In The Matter Of M.C. (Grant Houses)

All Decisions

In this administrative termination proceeding, the landlord sought to evict a long-term elderly and disabled tenant for creating a nuisance due to excessive clutter and poor housekeeping. The tenant's attorney submitted evidence of ongoing efforts to clean the apartment, persuading the hearing officer to choose a more lenient disposition. The hearing officer placed the tenant on a one-year probationary period, conditioned on continued decluttering and cooperation with the landlord's Social Services Department. The decision reflects a disposition that favors preserving the tenancy while requiring the tenant to abate the nuisance. The tenant substantially won by avoiding an eviction and retaining …

Policy Recommendations To Reduce Old Age Food Insecurity In The United States, Colleen M. Heflin, Madonna Harrington Meyer

Center for Policy Research

In 2023, 7.4 million adults ages 60 and over in the United States were food insecure. As the number of older people at risk of food insecurity in the U.S. continues to rise, effective policy responses are critical. The current policy responses to old age food insecurity are complex, costly, and not nearly effective enough.

Based on the book, Food for Thought: Understanding Older Adults Food Insecurity, this brief summarizes five policy recommendations to improve food insecurity among U.S. older adults. The authors recommend measuring food security in multidimensional ways, treating food insecurity as a health issue, adopting SNAP …

Barriers Beyond Bars: Examining Experiences Of Students With Criminal Records, Anakin Rivera Ramirez Sep 2025

Barriers Beyond Bars: Examining Experiences Of Students With Criminal Records, Anakin Rivera Ramirez

Dissertations and Theses

As educational opportunities, particularly prison education programs, continue to expand for incarcerated individuals, this study, which included two participants, one formerly incarcerated and one who pleaded guilty to avoid incarceration, suggests that those who plead guilty to avoid prison may enter college without the structured reintegration resources available to their incarcerated peers. While substantial research has explored the school-to-prison pipeline phenomenon in K-12 settings, fewer studies have examined its impact on students with criminal records navigating higher education. Grounded in Critical Race Theory (CRT) in education, this study seeks to understand the experiences of carceral system-impacted students of color in …

Development Of A Patient-Centered Outcome Tool For Blepharospasm: A Stepwise Modified Delphi Study, Brian D Berman, Laura Wright, Joel S Perlmutter, Et Al.

2020-Current year OA Pubs

Blepharospasm (BSP) is characterized by excessive orbicularis oculi muscle activity leading to abnormal blinking and involuntary eyelid closure. Botulinum neurotoxin (BoNT) injections are the main treatment for BSP, but they only partially and transiently relieve symptoms, leading to a waxing and waning therapeutic response. A patient-centered outcome (PCO) tool that measures BSP symptoms in a simple and efficient way could inform the development of better treatments. Using a stepwise modified Delphi approach, potential PCO items were first identified using the Dystonia Coalition Database with data from over 200 individuals with BSP who had provided responses to existing clinical assessment scales. …

Y You Go Scale (Yygs): A Tool For Measuring Religious Commitment, Camron Angell, David Heath, Noah Perry, Taylor Hales

Student Works

Psychology historically has underplayed the role of religion and has not considered its importance in treatment and research. As such, the field is in need of measures of religious commitment and a greater understanding of the religious experience. There have been general measures of religious commitment such as the Religious Commitment Scale (RCS) and the Religious Commitment Inventory (RCI-10) (Dyer et al., 2023; Fox & Bouffard, 2015; Worthington, E., 2003). The issue with general scales is that religious commitment looks different for each religion. In this context, the present study sought to develop a scale of religious commitment for students …

Intelligent Monitoring And Alerting System Using Some Deep Learning Models, Omar Alshamsi

Theses

Road traffic crashes cause over 1.19 million fatalities per year worldwide and represent a major challenge for urban safety (World Health Organization, 2023; World Bank Group & WRI India, 2020). Smart city initiatives aim to use technology to reduce such losses through rapid accident detection and response (Arefin et al., 2025). This proposal outlines a vision for a Road Accident Detection and Response System that employs computer vision and deep learning to identify accidents from video feeds and immediately notify emergency services. The core of the system will be a custom-trained YOLOv8 object detection model, leveraging a dataset of annotated …

Jurnal Wacana Politik

This article investigates the utilization of E-Government applications within the framework of network governance in Indonesia’s local administration. Drawing on both qualitative and quantitative methods, this study captures public perceptions of electronic information-based government services and explores the political and institutional dynamics underlying their implementation. Data were collected through questionnaires, document analysis, interviews, and focus group discussions (FGDs) with purposively selected informants, including leaders and staff from local government institutions. The findings demonstrate that e-government platforms enhance service efficiency, transparency, and public satisfaction. Moreover, these applications promote openness in financial management and intra-organizational communication, contributing to greater trust and comfort …

Health Systems Responsiveness In Low And Middle-Income Countries (L&Mics): Revisiting Its Scope, Meesha Iqbal, Robert Morgan, Cici Bauer, Cecilia Ganduglia Cazaban, Sameen Siddiqi

Faculty, Staff and Student Publications

Introduction: Health systems responsiveness (HSR) addresses the legitimate non-health expectations of the population and plays a vital role in strengthening health systems and enhancing population health. Identifying specific constructs or domains within HSR is particularly important in the context of low and middle-income countries (L&MICs) to facilitate targeted improvement. Following a comprehensive systematic review of the literature, we developed a conceptual framework for HSR. This study was designed to validate our proposed framework through a Delphi process.

Methods: Global HSR experts were contacted via email to participate in the study, and a copy of the proposed framework (12 domains, 53 …

All Decisions

In this holdover proceeding, the court denied the landlord's application for a default judgment and dismissed the petition. The landlord alleged the tenant failed to comply with income recertification procedures. The court found the petition improperly verified by an attorney lacking personal knowledge. Crucially, the court held that the lease provision, which allowed termination upon ten days' notice for non-compliance, constituted a condition, not a conditional limitation. Consequently, a summary holdover proceeding could not be maintained as a conditional limitation, providing for automatic lease expiration upon notice, was absent.

“Ni Hao” At The Southern Border: Crafting The U.S. Policy Response To The Post-Pandemic Cohort Of Chinese Migrants, Wei Luo Sep 2025

“Ni Hao” At The Southern Border: Crafting The U.S. Policy Response To The Post-Pandemic Cohort Of Chinese Migrants, Wei Luo

The Scholar: St. Mary's Law Review on Race and Social Justice

Undocumented migrants feature prominently in modern American politics. One group of migrants, however, has drawn relatively little attention—those from the People’s Republic of China. Leading up to the 2024 election, Chinese migrants were the fastest growing group of migrants entering from the U.S.-Mexico border. This Article proposes that U.S. policymakers take a three-prong approach to responding to Chinese migrants who have entered the country in recent years or who may enter in the future. First, use asylum law as an instrument of U.S. foreign policy and grant asylum to Chinese migrants in numbers appropriate to advance America’s national interest in …
