The 2018 Race For Governor Of Illinois: Rauner Vs. Pritzker, John Jackson Jan 2019

The 2018 Race For Governor Of Illinois: Rauner Vs. Pritzker, John Jackson

The Simon Review (Occasional Papers of the Paul Simon Public Policy Institute)

The 2018 race for governor in Illinois was unique in the annuals of the state and nation. For the first time ever it featured two mega-rich candidates vying for a job that pays $177,412 per year. Between the candidates, Bruce Rauner, the incumbent Republican, and the challenger, J. B. Pritzker, the two campaign committees spent a combined total of $251.7 million dollars on the race and support for other allied candidates, making it the most expensive governor’s race in Illinois history. This race came close to surpassing the national record of Governor Jerry Brown vs. Meg Whitman in California in …

Evaluating Post-Fire Plantation Restoration In A Mixed Conifer Forest In The Sierra Nevada, Iris C. Allen Jan 2019

Evaluating Post-Fire Plantation Restoration In A Mixed Conifer Forest In The Sierra Nevada, Iris C. Allen

Graduate Theses, Dissertations, and Problem Reports (ETD)

Forests in the western United States have experienced a shift from historical disturbance regimes in the past century. Many of these changes were induced by European settlers logging the forests and suppressing fires. In the past, the dry mixed conifer forests of California’s Sierra Nevada mountains experience frequent, low to mixed severity fires. This fire regime helped maintain a heterogeneous landscape comprised of groups of trees and openings. However, due to fire suppression and high grading logging, forest structure has changed; there are less openings and more small, fire-intolerant trees that can carry a fire into the forests crown. The …

and mental health courts, which proponents claim created a revolution in criminal justice. Defendants whose underlying crime is the result of a substance use disorder or a mental health disorder can choose to be diverted into a specialty court, where they receive treatment instead of punishment. Many of these individuals, however, do not just suffer from a substance use disorder or a mental health disorder; instead, many have a “cooccurring disorder.” Approximately 8.9 million American adults have co-occurring mental health and substance use disorders, and almost half of individuals who meet diagnostic criteria for one disorder will also meet criteria …

Taking Data, Michael C. Pollack

Technological development has created new forms of information, altered expectations of privacy, and given law enforcement more tools to examine that information and intrude on that privacy. One crucial facet of these changes involves internet service providers (ISPs): as people expose more of their lives to their ISPs—all the websites they visit, people they communicate with, emails they send, files they store, and more—law enforcement efforts to access that data become more and more common. But scholars and policymakers alike recognize that the existing statutory frameworks governing those efforts are based on obsolete technology and strike balances that are difficult …

Part 2: 420 In The 757: Marijuana And Hampton Roads, Dragas Center For Economic Analysis And Policy

State of the Region Reports: Hampton Roads

More than 30 states permit the personal use of marijuana for medical purposes and 11 states have legalized the possession of small amounts of marijuana for personal use. Over 50 percent of Americans have used marijuana in their lifetimes and young adults in Hampton Roads use it at a higher rate than their peers in all other regions of the Commonwealth. We take a look at how a change in the status of marijuana could affect Hampton Roads.

Towards Comprehensive Observing And Modeling Systems For Monitoring And Predicting Regional To Coastal Sea Level, Rui M. Ponte, Mark Carson, Mauro Cirano, Catia M. Domingues, Tal Ezer, Xuebin Zhang

CCPO Publications

A major challenge for managing impacts and implementing effective mitigation and adaptation strategies for coastal zones affected by future sea level (SL) rise is our very limited capacity to predict SL change on coastal scales, over various timescales. Predicting coastal SL requires the ability to monitor and simulate a multitude of physical processes affecting SL, from local effects of wind waves and river runoff to remote influences of the large-scale ocean circulation on the coast. Here we assess our current understanding of the causes of coastal SL variability on seasonal to multi-decadal timescales, including geodetic, oceanographic and atmospheric aspects of …

Carrots, Sticks And Problem Drug Use: The Law Enforcement Lobby's Contribution To The Policy Discourse On Drug Use & The Opioid Crisis, Taleed El-Sabawi

Faculty Publications

Despite the growing support for the idea that problem drug use should be treated like a chronic medical disease, some law enforcement interest groups, including trial court judges associations, prosecuting attorneys associations, and police associations (“law enforcement groups” or “criminal justice actors”), continue to argue for the use of the criminal justice system to address the nation’s drug crises. The justification for the use of the criminal justice system to oversee the psychological and medical treatment of persons with substance use disorders (SUDs) is based on the belief that persons with SUDs are deviants, who cannot refrain from engaging in …

Political And Non-Political Speech And Guns, Gregory P. Magarian Jan 2019

Political And Non-Political Speech And Guns, Gregory P. Magarian

Scholarship@WashULaw

Constitutional rights depend on justifications. Some combination of theory, his- tory, and practical reasoning needs to establish why and to what extent a given right warrants legal protection. The justifications that courts and theorists articulate for a given right determine the right’s breadth and the specific contours of its protection. Justification has particular importance at the formative stage of a newly recognized constitutional right. At present, courts are building doctrine around the Second Amendment “right of the people to keep and bear Arms,”1 recognized as an individ- ual right just over a decade ago in District of Columbia v. Heller.2 …

Risk Management For Persons With Serious Mental Illness: A Process Analysis Of Washington State Department Of Corrections' Tools, Martin J. Tobin Jan 2019

Risk Management For Persons With Serious Mental Illness: A Process Analysis Of Washington State Department Of Corrections' Tools, Martin J. Tobin

Antioch University Dissertations & Theses

Although many evidence-based techniques are outlined in the literature, systems often assess, plan, and mitigate risk for Persons with Serious Mental Illness (PSMI) in significantly divergent ways. For more than 20 years now, the Washington State Department of Corrections has relied on the Offender Reentry Community Safety Program (ORCSP) to appraise dangerousness and presence of mental disorder, utilizing a staged process that considers a wide-ranging set of criminogenic and non-criminogenic variables. A growing body of research suggests that the ORCSP is effectively decreasing recidivism through collaborative reentry planning and mitigation between mental health and criminal justice professionals; however, whether ORCSP …

World War Web: Rethinking "Aiding And Abetting" In The Social Media Age, Rebecca J. Cambron

Case Western Reserve Journal of International Law

ISIS's use of social media presents a new challenge for counterterror efforts. The organization aims to recruit followers and incite violence through social media. Given that this is a new medium for terrorist organizations, social media companies have come under fire for indirectly providing ISIS with farreaching platforms to spread its content. The companies, as well as national governments and international entities, have attempted to respond to the threat posed by such content. These responses, however, have proven ineffective. This Note argues that to effectively respond to and combat the threat posed by terrorist speech, national governments should adopt a …

Seeding Hydrogen Propellant In Nuclear Thermal Propulsion Engines, Daria Nikitaeva Jan 2019

Seeding Hydrogen Propellant In Nuclear Thermal Propulsion Engines, Daria Nikitaeva

Theses

Using the NASA Design Reference Architecture, Nuclear Thermal Propulsion engine and Mars transfer vehicle models were developed to numerically examine the effects of adding heavy noble gases into the hydrogen propellant stream (seeding) on round trip transit times (baseline of 357 days). Seeded hydrogen, up to maximum seed mass concentration (MSMC) 55.85%, increased engine and vehicle performance by reducing pressure losses, decreasing reactor power, and increasing the overall change in velocity while assuming constant vehicle volume and dry mass. The tradeoff was lowered specific impulse and increased net propellant mass, resulting in increased vehicle wetted mass. Vehicle performance increased at …

School Choice, Youth Voice: How Diverse Student Policy Actors Experience High School Choice Policy, Kate L. Phillippo, Briellen Griffin, Bryan J. Del Dotto, David Castro, Ekram Nagi

Education: School of Education Faculty Publications and Other Works

School choice research is abundant, but rarely incorporates students’ experiences or perspectives. This study investigates a diverse group of students’ school choice experiences as they applied to, gained admission to and enrolled in high school in Chicago Public Schools, which offers over 130 options. Adapting Ball and colleagues’ (2012) concept of policy actor positionality, we analyzed the role of students’ developmental and social statuses in students’ school choice experiences. Students’ policy encounters were developmentally consistent, but their admissions results and subsequent academic trajectories diverged by their socioeconomic status. We discuss these findings’ developmental and equity implications for school choice policy.

Huachicoleros: Criminal Cartels, Fuel Theft, And Violence In Mexico, Nathan P. Jones, John P. Sullivan

Journal of Strategic Security

Criminal cartels and gangs dominate the illicit economy in Mexico. These organized crime groups challenge the solvency (specifically capacity and legitimacy) of the state in Mexico. Organized crime in Mexico is involved in a range of activities including extortion, drug trafficking, human trafficking, and petroleum theft. Criminal cartels, often called drug trafficking organizations, have diversified into other illicit activities specifically petroleum theft. This paper provides an overview of the rise of a specialized organized criminal entity: huachicoleros. Huachicoleros specialize in fuel theft and like their narco counterparts use corruption and violence to protect their illicit market. The rise of …

Exploring The Factors Associated With Social Media Use In Local Health Departments, Suzanne Lamarca Madden Jan 2019

Exploring The Factors Associated With Social Media Use In Local Health Departments, Suzanne Lamarca Madden

College of Graduate Studies: Theses & Dissertations

Background: The health system in the United States is rapidly advancing, including newer technologies, newer ways of delivering essential public health services and population health. Approximately 70% of the public uses social media as a communication tool, which makes it an ideal platform for dissemination of information. Local health departments (LHDs) are accountable for assuring ten essential public health services, including informing, educating, and empowering people about health issues. Previous research showed less than 70% of LHDs are adequately performing this essential service. The purpose of this study was to examine what factors impact the use of social media by …
