Governmental Persuasion Strategies On Social Media During Covid-19: A Comparative Study Of The Us And China, Fan Wang

Hatfield Graduate Journal of Public Affairs

This study compared persuasive strategies of the governments of the U.S. and China during a public health crisis using social media messages. Collecting data with R and Python from two national public health sectors' official accounts on Twitter (N = 1,630) and Sina Weibo (N = 3,554), the researcher investigated how the organizations' messages reflected Cialdini's seven principles of persuasion and whether other emergent messaging patterns occurred. According to the different phases that the two countries had gone through during the pandemic, the researcher also conducted a pooled times series analysis to investigate the relationship between the frequency of daily …

Availability And Accessibility Of Electronic Information Resources In Academic Libraries As Predictors Of Academic Performance Of Students, Fausat Kehinde Adenariwo, Abdulakeem Sodeeq Sulyman

Library Philosophy and Practice (e-journal)

This paper argues for the availability and accessibility of EIRs in academic libraries as predictors of academic performance of students of tertiary institutions. It raises the problem that the growing influx of EIRs has revolutionised academic libraries' operations and led to radical changes in libraries' services by making information available to students in new ways to support scholarly publications and identifies e-journals, e-books, e-theses and dissertations, databases, CDs/VCDs/DVDs, etc., as EIRs that can be made available and accessible to boost students' academic performance. It outlines space economy, ease of access through numerous metadata, search engines, online catalogues (OPAC), and protocols, …

Utilizing Organizational Theory To Improve Education Opportunities In Correctional Facilities, Kelly Sullenberger Jun 2022

Utilizing Organizational Theory To Improve Education Opportunities In Correctional Facilities, Kelly Sullenberger

The Scholarship Without Borders Journal

With 2.3 million people incarcerated, the United States is one of the most highly concentrated prison systems in the world (Sawyer & Wagner, 2020). In order to be in a position to improve that, the system of incarceration needs to genuinely care and invest in the lives of the inmates living in these facilities. The opportunity to receive an education is one way that allows for true rehabilitation and often can give an inmate a greater sense of purpose. This paper examines current programs in California that allow inmates to work towards and/or receive a bachelor’s degree while serving their …

The Anatomy Of A Crisis: Law Enforcement Leaders’ Perspective On Police Enforcement, Kayleigh Axtell, Jesse Llamas, Michael Llamas, Amor Roma

The Scholarship Without Borders Journal

Although law enforcement in the United States has faced past challenges, it is currently facing unprecedented crises. Previous research has shown that police officer retention and recruitment rates are diminishing, causing ripple effects throughout the U.S. police departments (Bowman et al., 2006). This study examines the anticipated challenges that law enforcement leaders face in lieu of the current social and political climate. The study uses a grounded qualitative theory and a phenomenological approach to understand participants’ experiences. Police chiefs and sheriffs were interviewed to get a leadership perspective on the anticipated challenges. The leaders described that challenges expected in the …

Challenges And Strategies Of Virtual Team Leaders: A Global Overview, Kayleigh Axtell, Suelen Schneider Demaria, Mitchell Gurick

The Scholarship Without Borders Journal

Global Virtual Teams (GVTs) have become a common practice utilized in most organizations necessary for business continuity and as a result of forced remote work due to factors such as global pandemics. GVTs are characterized by unique traits which enable the team to achieve goals. Studies show that GVT needs should be addressed at the outset of working together in order to ensure better results. The methodology used for this study was qualitative and employed where a phenomenological, descriptive approach was implemented. Interviews were utilized for collecting data on GVTs. Evidence from the research showcased that GVT attributes such as …

“I Wonder If Being Broke Is Worth It For School”: An Investigation Of The Relationship Between Anxiety, Well-Being, And Coping Strategies Among Undergraduate Students During The Covid-19 Pandemic, Rebekah Woodburn

Bridges: An Undergraduate Journal of Contemporary Connections

This study investigated the relationship between stressors, coping strategies, and well-being among undergraduate students during the COVID-19 pandemic. Undergraduate students were asked to complete a series of measures designed to assess their general health levels, financial anxiety, subjective well-being, and resilience. In addition, they were asked open-ended retrospective questions regarding the coping strategies they had used over the course of the school year and the perceived effectiveness of these strategies. It was hypothesized that stress would be prevalent among many undergraduate students who face moderate to high anxiety levels. They would use inadequate coping strategies to improve their emotional well-being. …

Improving Adult Sex Offender Rehabilitation With Strength-Based Approaches, Jennifer Kirshenbaum Jun 2022

Improving Adult Sex Offender Rehabilitation With Strength-Based Approaches, Jennifer Kirshenbaum

Bridges: An Undergraduate Journal of Contemporary Connections

New approaches in any field require analysis. In forensic psychology, strength-based approaches are a relatively new approach used with a variety of offenders, but most especially with adult sex offenders. The goal of this literature review is to understand, through the unification of many research papers, how and why strength-based approaches provide more efficient programs and reduced recidivism for this population. While including a statistical background of adult sex offenders in Canada and a history of all the models discussed, the central tenet of this paper is that despite considerable academic debate, RNR and CBT models work well, but they …

“Dancedemic” In A Pandemic: A New Networked Reality, Ellen Pearlman

Journal of Network Music and Arts

The Covid-19 pandemic of 2020 forced large parts of the globe and entire industries to shut down. Network connectivity became a necessary lifeline deploying a host of technologies that, while once considered experimental, were to be adopted as a vital part of just-in-time solutions-based practices. This report examines the implementation of one of these topologies in the form of an artist-built, artist-owned global network in the hopes that other small-sized organizations can benefit from these ad hoc, but successful solutions.

A Spectrum Of Online Rehearsal Applications: A Potential Means For Cultural Connection, Dana Kemack Goot, W. Scott Deal Jun 2022

A Spectrum Of Online Rehearsal Applications: A Potential Means For Cultural Connection, Dana Kemack Goot, W. Scott Deal

Journal of Network Music and Arts

The current array of telematic music applications offers exceptional opportunities to transcend distance and enable networking between various cultures and communities. As a means to achieve this, network music applications require assessment through their previous implementations, installation requirements, cost, hardware requirements, and usability in order to assess their potential and to decipher improvements needed as a means of cultural connectivity. An early precursor of telematic music was an innovative concert by Paul Robeson in 1957, which circumvented political restrictions and enabled activism as it occurred, despite the U.S. State Department’s revocation of Robeson’s passport due to his left-wing tendencies and …

We Need To Talk About Data: How Digital Monopolies Arise And Why They Have Power And Influence, Daniel Mcintosh

Journal of Technology Law & Policy

Over the last 10 years, while we have seen the emergence of digital technologies able to improve human welfare, we have also seen the unparalleled concentration of that technology into the hands of a few global behemoths such as Microsoft, Google, Amazon, Facebook, and Apple (Big Tech). However, we would be wise to tame this runaway concentration of power in Big Tech; the recent revelations about the role that Facebook data played in the United States presidential election provides a stark illustration as to why.

This Article will analyze how and why the monopolization of digital technology occurred. In particular, …

Look! It’S A Bird! It’S A Plane! No, It’S A Trespassing Drone, Nanci K. Carr

Journal of Technology Law & Policy

Drones have become increasingly popular as new used are continuously discovered. However, landowners who watch drones fly over their yards and peer into their windows may not be as excited as the drone enthusiasts. Landowners are asking, “How can I keep that drone away from my property?” Do existing property laws addressing trespass and nuisance sufficiently protect landowners from unwanted drones? What rights and remedies are available to landowners to curtail intrusive drone use? How can business owners secure their property to prevent drones from obtaining confidential information during a drone flight? And how do state and federal regulators manage …

Child Privacy In The Digital Age And California's Child Deletion Statute, Michael Shepherd

Journal of Technology Law & Policy

In the current era of social media, parents and others constantly post pictures and reveal information about children on the Internet. As of 2010, ninety-two percent of children had an online presence by the age of two. This Note will examine whether parents and others’ use of social media infringe on the privacy rights of children and what protections a recent California statute gives to children’s digital privacy.

A recent case sheds light on this emerging issue. In Sakala v. Milunga, the plaintiff alleged the defendants induced her to come the United States from Zambia and then held her …

The California Consumer Privacy Act: Towards A European-Style Privacy Regime In The United States?, Stuart L. Pardau

Journal of Technology Law & Policy

California is leading the way towards greater security of the consumer—or to needless overregulation, depending on one’s perspective. Governor Jerry Brown signed into law The California Consumer Privacy Act (CCPA or the Act) on June 28, 2018; it goes into effect on January 1, 2020.

Broadly, the CCPA grants consumers four basic rights in connection to their personal data: (1) the right to know what personal information a business has collected about them and how it is being used; (2) the right to “opt out” of a business selling their personal information; (3) the right to have a business delete …

A Case Against Bad Math, Peggy Bruner Jun 2022

A Case Against Bad Math, Peggy Bruner

Journal of Technology Law & Policy

If you google any of one your favorite Tech News blogs, you will likely see at least one of the following phrases on the homepage: “artificial intelligence,” “Machine learning,” or “algorithm.” An algorithm, the basis of this fast-growing area of computer science, is a sequence of instructions telling a computer what to do. Machine learning uses algorithms to “learn” by “minimizing error or maximizing the likelihood of their predictions becoming true.” Artificial Intelligence uses algorithms to perform tasks that would otherwise require human behavior, such as visual or audio recognition. Over the last few years, big data companies like Netflix, …

Policing The Police: Analyzing The Legal Implications Of The Sequestration Of Cellphone Video Footage, Tristan Montaque

Journal of Technology Law & Policy

With the advent, rise, and current ubiquity of cellphones and other forms of mobile recording devices, instances of police brutality, particularly among minority groups, are more frequently being recorded by private citizens and broadcasted for the entire world to see.

Many of these mobile videos have illustrated instances of police and other law enforcement officials severely beating, brutalizing, and in many cases, shooting and killing American citizens, most of whom are either African-American or Latino and are unarmed. On July 5, 2016, a video was uploaded of Alton Sterling, a black male, being fatally shot after an encounter with two …

There Is Always More Than Law! From Low Ip Regimes To A Governance Perspective In Copyright Research, Christian Katzenbach Jun 2022

There Is Always More Than Law! From Low Ip Regimes To A Governance Perspective In Copyright Research, Christian Katzenbach

Journal of Technology Law & Policy

This Essay contributes to empirical copyright research by presenting an integrated governance perspective. This conceptual framework seeks to enable the identification and comparison of different modes of ordering and control in creative production and distribution. Based on sociological institutionalism, this governance perspective does not privilege law ex-ante, but positions norms, discourses, and technology as (analytically) equally relevant dimensions of copyright governance.

The reasoning of this Essay is presented in three parts. Firstly, I draw from Murray to argue against a low IP exceptionalism. The norms and routines ordering creative production in sectors of low IP protection are not unique to …

Fixing The Sample Music Industry: A Proposal For A Sample Compulsory License, Maxwell Christiansen

Journal of Technology Law & Policy

“Once music is recorded on tape, it’s just pieces of ferrous oxide on plastic, and can therefore be chopped about, switched around, put together in different orders, stretched, compressed, whatever,” explained Brian Eno, famous composer credited as the pioneer of ambient music, in a 1977 interview as he discussed the revolutionary benefits of magnetic tape audio recording. The abilities the Eno described are the first means of music sampling.

Music sampling is a technique that has been described as a technological outgrowth of musical eclecticism, a methodology that incorporates compositional concepts of borrowing, quotation, commentary, and collage. Despite providing for …

The Only Certainty Is Uncertainty: Patent Claim Construction In The United States Court Of Appeals For The Federal Circuit, Rainey C. Booth Jr.

Journal of Technology Law & Policy

The law of patent claim construction has been in flux over the past twenty years. Patent claim construction is integral to the function of the patent system. Patent claims are the elements of the patent document that define the boundaries of the holder’s property rights. As such, claim construction has the potential to be outcome determinative in a majority of patent litigation. The U.S. Court of Appeals for the Federal Circuit, originally created by Congress with the intent to provide uniformity and predictability to this area of the law, has been increasingly reviewed and reversed by the Supreme Court. Concurrently, …
