Perceptions Of Residents In Rural Areas Toward Law Enforcement, Joseph James Wagner Jan 2019

Perceptions Of Residents In Rural Areas Toward Law Enforcement, Joseph James Wagner

Walden Dissertations and Doctoral Studies

Negative public perceptions toward law enforcement officers (LEOs) have increased in recent years as the result of police shootings of unarmed men. Researchers have focused on urban residents' perceptions toward LEOs, but have not examined the perceptions of rural residents. The purpose of this quantitative study was to examine the relationship between the dependent variable (DV) of rural citizens' perceptions toward LEOs and the independent variables (IVs) of age, gender, ethnicity, religion, marital status, sexual orientation, income, employment status, educational attainment, and immigration status. The social judgment theory and the primary socialization theory were used as the theoretical foundations to …

The Challenges, Barriers, And Resources In The Integration Of Technology In A Department Of Transportation Training Program, Maurice C. Elliott

Walden Dissertations and Doctoral Studies

A learning management system (LMS) is a software application used in documentation, administration, tracking, reporting, and the delivery of training programs to support acquiring knowledge through practical problem-solving. There is a lack of widespread use of LMS technology in the training of program analysts. The purpose of this qualitative case study was to examine the challenges or barriers and the necessary resources in the use of technology for this training within a Texas Department of Transportation (DOT) and the best practices in the implementation of the LMS technology in the training of program analysts. The usage of Papert's technology constructionism …

Use Of Force And Perceptions Of Public Attitude Held By Police Trainers, Kenneth Lee Kinsey Jan 2019

Use Of Force And Perceptions Of Public Attitude Held By Police Trainers, Kenneth Lee Kinsey

Walden Dissertations and Doctoral Studies

Police use-of-force is a topic of interest to most Americans. High-profile shootings of minority citizens and the increase in ambush death rates of police officers has been problematic by dividing society into segments of harsh critics of an entire profession or supporters of the nation'€™s heroes. While use-of-force is highly researched, most existing work has typically forgone the examination of officer mindset in lieu of the more patent explanatory variables of race, sex, and method. The purpose of this study was to gain insight into the psychological influences of officer motivation from those responsible for providing instruction to police officers. …

The Impact Of Felony Criminal History On The Perceptions Of Hiring Managers, Larrica Mosley Jan 2019

The Impact Of Felony Criminal History On The Perceptions Of Hiring Managers, Larrica Mosley

Walden Dissertations and Doctoral Studies

Individuals with a criminal background face several barriers to securing employment, one of which is the reluctance of hiring managers to extend employment offers to them. African American ex-offenders are disproportionately affected by these barriers. The purpose of this study was to examine the attitudes of hiring managers in a metropolitan area in the Southern United States and to identify the factors that influence the hiring decisions of ex-offenders. A descriptive study design was used to explore whether type of criminal offense, length of crime, or race of offender affect a hiring manager'€™s decision to hire an ex-felon. The disparate …

The Effect Of Substance Abuse Rehabilitative Programming On Recidivism, Cindy Whitten Jan 2019

The Effect Of Substance Abuse Rehabilitative Programming On Recidivism, Cindy Whitten

Walden Dissertations and Doctoral Studies

Drug addiction is a known cause of recidivism and contributes greatly to inmate populations in prisons in North America. Little, though, is understood at the program level whether substance abuse rehabilitative programs are statistically associated with reductions in recidivism. Using conceptualizations of both punctuated equilibrium and differential association as the foundation, the purpose of this quasi-experimental design was to determine if participation in one moderate intensity program oriented toward the treatment of substance abuse is associated with reductions in recidivism. Secondary data were acquired from department of justice databases to compare a sample of 100 offenders who completed the program …

Effects Of Police-Mental Health Collaborative Services On Calls, Arrests, And Emergency Hospitalizations, Sean Russel-Jacque Zauhar Jan 2019

Effects Of Police-Mental Health Collaborative Services On Calls, Arrests, And Emergency Hospitalizations, Sean Russel-Jacque Zauhar

Walden Dissertations and Doctoral Studies

With the increasing amount of police calls involving persons experiencing a mental health crisis (PICs), agencies are looking for ways to reduce the overuse of emergency services and criminal confinement. Police-mental health collaborative (PMHC) programs were developed to utilize the expertise of both mental health and law enforcement practitioners to provide immediate linkage to psychiatric services in an effort to prevent unnecessary involvement in the criminal justice system. The theoretical framework for this study was built on the sequential intercept model (SIM) along with the theories of social network and social support. The SIM identifies 5 key points where PICs …

Law Enforcement Methods To Improve Relationships Within The Illinois Communities, James F. Reilly

Walden Dissertations and Doctoral Studies

The Will County community supports community policing efforts and wants their law enforcement agencies to be transparent, service-orientated, and committed to their diverse neighborhoods. The purpose of this phenomenological study was to explore current policing methods and tactics to improve community relationships within Will County, Illinois. Six different focus group studies were completed where 33 participants completed questionnaires and follow-up, in-depth interviews were conducted to gather data on personal police experiences and perceptions. The questionnaire responses were separated into three categories including Likert-scale response questions, dichotomous (yes and no answers), and ranking police tactics by levels of importance. Nine statistically …

The Influence Of Social Support On Recidivism Of Formerly Incarcerated Individuals, Alison Dockery Jan 2019

The Influence Of Social Support On Recidivism Of Formerly Incarcerated Individuals, Alison Dockery

Walden Dissertations and Doctoral Studies

Individuals who are released from incarceration face many challenges with reintegration into the community, and it is important that they find stable environments to foster positive social integration. Family involved treatment programs have been shown to be successful in many areas for reentry. However, these programs lack information regarding the relationship between the individual's criminal history, risk of recidivism, and social support. This quantitative study was designed to evaluate the impact of social support on recidivism among participants. Secondary data were used from a 3-year period from a reentry program located in a large northeastern city and the Division of …

Positive Experiences Among Dui Offenders In Court-Mandated Substance Abuse Treatment, Katarzyna Blanka Pilewicz Jan 2019

Positive Experiences Among Dui Offenders In Court-Mandated Substance Abuse Treatment, Katarzyna Blanka Pilewicz

Walden Dissertations and Doctoral Studies

Driving under the influence (DUI) of alcohol and other drugs puts communities' and individuals' safety at tremendous risk. The excessive use of alcohol, illicit drugs, and/or some prescribed medications causes cognitive impairment and the physical incapability of operating a vehicle. The court system penalizes drunken driving behaviors by placing DUI offenders in a variety of mandated interventions to minimize the risk of reoffense. The purpose of this phenomenological study was to explore DUI offenders' positive experiences and perceptions derived from DUI programs and how they impacted well-being and commitment to positive change using Seligman's well-being theory as a conceptual framework. …

Public Servants' Perceptions Of The Cybersecurity Posture Of The Local Government In Puerto Rico, Julio C. Rodriguez Jan 2019

Public Servants' Perceptions Of The Cybersecurity Posture Of The Local Government In Puerto Rico, Julio C. Rodriguez

Walden Dissertations and Doctoral Studies

The absence of legislation, the lack of a standard cybersecurity framework, and the failure to adopt a resilient cybersecurity posture can be detrimental to the availability, confidentiality, and integrity of municipal information systems. The purpose of this phenomenological study was to understand the cybersecurity posture of municipalities from the perception of public servants serving in information technology (IT) leadership roles in highly populated municipalities in the San Juan-Carolina-Caguas Metropolitan Statistical Area of Puerto Rico. The study was also used to address key factors influencing the cybersecurity posture of these municipalities. The theoretical framework was open system theory used in combination …

The Impact Of Exercise During Radiation Therapy For Breast Cancer Patients, Diane Yu Jan 2019

The Impact Of Exercise During Radiation Therapy For Breast Cancer Patients, Diane Yu

Walden Dissertations and Doctoral Studies

Breast cancer is one of the leading causes of death among women. In 2017, breast, lung and bronchus, prostate, and colorectal cancers accounted for almost 50% of all new cancer cases in the United States. Breast conservation therapy with lumpectomy (i.e., surgery) and adjuvant radiation therapy is commonly used as treatment for early stage breast cancer. However, side effects such as pain and poor sleep quality can affect quality of life for breast cancer patients undergoing radiation treatment. The main purpose of this quantitative study, using the health belief model (HBM) theoretical framework, was to investigate the correlations between the …

Impact Of Mandatory Sentencing Policies On Alabama's Prison Populations, Stephanie Elaine Stewart Jan 2019

Impact Of Mandatory Sentencing Policies On Alabama's Prison Populations, Stephanie Elaine Stewart

Walden Dissertations and Doctoral Studies

State prison systems, particularly in the Southern US, have been overpopulated for decades with unlikely support for building new prisons which has led to overcrowding. Policy makers, however, have adopted mandatory minimum policies that include harsher sanctions for habitual offenders which exacerbated the problem of overcrowding, yet little is understood about how sentencing reform is associated with overpopulation. Using Clear and Schrantz conceptualization of prison population change, the purpose of this quantitative descriptive study was to understand how one prison system in a southern state was impacted over a 10-year period by the implementation of mandatory minimum sentencing requirements. Data …

Essays On Applications Of Spatial Econometric Models, Jihu Zhang Jan 2019

Essays On Applications Of Spatial Econometric Models, Jihu Zhang

Wayne State University Dissertations

Since the infamous riot of 1967, high crime rates and negative media reports have labeled the city of Detroit as one of the most dangerous cities in the U.S. For a better understanding of crime situation in Detroit, we discuss the spatial interactions of crime rates among block groups as well as the impact of socioeconomic variables on crime by using spatial autoregressive models, crime data, and socioeconomic data. In particular, we introduced a geographical methodology: inverse distance weighting (IDW), which is mainly used to estimate distance based weighting from a scattered set of points. This paper is an essential …

A Decade's Tale: Consent Decrees And Police Use Of Disproportionate Excessive Force With Communities Of Color, Dasha J. Rhodes, David L. Robinson, Paul C. Archibald, Laurens Van Sluytman Jan 2019

A Decade's Tale: Consent Decrees And Police Use Of Disproportionate Excessive Force With Communities Of Color, Dasha J. Rhodes, David L. Robinson, Paul C. Archibald, Laurens Van Sluytman

Social Work Faculty Publications

According to the U.S. Department of Justice (US DOJ, 2016), African Americans have experienced disproportionate instances of police use of excessive force as a result of discriminatory practices and insufficient training. Officers are permitted to use appropriate force in specific situations; however, when force is excessive and deemed unnecessary, it then becomes an issue of concern. The U.S. Department of Justice was invited to investigate police departments that participated in the use of excessive force and a consent decree was developed with those departments to remedy the DOJ's findings. The researchers conducted a consent decree analysis examining government investigations of …

Taking Data, Michael C. Pollack Jan 2019

Taking Data, Michael C. Pollack

University of Chicago Law Review

Technological development has created new forms of information, altered expectations of privacy, and given law enforcement more tools to examine that information and intrude on that privacy. One crucial facet of these changes involves internet service providers (ISPs): as people expose more of their lives to their ISPs— all the websites they visit, people they communicate with, emails they send, files they store, and more—law enforcement efforts to access that data become more and more common. But scholars and policymakers alike recognize that the existing statutory frameworks governing those efforts are based on obsolete technology and strike balances that are …

The Effect Of Neighborhood Crime Rates On Childhood Obesity In Los Angeles County, Lachlan Montgomery Jan 2019

The Effect Of Neighborhood Crime Rates On Childhood Obesity In Los Angeles County, Lachlan Montgomery

CMC Senior Theses

This thesis examines the effect of neighborhood crime rates on childhood obesity in Los Angeles County over a five-year period 2012-2016. Using yearly pooled cross-sectional geocoded data from the University of Southern California (USC) Price Center for Social Innovation Neighborhood Data for Social Change (NDSC) interactive platform, I run multiple ordinary least squares regressions using different measures of crime to determine if neighborhoods with higher crime rates influence the unhealthy percentage of 5th, 7th, and 9thgrade public school students. I hypothesize that crime influences obesity, violent crime has a stronger correlation than property crime, …

Long-Term Urban Forest Cover Change Detection With Object Based Image Analysis And Random Point Based Assessment, Raoul Blackman

All Graduate Theses, Dissertations, and Other Capstone Projects

The urban forest provides various ecosystem services. Urban tree canopy cover measurement is the most basic quantification of ecosystem services. There have been few studies focused on long-term high-resolution urban forest change analysis. Further, few if any of these studies have compared object based image analysis (OBIA) and random point based assessment for determination of urban forest cover. The research objective is to define the urban forest canopy area, location, and height within the City of St Peter, MN boundary between 1938 and 2019 using both the OBIA and random point based methods with high spatial-resolution aerial photographic images and …

Administrative Law, Diana Ginn, Sheila Wildeman Jan 2019

Administrative Law, Diana Ginn, Sheila Wildeman

Articles, Book Chapters, & Popular Press

Administrative law is concerned with the relationship between courts and those who make decisions in the course of exercising administrative powers. In particular, administrative law focuses on the way in which and the extent to which courts review or oversee administrative decision making. Administrative powers are largely created by statute. Such legislation is often referred to as the "enabling legislation”. An action taken under the Crown's prerogative powers is also considered to be administrative action; however, the focus of these materials is on action taken under enabling legislation.
