ขอบเขตอำนาจหน้าที่ขององค์กรปกครองส่วนท้องถิ่นในการแก้ไขปัญหายาเสพติดมีความไม่ชัดเจน คณะกรรมการการกระจายอำนาจให้องค์กรปกครองส่วนท้องถิ่นจึงได้ตีความว่าองค์กรปกครองส่วนท้องถิ่น มีอำนาจหน้าที่เฉพาะในการป้องกันและแก้ไขปัญหายาเสพติดเท่านั้น แต่ไม่รวมถึงการปราบปรามยาเสพติด เอกัตศึกษาฉบับนี้จึงมุ่งศึกษาแนวคิด ทฤษฎี ขอบเขต และการใช้อำนาจในการแก้ไขปัญหายาเสพติดขององค์กรปกครองส่วนท้องถิ่นของกฎหมายประเทศไทยเปรียบเทียบกับกฎหมายประเทศญี่ปุ่น และประเทศฝรั่งเศส จากการศึกษาพบว่าการในการแก้ไขปัญหายาเสพติด คือ การป้องกันและปราบปรามยาเสพติดของประเทศญี่ปุ่นเและประเทศฝรั่งเศสต่างกำหนดให้องค์กรปกครองส่วนท้องถิ่นมีบทบาทในการจัดบริการสาธารณะดังกล่าว ซึ่งแตกต่างกับประเทศไทยที่ได้มีการตีความจำกัดอำนาจหน้าที่บางประการไว้ ดังนั้น เอกัตศึกษาฉบับนี้จึงขอเสนอแนวทางแก้ไขปัญหา โดยเสนอให้มีการทบทวนการตีความอำนาจหน้าที่ขององค์กรปกครองส่วนท้องถิ่นให้เป็นไปตามเจตนารมณ์กฎหมาย และกำหนดขอบเขตอำนาจหน้าที่บนพื้นฐานของหลักการกระจายอำนาจ หลักบริการสาธารณะ และหลักความสามารถขององค์กรปกครองส่วนท้องถิ่น เพื่อให้สอดคล้องกับอำนาจหน้าที่ในการจัดบริการสาธารณะขององค์กรปกครองส่วนท้องถิ่นให้เหมาะสม

เอกัตศึกษาฉบับนี้มุ่งศึกษาถึงปัญหาการรับรองและคุ้มครองสิทธิและเสรีภาพของสื่อพลเมืองในพื้นที่การชุมนุมสาธารณะในประเทศไทย โดยได้วิเคราะห์และศึกษาเปรียบเทียบกับกฎหมายและแนวปฏิบัติของต่างประเทศ ประกอบกับแนวปฏิบัติในการให้ความคุ้มครองเสรีภาพสื่อและการดูแลการชุมนุมสาธารณะ ตามข้อความเห็นทั่วไป (General Comment) ของคณะกรรการสิทธิมนุษยชนแห่งสหประชาชาติ (Human Rights Committee) ที่รัฐภาคีของกติการะหว่างประเทศว่าด้วยสิทธิพลเมืองและสิทธิทางการเมือง (ICCPR) ใช้อ้างอิงเป็นมาตรฐานเดียวกันในฐานะตัวอย่างของการตีความและการใช้ดุลพินิจของเจ้าหน้าที่รัฐในการให้ความคุ้มครองเสรีภาพในการแสดงออกและเสรีภาพในการชุมนุม จากการศึกษาพบว่า ประเทศไทยมีปัญหาการแทรกแซงและจำกัดสิทธิและเสรีภาพของสื่อพลเมืองในการชุมนุมสาธารณะอย่างไม่สอดคล้องกับหลักการและแนวปฏิบัติของคณะกรรการสิทธิมนุษยชนแห่งสหประชาชาติอยู่หลายประการด้วยกัน โดยที่สาเหตุหลักของปัญหานั้นมาจาก ความไม่ชัดเจนของขอบเขตของการคุ้มครองเสรีภาพที่ใช้ในการทำการรายงานข่าวในพื้นที่การชุมนุมสาธารณะ การกำหนดคำนิยามของคำว่า “ผู้ชุมนุม" ในพระราชบัญญัติการชุมนุมสาธารณะ พ.ศ. 2558 มีลักษณะที่กว้างขวาง และกลไกในการตรวจสอบการใช้อำนาจของเจ้าหน้าที่รัฐไม่สามารถคุ้มครองการใช้สิทธิและเสรีภาพของสื่อพลเมืองได้อย่างมีประสิทธิภาพ ดังนั้น เอกัตศึกษาฉบับนี้จึงได้เสนอแนวทางในการแก้ไขที่สาเหตุหลักของปัญหา โดยรัฐควรมีการขยายขอบเขตของการคุ้มครองการใช้เสรีภาพในการแสดงออกและเสรีภาพในการนำเสนอข่าวของประชาชนให้ครอบคลุมสื่อมวลชนทุกแขนงมากยิ่งขึ้น ควรมีการปรับปรุงแก้ไขคำนิยามคำว่า “ผู้ชุมนุม" และเพิ่มเติมคำนิยามคำว่า “สื่อมวลชน" และ “ผู้สังเกตการณ์" ในพระราชบัญญัติการชุมนุมสาธารณะ พ.ศ. 2558 รวมทั้งต้องมีการปรับปรุงแก้ไขกลไกที่ใช้ในการตรวจสอบการใช้อำนาจของเจ้าหน้าที่รัฐให้สามารถคุ้มครองการใช้สิทธิและเสรีภาพของประชาชนได้อย่างมีประสิทธิภาพมากขึ้น เพื่อให้ประชาชนที่เป็นสื่อพลเมืองสามารถมั่นใจได้ว่า จะสามารถใช้เสรีภาพในการแสดงออกและเสรีภาพในการเสนอข่าวเพื่อทำการรายงานข่าวในพื้นที่การชุมนุมสาธารณะได้ โดยไม่ถูกแทรกแซงและจำกัดอย่างไม่สอดคล้องกับหลักความได้สัดส่วน และแนวปฏิบัติในการคุ้มครองเสรีภาพสื่อตามเจตนารมณ์ของกฎหมาย

งานวิจัยนี้ศึกษาปัจจัยที่มีอิทธิพลต่อการนำนโยบายไปปฏิบัติกรณีการขับเคลื่อนการป้องกันและลดอุบัติเหตุทางถนนขององค์กรปกครองส่วนท้องถิ่นในจังหวัดราชบุรี อุบัติเหตุทางถนนก่อให้เกิดความเสี่ยงอย่างมากต่อความปลอดภัยสาธารณะ และการดำเนินนโยบายอย่างมีประสิทธิภาพมีบทบาทสำคัญในการลดความเสี่ยงเหล่านี้ การศึกษานี้ใช้วิธีผสมผสานระหว่างการวิเคราะห์ข้อมูลเชิงปริมาณและการวิจัยเชิงคุณภาพ เพื่อศึกษาปัจจัยที่มีอิทธิพลต่อการดำเนินนโยบายในจังหวัดราชบุรี ขั้นตอนเชิงปริมาณเกี่ยวข้องกับการสำรวจระดับความคิดเห็นเจ้าหน้าที่องค์กรปกครองส่วนท้องถิ่นที่รับผิดชอบนโยบายความปลอดภัยทางถนน ในขณะที่ขั้นตอนเชิงคุณภาพประกอบด้วยการสัมภาษณ์หน่วยงานที่กำหนดนโยบายและองค์กรปกครองส่วนท้องถิ่น ผลการวิจัยพบว่า ปัจจัยหลักสามประการที่มีอิทธิพลต่อการดำเนินนโยบายคือ ปัจจัยด้านทรัพยากรที่มีอยู่อย่างจำกัด รวมถึงข้อจำกัดงบประมาณและการขาดแคลนบุคลากร ปัจจัยความร่วมมือหรือการตอบสนองการทำงานร่วมกันอย่างใกล้ชิดและการประสานงานระหว่างหน่วยงานส่วนกลาง องค์กรปกครองส่วนท้องถิ่น และชุมชนมีบทบาทสำคัญในการดำเนินนโยบาย และปัจจัยการติดตามผลการปฏิบัติงานเป็นกลไกที่มีความสำคัญต่อประสิทธิผลของนโยบาย การศึกษาครั้งนี้จึงเป็นข้อเสนอแนะเพื่อพัฒนาการป้องกันและลดอุบัติเหตุทางถนนให้กับผู้กำหนดนโยบายที่จะสามารถพัฒนากลยุทธ์ที่กำหนดเป้าหมายเพื่อเพิ่มมาตรการความปลอดภัยทางถนนและลดการเกิดอุบัติเหตุในจังหวัดราชบุรี

งานวิจัยที่นำเสนอมีวัตถุประสงค์เพื่อปรับปรุงกระบวนการอนุมัติตัวอย่างสำหรับซัพพลายเออร์และปรับปรุงกระบวนการทำงานของแต่ละหน่วยงานที่เกี่ยวข้อง เป้าหมายคือลดเวลารอเอกสาร ขจัดกระบวนการทำงานที่ซ้ำซ้อน และลดการใช้กระดาษ จากเดิมกระบวนการทำงานเป็นไปตามลำดับขั้น (Waterfall) ซึ่งแต่ละหน่วยงานต้องรอให้หน่วยงานก่อนหน้าทำงานเสร็จก่อนจึงจะดำเนินการต่อได้ กระบวนการทำงานนี้เกี่ยวข้องกับหน่วยงาน 4 หน่วยงาน และหากพบข้อผิดพลาดใดๆ กระบวนการจะต้องเริ่มต้นใหม่ตั้งแต่ต้น ทำให้มีเวลาเฉลี่ย 18 วันทำการต่อชุด จึงความจำเป็นต้องปรับปรุงกระบวนการเหล่านี้ ผู้วิจัยใช้แนวคิด SCRUM เป็นแนวทางในการปรับปรุงกระบวนการ การนำเฟรมเวิร์กที่คล่องตัวขึ้นมาใช้ ทำให้ทุกหน่วยงานสามารถเริ่มทำงานพร้อมกันได้ ทำให้สามารถแก้ไขปัญหาได้อย่างรวดเร็ว เพิ่มประสิทธิภาพ และความสามารถในการส่งมอบผลิตภัณฑ์ที่มีคุณภาพในขณะที่ตอบสนองต่อความต้องการของลูกค้าได้อย่างทันท่วงที โดยผู้วิจัยได้ศึกษาระบบ Robotic Process Automation (RPA) ที่มีอยู่และจัดทำรายการเอกสาร (Checklist) นำมาใช้ภายในกระบวนการทำงาน ดังนั้นเครื่องมือและเทคโนโลยีเหล่านี้จะช่วยปรับปรุงกระบวนการอนุมัติเร็วขึ้น ระยะเวลาการตรวจสอบลดลงเหลือเพียง 5 วันทำการ ลดการตรวจสอบซ้ำถึง 25% ผลการทดลองที่ได้รับจากการดำเนินการปรับปรุงแสดงให้เห็นถึงประสิทธิภาพในการแก้ไขปัญหาการอนุมัติชิ้นงานตัวอย่างที่ล่าช้าได้ ทำให้ระยะเวลาการตรวจสอบที่สั้นลงและงานตรวจสอบซ้ำที่ลดลง สำเร็จตามเป้าหมายที่ตั้งไว้

“ระบบเจ้าโคตรกับระบบงานยุติธรรมชุมชน: กรณีศึกษาบ้านเสียว ตำบลวังชัย อำเภอน้ำพอง จังหวัดขอนแก่น” เป็นงานวิจัยเชิงคุณภาพมีวัตถุประสงค์เพื่อศึกษาความเป็นมา รูปแบบและกลไกดำเนินงานของระบบเจ้าโคตรที่เป็นงานยุติธรรมเชิงจารีต ประเภทคดีหรือลักษณะข้อพิพาทที่ใช้ยุติปัญหา รวมถึงข้อดีและข้อจำกัดของการใช้ระบบเจ้าโคตร สภาพการดำรงอยู่ภายในชุมชนและการเปลี่ยนแปลงที่เกิดขึ้นต่อระบบเจ้าโคตรเมื่อมีการนำงานยุติธรรมชุมชนรูปแบบอื่น ๆ ของภาครัฐเข้ามาใช้ปฏิบัติ ซึ่งสะท้อนถึงการรับรู้และมุมมองต่อการใช้ระบบเจ้าโคตรของหน่วยงานภาครัฐ และให้ข้อเสนอแนะเรื่องการเชื่อมโยงระหว่างระบบเจ้าโคตรกับระบบงานยุติธรรมชุมชนเพื่อให้เกิดประโยชน์ต่อการพัฒนากระบวนการยุติธรรม ผู้วิจัยเก็บรวบรวมข้อมูลด้วยวิธีการศึกษาเชิงเอกสาร วิธีการสนทนาแบบกลุ่ม และวิธีการสัมภาษณ์เชิงลึกจากผู้ให้ข้อมูลสำคัญ จำนวน 12 คน เพื่อนำมาวิเคราะห์ข้อมูลเชิงเนื้อหา ผลการศึกษาพบว่า 1) ระบบเจ้าโคตรมีผู้อาวุโสที่คู่กรณีและชุมชนเคารพนับถือ เชื่อใจ และยอมรับในความประพฤติและการพูดจาให้เหตุผลเมื่อตัดสินความขัดแย้งให้เข้ามาทำหน้าที่คนกลางไกล่เกลี่ยระงับข้อพิพาทระหว่างบุคคลที่เกิดขึ้นในชุมชน โดยกระบวนการระงับข้อพิพาทจะเป็นแบบเรียบง่ายที่คนกลางพูดคุยซักถามเรื่องราวและเหตุผลจากคู่กรณีทั้งสองฝ่ายแล้วตัดสินความ แล้วจึงให้คู่กรณีตกลงเรื่องการชดใช้เยียวยากันโดยตรงต่อหน้าคนกลางและเริ่มต้นไกล่เกลี่ยสมานฉันท์ และร่วมกันการสร้างข้อตกลงจากการระงับข้อพิพาทที่คำนึงถึงความต้องการของคู่กรณีทั้งสองฝ่าย หมู่บ้านเสียวจะใช้ระบบเจ้าโคตรกับความผิดที่มีเด็กหรือเยาวชนเป็นผู้กระทำ การใช้ความรุนแรงภายในครอบครัว ความผิดที่กระทำต่อกันโดยประมาท ความผิดอาญาต่อส่วนตัวซึ่งรวมถึงคดีอนาจาร และความผิดลหุโทษ ระบบเจ้าโคตรมีข้อดี คือ ช่วยรักษาสภาพจิตใจคู่กรณีและดำรงสัมพันธภาพร่วมกันเอาไว้ ช่วยลดภาระของทางราชการและลดความขัดแย้งในสังคม ช่วยประหยัดเวลาและลดค่าใช้จ่ายประชาชนไปพร้อมกับลดปัญหาการดำเนินงานซึ่งกระบวนการยุติธรรมกำลังประสบอยู่โดยระงับไม่ให้ข้อพิพาทเล็กน้อยเข้าสู่กระบวนการยุติธรรม ทว่ามีข้อจำกัด ได้แก่ การยึดโยงอยู่กับศรัทธาต่อตัวบุคคลทำให้ระบบขาดเสถียรภาพ อาจมีความเหมาะสมที่จะใช้ในสังคมขนาดเล็ก และไม่มีกฎหมายรองรับผลของการไกล่เกลี่ยหากเจ้าโคตรไม่ใช่ผู้ผ่านการอบรมเพื่อขึ้นทะเบียนเป็นผู้ไกล่เกลี่ยภาคประชาชน 2) ระบบเจ้าโคตรดำรงอยู่อย่างมีสัมพันธภาพกับงานยุติธรรมชุมชนแบบอื่นๆของภาครัฐ โดยการปรับตัวเปลี่ยนแปลงไปตามเงื่อนไขการดำเนินงานยุติธรรมชุมชนของภาครัฐ ได้แก่ การมีคนกลางมากกว่าหนึ่งคน และการให้จัดทำเอกสารลายลักษณ์อักษรในกระบวนการระงับข้อพิพาทเพื่อเป็นหลักฐานอ้างอิงตามกฎหมาย 3) ภาครัฐมีการรับรู้ระบบเจ้าโคตรที่ใช้จัดการความขัดแย้งภายในชุมชนอย่างจำกัด แม้ว่าจะมีมุมมองว่าระบบเจ้าโคตรมีศักยภาพต่อการระงับข้อพิพาทเบื้องต้นแต่ยังมีท่าทีแบ่งรบแบ่งสู้หากจะต้องส่งเสริมเข้ามาเป็นส่วนหนึ่งของระบบงานยุติธรรมชุมชนในพื้นที่ 4) ข้อเสนอแนะของผู้วิจัยต่อการเชื่อมโยงระบบเจ้าโคตรกับระบบงานยุติธรรมชุมชนเพื่อให้เกิดประโยชน์ต่อกระบวนการยุติธรรมคือ ควรส่งเสริมให้ชุมชนนำระบบเจ้าโคตรซึ่งเป็นยุติธรรมเชิงจารีตเข้ามาเป็นส่วนหนึ่งของระบบงานยุติธรรมชุมชนในหมู่บ้านอย่างจริงจัง และควรเข้ามาให้ความช่วยเหลือด้านความรู้ทางกฎหมายที่จำเป็น และสนับสนุนให้ผู้ใหญ่บ้าน คณะกรรมการหมู่บ้าน สมาชิกเครือข่ายศูนย์ยุติธรรมชุมชน และเจ้าโคตรรุ่นปัจจุบันอีกจำนวน 2 คนได้รับการอบรมในหลักสูตรผู้ไกล่เกลี่ยตามพระราชบัญญัติไกล่เกลี่ยข้อพิพาท พ.ศ. 2562 เพื่อขึ้นทะเบียนเป็นผู้ไกล่เกลี่ยภาคประชาชนตามกฎหมาย

งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาผลของการเลือกโรงเรียนในระดับมัธยมศึกษาตอนปลาย ต่อการศึกษาต่อในระดับอุดมศึกษา ผลตอบแทนในตลาดแรงงาน และทุนทางสังคมของชาวมุสลิมจังหวัดปัตตานี ดำเนินการวิจัยด้วยการเก็บข้อมูลปฐมภูมิแบบ Quota/Convenience sampling โดยใช้แบบสอบถามที่สร้างขึ้นจากวรรณกรรมปริทัศน์ เกณฑ์การคัดเข้า ได้แก่ เป็นคนไทยมุสลิม อายุ 25-49 ปี และจบระดับการศึกษาชั้นมัธยมศึกษาตอนปลายจากโรงเรียนในจังหวัดปัตตานี กลุ่มตัวอย่างมีขนาดเท่ากับ 483 ตัวอย่าง การวิเคราะห์ข้อมูลใช้แบบจำลองสมการถดถอย โดยพิจารณาปัญหา Endogeneity งานวิจัยนี้แบ่งประเภทของโรงเรียนออกเป็นโรงเรียนสามัญศึกษา โรงเรียนเอกชนสอนศาสนาอิสลาม และสถาบันศึกษาปอเนาะ ผลการศึกษา พบว่า (1) เพศหญิง การสื่อสารภาษาไทยในบ้าน คุณลักษณะของพ่อแม่ และการอาศัยอยู่ในพื้นที่เมืองมีผลต่อการเลือกโรงเรียน (2) ก่อนการพิจารณาปัญหา Endogeneity พบว่า ประเภทโรงเรียนมีผลต่อการเรียนต่อหลังจบระดับมัธยมศึกษาตอนปลายและรายได้ต่อเดือน และ (3) เมื่อพิจารณาปัญหา Endogeneity พบว่า ประเภทโรงเรียนส่งผลต่อการเรียนต่อหลังในระดับอุดมศึกษา แต่ไม่ส่งผลทางตรงต่อผลตอบแทนในตลาดแรงงาน ทว่าการจบการศึกษาในระดับอุดมศึกษาส่งผลทางบวกต่อผลตอบแทนในตลาดแรงงาน (4) ในด้านทุนทางสังคม พบว่า ก่อนการพิจารณาปัญหา Endogeneity สถาบันศึกษาปอเนาะส่งผลทางลบต่อการได้รับสนับสนุนทางทรัพยากรและทางอารมณ์ แต่ภายหลังพิจารณาปัญหา Endogeneity พบว่าโรงเรียนเอกชนสอนศาสนาอิสลามและสถาบันศึกษาปอเนาะกลับส่งผลทางบวกต่อการได้รับสนับสนุนทางทรัพยากรและทางอารมณ์ ทั้งนี้ ตัวแปรการจบการศึกษาในระดับอุดมศึกษาส่งผลทางบวกต่อทุนทางสังคมเสมอ ผลการศึกษาทั้งหมดชี้ให้เห็นว่า แม้ว่าประเภทโรงเรียนในระดับมัธยมศึกษาตอนปลายจะไม่ได้ส่งผลทางตรงต่อผลตอบแทนในตลาดแรงงานและส่งผลอย่างไม่ชัดเจนต่อทุนทางสังคม แต่ประเภทโรงเรียนกลับส่งผลทางอ้อมต่อทั้งผลตอบแทนในตลาดแรงงานและทุนทางสังคม ผ่านการสำเร็จการศึกษาในระดับอุดมศึกษา

Immigrant-origin Latine young adults (ILYAs) face a challenge that is specific to their developmental period. As ILYAs transition from high school to beyond (e.g., workforce, college, etc.), they begin to grapple with participating in normative experiences for all young adults in the U.S. (e.g., obtaining a driver’s license, getting their first job at 16). This study focuses on a community’s interest and knowledge on air quality mitigation measures in regard to smoke exposure from wildfires. A combination of semi-structured in person interviews and online surveys were available for those individuals that lived or worked in Ramona, California. The residents in Ramona had varying knowledge, concern levels and responses when discussing air quality mitigation measures with regards to wildfire smoke effects and impacts. Wildfire smoke itself was not a major concern of most residents within the area and many had described wildfire smoke mitigation measures as being conditional measures not applicable to the entire community …

Ulcerative colitis (UC) is an idiopathic, chronic inflammatory disease with multiple genetic and a variety of environmental risk factors. Although current drugs significantly aid in controlling the disease, many people have led to the application of complementary therapies due to the common belief that they are natural and safe, as well as due to the consideration of the side effect of current drugs. When a police officer interacts with an individual, the encounter is subject to myriad exceptions to the Fourth Amendment’s warrant requirement that lack a coherent justifying theory. For instance, officers can warrantlessly search if an automobile was involved in the interaction, an arrest occurred, or a protective sweep was necessary to prevent a third-party ambush. Officers and individuals struggle to understand the breadth and complexity of these exceptions. The resulting confusion breeds widespread distrust and raises the tension in millions of interactions across the country.

This short symposium piece is a comment on two of the Supreme Court’s recent religion cases. The first is Trump v. Hawaii, the travel ban case, where the Court rejected the claim of unconstitutional religious discrimination against Muslims.1 The second is Masterpiece Cakeshop, the case about the baker who refused to make a cake for a gay wedding, where the Court accepted the claim of unconstitutional religious discrimination against a conservative Christian.2 One case finds discrimination, while the other rejects it. Yet more fundamentally, the pairing suggests differences in how we perceive or react to evidence of discrimination. Both on …

This autoethnographic qualitative study details the researcher’s interest in the world of Islamic terrorism, which stemmed from the 2007 disappearance of a colleague in Iran, while on a rogue CIA mission. From the literature review, four basic themes emerged, which were applied to five case studies. One of the first scholarly articles encountered, speculated that the lack of empirical research and evidence in Islamic terrorism studies, may be caused by conceptual and methodological difficulties and pointed out that social phenomenon such as radicalization, rehabilitation and reintegration are hard to conceptualize and measure. Gun control measures, referred to as “risk protection orders” or “Red Flag” laws, are expanding with widespread public support. Currently, 19 states have similar legislation, varying in procedural approaches and enforcement to reduce firearm-related homicide, emphasizing mass homicide. However, little is known about whether the legislation is effective. The following questions are presented: (1) Is there a difference between rates of firearm related homicide incidences prior to and after the creation of Florida’s “Red Flag” law? The primary statutory tool for federal regulation of Tribal court criminal procedure is the Indian Civil Rights Act of 1968 (ICRA). ICRA replicated most of the procedural protections in the Bill of Rights applicable to the States, as then interpreted by the Supreme Court. ICRA also sets out procedures Tribes must extend to criminal defendants in their courts, caps their sentencing authority, and defines their criminal jurisdiction.

Background. The COVID-19 pandemic has popularized computer-based decision-support models, which are commonly used to inform decision making amidst complexity. Understanding what organizational decision makers prefer from these models is needed to inform model development during this and future crises. Methods. We recruited and interviewed decision makers from North Carolina across 9 sectors to understand organizational decision-making processes during the first year of the COVID-19 pandemic (N = 44). The current study examines the predictive relationships among Entitlement, criminal thinking, and psychological vulnerability. Eighty male incarcerated individuals participated in this research and four measures were administered to each participant: the Adverse Childhood Experiences Questionnaire (ACEs), the Texas Christian University Criminal Thinking Scale (TCU-CTS), the Woodcock Johnson-IV Cognitive Brief Intellectual Abilities scale (WJ-IV COG BIA), and the Minnesota Multiphasic Personality Inventory-2 Restructured Form (MMPI-2-RF). Results yielded the following findings: Behavioral/Externalizing Dysfunction was the best predictor of Entitlement. Behavioral/Externalizing Dysfunction and Thought Dysfunction were the best predictors of each of the other aspects of criminogenic thinking. Emotional/Internalizing Dysfunction did not reliably …

Every year, millions of adults in the United States are ordered to participate in supervised community probation and parole (Bureau of Justice Statistics, 2021). Probation and parole supervisees with serious and persistent mental illness (SPMI) are overrepresented in the criminal justice system and, therefore, probation and parole officers (PPOs) can expect to work with supervisees with mental illness. While there is extensive research on the impact of working with individuals with SPMI on community support professionals, there is little research focusing specifically on PPOs (Whitehead, 1985). The purpose of this qualitative participatory action research was to explore how complexity is engaged and experienced in complex regulatory systems, and to understand how cannabis might be regulated in ways that lead to socially equitable conditions. This was accomplished by studying the lived experiences of governmental leaders charged with the responsibility of establishing regulatory frameworks for legalized cannabis where none previously existed. Using the learning history methodology, the study deeply explores the ways that complex systems coexist by capturing the lived experiences of research participants and enhance theoretical understanding of complex regulatory systems. The aim of the study was to explore the lived experience of counselor education and supervision students who reported experiencing symptoms of imposter phenomenon (IP). The population included counselor education and supervision students in their first year of their program, with a sample of convenience (N = 4). The method used in this study was an interoperative phenomenological analysis. Data analysis revealed four major themes: (a) counselor education students express self-doubt, lack of confidence and concern about competence, (b) students rate different levels of competence in counselor education and supervision roles, (c) instructor feedback impacts student perceptions of competence, and …
