National Security And Statecraft: A Case Study Of Sweden's Political Discourse Surrounding The Civilian-Military Geostrategic Nexus And The Application For Membership In Nato, Martina Sprague
Ph.D. Dissertations (Open Access)
This dissertation examines Sweden’s political discourse on NATO membership following Russia’s 2022 invasion of Ukraine. While Sweden had long cooperated with NATO, a broad political consensus historically favored neutrality/non-alignment to maintain the country’s role as an impartial peace mediator. Right-leaning parties generally supported closer NATO ties, whereas left-leaning parties opposed membership, citing over 200 years of peace. Yet even conservative leaders like former Prime Minister Fredrik Reinfeldt cautioned that joining NATO could escalate tensions. Russia’s invasion prompted a reassessment of Sweden’s security policy and ignited intense debate. Party positions were shaped by security concerns, ideological traditions, and domestic politics. Some …
Not On My Zoning Board: Achieving Mass Transit Development Despite Nimby Pushback, Brian J. Koluch
Not On My Zoning Board: Achieving Mass Transit Development Despite Nimby Pushback, Brian J. Koluch
Pell Scholars and Senior Theses
Within the political discussion on local, state, and federal levels, all politicians seem to agree that U.S. Interstates are a crucial lifeline for many. Conjointly, city planners and scholars understand that we have a logistics issue in cities that can’t seem to handle highway congestion. When prompted with mass transit solutions, some community members protest them for altering the neighborhood in a presumably negative way, leading to the phrase; “Not in my back yard.” Thus, local governing bodies seem paralyzed to take the actions needed to move forward with these implementation strategies. Local governments, in order to circumvent the socially …
The Landless Rural Workers Movement (Mst) And New Agrarian Questions In Brazil, Estavan Coca, Gustavo Oliveira
The Landless Rural Workers Movement (Mst) And New Agrarian Questions In Brazil, Estavan Coca, Gustavo Oliveira
Geography
The Landless Rural Workers Movement of Brazil (MST) primarily organized occupations of large-scale farms, forcing the redistribution of land for creation of agrarian reform settlements. In the past 20 years, however, land occupations and the establishment of new agrarian reform settlements have consistently declined, while the MST shifted strategies to strengthening existing agrarian reform settlements, increasing marketing mechanisms through government purchasing programs and direct rural–urban connections, cultivating new financial instruments, advancing agroecological transformations to strengthen production and contesting space in governance and discourse about sustainability, rural development and socio-ecological wellbeing. We argue this shift represents not an abandonment of the …
Improved Climate Services In Hawai‘I: The Collaborative Development Of Drought-Related Decision Support Tools, Ryan J. Longman, Derek Ford, Cherryle Heu, Jennifer Geis, Abby Frazier, Christian P. Giardina, James T. Potemra, Sean B. Cleveland, John J. Marra
Improved Climate Services In Hawai‘I: The Collaborative Development Of Drought-Related Decision Support Tools, Ryan J. Longman, Derek Ford, Cherryle Heu, Jennifer Geis, Abby Frazier, Christian P. Giardina, James T. Potemra, Sean B. Cleveland, John J. Marra
Geography
Rising temperatures, prolonged droughts, and increasingly variable rainfall are negatively impacting natural and cultural resources and agricultural production systems in Hawai‘i. To effectively manage resources in the face of these changes, stewards and producers now require accurate, timely, and site-specific climate data and information. However, access to such data as well as the ability to interpret available data remain limited for many sectors. In response to various needs, a team of scientists working with the Pacific Drought Knowledge Exchange (PDKE) has developed two open-source decision-support tools (DSTs) through a collaborative, user-informed process aimed at closing longstanding gaps in local climate …
Hybridization And Introgression In Marine Invertebrates: Population Genomics Of Phymactis Papillosa And Asterias Sea Stars, Christopher J. Dookie
Hybridization And Introgression In Marine Invertebrates: Population Genomics Of Phymactis Papillosa And Asterias Sea Stars, Christopher J. Dookie
Dissertations and Theses
Hybridization and introgression are evolutionary significant processes in marine invertebrates (Sanford & Kelly,2011) yet genome-wide investigations of gene flow in these taxa remain limited relative to vertebrate systems (Marchi et al., 2021). This thesis presents genomic analyses of hybridization and introgression in two marine invertebrates occupying contrasting oceanographic settings and characterized by contrasting genomic datasets: restriction-site associated DNA sequencing (RADseq) SNP data for the eastern Pacific sea anemone Phymactis papillosa and whole genome sequencing (WGS) data for the North Atlantic sea stars Asterias rubens and Asterias forbesi. For each system, I applied coalescent-based species tree inference using CASTER (Zhang …
Mad Or Uncontrollable? Reading Female Madness In Three Gothic Texts, Amy Marie Bueno
Mad Or Uncontrollable? Reading Female Madness In Three Gothic Texts, Amy Marie Bueno
Dissertations and Theses
My thesis employs comparative close reading framed by disability studies to analyze representations of female madness in Charlotte Brontë’s Jane Eyre, Jean Rhys’ Wide Sargasso Sea, and Isabel Allende’s “If You Touched My Heart.” Drawing on theories of socially constructed disability, it argues that Bertha, Antoinette, and Hortensia are framed as “mad women” not through inherent pathology, but through patriarchal violence, colonial domination, and institutional power. By integrating the social model of disability with feminist theory, this thesis examines how women are rendered disabled within societies influenced by Social Darwinism and eugenic ideologies.
This thesis further incorporates Gothic theory and …
Financing Global Health Governance: The World Health Organization, The Who Foundation, And The Shifting Landscape Of Development Financing, Johanny O. Reyes
Financing Global Health Governance: The World Health Organization, The Who Foundation, And The Shifting Landscape Of Development Financing, Johanny O. Reyes
Dissertations and Theses
This thesis analyzes the structural financing challenges facing the World Health Organization (WHO) and their implications for global health governance. It argues that WHO’s financial fragility is not merely a technical problem but the result of long-standing political and institutional choices that have shifted the Organization away from predictable public financing toward donor-driven, earmarked voluntary contributions. Drawing on WHO constitutional provisions, programme budget data, governance documents, and academic literature, the study traces the evolution of WHO’s financing model and examines how this transformation has constrained the Organization’s priority-setting authority, operational flexibility, and normative leadership.

Disaster Risk Management During Climate Emergencies In The Dominican Republic And Puerto Rico, Rosleny Ubinas
Disaster Risk Management During Climate Emergencies In The Dominican Republic And Puerto Rico, Rosleny Ubinas
Dissertations and Theses
This paper analyzes the DRM approach as an effective framework in addressing climate emergencies across the Dominican Republic and Puerto Rico. These two Caribbean regions, with high hurricane exposure and differing response structures, are deeply shaped by their governments and affiliated international organizations. Disaster Risk Management is the systematic process of using laws, plans, institutions, and community networks to reduce vulnerability to hazards and coordinate effective response when disasters occur. It covers the full cycle, from prevention to reconstruction and rebuilding more resiliently. The Dominican Republic’s law-based intervention led to greater local-level community participation during disasters with its embedded volunteer …
Examining The Spatial Variability Of Summer Heat In New York City Using Landsat Land Surface Temperature, Ryan Kabir
Examining The Spatial Variability Of Summer Heat In New York City Using Landsat Land Surface Temperature, Ryan Kabir
Dissertations and Theses
Extreme heat is the leading weather-related cause of death in the United States, and in New York City (NYC) approximately 370 heat-related deaths occur annually on average. The spatial distribution of surface heat exposure across NYC is highly uneven, low-income neighborhoods and communities of color consistently face higher temperatures, yet the intraurban spatial structure of land surface temperature (LST) during heatwave events has not been systematically characterized at high resolution. The New York City Panel on Climate Change Fourth Assessment (NPCC4) identifies this as an explicit research gap, noting that its own projections, based on global climate models downscaled to …
The Effect Of Flood Risk Perception On County-Level Excess Mortality Due To Flooding In The U.S., Jane Elise Fortna
The Effect Of Flood Risk Perception On County-Level Excess Mortality Due To Flooding In The U.S., Jane Elise Fortna
Public Health Theses
Introduction: Flood events due to heavy precipitation, hurricanes, rising sea levels, and overflowing rivers are increasing under climate change, resulting in both direct and indirect health impacts. This study investigates the relationship between excess flood mortality and flood risk perception at the U.S. county level. Methods: This study utilizes nationwide, county-level flood mortality data from 2018-2020 and flood risk perception survey data from 2024. We applied a generalized linear model to examine the association between the proportion worried about flooding and the excess flood mortality, while controlling for flood hazard exposure, poverty, disability, health uninsurance rate, and unmeasured spatial confounding …
Water Resource Governance And Health Equity In Angola, Mads Harner
Water Resource Governance And Health Equity In Angola, Mads Harner
Public Health Theses
AbstractBackground: Angola is confronting a set of intertwined challenges including water insecurity, increasing climate variability, and deep structural inequality that together intensify the burden of waterborne and water-related diseases (Lombana Cordoba et al., 2021; World Health Organization, 2025). Roughly half of the population does not have reliable access to safe drinking water, and gaps in sanitation and hygiene infrastructure, especially in peri-urban and rural areas, facilitate the spread of illnesses such as cholera, diarrheal diseases, and malaria (UNICEF Angola, 2025; Moreira et al., 2012). These issues are further exacerbated by drought and broader climate variability, and underlying them are historical …
Nowcasting Dengue Cases In Poor Surveillance Nations Using Meteorology And Climate-Similar Countries, Hanna Kim
Nowcasting Dengue Cases In Poor Surveillance Nations Using Meteorology And Climate-Similar Countries, Hanna Kim
Public Health Theses
Dengue fever poses a growing public health burden across the Caribbean, yet surveillance infrastructure remains inconsistent and timely outbreak detection in data-poor nations becomes limited. This study investigates whether shared meteorological patterns between Caribbean countries can be leveraged to nowcast dengue activity in low-surveillance settings using climate-matched, well-surveilled nations as epidemiological proxies. Weekly and monthly dengue case data for six countries, the Dominican Republic, Jamaica, Puerto Rico, Trinidad and Tobago, Cuba, and Haiti, were extracted from the OpenDengue database for 2005–2024, and satellite-derived climate data were obtained from the NASA POWER API. Pairwise climate correlations revealed strong temperature synchrony across …
Climate, Land Use, And Lyme Disease Risk In The United States, Mohan Li
Climate, Land Use, And Lyme Disease Risk In The United States, Mohan Li
Public Health Theses
Lyme disease is the most common vector-borne bacterial infection in the United States. It remains an important public health concern due to its high disease burden, expanding geographic distribution, and complex transmission cycle. Climate change is frequently regarded as a driver of Lyme disease emergence, as many previous studies suggested. However, ongoing debate about the magnitude and mechanisms of climate effects complicates the interpretation of this relationship. This review synthesizes evidence on how climate influences Lyme disease through both direct and indirect pathways, with a focus on studies relevant to the United States and North America.Climate directly affects Lyme disease …

Effectiveness Of The Release Of Wmel Wolbachia-Infected Aedes Aegypti Mosquitoes On The Incidence Of Chikungunya In Campo Grande, Brazil, Vivienne Zhong Ying Su
Public Health Theses
Chikungunya is a mosquito-borne arboviral disease primarily transmitted by Aedes aegypti and Aedes albopictus that is rapidly emerging in new geographical settings because of climate change, viral adaptation, and globalization. Brazil has experienced the significant expansion of chikungunya over the past decade and has adopted novel vector control interventions, including Wolbachia-based population replacement, as part of its public health response. While the effectiveness of wMel Wolbachia on dengue incidence has been demonstrated across multiple settings, evidence on its effect on chikungunya risk remains limited. Large-scale releases of wMel-infected Aedes aegypti mosquitoes were implemented in the city of Campo Grande, Brazil …
Medicaid Expansion And Two Pathways To Hpv Prevention: A State-Level Analysis Of Vaccination Coverage And Cervical Cancer Screening, Yiting Yin
Public Health Theses
Human papillomavirus (HPV) vaccination and screening are the two primary strategies for preventing HPV-associated cervical cancer, yet progress toward national coverage goals remains uneven. The Affordable Care Act’s Medicaid expansion, adopted by states on a staggered timeline since 2014, is a major policy lever for reducing barriers to preventive care, but its association with HPV-related prevention has not been examined across both services in a unified framework.
This thesis uses a state-level ecological design to examine the association between Medicaid expansion status and two outcomes: (1) HPV vaccination coverage among adolescents aged 13 to 17 (NIS-Teen, 2012–2024), measured as series …

Climate Change Impacts On Hydrology In The Upper James Watershed, Imiya Mudiyanselage Chathuranika, Dalya Ismael
Engineering Technology Faculty Publications
Hydrological modeling of the Upper James Watershed (UJW), Virginia, is critical for predicting water availability, flood management, agriculture, ecosystem protection, and hydropower production under increasing climate change. The Hydrologic Engineering Center-Hydrologic Modeling System (HEC-HMS) is applied to evaluate climate change impacts on key hydrological components within the watershed. Future climate conditions were assessed for the near (NF: 2026-2050), mid (MF: 2051-2075), and far (FF: 2076-2100) periods using three Global Climate Models (GCMs) under Shared Socioeconomic Pathways SSP 2-4.5 and SSP 5-8.5. Climate data were bias-corrected using the Linear Scaling Method (LSM) and used to drive the HEC-HMS model. Results project …
Element Of Accountability: Strengthening Enforcement Of California’S Housing Element Law, Jonathan D. Bremen
Element Of Accountability: Strengthening Enforcement Of California’S Housing Element Law, Jonathan D. Bremen
Chapman Law Review
California’s housing crisis, marked by a severe shortage of affordable housing, soaring costs, and rising homelessness, has reached alarming proportions. Despite decades of efforts, the state continues to grapple with a housing market that significantly underserves low- and middle-income residents, forcing many to devote high portions of their income to housing. On paper, California’s Housing Element Law appears to be a valuable tool to address the crisis by requiring cities and counties to plan for housing needs across all economic segments. Widespread noncompliance with the law, however, has prompted both the state Attorney General and private parties to seek judicial …

Death By Discretion: Executive Power And The Arbitrary Machinery Of Federal Capital Punishment, Reem Haikal
Death By Discretion: Executive Power And The Arbitrary Machinery Of Federal Capital Punishment, Reem Haikal
Chapman Law Review
This Article argues that the federal death penalty is not merely at risk of being cruel; it is increasingly at risk of becoming arbitrary and lawless. Despite the procedural safeguards embedded in the Federal Death Penalty Act (FDPA), executive practices have reintroduced many of the same constitutional flaws that the Supreme Court identified in Furman v. Georgia. Through detailed analysis of the FDPA’s structure, this Article shows that the statute fails to meaningfully constrain the Attorney General’s charging discretion, allowing life-and-death decisions to hinge on opaque and often politicized processes. The Trump administration’s revival of federal executions, culminating in sweeping …

Choice-Based Crowdshipping For Next-Day Delivery Services: A Dynamic Task Display Problem, Alp Arslan, Firat Kilci, Shih-Fen Cheng, Archan Misra
Research Collection School Of Computing and Information Systems
This paper studies integrating the crowd workforce into next-day home delivery services. In this setting, both crowd drivers and contract drivers collaborate in making deliveries. Crowd drivers have limited capacity and can choose not to deliver if the presented tasks do not align with their preferences. The central question addressed is: How can the platform minimize the total task fulfilment cost, which includes payouts to crowd drivers and additional payouts to contract drivers for delivering the unselected tasks by customizing task displays to crowd drivers? To tackle this problem, we formulate it as a finite-horizon Stochastic Decision Problem, capturing crowd …
The Spectrum Of Limited Jurisdictions Courts: Exploring The City And Justice Courts In New York State, Alyssa Clark
The Spectrum Of Limited Jurisdictions Courts: Exploring The City And Justice Courts In New York State, Alyssa Clark
Electronic Theses & Dissertations (2024 - present)
This dissertation is an investigation of decisions and outcomes in an important but seldom studied sector of the criminal justice system, the lower tiers of criminal courts (hereinafter referred to as LJCs). The LJCs in New York State (the subject of this dissertation) vary across two dimensions. The first dimension is court characteristics, which includes integration into a statewide court system (i.e., Justice Court vs. City Court). The second dimension is geodemographic characteristics (i.e., rural, suburban, and urban demographic characteristics). Recognizing this gap in literature, this dissertation provides an exploratory examination of the LJC’s patterns of case disposition and sentencing …

Assessing Fisheries Dependence Of Coastal Communities In Managed Mangrove Forests In Latin America, Ariel Alexander Quintanilla Magana
Assessing Fisheries Dependence Of Coastal Communities In Managed Mangrove Forests In Latin America, Ariel Alexander Quintanilla Magana
Open Access Dissertations
Fisheries dependency refers to the action of a person, community, or society linking their social, cultural, and economic actions to different ecosystem services (ES) for covering their food system with essential marine species, developing a governance system to conserve these fishing areas, their local ecological knowledge, and guaranteeing food security in the coastal areas. In Latin America, most fishing activities are practiced within three nautical miles of the shoreline, estuaries, lagoons, and mangrove forest channels, using small vessels and traditional gear such as hooks, trammel nets, and gill nets. Some coastal communities have developed their subsistence and livelihood activities in …
Modeling Inundation Susceptibility, Dengue Fever Risk, And Social, Ecological, And Technological Vulnerability To Climate Change At Small Geographic Scale In Thailand, Zachary Alan Zoet
Modeling Inundation Susceptibility, Dengue Fever Risk, And Social, Ecological, And Technological Vulnerability To Climate Change At Small Geographic Scale In Thailand, Zachary Alan Zoet
Graduate Research Theses & Dissertations
The climate is changing, and the livelihoods of more than 3.3 billion people are presumed to be vulnerable to a climate altered significantly from historical norms. Despite international concerns that ramifications of climate change may affect environmental conditions in ways that could exacerbate inundation, dengue fever incidence, and social vulnerability in large areas of the planet, research focused on revealing the roots of these problems tends to cover small areas at large geographic scales. Inconsistencies in research design elements that may ramify from data classification regimen and misappropriation of variable selection, non-consensus about unit of analysis or scale, and disagreement …
How You Hold The Bomb Matters: Nuclear Posture And Counterproliferation Effectiveness, Casey A. Kruger
How You Hold The Bomb Matters: Nuclear Posture And Counterproliferation Effectiveness, Casey A. Kruger
Graduate Research Theses & Dissertations
This study examines the factors shaping state responsiveness to U.S. nuclear counterproliferation efforts by building on Posture Optimization Theory (POT) and introducing Counterproliferation Responsiveness Theory (CRT). CRT proposes that nuclear posture conditions how states respond to external counterproliferation pressure by generating distinct operational consequences, particularly differences in operational visibility, strategic autonomy, and escalation requirements. These operational characteristics shape the political and strategic costs associated with resisting coercive pressure. This study employs a comparative, theory-driven process-tracing methodology to examine the cases of India and Taiwan, drawing on declassified U.S. government documents and complementary secondary literature. Evidence tables were constructed to map …
