Poverty is a major challenge faced by human development, especially the global problem that has plagued developing countries, including China, for a long time. As rural absolute poverty population and poverty-stricken counties will achieve poverty alleviation in 2020, China's anti-poverty focus in the new era will begin to shift from targeted poverty alleviation in absolute poverty areas to high-quality development through comprehensive measures in relative poverty areas. Based on an initially constructed conceptual model of high-quality development in relative poverty areas, this article analyzed the internal and external constraints from the sustainability of individual and regional scales, and further proposed …
Trend Of Regional Integration And China's Medium And Long-Term Strategies, Chen Dong
Trend Of Regional Integration And China's Medium And Long-Term Strategies, Chen Dong
Bulletin of Chinese Academy of Sciences (Chinese Version)
Regional integration is entering a new stage, and the connotation, focus, and role have undergone important changes. This article discusses the new trends of regional integration and the medium and long-term strategies of China on the basis of analyzing the causes of repeated twists and turns in international regional integration. It is proposed that the change of the integration center and the unreasonable cost-benefit allocation mechanism have led to the ups and downs of international regional integration led by developed countries. The basic contradiction between socialized large-scale production and private ownership of means of production determines the integration cost-benefit allocation …

Bulletin of Chinese Academy of Sciences (Chinese Version)
During the period of 14th Five-Year Plan, modernization of space governance and optimization of regional economic layout are the important parts of planning and development. Since the reform and opening up, China's regional economic layout has adopted the guiding ideology of "some regions get rich first", which has rapidly driven the overall improvement of national strength, but the development gap between regions has continued to widen. The open economy and the non-state-owned economy are developing rapidly, but there are shortcomings in the security and advancement of the economic system, and the reform of the state-owned economy is still insufficient. China's …

Poverty, Gender, and Youth
The COVID-19 pandemic is evolving fast and affecting rich and poor countries; however, the social determinants of the health outcomes associated with COVID-19 have not been well characterized. While there is increasing discussion of COVID-19 disparities in the media, no systematic compilation of data exists that synthesizes what and how official reporting platforms disaggregate demographic indicators of COVID-19 testing, cases, hospitalizations, recoveries and deaths. This review will provide a comprehensive overview of what and how federal and local health officials report COVID-19 cases. Having this information nationally and subnationally can help health officials to deploy a more targeted response effort …

Planning, Participation, And Power In A Shrinking City: The Detroit Works Project, Gregory B. Markus, Amy Krings
Social Work: School of Social Work Faculty Publications and Other Works
Scholars and practitioners have argued that authentic public participation is crucial in developing strategic plans for so-called shrinking cities, not only for informing the content of the resulting plans but also for fostering public support, civic capacity, and equitable outcomes. The Detroit Works Project, launched in 2010, provided an opportunity to examine the crafting of a high-profile strategic plan for a major U.S. city challenged by decades of population loss and disinvestment. We find that the project was yet another instance of urban planning that began with an assurance that public involvement would play a central role but then failed …

Assessing Community Needs: City Of Toledo And Lucas County, Ohio, Jim Robey, Stephen Biddle, Don Edgerly, Marie Holler, Brian Pittelko, Claudette Robey, Kathleen Bolter, Tom Schorgl
Reports
At the core of issues in Lucas County and, in particular, the City of Toledo is poverty. While this does not necessarily provide an “Aha!” moment, current conditions that contribute to being economically disadvantaged in many areas of the city and county affect not only current residents but will also affect future residents—without meaningful and targeted interventions. It is beyond the scope of the Toledo Community Foundation, or any single institution for that matter, to unilaterally address the range of issues presented in this study. Remedying these issues must be accomplished through the coordination and leveraging of resources, including public, …

School of Earth & Environment Departmental Research
In the last two decades, urban planners have embraced digital technologies to complement traditional public participation processes; research on the impact of smarter digital instruments, such as immersive virtual reality (IVR), however, is scant. We recruited 40 focus group participants to explore various formats of spatial planning scenario simulations in Glassboro, NJ, USA. Our study finds that the level of participation, memory recalls of scenarios, and emotional responses to design proposals are higher with multi-sensory and multi-dimensional IVR simulations than with standard presentations such as 2D videos of 3D model simulations, coupled with verbal presentations. We also discuss the limitations …

Behavioral Response To High Temperatures In A Desert Grassland Bird: Use Of Shrubs As Thermal Refugia, Janet M. Ruth, William A. Talbot, Eric Krabbe Smith
Western North American Naturalist
Birds inhabiting hot, arid ecosystems contend with trade-offs between heat dissipation and water conservation. As temperatures increase, passerines engage in various behaviors to reduce exposure to heat, solar radiation and insolation, and reradiation of heat from the ground. These responses to rising temperatures may result in subordination of reproductive urgency or nutrient acquisition to the need for thermoregulation. During studies on Arizona Grasshopper Sparrow (Ammodramus savannarum ammolegus) life history and ecology, we noted that these sparrows abandoned territoriality and foraging behaviors under certain circumstances in favor of cooler microsites. In this paper we document the extreme temperatures to …

The United States faces a hypercompetitive geopolitical landscape in the Indo-Pacific region, arguably the most consequential theater for US national interests over the coming decades. Although the United States has created exquisite military capabilities to counter insurgencies and fight terrorists, rivals like China have developed a whole-of-government toolkit focused on expanding their span of control and freedom of action, separating the United States from its allies, and deterring US leaders from greater engagement in East Asia.
China is actively transforming its military forces, with an eye toward defeating the United States in the event of armed hostilities. The People’s Republic …

Using Audio Processing To Determine Disease Spread, Ajit Narayanan
Defensive Publications Series
During epidemics and at other times, it is important for public health officials, individuals, and other entities to make health-related decisions based on sound epidemiological statistics. Such statistics are today generated only when individuals voluntarily seek medical treatment. Diseases that are contagious but initially asymptomatic can spread rapidly through vulnerable populations with little warning. Due to the initial mildness of symptoms, individuals may not realize that they have a dangerous infection and may fail to approach medical professionals for treatment or diagnosis.
This disclosure describes techniques that can leverage sensors, networks, and consumer electronic devices to determine a fine-grained estimate …
