On July 15, 2022, the New York City Districting Commission released a preliminary plan for council districts after holding meetings since March 29, and public hearings since May 26. Presently, the Districting Commission has drawn 29 majority districts and 22 plurality districts. Of the 51 districts preliminarily drawn, non-Hispanic whites represent a majority in 11 districts and the single largest population group (i.e., plurality) in another nine districts. Hispanics represented the majority population in 10 districts and the plurality in five more. Blacks are the majority in six preliminary districts and the plurality in five other districts. Asians are the …

Impact Of Extreme Heatwaves On Population Exposure In China Due To Additional Warming, Leibin Wang, Robert V. Rohli, Qigen Lin, Shaofei Jin, Xiaodong Yan
Faculty Publications
Extreme heatwaves are among the most important climate-related disasters affecting public health. Assessing heatwave-related population exposures under different warming scenarios is critical for climate change adaptation. Here, the Coupled Model Intercomparison Project phase 6 (CMIP6) multi-model ensemble output results are applied over several warming periods in the Intergovernmental Panel on Climate Change AR6 report, to estimate China’s future heatwave population exposure under 1.5 °C and 2.0 °C warming scenarios. Our results show a significant increase in projected future annual heatwave days (HD) under both scenarios. With an additional temperature increase of 0.5 °C to 2.0 °C of warming, by mid-century …
Broken Effects? How To Reduce False Positives In Panel Regressions, Xina Li, Phebo D. Wibbens
Broken Effects? How To Reduce False Positives In Panel Regressions, Xina Li, Phebo D. Wibbens
Research Collection Lee Kong Chian School Of Business
Many published papers in the management field have used statistical methods that, according to the latest insights in econometrics, can lead to elevated rates of false positives: results that appear “significant, ” whereas they are not. The question is how problematic these less robust econometric analyses are in practice for management research. This paper presents simulations and an empirical replication to investigate two widespread but now largely discredited practices in panel data analysis: nonclustered standard errors and random effects (RE). The simulations indicate that these two practices can lead to strongly elevated rates of false positives in typical empirical settings …

Charging Drivers By The Gallon Vs. The Mile: An Equity Analysis By Geography And Income In California, Samuel Speroni, Asha Weinstein Agrawal, Michael Manville, Brian D. Taylor
Mineta Transportation Institute
This study used data from the 2017 National Household Travel Survey California Add-On sample to explore how replacing the current state vehicle fuel tax with a flat-per-mile-rate road-user charge (RUC) would affect costs for different kinds of households. We first estimated how household vehicle fuel efficiency, mileage, and fuel tax expenditures vary by geography (rural vs. urban) and by income. These findings were then used to estimate how much different types of households pay in the current per-gallon state fuel tax, what they would pay if the state were to replace fuel taxes with a flat-rate road-usage charge (RUC) that …

Community Transportation Academy: Course Curriculum And Implementation Handbook, Nathan Mcneil, Keith Bartholomew
TREC Final Reports
A Community Transportation Academy (CTA) is a course that harnesses the knowledge, technical expertise and passions of practicing transportation professionals in a city to immerse a cohort of interested and dedicated community members in transportation issues over a two to three month curriculum.
The CTA curriculum was developed by drawing from the Portland Traffic and Transportation (PTT or Portland CTA) course, along with the Wasatch Transportation Academy (WTA or Wasatch CTA, which was inspired by the Portland course). Planning academy courses in cities around the country are also good models to look to for how to structure and operate such …
How Neighborhood Characteristics Influence Neighborhood Crimes: A Bayesian Hierarchical Spatial Analysis, Danlin Yu, Chuanglin Fang
How Neighborhood Characteristics Influence Neighborhood Crimes: A Bayesian Hierarchical Spatial Analysis, Danlin Yu, Chuanglin Fang
Department of Earth and Environmental Studies Faculty Scholarship and Creative Works
Urban crimes are a severe threat to livable and sustainable urban environments. Many studies have investigated the patterns, causes, and strategies for curbing the occurrence of urban crimes. It is found that neighborhood socioeconomic status, physical environment, and ethnic composition all might play a role in the occurrence of urban crimes. Inspired by the recent interest in exploring urban crime patterns with spatial data analysis techniques and the development of Bayesian hierarchical analytical approaches, we attempt to explore the inherently intricate relationships between urban assaultive violent crimes and the neighborhood socioeconomic status, physical environment, and ethnic composition in Paterson, NJ, …

This paper explores how Christian practices of prayer are being reconfigured through digital media in Singapore. Although digital technologies are an area of burgeoning interest amongst social and cultural geographers, the ways in which these technologies reconfigure the space-times of religious praxis and engender new affective relations or subjectivities of religion have not yet been embraced. This paper fills the lacuna by bringing existing studies on religion, technology and affect into constructive conversation with each other. By elaborating on digital prayer as an affective assemblage of religious practice, we show how digital technologies blur institutional boundaries and create new affordances …

Airborne Snowsar Data At X And Ku Bands Over Boreal Forest, Alpine And Tundra Snow Cover, Hans-Peter Marshall
Geosciences Faculty Publications and Presentations
The European Space Agency SnowSAR instrument is a side-looking, dual-polarised (VV/VH), X/Ku band synthetic aperture radar (SAR), operable from various sizes of aircraft. Between 2010 and 2013, the instrument was deployed at several sites in Northern Finland, Austrian Alps and northern Canada. The purpose of the airborne campaigns was to measure the backscattering properties of snow-covered terrain to support the development of snow water equivalent retrieval techniques using SAR. SnowSAR was deployed in Sodankylä, Northern Finland, for a single flight mission in March 2011 and 12 missions at two sites (tundra and boreal forest) in the winter of 2011–2012. Over …

Recognizing the continued human domination of landscapes across the globe, social-ecological systems (SES) research has proliferated, necessitating interdisciplinary collaborations. Although interdisciplinary research started gaining traction in academic settings close to 50 years ago, formal frameworks for SES research did not develop until the late 1990s. The first National Science Foundation (NSF) funding mechanism specifically for interdisciplinary SES research began in 2001 and the SES-specific Coupled Natural Human (CNH) Systems program began in 2007. We used data on funded NSF projects from 2000 to 2015 to examine how SES research was funded, where the research is published, and the scholarly impact …
Delineating Flood Zones Upon Employing Synthetic Aperture Data For The 2020 Flood In Bangladesh, Saleh Ahmed
Delineating Flood Zones Upon Employing Synthetic Aperture Data For The 2020 Flood In Bangladesh, Saleh Ahmed
Environmental Studies Program Faculty Publications and Presentations
Delineating a flood map is critical to perceive the potential risks of the event at diverse communities living both in urban and rural settings in Bangladesh. A timely generated flood map can help determine the losses of properties, calculate payment options from insurances, and set up mitigation measures when required. Application of satellite remote sensing (RS) and geographic information systems (GIS) are common these days to determine inundated areas, and to calculate possible losses of economies at scale. However, challenges remain while considering the available options for collecting satellite imageries obtained during the monsoon season with more than 70% cloud …

Land Value Capture In The United States: Funding Infrastructure And Local Government Services (2022), Gerald Korngold
Land Value Capture In The United States: Funding Infrastructure And Local Government Services (2022), Gerald Korngold
Books
Land value capture (LVC) is based on a simple core premise: public action should generate public benefit. As challenges mount from rapid urbanization, deteriorating infrastructure, climate change, and more, this funding source has never been more important to the future of municipalities. LVC tools include special assessments, exactions, impact fees, linkage fees, incentive zoning, transferable development rights with contributions, and upzoning with contributions. To date, American law has permitted LVC tools, subject to some limitations. As a result, land value capture is a viable and potentially important method for funding much-needed public infrastructure, improvements, and programs. Policy makers should seriously …
Cultural Resources, Conquest, And Courts: How State Court Approaches To Statutory Interpretation Diminish Indigenous Cultural Resources Protections In California, Hawai‘I, And Washington, Lauren Ashley Week
Michigan Journal of Environmental & Administrative Law
Critical Race Theory identifies two of the United States’ original sins: slavery and conquest; yet, while the former is well known, the latter is simultaneously obvious and unknown, creating a disconnect between the history of violent conquest to the disparities that continue to afflict indigenous communities today. This lack of understanding and acknowledgement also permeates the federal courts—an issue extensively documented by Critical Race Theory and federal Indian law academics. Yet, limited scholarship has interrogated if and how state judicial systems may parallel the failures of federal benches. This Note examines the “hidden,” yet enduring impact of conquest by applying …
Holy Impairment: The Body As The Nexus Of Apocalyptic Ekphrasis In Acts 2:1–13, Meghan Henning
Holy Impairment: The Body As The Nexus Of Apocalyptic Ekphrasis In Acts 2:1–13, Meghan Henning
Theology and Religious Studies Faculty Publications
This article reads Acts 2:1–13 as an example of apocalyptic ekphrasis, bringing together disparate imagery for rhetorical effect. In particular, the Septuagint imagery of theophany is combined with the imagery of divine healing that was associated with the god Asclepius. I explore the imagery of the divided tongue that rests on bodies and transforms them, an element of Acts 2:3 that many interpreters have given up trying to explain. The visual association of snakes and healing was prevalent not only at the shrines devoted to Asclepius but broadly in a variety of contexts outside the shrines. This complex of imagery …

Developing And Validating A Scale Of Tourism Gentrification In Rural Areas, Chaohui Wang, Yumei Xu, Tingting Zhang
Developing And Validating A Scale Of Tourism Gentrification In Rural Areas, Chaohui Wang, Yumei Xu, Tingting Zhang
Faculty Scholarship and Creative Works
In recent years, tourism gentrification has made great progress in rural areas and has had significant impacts on these areas' development, specifically in the domains of the economy, living standards, community, culture, and environment. Tourists play a key role in developing tourism gentrification in rural areas, but research investigating tourism gentrification in rural areas from the tourist perspective is scarce. To fill this gap, we focus on tourism gentrification and develop a measurement scale from the tourist perspective through multiple qualitative and quantitative steps. Our findings confirm that tourism gentrification in rural areas from the tourist perspective comprises eight dimensions: …
Nutrient Dynamics And Ecosystem Development Of Urban Forests, Gisselle A. Mejía
Nutrient Dynamics And Ecosystem Development Of Urban Forests, Gisselle A. Mejía
Dissertations, Theses, and Capstone Projects
Urban growth and expansion are a major component of global environmental change, with impacts on climate, air and water quality, biodiversity, and human well-being. Forests embedded in urban landscapes are critical in mitigating these impacts at local, regional, and continental scales. However, assessing urban forests is difficult because cities are heterogenous in physical, chemical, biological, and social dimensions. This heterogeneity has constrained how urban forests are defined, and therefore, how they are studied. The objective of this dissertation is to determine how these biophysical and social factors drive ecological processes in urban forests and will address three outstanding challenges in …

Consciousness, Culture, And Comradeship: Narratives Of South African Exile And Anti-Apartheid Activism In West Berlin, Claudia R. Crowie
Dissertations, Theses, and Capstone Projects
Exile is still an emotionally and politically charged topic and experience in South African history. It evokes emotional and contrasting responses in relation to its role in the struggle for liberation of the Black majority, and reveals tensions along organizational lines in relation to the contributions, influences, and outcomes of the ANC, PAC and the BCM. In this dissertation, I focus on a small group of exiles of various political persuasions in the 1980s, who arrived in West Berlin as exiles in the late 1970s and 1980s, most remaining until the ANC came to power in the first democratic election …

At the southernmost tip of Texas, the University of Texas Rio Grande Valley (UTRGV) opened its doors on August 31, 2015 as a ‘bilingual, bicultural, and biliterate’ campus—the only one of its kind and at a scale never before attempted in the United States. This is a categorical achievement in the near 200 year-long quest for the educational advancement of Latinxs in Texas—a state historically structured by white supremacist ideologies, violent economic and political disenfranchisement, as well as a racially segregated education system designed to maintain exploitative labor practices (Montejano 1987; González 1990, 2013, 1999; Blanton 2004). This constitutes the …

Voice, Arabness, And The Vocal Talent Competition Arab Idol, Insia Malik
Dissertations, Theses, and Capstone Projects
One of the most popular entertainment programs on Arabic television in the 2010s through to its most recent season in 2017, Arab Idol (Mahbub al-‘Arab) was an offshoot of the Idols television franchise that launched globally in the early 2000s. This dissertation is a study of how Arabness was voiced quite literally on Arab Idol, through rhetoric and production—but primarily through the music. A show in which an Arabness is implicit in the nomenclature, Arab Idol catered to an Arab audience and thereby featured music that might speak to this audience. What distinguished the offshoot from its …

Rising temperatures and ocean acidification due to anthropogenic climate change pose ominous threats to coral reef ecosystems in the Gulf of Mexico (GoM) and the western Caribbean Sea. Unfortunately, the once structurally complex coral reefs in the GoM and Caribbean have dramatically declined since the 1970s; relatively few coral reefs still exhibit a mean live coral cover of >10%. Additional work is needed to characterize future climate stressors on coral reefs in the GoM and the Caribbean Sea. Here, we use climate model simulations spanning the period of 2015–2100 to partition and assess the individual impacts of climate stressors on …
