The Constitutional Challenge To Teacher Tenure, Derek W. Black
The Constitutional Challenge To Teacher Tenure, Derek W. Black
Faculty Publications
In 2012, education reformers theorized a novel constitutional strategy to eliminate tenure. They argued that tenure leads to the retention of ineffective teachers, and that ineffective teaching deprives students of the constitutional right to education embedded in state constitutions. This theory immediately caught hold, with a California trial court striking down tenure in 2014 and litigation commencing in other states weeks thereafter.
The outcome of this litigation movement will determine both the future of the teaching profession and the scope of the constitutional right to education. To date, however, no high court or scholar has thoroughly analyzed the theory. This …

From Patient To Student Activation: Development Of The Student Activation Measure, Clinton J. Smith
From Patient To Student Activation: Development Of The Student Activation Measure, Clinton J. Smith
Doctor of Psychology (PsyD)
The Patient Activation Measure (PAM) was constructed to measure a person’s knowledge, skill, and confidence for self-managing one’s healthcare, or “activation” (Hibbard, Stockard, Mahoney, & Tusler, 2004). The Student Activation Measure (SAM) extends this definition to secondary education. The SAM is a short, positively worded measure that is intended to guide intervention planning. Six hundred three students from two disparate high schools located in the Pacific Northwest completed the measure and an accompanying demographic questionnaire. The respective schools provided the students’ GPAs and attendance records. Using Rasch modeling, the SAM evidenced excellent reliability and construct validity. One-way ANOVAs with post …
Achieving Stable And Fair Profit Allocation With Minimum Subsidy In Collaborative Logistics, Lucas Agussurja, Hoong Chuin Lau, Shih-Fen Cheng
Achieving Stable And Fair Profit Allocation With Minimum Subsidy In Collaborative Logistics, Lucas Agussurja, Hoong Chuin Lau, Shih-Fen Cheng
Research Collection School Of Computing and Information Systems
With the advent of e-commerce, logistics providers are faced with the challenge of handling fluctuating and sparsely distributed demand, which raises their operational costs significantly. As a result, horizontal cooperation are gaining momentum around the world. One of the major impediments, however, is the lack of stable and fair profit sharing mechanism. In this paper, we address this problem using the framework of computational cooperative games. We first present cooperative vehicle routing game as a model for collaborative logistics operations. Using the axioms of Shapley value as the conditions for fairness, we show that a stable, fair and budget balanced …

Mobile crowd-tasking markets are growing at an unprecedented rate with increasing number of smartphone users. Such platforms differ from their online counterparts in that they demand physical mobility and can benefit from smartphone processors and sensors for verification purposes. Despite the importance of such mobile crowd-tasking markets, little is known about the labor supply dynamics and mobility patterns of the users. In this paper we design, develop and experiment with a realworld mobile crowd-tasking platform, called TA$Ker. Our contributions are two-fold: (a) We develop TA$Ker, a system that allows us to empirically study the worker responses to push vs. pull …

A Physiologically-Based Pharmacokinetic Model For The Antibiotic Ertapenem, Michele L. Joyner, Whitney Forbes, Michelle Maiden, Ariel N. Nikas
ETSU Faculty Works
Ertapenem is an antibiotic commonly used to treat a broad spectrum of infections, which is part of a broader class of antibiotics called carbapenem. Unlike other carbapenems, ertapenem has a longer half-life and thus only has to be administered once a day. A physiologically-based pharmacokinetic (PBPK) model was developed to investigate the uptake, distribution, and elimination of ertapenem following a single one gram dose. PBPK modeling incorporates known physiological parameters such as body weight, organ volumes, and blood ow rates in particular tissues. Furthermore, ertapenem is highly bound in human blood plasma; therefore, nonlinear binding is incorporated in the model …

The Candidate Cluster And Protocluster Catalog (Ccpc) Of Spectroscopically Identified Structures Spanning 2.74 < Z < 3.71, J. R. Franck, Stacy S. Mcgaugh
Faculty Scholarship
We developed a search methodology to identify galaxy protoclusters at z > 2.74 and implemented it on a sample of ∼14,000 galaxies with previously measured redshifts. The results of this search are recorded in the Candidate Cluster and Protocluster Catalog (CCPC). The catalog contains 12 clusters that are highly significant overdensities (δgal > 7), 6 of which were previously known. We also identify another 31 candidate protoclusters (including four previously identified structures) of lower overdensities. CCPC systems vary over a wide range of physical sizes and shapes, from small, compact groups to large, extended, and filamentary collections of galaxies. This variety persists …

On the Ground
- One objective of the ongoing Renewal on Standing Rock Reservation project is to evaluate the response of grazing steers to the level of prairie dog colonization on Northern Mixed Grass Prairie.
- We fenced four pastures to create an increasing gradient of a proportion of the pasture area colonized by prairie dogs. Pastures are stocked with yearling steers during each growing season.
- Comparing steer performance, Global Positioning System (GPS) locations of grazing, diet samples, and ingestive behavior at each proportion of the prairie dog colony per pasture allows prediction of the optimal proportion of colonization, which enables selection …

A Transformation Class For Spatio-Temporal Survival Data With A Cure Fraction, Sandra M. Hurtado Rua, Dipak K. Dey
A Transformation Class For Spatio-Temporal Survival Data With A Cure Fraction, Sandra M. Hurtado Rua, Dipak K. Dey
Mathematics and Statistics Faculty Publications
We propose a hierarchical Bayesian methodology to model spatially or spatio-temporal clustered survival data with possibility of cure. A flexible continuous transformation class of survival curves indexed by a single parameter is used. This transformation model is a larger class of models containing two special cases of the well-known existing models: the proportional hazard and the proportional odds models. The survival curve is modeled as a function of a baseline cumulative distribution function, cure rates, and spatio-temporal frailties. The cure rates are modeled through a covariate link specification and the spatial frailties are specified using a conditionally autoregressive model with …
Minimizing Differences Of Convex Functions With Applications To Facility Location And Clustering, Mau Nam Nguyen, R. Blake Rector, Daniel J. Giles
Minimizing Differences Of Convex Functions With Applications To Facility Location And Clustering, Mau Nam Nguyen, R. Blake Rector, Daniel J. Giles
Mathematics and Statistics Faculty Publications and Presentations
In this paper we develop algorithms to solve generalized Fermat-Torricelli problems with both positive and negative weights and multifacility location problems involving distances generated by Minkowski gauges. We also introduce a new model of clustering based on squared distances to convex sets. Using the Nesterov smoothing technique and an algorithm for minimizing differences of convex functions called the DCA introduced by Tao and An, we develop effective algorithms for solving these problems. We demonstrate the algorithms with a variety of numerical examples.

Knowledge For Equitable Mathematics Teaching: The Case Of Latino Ells In U.S. Schools, Aaron T. Wilson
Knowledge For Equitable Mathematics Teaching: The Case Of Latino Ells In U.S. Schools, Aaron T. Wilson
The Mathematics Enthusiast
This paper reports the exploration of an aspect of knowledge needed for equitable mathematics teaching. Pedagogical Content Knowledge for Teaching Mathematics to English Language Learners (PCK-MELL) was proposed as a theoretical knowledge construct, a subdomain of MKT, and the construct was investigated through a process of survey instrument development and administration. The survey contained items intended to measure teachers’ knowledge of the obstacles encountered by ELLs in math classes, of the resources that ELLs draw upon, and of instructional strategies for teaching ELLs. Analysis of middle school mathematics teachers’ responses (N = 42) offered insights into how to improve the …
Making Progress On Mathematical Knowledge For Teaching, Mark Hoover, Reidar Mosvold, Deborah L. Ball, Yvonne Lai
Making Progress On Mathematical Knowledge For Teaching, Mark Hoover, Reidar Mosvold, Deborah L. Ball, Yvonne Lai
The Mathematics Enthusiast
Although the field lacks a theoretically grounded, well-defined, and shared conception of mathematical knowledge required for teaching, there appears to be broad agreement that a specialized body of knowledge is vital to improvement. Further, such a construct serves as the foundation for different kinds of studies with different agendas. This article reviews what is known and needs to be known to advance research on mathematical knowledge for teaching. It argues for three priorities: (i) finding common ground for engaging in complementary studies that together advance the field; (ii) innovating and reflecting on method; and (iii) addressing the relationship of such …

Use Of Mathematical Tasks Of Teaching And The Corresponding Lmt Meaures In The Malawi Context, Mercy Kazima, Arne Jakobsen, Dun N. Kasoka
The Mathematics Enthusiast
We discuss the adaptation and piloting of the previously developed U.S.-specific measures of mathematical knowledge for teaching to the Malawi context. The purpose is to produce measures that can be used to evaluate changes in mathematical knowledge for teaching gained through primary teacher education, thus informing teacher educators on the most effective evidence-based practices. By interviewing 14 teachers, we first examine whether the 16 recurrent mathematical tasks of teaching tasks identified in the U.S. are applicable to the Malawi context. This is followed by the discussion of the adaptability of the U.S. developed number concept and operations LMT measures. Next, …
In-Service Teachers' Reasoning About Scenarios Of Teaching Mathematics To English Language Learners, Sultan Turkan
In-Service Teachers' Reasoning About Scenarios Of Teaching Mathematics To English Language Learners, Sultan Turkan
The Mathematics Enthusiast
The student population in the U.S. and worldwide is becoming increasingly diverse, creating a need to support all learners, especially linguistically and culturally diverse subpopulations such as English language learners (ELLs). From a social equity standpoint, the need to support these learners is critical especially in mathematics classrooms. In the U.S, the demand for mathematics teachers who are adequately prepared to teach ELLs has in fact risen. Yet, little is known about what knowledge base is essential to teach mathematics to ELLs. Driven by the need to explore this knowledge base, in this paper I explore what is involved in …

What Does It Take To Develop Assessments Of Mathematical Knowledge For Teaching?: Unpacking The Mathematical Work Of Teaching, Sarah Kate Selling, Nicole Garcia, Deborah L. Ball
The Mathematics Enthusiast
In the context of the increased mathematical demands of the Common Core State Standards and data showing that many elementary school teachers lack strong mathematical knowledge for teaching, there is an urgent need to grow teachers’ MKT. With this goal in mind, it is crucial to have research and assessment tools that are able to measure and track aspects of teachers’ MKT at scale. Building on the concept of “mathematical tasks of teaching” (Ball et al., 2008), we report on a new framework that unpacks the mathematical work of teaching that could serve as a scaffold for item writers who …

Measurement Of The Decay B→Dℓν_{ℓ} In Fully Reconstructed Events And Determination Of The Cabibbo-Kobayashi-Maskawa Matrix Element |V_{Cb}|, R. Glattauer Et Al., D. Joffe
Faculty Articles
We present a determination of the magnitude of the Cabibbo-Kobayashi-Maskawa matrix element |Vcb| using the decay B→Dℓνℓ (ℓ=e,μ) based on 711 fb−1 of e+e−→Υ(4S) data recorded by the Belle detector and containing 772×106 B¯B pairs. One B meson in the event is fully reconstructed in a hadronic decay mode, while the other, on the signal side, is partially reconstructed from a charged lepton and either a D+ or D0 meson in a total of 23 hadronic decay modes. The isospin-averaged branching fraction of the decay B→Dℓνℓ is found to be B(B0→D−ℓ+νℓ)=(2.31±0.03(stat)±0.11(syst))%. Analyzing the differential decay rate as a function of …

Electrodeposition Of High Magnetostrictive Cobalt Iron Alloy Films For Smart Tags And Sensor Applications, Jamin Pillars
Electrodeposition Of High Magnetostrictive Cobalt Iron Alloy Films For Smart Tags And Sensor Applications, Jamin Pillars
Nanoscience and Microsystems ETDs
Magnetostrictive CoFe films were investigated for use as magnetoelastic tags or sensors. The ability to electrodeposit these films enables batch fabrication processes to pattern a variety of geometries while controlling the film stoichiometry and crystallography. In current research looking at CoFe, improved magnetostriction was achieved using a co-sputtering, annealing, and quenching method1. Other current research has reported electrodeposited CoFe films using a sulfate based chemistry resulting in film compositions that are Fe rich in the range of Co0.3-0.4Fe0.7-0.6 and have problems of co-deposition of undesirables that can have a negative impact on magnetic properties2, 3. The research presented here focused …
Optical Cavity Integrated Surface Ion Trap For Enhanced Light Collection, Francisco Martin Benito
Optical Cavity Integrated Surface Ion Trap For Enhanced Light Collection, Francisco Martin Benito
Nanoscience and Microsystems ETDs
Ion trap systems allow the faithful storage and manipulation of qubits encoded in the energy levels of the ions, and can be interfaced with photonic qubits that can be transmitted to connect remote quantum systems. Single photons transmitted from two remote sites, each entangled with one quantum memory, can be used to entangle distant quantum memories by interfering on a beam splitter. Efficient remote entanglement generation relies upon efficient light collection from single ions into a single mode fiber. This can be realized by integrating an ion trap with an optical cavity and employing the Purcell effect for enhancing the …

On the Ground
- Maintaining cattle and prairie dogs on rangelands is important ecologically, economically, and culturally. However, competition between these species, both actual and perceived, has led to conflict.
- We explored the effects of short-term (2-year) cattle exclusion on plant communities both on and off prairie dog towns and among three common ecological sites.
- Plant communities were different between on-town and off-town plots and among ecological sites but were similar between cattle-excluded and nonexcluded plots.
- Plant community composition did not differ between rangeland targeted for moderate forage utilization and that in which cattle had been excluded for 2 years.
