School of Engineering, Computing and Mathematics

In today’s digital era, the rapid evolution of image editing technologies has brought about a significant simplification of image manipulation. Unfortunately, this progress has also given rise to the misuse of manipulated images across various domains. One of the pressing challenges stemming from this advancement is the increasing difficulty in discerning between unaltered and manipulated images. This paper offers a comprehensive survey of existing methodologies for detecting image tampering, shedding light on the diverse approaches employed in the field of contemporary image forensics. The methods used to identify image forgery can be broadly classified into two primary categories: classical machine …

An attorney for the landlord was sanctioned for submitting motion papers that cited numerous non-existent cases, which were determined to be the result of using an AI-based research tool without proper verification. The court found this to be frivolous conduct under 22 NYCRR § 130-1.1, warranting a $1, 000 sanction and a referral to the State of New York Grievance Committee. This decision highlights the legal risks and ethical obligations associated with using artificial intelligence for legal research, emphasizing the duty of an attorney to verify all citations and factual statements. The attorney's subsequent filing of a 94-page document with …

Making Criminal Penalties Collar-Blind On The Federal Level, Claire Osborn-Wright Jul 2025

Making Criminal Penalties Collar-Blind On The Federal Level, Claire Osborn-Wright

Cleveland State Law Review

This paper is intended to be the first in a series of papers that addresses whether lower income individuals suffer all of the following at much higher rates than their percentage of the population would suggest should be the case: (1) police stops for questioning; (2) arrests; (3) prosecutions; (4) convictions; and (5) lengthy post-conviction incarcerations. In particular, this first paper addresses the question of whether prison sentences imposed for “blue-collar crimes” are significantly longer than prison sentences imposed for “white-collar crimes.” In general, “blue-collar crimes” refer to crimes that are committed by individuals who possess blue-collar professions and “white-collar …

The Lengthening Shadow Of The Legal Tech Market On The Supreme Court Of India, Varsha Aithala, Siddharth Peter De Souza Jul 2025

The Lengthening Shadow Of The Legal Tech Market On The Supreme Court Of India, Varsha Aithala, Siddharth Peter De Souza

Book Chapters

Across Asia, courts are taking a variety of approaches to digital transformations. This book documents the diversity and complexity of the ways in which judiciaries are seeing the promise, as well as the perils, of digital transformations. Through in-depth case studies, the book brings together contributions from those with experience in the administration of technology in courts itself to those who are actively finding ways to develop technology as a tool for adjudication. It also includes reflections from those who are challenging the effects of technology in terms of court processes and arguing for the need for care and caution …

The court reversed a Civil Court order regarding the calculation of attorneys' fees in an HP action. The lower court awarded fees based on the rates for 18-b assigned counsel, but the Appellate Term held that legal services organizations are entitled to fees based on the prevailing market rate in the community, regardless of their nonprofit status. The case was remitted to the lower court for a new hearing to determine a reasonable fee award based on the correct standard, citing precedent that nonprofit counsel should be valued the same as private attorneys.

All Decisions

The court reversed a lower court's dismissal of a tenant's illegal lockout petition, ordering restoration of possession. The tenant, a lawful occupant, was locked out of her apartment after the tenant of record died. The lower court had applied the "doctrine of futility, " reasoning that since the occupant had no possessory rights, it would have been pointless for the landlord to commence a summary proceeding. The appellate court rejected this, ruling that the doctrine of futility is no longer valid after the Housing Stability and Tenant Protection Act of 2019 (HSTPA), which grants lawful occupants the right to due …

Collective Judo: Ethics And Access To Justice In Mass Arbitration Companies, Michael Doman Jul 2025

Collective Judo: Ethics And Access To Justice In Mass Arbitration Companies, Michael Doman

Pepperdine Dispute Resolution Law Journal

Over the past five years, several law firms have engaged in “mass arbitration.” This strategy involves aggregating hundreds or thousands of arbitrations and filing them all at once against a company, sometimes forcing the company to either pay huge sums to defend all the claims or settle with all the claimants. This Article discusses how mass arbitration coordinated by nonlawyers and companies should be legally protected by courts and regulators, provided that companies in this space erect specific ethical safeguards. Most notably, mass arbitration companies should implement better procedures to obtain informed consent from their customers, using technology to lower …

The People's Rivers: Early Environmental Regulation And The Oregon State Sanitary Authority, Avery Morgan Fischer Jul 2025

The People's Rivers: Early Environmental Regulation And The Oregon State Sanitary Authority, Avery Morgan Fischer

Dissertations and Theses

The environmental movement in Oregon can trace its origins to the turn of the twentieth century, where citizen activism and initiative led to the creation of an early environmental regulatory agency, the Oregon State Sanitary Authority. This creation established that the State of Oregon had a duty to preserve, not just the navigability or usability of rivers and waterways, but the quality and purity of its water. The Oregon State Sanitary Authority played an active role in maintaining and protecting the environment as a mandate of the people, and throughout its thirty-year existence battling industrial polluters, reluctant municipalities, and disinterested …

Pay-To-Play: Maine’S Unconstitutional Requirement For Indigent Defendants To Pay To Appeal Eviction Judgments, Shianne Bowlin, Fred Kerrigan, Alice Neal Jul 2025

Pay-To-Play: Maine’S Unconstitutional Requirement For Indigent Defendants To Pay To Appeal Eviction Judgments, Shianne Bowlin, Fred Kerrigan, Alice Neal

Maine Law Review

Maine’s eviction appeal process imposes financial barriers that effectively condition appellate review on a tenant’s ability to pay. Under Maine law, tenants must pay rent or arrears—often in dispute—before filing an appeal. This “pay-to-play” requirement disproportionately harms low-income tenants, particularly those receiving public assistance, and violates constitutional due process and equal protection guarantees. Despite federal and state precedent rejecting financial barriers to appeals, Maine’s eviction appeal system continues to restrict access to justice for indigent tenants. This Article examines the legal and constitutional implications of these requirements, comparing Maine’s approach to eviction appeals with those of other states. It explores …

Evicted From The Outside, Colleen Cosgriff

Maine Law Review

In recent years, Maine has seen an increase in the number of people experiencing homelessness who are living outdoors. People living in these circumstances often shelter together in groups of tents or other temporary structures commonly referred to as “encampments.”As municipalities across Maine struggled with how best to respond to the increase in encampments across the state, the United States Supreme Court decided City of Grants Pass v. Johnson, a case originating in Grants Pass, Oregon. Grants Pass wanted to issue civil and criminal fines to people for sleeping outdoors, even when no alternative shelter was available. The city ultimately …
