Development Of Flotation Enhanced Stirred Tank (Fest) Process For Petroleum Hydrocarbons Removal From Drill Cuttings, Marina Phea Jan 2019

Development Of Flotation Enhanced Stirred Tank (Fest) Process For Petroleum Hydrocarbons Removal From Drill Cuttings, Marina Phea

Chulalongkorn University Theses and Dissertations (Chula ETD)

This work aims to develop the treatment process for the removal of total petroleum hydrocarbons (TPH) from DC by using the combination of air floatation and stirring processes, called Flotation Enhanced Stirred Tank (FEST). Initially, stirring, induced air flotation (IAF), and dissolved air flotation (DAF) are individually investigated over DC washing. Afterward, the combination process between “stirring-DAF” and “stirring-IAF-DAF” are continuously observed for finding the better conditions of TPH removal efficiency. To optimize the operational terms of the treatment process, the Design of Experiment (DOE) is applied to design the experimental conditions within the central composite design-response surface methodology (CCD-RSM). …

The Social Arena Of Mental Health Act Apprehensions: An Examination Of Partnership Between Police And Hospital Services, Amanda Boyd Jan 2019

The Social Arena Of Mental Health Act Apprehensions: An Examination Of Partnership Between Police And Hospital Services, Amanda Boyd

Theses and Dissertations (Comprehensive)

Improvement in the collaboration between police and emergency hospital services in responding to citizens in mental health (MH) crisis has been identified as vital by researchers and service organizations alike (Human Services and Justice Coordinating Committee, 2013). Research suggests that collaboration between these two services is inhibited by a lack of clear communication, protection of patient privacy, insufficient training, siloing of services, and safety concerns for patients and staff (Cotton & Coleman, 2010). Consequences of inadequate cooperation between police and hospital services has resulted in lengthy emergency room (ER) wait times for those apprehended by police officers under the Mental …

Hooking In, Activating And Extending: An Institutional Ethnography Of The Family Violence Project Of The Waterloo Region, Ian Degeer

Theses and Dissertations (Comprehensive)

Domestic violence (DV) is a significant social issue requiring a thoughtful and dedicated response. At present, many social service agencies and governmental bodies have a responsibility to provide a response to DV. Increasingly, innovative service delivery models are being used to construct more coherent responses to the violence. One such model, originates from the United States is entitled the Family Justice Centre model. This model of service delivery consists of the agencies responding to DV residing within the same building. The goal of this model is to improve the access to service for victims and to improve collaborative efforts between …

The Social Construction Of A Disaster Typology To Enhance Operational Emergency Planning For K-8 Public Schools In Southern Ontario, Patricia Martel Jan 2019

The Social Construction Of A Disaster Typology To Enhance Operational Emergency Planning For K-8 Public Schools In Southern Ontario, Patricia Martel

Theses and Dissertations (Comprehensive)

This dissertation outlines the development of a disaster typology that could be used as a tool for developing operational emergency plans for K-8 public schools with the potential to be applied more generally to other facilities that host vulnerable groups. The theoretical framework used to inform this study is the theory of the social construction of disasters. This theory conceptualizes disasters as being the result of the interaction between social factors, such as risk perception and vulnerability, and the hazards. The author of this dissertation is an emergency management practitioner and brought a perspective informed by both theory and practice of …

Exploring Case Variables Predictive Of Histories Of Mental Illness In Incidents Of Police-Involved Firearm Fatalities In Canada, Michael Ouellet Jan 2019

Exploring Case Variables Predictive Of Histories Of Mental Illness In Incidents Of Police-Involved Firearm Fatalities In Canada, Michael Ouellet

Theses and Dissertations (Comprehensive)

The tragedy of police-involved fatalities resulting in the death of individuals with serious mental illness has been brought to the forefront by recent high-profile incidents that have galvanized public concern and criticism that law enforcement organizations must improve their response to people in psychiatric crisis. This thesis employed descriptive and hierarchical logistic regression analyses to understand cases of police-involved shooting fatalities in Canada between 2006 and 2015. More precisely, this research focused on determining whether particular variables predicted group membership between victims with and without a history of mental illness. The General Aggression Model (GAM; Allen, Anderson, & Bushman, 2018) …

Using Social Media To Engage Toronto Communities For Resiliency And Stress Planning, Martha Ta Jan 2019

Using Social Media To Engage Toronto Communities For Resiliency And Stress Planning, Martha Ta

Theses and Dissertations (Comprehensive)

As Toronto’s low-income areas grow, the city’s neighbourhoods experience a segregation by low- and high-income, contributing to chronic stress as environmental determinants and leading to negative health outcomes and chronic diseases. This study identified Crescent Town as one of the Toronto neighbourhoods with potentially high levels of chronic emotional stress through an analysis of emotions indicated by Tweets, as well as triangulation with administrative data describing relevant neighbourhood indicators. Crescent Town community members (n=23) were engaged using concept mapping to identify existing neighbourhood stressors and assets and empowered to strategize solutions. The ten-cluster solution created with six clusters describing neighbourhood …

The Struggle Of Kosovo Policymakers To Upgrade The Law On Religious Affairs, Jeton Mehmeti Jan 2019

The Struggle Of Kosovo Policymakers To Upgrade The Law On Religious Affairs, Jeton Mehmeti

Occasional Papers on Religion in Eastern Europe

Apart from guarantees over freedom of religion, in the last two decades, authorities in Kosovo have made little progress in advancing its legal framework to accommodate the emerging needs of religious communities. The only law that regulates religious affairs in Kosovo is the 2006 Law on Freedom of Religion. The law is framed in very broad terms, and has received a lot of criticism for failing to properly regulate the status of religious communities. Representatives of these communities have consistently asked for changes to legislation that would grant them the status of legal entities. Without legal entity status, religious communities …

The Power Of People: How Grassroots Movements Inspire Change In School Communities, Noelk Debra S Vance Jan 2019

The Power Of People: How Grassroots Movements Inspire Change In School Communities, Noelk Debra S Vance

Electronic Theses and Dissertations 2010 - 2019

This research study examined how the United Opt Out grassroots movement grew from a small listserv in 2011 into a national formidable organization, now referred to as the Opt Out movement, which rallied against the use of high stakes tests as the primary determinant of student achievement as defined in the No Child Left Behind Act of 2001 (NCLB, 2002). While educators and parents did not oppose testing, they rejected the focus on a singular assessment created at the state level and the blatant disregard of other school-based assessments. It was soon evident that educators and parents had minimal input, …

Federalization's Folly, Stephen F. Smith Jan 2019

Federalization's Folly, Stephen F. Smith

Journal Articles

Overcriminalization and overpunishment are the two key features of federal criminal law today, yet the constant drumbeat to “federalize” criminal law has accomplished precious little in terms of public safety. The failed drug war proves as much: federal prosecutors have filled the nation’s prisons with low-level drug dealers and drug users serving long sentences, but drugs remain widely available at greater purity and lower prices throughout the land — and drug overdoses are at record highs. Instead of focusing on areas of federal comparative advantage, such as terrorism, international drug trafficking, and organized crime, federal prosecutors waste scarce resources “playing …

Technical Standards Meet Administrative Law: A Teaching Guide On Incorporation By Reference, Emily S. Bremer Jan 2019

Technical Standards Meet Administrative Law: A Teaching Guide On Incorporation By Reference, Emily S. Bremer

Journal Articles

When an agency incorporates by reference, it promulgates a rule that identifies—but does not reprint—material already published elsewhere. The incorporated materials thus become binding law without actually being printed in the agency's regulations. Sometimes the incorporated materials are privately developed technical standards, which are often copyrighted and available only for a fee. This restriction on access undermines transparency and public participation in the rulemaking process. Finding a solution is challenging because the problem is multidimensional, implicating public policy in the areas of administrative law, federal standards law and policy, and copyright.

This teaching guide is part of module that offers …

Environmental Gentrification, Sarah Fox Jan 2019

Environmental Gentrification, Sarah Fox

University of Colorado Law Review

Gentrification is a term often used, much maligned, and difficult to define. A few general principles can nonetheless be distilled regarding the concept. First, gentrification is spurred by rising desirability of an area for housing or commercial purposes. Second, this rising desirability, following basic supply-and-demand principles, leads to higher property values and rents in an uncontrolled market. Third, gentrification leads to a shift in the demographics of a neighborhood. This shift can change not only the socioeconomic and racial composition of the area but also the community's character, as residential and commercial options begin to reflect the preferences of the …

Disrupting Complex Systems With Emerging Technologies: A Study On United States Airport Operations, Emily J. Grone Jan 2019

Disrupting Complex Systems With Emerging Technologies: A Study On United States Airport Operations, Emily J. Grone

Honors Theses and Capstones

The number of United States domestic commercial flight passengers are growing every year, which means the number of people checking-in, dropping off their bags, and going through TSA within airports is equally growing. With the increasing number of passengers and aging airports, there are several areas of pain points within airports where passengers hit a bottleneck due to the current systems that airports have in place. There are three main areas that we are going to reference. First the check-in process, where customers have to get their tickets, input identification information, and check-in for their flight. Second, baggage-drop off, where …

Information Literacy: A Pathway To Success For Florida College Learners, Sherrie Blisko Sacharow Jan 2019

Information Literacy: A Pathway To Success For Florida College Learners, Sherrie Blisko Sacharow

Electronic Theses and Dissertations 2010 - 2019

Information literacy is an extracurricular area that continues to grow in its impact on college learners in Florida today. Colleges with large English learner populations face additional challenges to equip their students with the tools and mindset needed to successfully complete college assignments. This quantitative study used responses to questionnaires to examine learner beliefs. Learner volunteers who were entry level college composition students participated by answering two questionnaires. Data were gathered from those responses and tested statistically to observe learner beliefs chosen on a Likert-type scale. Tests of symmetry and t-tests looking at pre and post information literacy instruction belief …

Law Enforcement In The American Security State, Wadie E. Said Jan 2019

Law Enforcement In The American Security State, Wadie E. Said

Publications

This Article documents the evolution of the modem American police state and the symbiotic nature of the relationship between government actors across the three sectors of national security, domestic policing, and immigration enforcement. Policies from one area make their way into the other two, with the net result being that the powers of government actors are increased in all three areas. Critical to this dynamic is the construction of the target in each arena-the terrorist, the criminal, the illegal immigrant-as foreign, whether literally or figuratively. Although these targets are ostensibly limited to those deemed outside the mainstream, the result is …

Silence And The Second Wall, Ming H. Chen, Zachary New Jan 2019

Silence And The Second Wall, Ming H. Chen, Zachary New

Publications

The Trump administration has made its clarion call “build the wall.” From the start of the presidential campaign to the government shutdown to the declaration of a national emergency, he has made the wall the centerpiece of his immigration enforcement strategy. While the public attention has been riveted on these dramatic episodes at the southern border of the U.S., many more subtle challenges to legal migration have been introduced and implemented. Collectively, these constitute a second wall – one that is invisible to all but the few who have noticed it. This essay explores the distinctive challenges being posed to …

Assessment Of Observed Weather Impacts On Small Unmanned Aircraft (Ua) Operations, Nicole Stevens Jan 2019

Assessment Of Observed Weather Impacts On Small Unmanned Aircraft (Ua) Operations, Nicole Stevens

Theses and Dissertations

Unmanned Aircraft (UA) are being used more frequently and for an increased variety of purposes, from military use to medical deliveries, disaster and building infrastructure imagery, and agriculture. While the interest in and usage of UA grows, little is known about how often UA flight operations are impacted by different meteorological phenomenon. In this study, a 30-year climatology of surface stations and sounding observations are used to determine the likelihood of UA operations without weather-driven restrictions or grounding at five locations. The locations of Bismarck, ND, Riverton, WY, Oakland, CA, Albuquerque, NM, and Miami, FL are selected to represent different …

Why Appeals Courts Rarely Reverse Lower Courts: An Experimental Study To Explore Affirmation Bias, Barry C. Edwards Jan 2019

Why Appeals Courts Rarely Reverse Lower Courts: An Experimental Study To Explore Affirmation Bias, Barry C. Edwards

Emory Law Journal Online

One of the most striking features of appellate courts in the United States is also one of the least understood: Appellate courts rarely reverse lower court decisions. The data reviewed in this Article indicate that roughly 90% of appellate court decisions affirm lower court rulings. Why do appeals courts so often affirm? Do trial court judges rarely make reversible errors or do appellate courts suffer from ¿affirmation bias¿ and fail to correct enough errors? These fundamental questions cannot be answered empirically, so I conducted a decision-making experiment with law students and political science majors. The results indicate that random variation …

Lighting The Way: The Johnson Amendment Stands Strong Against Dark Money In Politics, Whitney Untiedt Jan 2019

Lighting The Way: The Johnson Amendment Stands Strong Against Dark Money In Politics, Whitney Untiedt

Emory Business Law Review

Wrapping itself in the cloak of 'religious freedom,' the current administration, supported by many conservative members of Congress, has overtly pursued repeal of the Johnson Amendment, an oft-cited clause in the Internal Revenue Code that prohibits certain nonprofit organizations from endorsing political candidates or making campaign contributions. The consequences of deregulating the prohibition on tax-deductible political donations could imperil our country's traditions of electoral process.

California Divided: The Restrictions And Vulnerabilities In Implementing Sb 54, 26 Asian Am. L.J. ___ (Forthcoming In 2019)., Nicholas Pavlovic, Jerome Ma

Immigration Law & Policy Practicum Projects

United States Immigration and Customs Enforcement (“ICE”) significantly relies on state and local personnel and resources to carry out enforcement of immigration law. California Senate Bill 54 (“SB 54”), the “California Values Act,” is California’s attempt to disentangle local law enforcement from federal civil immigration enforcement.

This Article offers an in-depth evaluation of SB 54’s mechanics; identifies vulnerabilities that exist despite SB 54 and potential means for law enforcement agencies (“LEAs”) to combat these issues; and comments on how local individual LEAs and the California Department of Corrections and Rehabilitation have chosen to exercise the discretion to comply (or not …
