The United States is facing a pressing issue in maternal health, standing out as uniquely dangerous among similarly situated nations, with significant disparities in maternal mortality rates, particularly affecting Black American pregnant people. This paper, “Health Care Civil Rights: Addressing the American Maternal Mortality Disparity Through Health, Law, and Policy,” argues that by addressing the root cause of the Black Maternal Mortality Disparity (BMMD)—structural racism—and implementing rigorous, enforced standards of care, the United States can ensure safer childbirth experiences for Black pregnant people. This capstone project focused on occupational therapy screening tools for the pediatric population within the areas of specialization of program development and evaluation and clinical skills. The literature revealed that there is a lack of recognition of the intent, knowledge, and access to screening and how it fits within the overall evaluation process. Leadership Development Programs For Elected Officials: Measuring The Impact Of Extension On County Leadership Capacity, Nathan Palardy, Matthew Sowcik

Journal of Human Sciences and Extension

Although Extension-led leadership development programs for elected officials are widespread, few evaluations assess their effectiveness. This study uses 2 years of survey data to quantitatively and qualitatively evaluate several programs for Florida county commissioners, focusing on reaction, knowledge transfer, and behavior change. Results indicate high satisfaction with the program content and quality and substantial improvement in leadership competencies. Commissioners reported frequent application of the skills taught and cited networking opportunities as a key benefit. Findings suggest that Extension-led programs can strengthen local governments by enhancing the leadership capabilities of elected officials and offering insights to guide the design of similar …

We conducted two studies to evaluate strategies that Extension educators may use to enrich youth travel program experiences. Study 1 evaluated the effects of telling stories about attractions before site visits on youth experiences and learning outcomes on site. Seventeen youth in a 4-H program designed to promote cultural understanding visited eight attractions in Costa Rica. The evening before visiting three sites, youth were told a fictional or cross-fictional story about the sites. The stories elicited imaginary travel to the site (narrative transportation). This article shares details behind building organizational capacity to establish program referrals for statewide recruitment of community adults into Cooperative Extension’s online health programs. This study explores the role of intentional recruitment strategies (active and passive) to increase participant program enrollment into health education and shares examples from one state that has created a trained workforce that offers ongoing research- and evidence-based programs. This research focused on enhancing leadership instruction in colleges of agriculture. A multi-institutional research team initiated a program to teach agricultural and natural resource faculty how to create leadership-oriented case studies for undergraduates. Forty faculty members participated in an online training academy centered on Bolman and Deal’s Organizational Frames and case study writing. Following the academy, these faculty members participated in field experiences in the southeastern U.S. to gather data on natural disasters, which they used to write case studies about leadership in agriculture. This paper examines the current erosion of civil discourse as a pressing leadership challenge in an era defined by polarization and distrust. Civil discourse, the respectful and constructive exchange of ideas, underpins democratic societies yet is increasingly undermined by hostile rhetoric and deepening societal divides. Drawing on servant-leadership and relational leadership theory, this study explores how leaders can counteract this decline by fostering trust, empathy, and open dialogue. Georgia State University Law Review

The Act adds the definition of ‘custodian’ for the purposes of public records requests to make clear that a custodian is the agency that has control over such public records. Further, the Act states that all requests for public records must be made to a custodian. As a result, when an individual submits a public records request, the request goes to the government entity rather than directly to the business from whom the record is requested. This diverges from the previous statute which allowed public records requests to be sent directly to private Businesses.

Though tremendous progress has been made engineering carbon materials across length-scales from the molecular to the macroscopic, on-demand macro-structural control of carbons is still developing. Many carbon materials like graphene, carbon nanotubes, activated carbons, and carbon fibers have powder or fiber form factors. Recent research has pioneered on-demand carbon production through additive manufacturing (AM) via 1) extrusion and post-processing of highly filled carbon slurries, or 2) printing and pyrolysis of polymeric carbon precursors such as polyimides, acrylated polyethylene glycol, and phenolics. Refugees face a range of challenges as they integrate into a new culture, which can significantly impact their individual lives. This paper examines the impact of discrimination on refugees and how these experiences shape their rights, opportunities, and overall integration. It explores how institutional practices and public attitudes contribute to unequal treatment in employment, housing, education, and overall health. Consistent with previous studies, the study highlights the connection between perceived discrimination and negative outcomes for refugees, including social exclusion, limited participation within their new society, and poorer mental health. Data-Assimilation-Enabled Fast Convergence Of The Uzawa Scheme For Navier-Stokes Equations With Large Reynolds Numbers, Jessica C. Franklin

This work studies efficient techniques utilized to solve the Navier-Stokes equations that model incompressible Newtonian flow in the setting where partial solution data is available. First, we analyze the Picard iteration and Picard with continuous data assimilation applied and test convergence. Then, we analyze the Arrow-Hurwicz (AH) and Uzawa iterative procedures and test convergence. Finally, we apply continuous data assimilation to Uzawa, and analytical and numerical results show that CDA improves Uzawa convergence for the NSE, similar to CDA-Picard but it is much more efficient.

This dissertation examines the problem of fragmented data in the context of crime and cybercrime analysis. While both domains generate substantial public data, these sources vary widely in format, structure, and coverage, making it difficult to perform consistent inference or develop reliable predictive models. To address these limitations, this work proposes a layered integration framework grounded in ontology-driven modeling and data fusion. As Ghana continues to pursue inclusion and equality for disabled citizens, considerable tension remains between international human rights frameworks and local social, legal, and cultural practices. Guided by social constructionism and Critical Disability Theory (CDT), this qualitative, chapter-based study examined how disability is constructed through law, policy, and culture in Ghana. It also explored how these constructions influence the interpretation and implementation of disability rights. To achieve this, the study employed semi-structured interviews and document analysis to examine how law, policy, and cultural beliefs intersect to influence the implementation of the CRPD and lived experience of disabled Ghanaians.

Suicide is the second leading cause of death among adolescents aged 10-24 in the United States. In 2022, 784 Black adolescent males died by suicide. Recent studies have found that traditionally common associations of risk factors of suicidal thoughts and behaviors are not experienced by Black adolescents, challenging how to determine and detect risk. This dissertation reviewed the variables in the national Youth Risk Behavior Survey that closely align with risk and protective factors of suicidal thoughts and behaviors, and the interaction between these and adverse experiences in Black adolescent males. Inhalation of fine airborne particulate matter (PM2.5) is an environmental risk factor for numerous health disorders, including cardiovascular diseases (CVD). While several studies have shown that PM2.5 exposure can induce oxidative stress, DNA damage, and inflammation, the underlying mechanisms that translate these effects into systemic pathology remain poorly understood. Some recent studies have shown that PM2.5 exposure can lead to telomere shortening in leukocytes, but the generality of this outcome and contribution to endothelial dysfunction has not yet been fully explored. Cultural Orientation (CO) is a free, legally mandated, multi-session program intended to provide refugee newcomers ages 18-65 with the knowledge, skills, and attitudes needed to integrate and achieve self-sufficiency in the United States. This research study examined key experiential and demographic factors associated with sport consumers’ choice of online ticketing platforms. The research applied the technology acceptance model (TAM) to examine how trust, official sponsorship, user interface design, and price consciousness are associated with consumers’ choice between different online ticketing platforms.. Host-pathogen interactions in smut fungi are characterized by effector proteins and their role in infection. The goal of this work is to better understand these interactions by further characterizing an effector from Microbotryum lychnidis-dioicae and heterologously expressing this and other effectors in heterologous species to see if the range of these effectors can play a role in pathogenicity when expressed in distantly and closely related fungal species. In recent years, conflicts between software access restrictions and Right to Repair (R2R) legislation have become a growing concern for policymakers and repair advocates around the world. Consumers have come to increasingly depend on electronic devices that integrate sophisticated hardware and embedded software. When those devices break or require maintenance, owners often lack the software or software-based tools required to fix them. As guilty-plea rates have skyrocketed, sentencing has become an increasingly important part of criminal procedure. With judges often wielding significant discretion at sentencing, a key question is how judges interpret mitigation: evidence about the defendant’s background or the case that supports a reduced sentence. Past empirical research—both experimental and in real-world cases—indicates that mitigation plays an important role in determining sentences. But does mitigation help everyone, or does it reinforce inequalities that frequently infect other areas of criminal procedure?
