Alternative Project Delivery Methods (APDMs) are increasingly being recognized as effective alternatives to the traditional Design-Bid-Build (DBB) approach for transportation projects. As APDMs gain traction among California’s transportation agencies, understanding the legislative frameworks that enable their use and the characteristics of each method is critical. This study benchmarks the existing use of APDMs in California transportation agencies of varying types and sizes, while considering the characteristics (advantages and barriers/challenges to implementation) of each APDM and the authorizations enabling its implementation. Counter-Urbanization In China: A Systematic Review Toward A Comprehensive Typology, Chengxue Yang, Qian Forrest Zhang

Drawing on a systematic review of both international and Chinese-language scholarship on counter-urbanization in China, this article proposes a comprehensive typology of counter-urbanization migrations—consisting of eight types of new migrants—based on the diverse motivations driving such migration. We build a bilingual corpus of 273 research papers published between the 1970s and 2025. Integrating bibliometric mapping and qualitative synthesis, we conduct a systematic review to trace the temporal evolution and thematic diversification of counter-urbanization research. Lily Kong argues that while force remains essential to deter aggression and manage worst-case scenarios, military strength may prevent defeat, but it rarely produces legitimacy. When hard power dominates the strategic imagination, volatility rises and markets suffer. Soft power – the ability to influence countries through persuasion, attraction and legitimacy – has become a strategic asset, she writes. This paper considers how atmospheres can play a powerful role in troubling the management of nature in the multispecies city. It brings the cyclical nature of atmospheric effects, the affective values and il/logics that determine human responses to non-human threats, and the misguided and potentially deleterious health outcomes that ensue into one analytical frame. As computing power becomes central to geopolitical rivalry, cloud infrastructure is increasingly framed as critical to national security, economic resilience and technological sovereignty. Current debates often focus on global competition – especially between the U.S. and China – highlighting strategic investments, export controls and infrastructure diplomacy abroad. Yet far less attention has been paid to the domestic territorial transformations that make such geopolitical projection possible. Medicare and Medicaid are separate programs that together cover 13 million low-income older adults and people with disabilities, known as dual-eligible individuals. Concern about a lack of coordination across Medicare and Medicaid has prompted the development of Integrated Care Programs (ICPs). Although the primary goal of ICPs is to coordinate financing and care across Medicare and Medicaid, ICPs may also influence whether low-income individuals obtain or keep Medicaid. We evaluated whether the rollout of Medicare-Medicaid Plans (MMPs)-one of the largest ICPs-was associated with changes in Medicaid take-up and retention among Medicare beneficiaries residing in high-poverty zip codes. This paper introduces humanitarian hospitality as a conceptual framework for understanding relational ethics and care practices in crisis-affected tourism. While volunteer tourism, disaster recovery travel, and solidarity-based travel bring individuals into crisis-affected destinations, the hospitality that unfolds in these non-commercial encounters remains under-theorised. Drawing on philosophical perspectives and exploratory qualitative insights from 145 Red Cross and Red Crescent volunteers and aid workers, the study examines how emotional labour, ethical care, and informal hosting are enacted in contexts of conflict and displacement. Background: Finger cellulitis, felon, and paronychia may be treated nonoperatively if diagnosed in a timely manner. Delayed or improper treatment may result in progression to more serious conditions, which necessitate intervention by a hand surgeon. This investigation sought to evaluate national demographics and treatment patterns in finger infections.

Materials and methods: The PearlDiver Mariner database, an insurance claims database with 151 million unique patients within the United States, was used to identify patients with finger cellulitis, felon, and paronychia from 2010 to 2015. Extraction of lithium, a key ingredient for renewable energy transitions, is a land- and water-intensive process. In this study, we use qualitative, place-based research to explore socio-environmental imaginaries surrounding a landscape on the verge of change due to lithium mining. We examine the ways that different actors are wrestling with the costs, benefits, and uncertainties of potential open-pit lithium mining in Oregon’s section of the McDermitt Caldera. Background: Over 90% of US children with cancer are treated at Children's Oncology Group (COG) centers, which seek to maximize enrollment in therapeutic and biobanking studies. Rare cancers have demonstrated lower than expected COG enrollment. We evaluated trends in COG rare cancer enrollment compared to US incidence from Surveillance, Epidemiology, and End Results (SEER) registries, examining the impact of COG therapeutic trials and Project:EveryChild, a cancer biobank/registry.

Procedure: COG and SEER data from 2002 to 2020 were queried for US patients younger than 18 years old with adrenocortical carcinoma (ACC), nasopharyngeal carcinoma (NPC), retinoblastoma (RB), thyroid carcinoma, and melanoma. We …

The history of titration dates back to Archimedes who established that an object submerged in a liquid displaces an amount of liquid whose weight is equal to the buoyant force acting on the object. Since then, many scientists and engineers have tried to optimize his approach or devise new instruments for titration purposes. Omar Khayyam (1048–1123), in addition to designing a hydro-static balance, developed mathematical approaches for titration of binary alloys, that is, alloys made up of only two elements. What About Berber Studies? Archival Materials Around Saïd Cid Kaoui’S Dictionaries, Ouahmi Ould-Braham

Based on archival documents, this article sheds light on a key moment in the history of Berber studies through the career of the Berberist Saïd Cid Kaoui (1859–1910) and the making of his bilingual dictionaries (Tamâheq/Tuareg and Berber varieties of Morocco). It reconstructs the scholarly and institutional context (orientalism, military and university settings, the École supérieure des lettres d’Alger), the publication process, and exchanges with expert reviewers at the Ministry. The analysis highlights issues of terminology, transcription, and standardization, and shows how these lexicographic tools helped structure and disseminate research on Berber varieties.

This study examines how student–faculty partnerships are experienced within undergraduate mathematics coursework at a majority Hispanic Serving Institution (HSI). Drawing on the Student as Partners (SaP) theoretical framework and using an interpretive phenomenological research design, we examined the lived experiences of student and faculty partners who participated in a series of professional development sessions on student-faculty partnerships and equitable teaching and learning practices in mathematics courses. This thesis examines the emergency humanitarian response at Sallum camp at the Egyptian border upon the Lybian crisis between 2011 and 2014. By positioning the lived experiences and perspectives of humanitarian aid workers at the center, this research argues that the camp constituted a distinct and dynamic space shaped by shifting geopolitical conditions, state sovereignty concerns, and bureaucratic ambiguity. Drawing on qualitative interviews with frontline humanitarian aid workers who operated and lived in the camp over extended periods, the study explores how humanitarian interventions were negotiated, adapted, and implemented within a highly constrained environment.

Urban flooding has become a critical environmental challenge under global climate change and rapid urbanization. This study develops a multi-indicator hazard mechanism framework for flood hazard assessment in Rizhao, a coastal city in China, by integrating three fundamental hydrological processes: runoff generation, flow convergence, and drainage. Based on geospatial data—including DEM, road networks, land cover, and soil characteristics—six key indicators were evaluated using the TOPSIS method: runoff curve number, impervious surface percentage, topographic wetness index, time of concentration, pipeline density, and distance to rivers. Drought poses a severe threat to grassland biodiversity and ecosystem function. However, quantitative frameworks that capture the interactive effects of drought intensity and duration on productivity remain scarce, limiting impact assessment accuracy. To bridge this gap, we developed and validated a novel hybrid modeling framework to quantify drought impacts on net primary productivity (NPP) across Inner Mongolia’s major grasslands (1961–2012). Drought was characterized using the Standardized Precipitation Index (SPI), and ecosystem productivity was simulated with the Biome-BGC model. Global plateau regions face intensifying anthropogenic activities, yet sustainability efforts are frequently constrained by uncertainties in stress assessment and mismatches between governance scales and environmental processes. To address this gap, we developed an integrated multi-source framework to assess anthropogenic stress, overcoming the limitations of traditional single-factor approaches. Empirical evidence from the Tibet Plateau indicates that although overall stress levels remain low, high-intensity stress exhibits notable clustering. This spatial heterogeneity is identified as the fundamental driver of governance scale mismatches. This study aims to analyze the determinants of poverty vulnerability in South Sulawesi by integrating spatial dimensions into risk estimation models. Using micro-data from the March 2024 National Socio-Economic Survey (Susenas) with individuals as the unit of analysis, this study applies the Vulnerability as Expected Poverty (VEP) and Local Indicator of Spatial Association (LISA) methods, estimated through an integrated logistic regression model. Empirical results indicate that while the average vulnerability is relatively low, risk distribution is highly concentrated in specific regional clusters. Atrocities such as genocide and war crimes persist not despite international law, but within its very structure. Although international law is designed to protect humanity, it repeatedly fails to do so due to its inability to enforce its most fundamental norms. In the absence of enforcement, the law exists—but merely stands still. On Being Brought From Gambia Or Ghana To Colonial Boston: Teaching Phillis Wheatley And Place, D. Quentin Miller

ABO: Interactive Journal for Women in the Arts, 1640–1830

In this pedagogical article, I describe my classroom practice in which the context of place becomes supremely important when introducing Wheatley’s work to students. With the help of experiential learning in the form of a walking tour of Wheatley's Boston and some maps, I call attention to spatiality as a crucial context for framing the poet’s most persistent concerns. The article contains images that can be useful to instructors who do not have the benefit of teaching Wheatley in Boston.
