how weapons could affect perceptions about campus safety. The purpose of this study is to better understand faculty and staff perspectives on concealed carry, to …
The Predictive Validity Of The Static-99r And Stable-2007 In A Community Sample Of Sex Offenders, Amy Veith
The Predictive Validity Of The Static-99r And Stable-2007 In A Community Sample Of Sex Offenders, Amy Veith
Theses and Dissertations
The current study explored the accuracy of Static-99R and STABLE-2007 risk evaluations in predicting sex offender recidivism (n = 136) over an average 7.8 year follow-up period. These protocols are differentiated on the basis of their reliance on actuarial versus
dynamic risk factors respectively. The present analysis tested their predictive validity both independently and in combination with one another. It was hypothesized that the Static-99R and the STABLE-2007 would provide moderate predictive accuracy that would be enhanced by their combination. Support was not found for either hypothesis in regard to sexual recidivism, but the Static-99-R did show fair accuracy (AUC …
Northern Great Plains Blizzards In Past And Future Climates, Alexander Trellinger
Northern Great Plains Blizzards In Past And Future Climates, Alexander Trellinger
Theses and Dissertations
Areas that reside in the high-latitudes such as the northern United States can experience hazardous conditions during the winter months due to snowstorms. When strong winds exist with falling or freshly fallen snow, blizzard conditions are able create significant personal, societal, and economic impacts for the Northern Great Plains. While the climatology for these extreme snowstorms is known, the frequency and intensity of how these events may change in a warming climate is not certain. In order to determine how extreme snowstorms may change in the future climate, climate models can be used but the horizontal and vertical grid spacing …
Critical Counseling Competencies For The English-Speaking Caribbean, Antonia Forbes
Critical Counseling Competencies For The English-Speaking Caribbean, Antonia Forbes
Theses and Dissertations
The development of competencies for counseling persons from varying cultures around the world is an important topic of discussion within the field of counseling psychology (Turner-Essel, & Waehler, 2009; Ng & Noonan, 2012; Gerstein & AEgisdottir, 2007). Mental health and socio-emotional needs know no geographical boundaries and as such require attention in many populations which have limited formal services for these concerns. If we are to follow the multicultural competence guidelines within our discipline (Sue, Arredondo & McDavis,1992; Vera & Speight, 2003) we must meet these needs in a way that first seeks to understand our clientsâ cultural backgrounds and …
Risk Assessment Of Space Mining Ventures Using Decision Modeling And Monte Carlo Simulation, Michael Roy Jude
Risk Assessment Of Space Mining Ventures Using Decision Modeling And Monte Carlo Simulation, Michael Roy Jude
Theses and Dissertations
Private space exploration is beginning to receive a lot of attention, primarily driven by commercial efforts to mine asteroids. Such endeavors ultimately will require substantial amounts of investment. Yet, potential investors have no way of gauging the risk associated with space mining. The problem statement that drives this study is relatively simple: current estimates of space mining viability do not adequately factor risk into their analysis. Rather than attempting to build a business case for space mining, this research adopts a well-documented business plan and then attempts to assess the risk implicit in that plan. This research is not concerned …
Examining Rural To Urban Migration, Crime And Characteristics Of Rural Migrants Offenders -- An Exploratory Study On The Relationship Between Rural Migration And Criminal Offenses Utilizing The Online Judicial Dataset In Guangdong Province, Ziwei Qi
Theses and Dissertations
China has experienced massive internal migration in the past three decades. The rapidly growing urban population, especially the rural to urban migrant population, is the primary social concern with respect to public health and social stability that China is facing in recent decades. Both the public and private sectors have hastened to respond to the emerging needs of this socially, economically and politically marginalized group. In the current dissertation, the author utilizes judicial decisions from the Intermediate Level Courts in the Guangdong province, China, in order to examine the characteristics of rural migrant offenders, and to explore the relationship between …
The Fourth Year Of Forgetting: The Troubling Expansion Of The Right To Be Forgotten, Dawn C. Nunziato
The Fourth Year Of Forgetting: The Troubling Expansion Of The Right To Be Forgotten, Dawn C. Nunziato
GW Law Faculty Publications & Other Works
In its famous "right to be forgotten" decision, the Court of Justice of the European Union ruled in 2014 that search engine operators must, upon request from a data subject, remove links that result from searches for an individual’s name when those results are “inadequate, irrelevant or no longer relevant, or excessive in relation to the purposes… carried out by the operator of the search engine.” The initial implementation of the right to be forgotten was limited in several ways. First, it was limited in geographical scope to European domains of search engines. Google—the primary search engine affected by the …
The Culture Of Misdemeanor Courts, Jessica A. Roth
The Culture Of Misdemeanor Courts, Jessica A. Roth
Articles
The misdemeanor courts that preside over the majority of criminal cases in the United States represent the “front porch” of our criminal justice system. These courts vary in myriad ways, including size, structure, and method of judicial appointment. Each also has its own culture – i.e., a settled way of doing things that reflects deeper assumptions about the court’s mission and its role in the community – which can assist or impede desired policy reforms. This Article, written for a Symposium issue of the Hofstra Law Review, draws upon the insights of organizational culture theory to explore how leaders can …

Keeping The Rule Of Law Simple: Comments On Gowder, The Rule Of Law In The Real World, Chad Flanders
All Faculty Scholarship
Let me start by just stating my experience of reading The Rule of Law in the Real World1 because it will help make sense of the structure of my remarks. The first third of the book: I am utterly convinced, even blown away, by the elegance and persuasiveness of the argument and the analysis; even when there is merely a summary, I am helped and bettered by it. The second third of the book: I am inclined, based on the enormous goodwill generated by the first third of the book to accept-almost uncritically-the historical discussion and the conclusions drawn …

KOLBERT collides with CHADF, causing him to spill coffee all over his shirt.
Solitary Troubles, Alexander A. Reinert
Solitary Troubles, Alexander A. Reinert
Articles
Solitary confinement is one of the most severe forms of punishment that can be inflicted on human beings. In recent years, the use of extreme isolation in our prisons and jails has been questioned by correctional officials, medical experts, and reform advocates alike. Yet for nearly the entirety of American history, judicial regulation of the practice has been extremely limited. This Article explains why judges hesitate to question the use of solitary confinement, while also providing a path forward for greater scrutiny of the practice.
Reframing The Proportionality Principle, Michael A. Newton
Reframing The Proportionality Principle, Michael A. Newton
Vanderbilt Journal of Transnational Law
Proportionality functions as one of the most important legal constraints applicable to the conduct of hostilities. In that context, this short essay discusses the commonly encountered misapplications of Cicero's classic sentiment that "salus populwe supremus est lex...silent enim leges inter armes." Rather than serving as a necessary basis for a positive articulation of lawful force as an exception to the norm, jus in bello proportionality delineates the outer boundaries of the commander's appropriate discretion. The mere invocation of jus in bello proportionality cannot become an effective extension of asymmetric combat power by artificially crippling combatant capabilities. This essay ends by …
Climate Adaptation Law: Governing Multi-Level Public Goods Across Borders, Maria L. Banda
Climate Adaptation Law: Governing Multi-Level Public Goods Across Borders, Maria L. Banda
Vanderbilt Journal of Transnational Law
The increasingly severe and irreversible effects of climate change around the world make adaptation to a changing climate an immediate and urgent global priority, as the Paris Agreement on Climate Change acknowledged. Yet adaptation investment--to make communities and ecosystems more resilient to climate change--has been slow to materialize. Closing the finance gap and rising to the challenge of adaptation requires two conceptual shifts in how we think about adaptation law and governance. The first is that optimal adaptation is a public good, much like a healthy climate or safe streets. Everyone is better off in a resilient community that can …
National Security, Immigration And The Muslim Bans, Shoba Wadhia
National Security, Immigration And The Muslim Bans, Shoba Wadhia
Faculty Scholarship
National security language has continued to guide the creation and defense of Executive Orders and related immigration policies issued in the Donald J. Trump administration. This Article builds on earlier scholarship examining the relationship between national security and immigration in the wake of September 11, 2001, under the Obama administration, and during the campaign leading to the 2016 Election. While the Article is largely descriptive, it ultimately questions the longevity of using national security to create and defend immigration law. This Article is limited in scope -- it does not provide a deep dive into the constitutionality of the Muslim …
Conceptualizing The Urban Commons: The Place Of Business Improvement Districts In City Governance, Alexandra Flynn
Conceptualizing The Urban Commons: The Place Of Business Improvement Districts In City Governance, Alexandra Flynn
All Faculty Publications
Business Improvement Districts (BIDs) are self-taxed organizations that are comprised of businesses and property owners, are approved by city governments, and spend funds to improve profitability within certain neighbourhood boundaries. BID governance structures can also include neighbourhood residents and city councillors as voting or non-voting members. Numerous scholars have written about the role of BIDs in city governance, including the extent to which they improve or undermine inclusivity and accountability. This paper focuses on a related question that has not yet been deeply analysed in legal scholarship: can BIDs be considered a form of urban commons? The term ‘urban commons’ …
Comparison Of Empathy, Burnout, And Attitudes Toward Sex Offender Treatment Among Mental Health Professionals, Melanie E. Mivshek
Comparison Of Empathy, Burnout, And Attitudes Toward Sex Offender Treatment Among Mental Health Professionals, Melanie E. Mivshek
All-Inclusive List of Electronic Theses and Dissertations
With a recent increase in convicted sex offenders and mandated treatment for sexual offending there has been an increase in the number of mental health professionals providing this treatment. Little empirical research has been devoted to this group of mental health professionals and how they may differ from other mental health professionals. The present study explored how mental health professionals in correctional settings, community-based settings, and those providing sex offender treatment differ on levels of empathy, burnout, and attitudes toward sex offender treatment. Moreover, the study explored whether there was a relationship between empathy, burnout, and attitudes toward sex offender …
Give Them A Chance: Public Attitudes To Sentencing Young Offenders In Western Australia, Suzanne Ellis, Natalie J. Gately Dr, Shane Rogers, Andree Horrigan
Give Them A Chance: Public Attitudes To Sentencing Young Offenders In Western Australia, Suzanne Ellis, Natalie J. Gately Dr, Shane Rogers, Andree Horrigan
Research outputs 2014 to 2021
Public opinion is often reported as punitive towards sentencing young people. Attitudes remain important to investigate given their potential to influence policy within the criminal justice system. Therefore, it is important to understand the formation of these attitudes and their consistency with sentencing principles. Semi-structured interviews (n = 72) and surveys (n = 502) were used to gauge opinions of sentencing young people under different scenario manipulations (age, weapon, drug treatment, prior record). The findings revealed the public expected punishment, but favoured rehabilitation with an opportunity to repent, suggesting the public are open to alternatives to ‘tough on …
The Reliability Of Evidence In Evidence-Based Legislation, Sean J. Kealy, Alex Fomey
The Reliability Of Evidence In Evidence-Based Legislation, Sean J. Kealy, Alex Fomey
Faculty Scholarship
As evidence-based legislation develops, and as technology puts more information at our fingertips, there should be a better understanding of what exactly constitutes reliable evidence. Robert and Ann Seidman devoted their professional careers to developing the evidence-based Institutional Legislative Theory and Methodology and teaching it to legislative drafters around the world. Although ILTAM was firmly grounded in – and driven by – evidence, the question becomes what evidence is reliable and a worthy input for the methodology. Further, how can the drafter avoid the misuses of evidence such as confirmation bias and naïve beliefs? We aim to give a guide …
A Few Observations About The Curious State Of Massachusetts Labor Law: Public-Sector Unions After Janus, Maria O'Brien
A Few Observations About The Curious State Of Massachusetts Labor Law: Public-Sector Unions After Janus, Maria O'Brien
Faculty Scholarship
This essay focuses on this hurried, even panicked response to Janus in Massachusetts and evaluates the likely outcome that encouraging a public union to treat member employees in one way and non-member employees in a distinctly less generous way will have for employees and the unions. I begin, in Part II, by noting (and explaining) the first and most apparent oddity in this story: why is an employer - i.e. the state - rushing to help its putative, arms-length bargaining partners? In Massachusetts, there are many different public-sector unions. School teachers, 13 firefighters,14 clerical workers, 15 state and local …

Legal Scholarship And External Critique In Eu Law, Daniela Caruso, Fernanda Nicola

The propensity to engage in a sustained critique of EU law marbles several contributions in this Volume and certainly animates this chapter. This generally critical stance takes the present stage of legal Europeanization as a fact and aims to make full use of the possibilities for political and social justice it can currently support, but at the same time it decries its many structural and dynamic drawbacks. In doing so, this critical project borrows liberally from CLS without fear of misreading or misappropriation. Irreverence in this context is a feature, not a bug. The CLS toolkit is clearly useful to …
