Federal Compassionate Release Principles: Defining The Contours Of Analyses Under The “Other Reasons” Bucket, Hannah Jacobs Jan 2025

Federal Compassionate Release Principles: Defining The Contours Of Analyses Under The “Other Reasons” Bucket, Hannah Jacobs

American University Law Review

The U.S. Sentencing Commission’s new policy statement regarding 18 U.S.C. § 3582(c)(1)(A) informs federal judges’ sentence reduction analyses. The statement expands the extraordinary and compelling reasons for which district courts may grant compassionate release under the statute’s “Other Reasons” provision. A proper application of this catchall provision requires striking a balance between the broad judicial discretion codified in that provision and the flexibility, certainty, and fairness principles Congress and the Sentencing Commission intended to shape modern compassionate release. This discretion is bound by statutory, policy, and prudential considerations, including fidelity to the totality-of-the-circumstances framework and a case-by-case approach to individual …

Perceptions Of Plant-Based Meat And Cultured Meat Within The Northern Great Plains Region, Donald Chase Stehly Jan 2025

Perceptions Of Plant-Based Meat And Cultured Meat Within The Northern Great Plains Region, Donald Chase Stehly

Dissertations and Theses

Conventional meat consumption derived from livestock farming is one of the leading causes of greenhouse gas emissions and environmental degradation on our planet. Substituting conventional meat products with “meat alternatives” such as plant-based meat or cultured meat would drastically decrease greenhouse gas emissions, reduce land and water pollution, and decrease land and water usage. However, it is necessary to first gauge how people feel about eating plant-based meat and cultured meat before it is possible to discern the magnitude of environmental benefits that occur with a significant dietary change such as this. By administering a questionnaire to over 400 participants …

Development Of A Spss-Based Prediction Model To Evaluate ‎Volatile Organic Compounds During Trenchless Cured-In-Place Pipe Method, Salar Bavili Nezhad

Civil Engineering Dissertations - Archive

The Cured-in-Place Pipe (CIPP) method is a widely implemented trenchless technology for the rehabilitation of deteriorated pipelines, offering benefits such as cost-effectiveness and reduced surface disruption. However, the CIPP installation process, particularly during curing, raises concerns over the emission of Volatile Organic Compounds (VOCs), which can adversely impact worker safety, public health, and environmental standards. This dissertation aims to address these concerns by evaluating VOC emissions during CIPP installations and developing a predictive model to guide emission management practices.

A comprehensive field study was conducted, collecting air samples from 15 pipeline rehabilitation sites that utilized different site-specific conditions using non-Styrene …

Paratransit services play a vital role in supporting the mobility of older adults and individuals with disabilities, yet they experienced major disruptions during the COVID-19 pandemic and continue to face ongoing operational issues such as trip cancellations. This dissertation explores these challenges through three distinct analyses using data from Arlington, TX. The first chapter investigates how COVID-19-related factors (policies, cases, and vaccination) and socio-demographics influenced paratransit usage from 2019 to 2021. Applying SARIMAX and Poisson regression models, the study finds a substantial drop in ridership—41% in 2020—and a shift toward essential medical travel. It also reveals that restrictive policies, such …

Watchdogs Or Lapdogs: How Audit Committees Influence Financial Reporting Quality And Cybersecurity, Yanru Yang

2025

With the increasing complexity of the business environment, the role of corporate governance and oversight is expanding continuously. Grounded in archival research, my dissertation consists of three studies that explore the features of audit committees in monitoring both financial reporting and broader areas, such as cybersecurity.

The first paper, co-authored with Gopal Krishnan and Wei Yu, examines the implications of audit committee (AC) director departure for financial reporting quality and audit risk. We find that the departures in the firms with most concerning AC departures are associated with a higher likelihood of a future “Big R” restatement announcement and auditor …

Characterization Of Municipal Solid Waste Using Machine Learning Based Imaging And Chemical Analysis, Enyonam Ahadzi

Theses and Dissertations--Biosystems and Agricultural Engineering

According to the U.S. Department of Energy’s 2023-billion-ton report, the United States generates nearly 300 million tons of municipal solid waste every year. More than 50% of that waste is underutilized and ends up in landfills. This poses serious public health and environmental risks. But beyond the environmental and health implications, this is also a wasted opportunity. The U.S. Energy Information Administration estimates that, for every 100 lbs of waste we throw away, about 85% can be used as fuel or for electricity generation. However, its complex and heterogeneous nature poses challenges for efficient sorting and valorization in waste to …

Theses and Dissertations--Biosystems and Agricultural Engineering

The escalating global burden of municipal solid waste (MSW), projected to reach 3.88 billion tons annually by 2050, calls for innovative valorization strategies to mitigate environmental impacts and promote a circular bioeconomy. This thesis investigates the conversion of MSW into two high-value products: sustainable aviation fuel (SAF) and polyhydroxyalkanoate (PHA) bioplastics. Chapter one presents comprehensive physicochemical characterization and pyrolysis-GC/MS analysis of MSW feedstocks. The physicochemical results reveal that densification enhances handling and storage properties, while pyrolysis-GC/MS analysis indicates that plastic-rich MSW streams produce bio-oils with favorable hydrocarbon profiles suitable for SAF production, potentially contributing to decarbonization efforts in the aviation …

The Impacts Of Land Use And Groundwater Inputs On Stream Health And Habitat Of Jennings Creek, Bowling Green, Kentucky, Allison Francis

Mahurin Honors College Capstone Experience/Thesis Projects

In Bowling Green, Kentucky, the Jennings Creek watershed encompasses the entire city and surrounding area; however, little work has been completed focused on assessing the Creek’s water quality, habitat, and biological indicators. Jennings Creek is fed by several karst groundwater springs, making it highly vulnerable to contamination due to the rapid connection between the surface and subsurface via sinkholes and underground rivers. An examination of Jennings Creek’s water quality, habitat, and biological indicators provides an assessment of the watershed’s health.

The methodology closely followed the methods for assessing habitat by Kentucky’s Energy and Environment Cabinet and was approved for the …

"The Perfect Storm": Weathering Black Racial Trauma Across The Lifespan And The Impact Of Covid-19, Taryne M. Mingo, Kiauhna Haynes

Adultspan Journal

Descendants of Africans Enslaved in the United States (DAEUS), who lived in the South prior to 1965 and experienced decades of legalized discrimination, were found to have been disproportionately impacted by the COVID-19 pandemic. Arline Geronimus (1992) coined the term “weathering” to acknowledge the accumulation of racial trauma stored within the body over extended periods of time. The purpose of this interpretive phenomenological study, aligned by the tenets of Critical Race Theory, explores how continuous racial trauma impacted DAEUS citizens’ well-being and trust in the COVID-19 vaccine. Three Group Experiential Themes emerged during this study, all connected with the experiences …
