The Digital Detective's Discourse - A Toolset For Forensically Sound Collaborative Dark Web Content Annotation And Collection, Jesper Bergman, Oliver B. Popov

Journal of Digital Forensics, Security and Law

In the last decade, the proliferation of machine learning (ML) algorithms and their application on big data sets have benefited many researchers and practitioners in different scientific areas. Consequently, the research in cybercrime and digital forensics has relied on ML techniques and methods for analyzing large quantities of data such as text, graphics, images, videos, and network traffic scans to support criminal investigations. Complete and accurate training data sets are indispensable for efficient and effective machine learning models. An essential part of creating complete and accurate data sets is annotating or labelling data. We present a method for law enforcement …

Disgust And Guns: Conduct, Identity, And Second Amendment Animus, William D. Araiza Mar 2022

Disgust And Guns: Conduct, Identity, And Second Amendment Animus, William D. Araiza

Northwestern University Law Review

In Second Amendment Animus, Professor Jacob Charles examines whether the burgeoning doctrine of unconstitutional animus should play any role in adjudicating Second Amendment claims. This Essay responds to Professor Charles’s important work. While it concludes that he is likely correct to reject animus as a grounding for Second Amendment claims, it points out areas where the analysis is more nuanced than he suggests. After considering Professor Charles’s analysis, the Essay examines the Second Amendment animus issue through the theoretical lens provided by Professor Martha Nussbaum’s work on disgust as a motivating factor for the types of exclusionary and subordinating …

"You Can't Go Wrong Being Safe": Motivations, Patterns, And Context Surrounding Use Of Fentanyl Test Strips For Heroin And Other Drugs., Megan K Reed, Amanda Guth, Venise J Salcedo, Jeffrey K Hom, Kristin L Rising

Department of Emergency Medicine Faculty Papers

BACKGROUND: Unintentional drug overdose fatalities due to fentanyl contamination continue to increase. Fentanyl test strip (FTS) use has emerged as a valuable harm reduction strategy to detect the presence of fentanyl in drugs. However, motivation for FTS uptake and context surrounding use have not been well characterized in the literature. This study aimed to capture people who use drugs' (PWUD) lived experiences to understand motivations underlying FTS uptake, ongoing use, and actions after testing.

METHODS: We conducted qualitative interviews with PWUD at a harm reduction organization in Philadelphia, PA. Interviews asked about experiences with using FTS. Interviews were audio-recorded, professionally …

Motor vehicle crashes are one of the leading causes of death among teenagers. Many of these deaths are due to preventable causes, including impaired and distracted driving. You Drink, You Drive, You Lose (YDYDYL) is a prevention program to educate high school students about the consequences of impaired and distracted driving. YDYDYL was conducted at a public high school in Southern Nevada in March 2020. A secondary data analysis was conducted to compare knowledge and attitudes of previous participants with first-time participants. Independent-samples-t test and χ2 test/Fisher’s exact test with post-contingency analysis were used to compare pre-event responses between students …

Can An Expert Opinion Mitigate Racially Biased Diversion Decisions? An Empirical Examination In The Context Of Reoffense Risk Assessment, Riley Davis Mar 2022

Can An Expert Opinion Mitigate Racially Biased Diversion Decisions? An Empirical Examination In The Context Of Reoffense Risk Assessment, Riley Davis

Dissertations

This study aimed to better understand the circumstances in which the racial identity of a justice impacted person can extraneously influence post-conviction placement decisions based on specialized re-offense prediction tools, specifically decisions at the crux of community supervision and jail time. Participants (N = 448) were exposed to one of nine conditions (3 descriptors of racial identities 3 levels of risk information) in which they were asked to rate their agreement with risk findings, rank the categorical risk of a hypothetical justice-involved person, and make management decisions (i.e., incarceration or community supervision; mandated treatment). It was hypothesized that participants …

A Pilot Randomized Controlled Trial Of Goal Management Training In Canadian Military Members, Veterans, And Public Safety Personnel Experiencing Post-Traumatic Stress Symptoms, Alina Protopopescu, Charlene O’Connor, Duncan Cameron, Jenna E. Boyd, Ruth A. Lanius, Margaret C. Mckinnon

Neuroscience Institute Publications

Post-traumatic stress disorder (PTSD) is a severe psychiatric illness that disproportionately affects military personnel, veterans, and public safety personnel (PSP). Evidence demonstrates that PTSD is significantly associated with difficulties with emotion regulation (ER) and difficulties with cognitive functioning, including difficulties with attention, working memory, and executive functioning. A wide body of evidence suggests a dynamic interplay among cognitive dysfunction, difficulties with ER, and symptoms of PTSD, where numerous studies have identified overlapping patterns of alterations in activation among neuroanatomical regions and neural circuitry. Little work has examined interventions that may target these symptoms collectively. The primary objective of this pilot …

Wisconsin's 2011 Act 108, Legislative Inaction, And Severe Racial Disparity: A Recipe For A Fair Housing Violation, Taylor N. Haefele

Marquette Benefits and Social Welfare Law Review

When individuals are released from prison, the biggest predictor of whether they will reoffend or successfully reenter society is whether the recently released individual has access to stable housing. Unfortunately, nearly every avenue to housing requires passing a criminal background check. Recognizing this as posing a nearly insurmountable barrier to accessing stable housing upon release from prison, Seattle, Washington; Minneapolis, Minnesota; and San Francisco, California have all enacted ordinances regulating the use of background checks to help ensure access to stable housing for formerly incarcerated individuals. Madison, Wisconsin, and other Wisconsin cities had similar ordinances that regulated the use of …

Near-term ecological forecasts provide resource managers advance notice of changes in ecosystem services, such as fisheries stocks, timber yields, or water quality. Importantly, ecological forecasts can identify where there is uncertainty in the forecasting system, which is necessary to improve forecast skill and guide interpretation of forecast results. Uncertainty partitioning identifies the relative contributions to total forecast variance introduced by different sources, including specification of the model structure, errors in driver data, and estimation of current states (initial conditions). Uncertainty partitioning could be particularly useful in improving forecasts of highly variable cyanobacterial densities, which are difficult to predict and present …

The Paris Agreement's goal to hold warming to 1.5°-2°C above pre-industrial levels now appears unrealistic. Profs. Robin Kundis Craig and J.B. Ruhl have recently argued that because a 4°C world may be likely, we must recognize the disruptive consequences of such a world and respond by reimagining governance structures to meet the challenges of adapting to it. In this latest in a biannual series of essays, they and other members of the Environmental Law Collaborative explore what 4°C might mean for a variety of current legal doctrines, planning policies, governance structures, and institutions.

An Abolitionist Critique Of Violence, Allegra Mcleod Mar 2022

An Abolitionist Critique Of Violence, Allegra Mcleod

University of Chicago Law Review

The violence experienced by young people of color in the city is multidimensional—both interpersonal and structural. So many of the young have to swallow their rage as they are surveilled in stores and on the streets, as they are targeted by cops for endless stops and frisks, as they are denied jobs, as their schools are closed, and as they are locked in cages by the thousands. For some, the violations and the deprivation turn outward. The instrumental use of violence by some young people becomes a rational adaptive strategy in response to racial and economic oppression. For some of …

Capitalizing On Crisis: Chicago Policy Responses To Homicide Waves, 1920–2016, Robert Vargas, Chris Williams, Phillip O’Sullivan, Christina Cano

University of Chicago Law Review

This Essay investigates Chicago city-government policy responses to the four largest homicide waves in its history: 1920–1925, 1966–1970, 1987–1992, and 2016. Through spatial and historical methods, we discover that Chicago police and the mayor’s office misused data to advance agendas conceived prior to the start of the homicide waves. Specifically, in collaboration with mayors, the Chicago Police Department leveraged its monopoly over crime data to influence public narratives over homicide in ways that repeatedly (1) delegitimized Black social movements, (2) expanded policing, (3) framed homicide as an individual rather than systemic problem, and (4) exclusively credited police for homicide rate …
