A Frame Of Reference For The Study Of American Foreign Policy-Making, Robert E. Cecile

Journal of the Minnesota Academy of Science

This study outlines a frame of reference which might be helpful to political scientists in the analysis of foreign policy decision-making. It is part of a larger effort which seeks to learn more about state action in general and American foreign policy decision-making in particular.

The approach which is utilized is one devised by Richard C. Snyder. It has been modified by the author lo suit the purposes and objectives of the present study. Research and development (R&D) play an increasingly important role in the economy of the United States. Total expenditures for R&D during the decade of the 1950's were greater than in the entire history of the United States previous to that time. As a percent of gross national product, R&D has grown from 0.2 percent in 1921, to 0.4 to 0.6 percent in the 1930's and 1940's, and is now more than 3 percent.1

The junior high school has been-and still is-the weakest link in the chain of science education. More interest in science is lost during these two or three years than any other period of a child's education. This is grossly unfortunate because children in this age group have the imagination, enthusiasm, and level of maturity which allows them to profit greatly from the excitement and challenge offered in a good science curriculum.

Research in corrections is no longer something done sporadically. Professional research staffs are now permanent parts of most major correctional organizations and correctional research has become routinized. A good deal of this change can be attributed to the demands of state legislators and other budget-controlling bodies for evidence of payoff in the programs they are asked to support. There are three crucial questions concerning this expansion: (1) Where is the manpower coming from?
