In District of Columbia v. Heller, the Supreme Court declared a constitutionally protected individual right to keep and bear arms. Subsequently, the scope of the right has been hotly debated, resulting in circuit splits and lingering questions about what, exactly, the right entails. Despite these splits, the Court has denied certiorari to the myriad gun cases to land on its doorstep. But the balance of the Court has shifted and, so too, has its willingness to hear these cases. Forty-five states have adopted express preemption statutes curtailing or entirely prohibiting local gun regulation, and several jurisdictions now threaten localities with penalties for violating such restrictions. These measures have been remarkably effective in reducing the breadth and variety of gun laws nationwide, but their consequences have only just begun to attract attention. Public debates over guns tend to center on the Second Amendment while overlooking state-level obstacles to local lawmaking, and the scholarship on state-local preemption lacks an analysis devoted exclusively to the gun-policy space.

Dust storms are common events in arid and semi-arid regions that have a wide range of impacts on the environment and human health. This study addresses the presence, characteristics and potential sources of microplastics (MPs) in such events by analysing MPs deposited with dust particles in the metropolis of Shiraz, southwest Iran, following an intense storm in May 2018. At 22 locations throughout the city, MP concentrations on a number basis ranged from 0.04 to 1.06 per g of dust (median = 0.31 MP g−1). Particles were mainly fibrous, with a mean diameter of about 20 μm and >60% under …

Scholars, government, and the public expect that legal enforcement should be an effective means to prevent a firm's future safety violation behavior in daily productions. However, the literature provides limited insights into whether safety regulation enforcement is effective in helping firms reduce future safety violations. Therefore, this study examines the relationship between occupational health and safety enforcement and a firm's future violation behavior. We carried out a regression analysis based on a panel sample of 2965 listed United States manufacturers with 4474 violation records issued by the Occupational Safety and Health Administration. We show that order flows do not exhibit predictive power on asset returns, and their relationships have been static over time. We use a reduced-rank regression formulation to model both returns and the order flows as endogenous variables, and use investors' sentiment and attention as exogenous factors. We provide empiricalevidence to demonstrate that cross-sectional commonality in attention (sentiment) is linearly (nonlinearly) associated with both returns and order flows at the intraday level, while the sentiment and attentionmeasures themselves exhibit a nonlinear mutual relationship, thus revealing the multi-dimensional aspect of the commonality relationship.

This paper examines the impact of changes in house prices on when eligible individuals start receiving Social Security benefits. If house prices increase, financially constrained households may draw upon the additional home equity to finance expenses and delay receipt of Social Security in order to have increased lifetime monthly benefits. To address concerns that house price changes are correlated with unobserved local demand shocks, we use a control function approach and employ two different instrumental variables. The Effects Of The Affordable Care Act Dependent Coverage Mandate On Parents’ Labor Market Outcomes, Kim, Koh Kanghyock

We examine the labor market impacts of the Affordable Care Act dependent mandate (ACA-DM), which has significantly increased dependent children's health insurance coverage through parents’ employer-sponsored health benefits. Using data from the American Community Survey, we find that the ACA-DM reduced parents’ annual wages by about $2,600. However, the probability of employment and working hours only decreased marginally. The back-of-the-envelope calculation indicates that the magnitude of the estimated wage impact is similar to the increased insurance premium of a family plan due to the ACA-DM. The development of the concept of mild cognitive impairment (MCI) and its practical application have been intimately tied to attempts to produce therapeutic agents. Understanding the regulatory environment and determining the way in which it can be influenced are critical to the development of drugs and their eventual approval. In this article, we review some of the current challenges surrounding the concept of MCI relevant to drug development, summarize activities in various regions of the world, and conclude with some suggested next steps and an alternative framing for approving drugs for MCI and related conditions.

A fragmentation approach referred to as a simple overlapping region method for force matching (SORForM) is presented. SORForM is designed to enable efficient computation of quantum mechanical (QM) forces for large molecules and is validated in the framework of adaptive force matching (AFM) to develop solute models in water. The SORForM method divides a molecule into overlapping QM regions with each region containing a gradient zone and a buffer zone. The buffer zone ensures that the atoms in the gradient zone have their surroundings unchanged with fragmentation. Unconventional Monetary Policy And Disaster Risk: Evidence From The Subprime And Covid–19 Crises, Gustavo S. Cortes, George P. Gao, Felipe B. G. Silva, Zhaogang Song

We compare the interventions conducted by the Federal Reserve in response to the subprime and COVID–19 crises with respect to their effectiveness in reducing disaster risk. Using model-free measures of disaster risk derived from daily options data, we document that interventions in response to both crises reduced tail risks in domestic equity markets. The spillover effects of the two crises have been markedly dissimilar. While subprime interventions are generally characterized by negative spillovers to international equity markets, policy responses to the COVID–19 crisis are generally associated with positive spillovers. Natural Disasters And Domestic Violence?: A Study Of The 2015 Nepal Earthquake, Arpita Khanna, Tomoki Fujii

This study estimates the impact of exposure to the 2015 Nepal Earthquake on intimate partner violence with two rounds of Demographic and Health Surveys data. Using differences-in-differences estimation, we find that exposure to the earthquake lead to a statistically and economically significant increase in intimate partner violence in the urban areas but not in the rural areas. This is possibly due to an increase in the stress felt by the earthquake victims. We also offer some evidence that the impact heterogeneity between the urban and rural areas is attributable to the differences in the reconstruction processes and assistance provided.

Digital resources—which include devices, internet connection and digital literacy—have become basic needs. Thus with the global COVID-19 pandemic having accelerated digitalization, the urgency for universal digital inclusion has hastened. Otherwise, digital inequality will lead to social inequality and impede social mobility. Using Singapore as a case study, this article applies the insights learned from a participatory action research to recommend a policy framework for universal digital access, with practical humanistic steps towards full digital inclusion. Poor sanitation behaviors, including open defecation, present risks for diarrhea, which is credited with 600,000 deaths a year in children under age five. Although CLTS is a solution to ending open defecation, more than half of the investment in producing open defecation free (ODF) communities is lost during the maintenance phase. Female athlete participation has increased considerably as a result of this regulation. The goal of this qualitative case study was to revisit Bandura’s agency, self-efficacy theory, and Kram’s mentor theory to address the disproportionality between the number of men and women superintendents in Texas. Despite extensive female representation in classrooms, campus leadership, and central office positions, the number of women superintendents remained relatively unchanged for nearly a decade. Access to mentors, leadership pipelines, career pathways, and other factors was examined to identify current and prior barriers to promotion. Spiritual fortitude is a relatively new construct in psychological research with promising insights for helping individuals navigate challenges throughout life. This study aims to explore spiritual fortitude and its relationship to other religious variables, namely religious/spiritual struggles, attachment to God, and faith maturity. Additionally, I explored spiritual fortitude as a moderator of attachment to God and religious/spiritual struggles. Results indicated a positive correlation between spiritual fortitude and faith maturity, as well as spiritual fortitude moderating the relationship between attachment to God and religious/spiritual struggles. I discuss implications of the findings as well as future directions for research.

Sport injuries have been common among athletes across the globe for decades and have the potential to disrupt athletic careers, performance, and psyche. Many health professionals and organizations have undertaken injury mitigation strategies to prevent sport injuries through protective equipment, training protocols, and a host of other evidence-based practices. Many of these specialized training methods were disrupted due to protocols to mitigate the spread of COVID-19. The City of Gilroy needs additional housing to support the growth of their community. This project seeks to determine the best use of the undeveloped McCutchin Creek subplot and design its site layout.
