The Evolution Of California Wildfire Governance Through State Bills, Regulations, And Executive Actions, Cassandra Dawn Blevins
The Evolution Of California Wildfire Governance Through State Bills, Regulations, And Executive Actions, Cassandra Dawn Blevins
History and Political Science | Senior Theses
California faces an escalating wildfire crisis, driven by climate change, drought, and development in fire-prone areas. Despite decades of scientific research on wildfire behavior and risk reduction, catastrophic fires since 2017 raise a critical question: to what extent have California state laws and policies kept up with the intensifying wildfire crisis? Existing scholarship provides extensive insight into wildfire ecology, land-use planning, fuel management, and community resilience, yet it lacks a comprehensive evaluation of whether California’s legislative, regulatory, and executive actions have adapted in a coordinated and evidence-informed manner. In particular, the literature offers limited analysis of how state laws integrate …

Relentless: The Pressures Shortening Law School Deanships And What Must Change, Katie Kempner, Patricia E. Roberts
Faculty Articles
It is no small thing when a law school loses its dean. The departure triggers a national search, stalls institutional momentum, disrupts fundraising, and requires rebuilding years of relationships with faculty, alumni, and university leadership, all while the institution navigates one of the most turbulent periods in legal education's history. Approximately 25 percent of the nation's law schools transition to a new dean in any given year. That reality prompted this study.
This study combined a survey of 624 current and former law school deans, which yielded 256 responses and data on 294 deanships, with 70 qualitative interviews conducted between …
Medicaid's Broken Promise To Children, Jerron R. Wheeler
Medicaid's Broken Promise To Children, Jerron R. Wheeler
Faculty Articles
In the United States, poor children's access to necessary healthcare is determined more by geography than medical need. This variation is not the result of thoughtful local tailoring but of excessive state autonomy and passive federal oversight. The result is a fragmented and unequal system that obscures accountability and fails the Nation's most vulnerable children.
Building on scholarship showing how decentralized implementation of federal social programs can erode America's social safety net, this Article examines how one of Congress's most ambitious entitlements for children-Medicaid's Early and Periodic Screening, Diagnostic and Treatment (EPSDT) benefit has been quietly undermined. In light of …

Cohabitation has become an increasingly common context for childrearing, yet children living with cohabiting parents often exhibit poorer academic outcomes than peers with married parents. This study examines whether these disparities stem from cohabitation itself, subsequent family transitions, or underlying mechanisms related to resources, stress, or selectivity. Using data from the Growing Up in Australia: Longitudinal Study of Australian Children (LSAC), we follow 920 children born to cohabiting parents and track family structure changes alongside teacher-rated literacy and mathematics performance from ages 6 to 11 years. Generalized estimating equation models show that, although children whose parents transitioned to single-parent or …

Science co-curricular experiences (SciXP)-such as research experiences and internships-are a common, yet understudied, strategy to enhance undergraduates' science career pursuit. Using a doubly robust method to account for initial differences in science motivation, academic readiness, and career intentions, we investigated whether SciXP participation across four years of college predicted undergraduates' (N = 1984) science achievement, career persistence, and motivation at the end of college and after graduation. Participation in science co-curricular experiences was positively associated with science GPA, earning a science degree, being in a more science-intensive career one to two years post-graduation, and viewing science as important and useful …

A 14-year-old male patient sustained a distal femur fracture after a ground-level fall. His history was notable for severe acquired genu valgum secondary to a childhood lawnmower accident, which had required multiple limb salvage procedures including a Syme amputation and soft-tissue skin grafting. Acute correction of the limb deformity was performed concurrently with fracture fixation using a retrograde intramedullary nail and poller blocking screws. Retrograde intramedullary nailing represents a viable treatment option for simultaneous acute correction of acquired genu valgum and stabilization of distal femur fractures.

Healthcare professionals commonly prioritize patients’ well-being over their own. In settings where stressful situations are common, combined with the pressures of modern-day society, this can lead to chronic stress and burnout. When one experiences burnout, their ability to perform at an optimum level is impaired. This affects the team around them and the care patients receive, making mistakes more likely. It is therefore essential to recognize the early signs of burnout and address them before the situation deteriorates. Better still, preventing burnout by prioritizing oneself fosters a happier work environment, strengthens leadership, and ultimately helps patients receive better care.

Black youth may be even more vulnerable than other youth to admitting to crimes they did not commit in the context of police interrogations. In support, analysis of data from the National Registry of Exonerations indicates that 65% of people who were wrongfully convicted on the basis of false confessions they gave when under 18 years old are Black, whereas only 14% of the U.S. population is Black. In this chapter, I seek to understand the overrepresentation of Black youth in samples of juvenile false confessors by examining the cultural stereotype about Black criminality in relation to both investigators and …
Exploring Demographic Factors Relating To Low Birth Weight In Rural Vs Urban Ohio, Meghan Curran, Jessica Terrell
Exploring Demographic Factors Relating To Low Birth Weight In Rural Vs Urban Ohio, Meghan Curran, Jessica Terrell
Scholarship in Medicine - All Papers
Although medical advancements have improved the outcomes for infants born with low birth weight (LBW), these interventions are very expensive and low birth weight still was attributed to 16.1% of infant deaths in the United States in 20201. By understanding the factors that influence the incidence of low birth weight in the United States, preventative measures can be implemented to reduce the need for costly interventions and enhance infant health outcomes. In this study, we focused on 38 counties in Ohio that had either 75% or greater rural regions or 30% or less rural regions. Additionally, we focused on four …

Wetland service or values are often assumed to occur at a comparable level to wetland function (i.e., higher functioning wetlands provide more services). However, services are seldom directly evaluated because of the lack of structured assessment approaches. For wetland ecosystem service to be effectively incorporated in regulatory and monitoring programs, there needs to be parsimonious assessment tools that can be applied systematically, repeatably, and rapidly. This approach begins by disentangling existing terminology and clearly defining all the terms necessary to support the assessment of ecosystem services (ES). We provide context to illustrate how these terms have been variously employed in …

Balanced Multi-Party Tournament Designs, Parsa Nematollahe
Honors College Theses
This paper introduces Multi-Party Tournament (MPT) designs that generalize established combinatorial structures, including Whist, Pitch, and Generalized Whist tournament designs. This work will formally define MPTs, establish the fundamental properties of resolvability, fullness, and balance, and formulate a mathematical and algorithmic foundation for multi-party tournament scheduling. The primary contributions of this research are the presentation of necessary and sufficient existence conditions for MPTs across various properties and parameters, the identification of connections between MPTs and other fields of mathematics such as combinatorial design theory, graph theory, and probability theory, and the investigation of MPT construction algorithms, including tree-search, finite-field constructions, …
Ethical Considerations For Remote Accounting Teams, Ola Owokoya
Ethical Considerations For Remote Accounting Teams, Ola Owokoya
Doctor of Business Administration (DBA)
Remote and hybrid employment has expanded rapidly, changing the worldwide accounting profession. Distance accountants face complex ethical issues related to confidentiality, data protection, professional accountability, and regulatory compliance. These problems are well known, but empirical research on how organizational practices affect accountants' perceptions of ethical risk is scarce. This study examines how remote work status, formal ethical oversight systems, and ethical training affect tech accounting professionals' perceptions of ethical risk. A quantitative, cross-sectional research design was adopted using non-stratified purposive sampling. Data were collected through an online questionnaire administered via the Prolific platform, yielding 256 valid responses from accounting professionals …

Competencies, Knowledge, And Skills Of Effective School Nutrition Program Directors, Kymberle Gordon Phd, Jane Peterson Phd Rdn
Institute of Child Nutrition, Applied Research Division
Abstract
School nutrition program directors play a vital leadership role in ensuring school meal programs operate efficiently, effectively, and in compliance with federal, state, and local requirements. Competencies, knowledge, and skills (CKS) frameworks support these professionals by defining performance expectations, guiding professional development, and strengthening leadership capacity. The most recent CKS resource for school nutrition program directors was published in 2010, and substantial changes in regulatory requirements, operational complexity, workforce conditions, and leadership expectations have created a need for revision.
This study aimed to identify and validate the competencies, knowledge, and skills required for effective school nutrition program directors in …

When Climate Change Forces Flight: Legal Duties In The Age Of Retreat, Mark P. Nevitt
When Climate Change Forces Flight: Legal Duties In The Age Of Retreat, Mark P. Nevitt
Faculty Articles
In the face of climate-driven disasters, government officials and individuals alike must decide whether to invest in climate-exposed areas or retreat. This Article analyzes emerging legal and policy issues associated with both climate retreat (when the government relocates people and infrastructure away from climate-exposed areas) and abandonment (when individuals leave climate-exposed areas, following natural disasters or otherwise). I argue that government-driven climate retreat must consider four overlapping legal duties, raising novel questions in an era of climate destabilization. First, does the government have an affirmative duty to rescue its citizens, and is this duty transformed by the government’s role in …
How Ip Ends, David Fagundes, Aaron Perzanowski
How Ip Ends, David Fagundes, Aaron Perzanowski
Faculty Articles
Real and personal property may last forever, but intellectual property (IP) ends. Despite the doctrinal complexity and practical significance of the mechanisms that terminate IP rights, scholarship has scarcely focused on them, and none has analyzed these doctrines as a unified field. As a result, the discourse about the ways IP ends remains impoverished, with courts, legislatures, and commentators offering imprecise and inconsistent formulations that obscure the rationales for these doctrines. This Article offers the first comprehensive taxonomy of IP’s terminal mechanisms, providing much-needed conceptual and definitional coherence. It then reveals the underappreciated policy leverage these mechanisms can deliver and …

True Threats, Public Safety, And Free Speech: An Empirical Analysis Of Counterman's Consequences, Jordan Birnholtz, Matthew B. Kugler
Journal of Criminal Law and Criminology
Many scholars expected the Supreme Court’s Counterman decision to significantly reshape true threat law, undermining public safety while expanding protections for caustic political speech. Counterman required that a speaker consciously disregard a substantial risk that their communications would be viewed as threatening violence to give rise to liability. This created a concern that it would be difficult to convict harassers and stalkers who were, or claimed to be, delusional, and thus unaware of their speech’s likely impact. Scholars also feared the invalidation of some stalking and harassment statutes and increased difficulty in obtaining protective orders, which play a major role …
Uncharted Waters: Addressing The Shortcomings Of Criminal Liability Under The Clean Water Act By Charging Water Polluters With Assault, Abigail English
Uncharted Waters: Addressing The Shortcomings Of Criminal Liability Under The Clean Water Act By Charging Water Polluters With Assault, Abigail English
Journal of Criminal Law and Criminology
Water pollution incidents pose both acute and long-term risks to human health, yet the Clean Water Act (CWA) ineffectively holds water polluters accountable. By defining criminal violations in terms of technical breaches of the statute, the CWA’s criminal provisions are vulnerable to narrow judicial interpretations, leaving many environmental crimes unpunished. Furthermore, the Environmental Protection Agency (EPA) rarely pursues criminal charges under the CWA, relying instead on civil fines, which fail to impose meaningful consequences. This underinclusiveness and under-utilization allows many polluters to evade serious penalties. Even when pollution incidents are covered by the CWA and the EPA pursues prosecution, the …

Energy Levels Of Multiscale Bound States From Qed Energy-Momentum Trace, Michael I. Eides, Vladimir A. Yerokhin
Physics and Astronomy Faculty Publications
Energy levels of quantum electrodynamics (QED) bound states, which depend on a number of independent mass parameters, can be calculated as matrix elements of the QED energy-momentum tensor trace. As an example of such system we consider muonic hydrogen. The leading one-loop corrections to its energy levels depend on the electron and muon masses. These corrections are calculated as matrix elements of the energy-momentum tensor trace. Respective one-loop trace diagrams are different from the standard Lamb shift diagrams. We explain analytically and diagrammatically why two different sets of diagrams lead to the same results. Similar relationships should also hold beyond …

The advent of the X-ray microcalorimeter spectrometer Resolve onboard the XRISM space telescope opened a new era for high-resolution X-ray spectroscopy of astrophysical plasmas. Many spectral features were newly detected, including the Kα and Kβ inner-shell transition lines of mildly ionized (F- to Li-like) Fe at 6–8 keV in the spectra of X-ray binaries and active galactic nuclei. The widely used atomic databases contain information on the Kα but not Kβ lines of these ions. We conducted the atomic structure calculation using FAC to derive the Fe Kα and Kβ lines and verified the …

We present the COSMOS Spectroscopic Redshift Compilation encompassing ∼20 yr of spectroscopic redshifts within a 10 deg2 area centered on the 2 deg2 COSMOS legacy field. This compilation contains 487,666 redshifts of 266,284 unique objects from 138 individual programs up to z ∼ 8 with median stellar mass ∼108.4-1010 M⊙ (redshift dependent). Rest-frame NUVrJ colors and star formation rate-stellar mass correlations show that the compilation primarily contains low-to-intermediate-mass star-forming and massive, quiescent galaxies at z < 1.25 and mostly low-mass bursty star-forming galaxies at z > 2. Sources in the compilation cover a diverse range of environments, including protoclusters such as “Hyperion.” The full compilation …

A subset of objects within AURORA have individually determined nebular dust attenuation curves, which vary significantly in shape and normalization, resulting in reduced systematic uncertainty when constraining the total attenuation of Hα luminosity, and thus the intrinsic ionizing output within our sample. We find evidence for positive correlations between ξion and redshift, equivalent width of [O iii] λ5007, and O32 = [O iii] λ5007/[O ii] …

Context. Warm ionized gas is ubiquitous at the centers of X-ray bright elliptical galaxies. While it is believed to play a key role in the feeding and feedback processes of supermassive black holes, its origins remain under debate. Existing studies have primarily focused on the morphology and kinematics of warm ionized gas. Aims. This work aims to provide a new perspective on warm (∼10 000 K) ionized gas and its connection to X-ray-emitting hot gas (> 106 K) by measuring and comparing their metallicities. Methods. We conducted a joint analysis of 13 massive elliptical galaxies using MUSE/VLT and Chandra …

The infinite-layer compound CaCoO2 provides a compelling platform to explore how local orbital distortions evolve into collective electronic order. Using resonant soft x-ray scattering (RSXS) and its time-resolved counterpart (tr-RSXS), we reveal a cooperative coupling between two intertwined orders at the same in-plane wave vector, q≈(1/4,1/4,0), comprising a quasi-two-dimensional orbital order associated with the distorted Co(1) sites and a quasi-three-dimensional trimerlike charge order stabilized through Co-O-Ca hybridization. The charge-sensitive component exhibits a uniform relaxation time of ∼400 fs (391±5 fs) across multiple Co resonances, evidencing a collective charge response. A comparable timescale observed in the orbital order associated with …

Rare event searches such as neutrinoless double beta decay and Weakly Interacting Massive Particle detection require ultra-low background detectors. Radon contamination is a significant challenge for these experiments, which employ highly sensitive radon assay techniques to identify and select low-emission materials. This work presents the development of ultra-sensitive electrostatic chamber (ESC) instruments designed to measure radon emanation in a recirculating gas loop, for future lower background experiments. Unlike traditional methods that separate emanation and detection steps, this system allows continuous radon transport and detection. This is made possible with a custom-built recirculation pump. A Python-based analysis framework, PyDAn, was developed …

Multiphase filamentary nebulae are ubiquitous in the brightest cluster galaxies (BCGs) of cool-core clusters, providing insight into baryon cycling and the feeding and feedback of supermassive black holes. However, BCGs account for less than 1% of all early-type galaxies (ETGs). To broaden our understanding of how multiphase filamentary nebulae form in ETGs and connect to the greater picture of galaxy evolution, it is crucial to explore ETGs that are outside of the dense centers of galaxy clusters or groups. We present VLT-MUSE IFU observations of 126 nearby non-central ETGs, detecting warm ionized gas in 62 of them. 35/62 host rotating …

Enhancing Leisure For Older Adults In Senior Living Communities, Hannah Louise Street
Occupational Therapy Capstones
Introduction: Older adults living in senior living communities are at an increased risk of social isolation, depression, boredom, and decreased quality of life (Donovan & Blazer, 2020; du Toit et al., 2019). Increasing access to meaningful, person-centered leisure activities can improve life satisfaction and overall quality of life for older adults (Chang et al., 2021; Shryock & Meeks, 2020). The purpose of this project was to develop a product to increase meaningful leisure engagement amongst older adults living in senior living communities for an overall improved quality of life.
Methodology: The model of human occupation (MOHO) was utilized as the …
