Arsenic has been a key risk factor in the evaluations for the 2015 Coal Combustion Residuals (CCR) Rule and the recent “Legacy Rule”, which addresses areas of historical CCP placement not covered by the 2015 rule. These risk assessments concluded that cancer risks from arsenic in various waste management scenarios exceeded the U.S. Environmental Protection Agency's (USEPA) target of 1 in 100,000 excess lifetime cancer cases, forming part of the basis for national CCP regulations. However, background exposure to naturally occurring arsenic in food, water, and soil also exceeds permissible levels, complicating risk conclusions. The USEPA's recent revision of arsenic …

Standards such as product specifications, test methods, practices and guides play a crucial role in supporting both commerce and science. Standardization helps build consistency and reliability whether it pertains to the performance of an ingredient in a product or in the measurement of a material characteristic. Coal combustion products, such as coal ash and synthetic gypsum, exhibit unique characteristics and many standard have been developed to characterize these materials and support their beneficial use. In 2017, many power utilities adopted statistical methods to comply with the EPA’s Coal Combustion Residuals (CCR) Rule under the Hazardous and Solid Waste Management System. By 2017–2018, most owners completed initial statistical evaluations for detection and assessment monitoring to meet CCR deadlines. Groundwater sampling and analysis requirements in Parts 257.95, 257.98, and 257.102 are critical for compliance, yet implementation is complex. Subsections 257.93(f) and (g) lack clarity on which statistical tests to apply or how to address distributions and outliers. GCCM’s were first invented over 20 years ago. These products combine both a concrete – hard armor – top surface for protection and durability and a geomembrane bottom surface for lower permeability. Originally used for erosion control, smaller drainage channel and remediation projects, this presentation discusses the newest iteration in GCCM technology. This product incorporates a 12 mil LLDPE backing which allows for thermal bonding and significant reduction in seepage at the joints. US EPA expanded the scope of CCR regulations in 2024 to areas of historical CCR placement not regulated under the 2015 CCR rule, including CCR used as fill. US EPA presented new risk analyses specific to CCRMU fills and defined different regulations for CCRMU fills from 1 to 1,000 tons, noting uncertainty as to whether there was a size of CCRMU fill below which acceptable risks could be expected. Potential release of constituents present in coal combustion residuals (CCR) from CCR sites can pose risks to downgradient receptors via multiple exposure pathways. For residential receptors, these pathways include ingestion of impacted groundwater (when used as drinking water), other household uses (e.g., cooking, gardening), dermal contact during activities such as showering with impacted water or swimming in affected waterbodies, and ingestion of fish from affected waterbodies. Among these, the ingestion of groundwater used as drinking water is often the primary pathway driving potential risks (as identified in the risk assessment conducted by the United States Environmental Protection Agency in 2014). …

Federal rules (40 CFR Parts 9, 257 and 261) that regulate coal combustion residuals (CCR) created a significant demand associated with closure of coal ash management and storage facilities using liner systems. Timelines associated with these facility closures combined with substantial project scale and potential for future mining /reuse has driven the need for closure systems that perform beyond the prescriptive soil / geomembrane caps outlined in the federal regulations. For forty years, the Chevron “two-step” dominated judicial review of statutory interpretation issues in the administrative law context. Then, in Loper Bright Enterprises v. Raimondo, the Supreme Court ended Chevron deference. This Article investigates what comes next. Specifically, we explore how government lawyers have strategized in the wake of Loper Bright. Based on an original dataset of government briefs, we find that the government is advancing at least six substitutes for Chevron deference. Typically, the government combined two or more of these substitutes into an aggregated claim for Chevron-like deference. Our preliminary data suggests that courts have …

Loper Bright Enterprises v. Raimondo marks a watershed moment in administrative law and conservative legal thought by formally overruling Chevron U.S.A. Inc. v. Natural Resources Defense Council and restoring judicial responsibility for resolving questions of statutory interpretation. This Article situates Loper Bright within the longer intellectual history of the modern conservative legal movement, arguing that Chevron deference emerged and was popularized, at least in part, as a conservative response to the perceived excesses of judicial activism during the Warren and Burger Court eras. This study introduces a generative artificial intelligence (GenAI) agent designed to autonomously evaluate, optimize, and personalize drug prevention campaigns across Facebook, Reddit, Instagram, and Twitter (X) using a 45,000-post multi-platform awareness corpus. Five state-of-the-art large language models, GPT-5-mini, Claude 3.5, Gemini 2.0, Qwen 2.5, and Mixtral, were examined under six structured prompting families, including Original, Role-based, Two-Stage Explicit Sensemaking, and Case-Based Adaptive Reasoning in short and long variants. The growing misuse of drugs among university students poses a major public health concern, particularly when prevention strategies overlook psychosocial and educational determinants of awareness. This study examines how extracurricular engagement (EE) enhances students' drug-risk awareness (DRA) through the mediating role of drug-risk knowledge (DRK) and under varying levels of perceived peer norms (PPN). This paper examined the psychological, social and nutritional health-related aspects that relate to drug use among higher education students. The study was a descriptive cross-sectional study on 1,055 students in various colleges. The data was obtained by using self-administered questionnaire, which measured demographic, psychological, and social variables and nutritional health indicators in terms of drug use. The study identified living alone as a significant demographic predictor in the multivariate logistic regression analysis. This study explores general education (GE) teachers’ perceptions of ADHD classification in primary schools in Riyadh, Saudi Arabia. Employing a descriptive survey methodology, we gathered quantitative data from a diverse sample of 145 male and female GE teachers to consider contextual variables that may shape their perceptions. The current research examines the impact of Auditor’s Narcissism (NARC) on the level of Audit Report Readability (ARR). Furthermore, investigates the moderating role of Auditor Specialization (SPEC) on the relationship between NARC and ARR. To ensure a robust analysis, this study utilizes a balanced panel dataset (2018-2023) encompassing all non-financial firms listed on the Egyptian Stock Exchange. Multiple regression techniques will be employed to comprehensively explore the relationships between the variables of interest. This study investigates the factors influencing the acceptance and use of digital banking services in Saudi Arabia, applying the technology acceptance model. Data were collected from 406 respondents using a structured survey to measure perceived usefulness (PU), perceived ease of use (PEOU), Trust, social influence (SI), perceived risk (PR), behavioral intention (BI), and actual usage. The results showed that PU, PEOU, Trust, SI, and BI significantly positively affected digital banking usage, while PR had a significant negative impact.
