U.C.C. Filings: Changing Circumstances Can Make A Right Filing Wrong. But Can They Make A Wrong Filing Right?, David Frisch

Law Faculty Publications

A secured party who wishes to perfect an Article 9 security interest by filing must file a proper financing statement in the correct office. If a security interest is perfected, changing circumstances, such as a lapse in time after a change in the location of the collateral, may transform the perfected security interest into an unperfected one. Consequently, the security interest, much to the dismay of the secured party, will be subject to all the deficiencies of an unperfected interest. But, under the Uniform Commercial Code, can the converse be true? That is, for example, can an unperfected security interest, …

Status Quo Ante Remedies Under The Federal Service Labor-Management Relations Statute, Joseph William Bell Jan 1983

Status Quo Ante Remedies Under The Federal Service Labor-Management Relations Statute, Joseph William Bell

UC Law Journal

An important achievement of the Carter Administration was the enactment of the Civil Service Reform Act of 1978. Title VII of that act, headed "Federal Service Labor-Management Relations" (Statute), governs collective bargaining in the federal sector, which includes more than two million employees. Section 7118(a)(7) of the Statute requires the Federal Labor Relations Authority (Authority) to impose certain effective remedies that will achieve the purpose of the Act. This Note focuses on the Authority's use of status quo ante remedies for violations of section 7116(a)(5), which makes it an unfair labor practice for a government agency "to refuse to consult …

Distributed Data Processing: A Timely Approach For Social Welfare Agencies, Sumit Sircar, Dick Schoech, Lawrence L. Schkade

The Journal of Sociology & Social Welfare

Centralized management oriented information systems in state social welfare systems are evolving. Due to decreasing computer hardware costs, computing power can now be distributed throughout a social welfare system to locations where it meets worker and manager data processing needs most efficiently and effectively. To distribute computing power yet maintain one integrated organizational computing system requires an understanding of distributed data processing (DDP) and its implications for an organization. This article explains the DDP concept through its historical development, illustrates the types of DDP available to an agency, and discusses the major pitfalls in moving into a DDP environment. Theories Of Piaget, Who Died This Month, Inspire Growing Band Of U.S. Professors, Robert L. Jacobson

ADAPT Program: Essays

The death of Jean Piaget this month at the age of 84 came at a time when the Swiss psychologist's theories of cognitive development were inspiring a small but growing number of innovative instructional programs in American colleges and universities. Most were started within the past few years and have yet to produce much hard evidence of their effectiveness. But participating faculty members say they are excited about what has been happening in their classrooms.

"Piagetian-based instruction," they say, offers many potential advantages over traditional methods: It facilitates communication, improves students' reasoning ability and academic achievement, boosts their self-confidence and …

Vcu Today (1982-10-06)

VCU Today, 1972-1988

VCU Today, the University’s first official administrative organ, began as a somewhat irregular monthly publication but moved to a bi-weekly newspaper format in the 1980s. The newspaper changed its name to VCU Voice in 1988 and ten years later it appeared under the title UniverCity News. As it neared the end of its run as a physical newspaper, the publication became simply VCU News. These four publications were essentially the same periodical published under different titles by the Office of University Relations. VCU News appeared online for the first time in 2002.

The Greek Military Regime (1967-1974) And The Cyprus Question — Origins And Goals, Constantine P. Danopoulos

Faculty Publications

This article employs the concept of military professionalism and its attributes to explain the Greek praetorian regime's handling of the Cyrprus problem. Upon examining the relevant data it was found that for strategic considerations the U.S. and NATO sought to achieve a negotiated solution to the cyprus problem which would have amounted to double Enosis. It was also found that professional needs created a dependency of the Greek. military on NA TO for arms, sophisticated training, and support which let them view participation in NATO as indespensable. As a result, the Greek military confused the interests of their nation with …
