On The Legal-Theoretical Foundations Of Property Taxation Under State Ownership Of Land, Tianke Ban, Yilin Hou, Ping Zhang Feb 2026

On The Legal-Theoretical Foundations Of Property Taxation Under State Ownership Of Land, Tianke Ban, Yilin Hou, Ping Zhang

Center for Policy Research

The general public and even some scholars challenge the legitimacy of levying the property tax under conditions where land is state-owned and multi-year land-use fees have already been collected at the time of house sales. This challenge points to the legal- theoretical foundations of property taxation: the core issue is whether the rights and economic utility of China's construction land-use-rights (CLUR) are sufficient to be treated as the object of property tax levy. China's Civil Law stipulates that CLUR holders have the rights to possess, use, and profit from the land during their use period, as well as the right …

Kimmel Cancer Center Faculty Papers

Owing to their immunoprotective properties, natural killer (NK) cells are critical for the innate immune response to pathogens, as well as a new wave of cancer immunotherapy that harnesses natural cytotoxicity. We sought to study the genetic and epigenetic drivers behind human-specific NK cell receptors, so that we can better understand the underlying cellular function. Here, we present a transcriptomic, proteomic (CITE-seq), and chromatin (single nuclei ATAC-seq) profiling of human peripheral NK cell subsets, which was then compared with genomic databases. Through integrative multi-omics, we demonstrate that CD56bright versus CD56dim NK cell subsets have differential distal regulatory element …

Competitive Advantage Strategies For Independent Restaurant Owners, Bobby Mccrary Feb 2026

Competitive Advantage Strategies For Independent Restaurant Owners, Bobby Mccrary

Walden Dissertations and Doctoral Studies

Independent restaurant owners often face challenges in achieving a sustainable competitive advantage, resulting in poor business performance and loss of profitability. Identifying practical competitive advantage strategies is essential for independent restaurant owners to surpass five years of business operations. Grounded in resource-based view theory, the purpose of this multiple case study was to explore effective competitive advantage strategies independent restaurant owners used to sustain operations beyond five years. Purposeful sampling was used to select four independent restaurant owners located in Wichita, Kansas, who sustained operations beyond five years through competitive advantage strategies. Data were collected from semistructured interviews and from …

Doctrinal Intent Versus Institutional Reality: The Gulf Countries' Antitrust Objectives, Nora Memeti Feb 2026

Doctrinal Intent Versus Institutional Reality: The Gulf Countries' Antitrust Objectives, Nora Memeti

Yearbook of Antitrust and Regulatory Studies

This paper examines the intriguing contrast between the ambitious goals of antitrust laws in the Gulf countries and the reality of their enforcement. While this region seeks to protect competition and curb monopolistic practices, only Kuwait and the Kingdom of Saudi Arabia (KSA) have made significant strides in achieving these ideals.

Through a comparative legal analysis, this paper examines how the statutory objectives of competition law in Qatar, Bahrain, Oman, and the UAE often remain more rhetorical than substantive, with enforcement primarily symbolic. In contrast, Saudi Arabia demonstrates some enforcement activity, although its alignment with legislative objectives remains uncertain. Kuwait's …

Dysregulated ribosome biogenesis and p53 mutations are known to play oncogenic roles in various cancers, including pancreatic cancer. In this study, we demonstrated the therapeutic potential of BMH-21, a pharmacologic inhibitor of RNA polymerase I, against pancreatic cancer by uncovering a novel molecular mechanism involving RPA194-mediated ubiquitination of mutant p53 without affecting the ubiquitination of wild-type p53. Our key findings are that (i) BMH-21 selectively induces apoptosis and cell growth inhibition of pancreatic cancer cells with no effect on normal human pancreatic ductal epithelial cells; (ii) BMH-21 degrades RPA194; (iii) BMH-21 inhibits recruitment of both RPA194 and RPA135 on rDNA …

Radiation therapy is integral to the treatment regimens of over 50% of cancer patients. However, it is not biologically targeted to just the tumor, leading to adverse effects in peritumoral normal tissue. Selective uptake of gold nanoparticles (AuNPs) by tumors realizes tumor-specific radiosensitization via increased secondary electron release from high atomic number gold atoms. Here, we review AuNP-mediated radiosensitization and outline strategies to optimize tumor-targeted AuNP delivery. Modifying the physicochemical characteristics of AuNPs, including size, shape, charge, and surface chemistry, can increase their ability to evade the reticuloendothelial system (RES) and penetrate the dense tumor stromal architecture, thereby promoting tumor …

Understanding Affective Job Satisfaction Among K–12 General Education Teachers: The Roles Of Personality And Job Characteristics, Kailey Thornton Feb 2026

Understanding Affective Job Satisfaction Among K–12 General Education Teachers: The Roles Of Personality And Job Characteristics, Kailey Thornton

Electronic Theses and Dissertations Archive

Understanding predictors of affective job satisfaction among teachers is essential for fostering positive school climates and retaining effective educators. While existing research has identified various predictors of teacher job satisfaction, many studies have not used a comprehensive model that includes both individual and job characteristics. Given the unique nature of the teaching profession, it is often examined separately from other occupations, with a tendency to treat the challenges of teaching as inherent and unchangeable aspects of the role. However, by applying a broader occupational lens, this study aims to view teaching through the same framework used to understand job satisfaction …

The Heart’S Hidden Influencer: Epicardial Adipose Tissue In The Pathogenesis Of Heart Failure, Aobo Li, Avilash Mondal, Jianli Zhao, John Zhang, Xin-Liang Ma

Department of Emergency Medicine Faculty Papers

Abstract – Heart failure (HF) is a complex, multifactorial clinical syndrome with diverse etiologies and phenotypic manifestations, affecting millions of people globally. HF is broadly classified into 3 subtypes: HF with reduced ejection fraction, HF with mildly reduced ejection fraction, and HF with preserved ejection fraction. Each subtype exhibits distinct pathophysiological mechanisms, clinical trajectories, and therapeutic responses, posing significant challenges in terms of diagnosis and management. Epicardial adipose tissue (EAT), a metabolically active visceral fat depot situated in close proximity to the myocardium, plays a dual role in physiological and pathological states, offering potential utility as a biomarker and therapeutic …

Achieving Dynamic Urpf With Route Scale Optimizations, Anonymous Feb 2026

Achieving Dynamic Urpf With Route Scale Optimizations, Anonymous

Defensive Publications Series

Systems and methods are disclosed for achieving dynamic Unicast Reverse Path Forwarding (uRPF) with route scale optimizations in an IP routing device, in which ingress traffic is sampled and analyzed to detect conditions indicative of source address spoofing or related attacks, and upon detecting such a condition, a control plane automatically enables uRPF at a selected scope including globally, per virtual routing and forwarding instance (VRF), and/or per interface, and subsequently disables uRPF once the attack condition subsides for at least a configured inactivity interval. Because enabling uRPF can reduce the maximum number of routes installable in a hardware forwarding …

Emergency War Arrangements In Asean: A Comparative Analysis, Ardi Susanto, Qurrata Ayuni Feb 2026

Emergency War Arrangements In Asean: A Comparative Analysis, Ardi Susanto, Qurrata Ayuni

Indonesian Journal of International Law

The Hague Conventions include a general participation clause and is regarded as customary international law, meaning that ASEAN countries are considered bound by the norms contained within the convention. The declaration of war as stated in the Hague Convention III of 1907 was adopted in Article 11 paragraph (1) of the 1945 Constitution of the Republic of Indonesia, which, to date, has not provided further regulations governing the implementation of legislative and executive powers concerning the declaration of war. Therefore, it is necessary to look at the constitutional arrangements for the state of war in ASEAN countries through comparative law …

The Structural Obligations Approach To Human Rights, David Birchall Feb 2026

The Structural Obligations Approach To Human Rights, David Birchall

Indonesian Journal of International Law

This paper starts from the observations that access to socio-economic rights is retrogressing in many wealthy states and that human rights argumentation is failing to address the causes of this retrogression. The paper locates a core reason for this failure in an imbalance between narrow but forceful claim rights and inclusive but imprecise structural approaches. It builds a form of rights practice that merges the strength of each approach. It is predicated on five key principles: structural obligations should identify discrete rights-based problems that engender specific obligations upon feasibly obligated duty-bearers to make practicable changes to conduct to realise rights …
