The Failed Federalism Of Affordable Housing: Why States Don't Use Housing Vouchers, Noah M. Kazis Nov 2022

The Failed Federalism Of Affordable Housing: Why States Don't Use Housing Vouchers, Noah M. Kazis

Michigan Law Review

This Article uncovers a critical disjuncture in our system of providing affordable rental housing. At the federal level, the oldest, fiercest debate in low-income housing policy is between project-based and tenant-based subsidies: should the government help build new affordable housing projects or help renters afford homes on the private market? But at the state and local levels, it is as if this debate never took place.

The federal government (following most experts) employs both strategies, embracing tenant-based assistance as more cost-effective and offering tenants greater choice and mobility. But this Article shows that state and local housing voucher programs are …

Characterizing Legal Implications For The Use Of Transboundary Aquifers, Gabriel Eckstein Nov 2022

Characterizing Legal Implications For The Use Of Transboundary Aquifers, Gabriel Eckstein

Faculty Scholarship

Groundwater resources that traverse political boundaries are becoming increasingly important sources of freshwater in international and intranational arenas worldwide. This is a direct extension of the growing need for new sources of freshwater, as well as the impact that excessive extraction, pollution, climate change, and other anthropogenic activities have had on surface waters. It is also a function of the growing realization that groundwater respects no political boundaries, and that aquifers traverse jurisdictional lines at all levels of political geography.

Due to this growing awareness, questions pertaining to responsibility and liability are now being raised in relation to the use, …

Do Not Put All Your Eggs In One Basket: Social Perspectives On Desalination And Water Recycling In Israel, Gretchen Sneegas, Lucas Seghezzo, Christian Brannstrom, Wendy Jepson, Gabriel Eckstein Nov 2022

Do Not Put All Your Eggs In One Basket: Social Perspectives On Desalination And Water Recycling In Israel, Gretchen Sneegas, Lucas Seghezzo, Christian Brannstrom, Wendy Jepson, Gabriel Eckstein

Faculty Scholarship

Israel has set ambitious goals in terms of the widespread adoption of desalination and water recycling technologies. Policymakers in Israel consider these technologies as the key to improve urban water security but knowledge of stakeholder views on this policy approach is not well established. We deployed the Q-methodology, a qualitative–quantitative approach, to empirically determine social perspectives on desalination and water recycling across a wide range of stakeholders in the Israeli water sector. We identified the following four distinctive social perspectives: (1) desalination should be the option of last resort; (2) desalination is moving us to an infinite resource; (3) equating …

Vlstereoset: A Study Of Stereotypical Bias In Pre-Trained Vision-Language Models, Kankan Zhou, Yibin Lai, Jing Jiang Nov 2022

Vlstereoset: A Study Of Stereotypical Bias In Pre-Trained Vision-Language Models, Kankan Zhou, Yibin Lai, Jing Jiang

Research Collection School Of Computing and Information Systems

In this paper we study how to measure stereotypical bias in pre-trained vision-language models. We leverage a recently released text-only dataset, StereoSet, which covers a wide range of stereotypical bias, and extend it into a vision-language probing dataset called VLStereoSet to measure stereotypical bias in vision-language models. We analyze the differences between text and image and propose a probing task that detects bias by evaluating a model’s tendency to pick stereotypical statements as captions for anti-stereotypical images. We further define several metrics to measure both a vision-language model’s overall stereotypical bias and its intra-modal and inter-modal bias. Experiments on six …

Metrics And Mapping Of Equity And Coastal Resilience, Wie Yusuf Nov 2022

Metrics And Mapping Of Equity And Coastal Resilience, Wie Yusuf

School of Public Service Faculty Publications

Summary: Grant applications are increasingly scored using equity, justice, or vulnerability indices that rely on national or aggregate data. However, data at the national level may not translate to the needs of a community. There is a need for metrics that can be applied locally and validly capture the local conditions. Scale is a fundamental consideration as national metrics do not translate to the state level as actionable or transferable, nor do state-level metrics apply consistently to local levels. Of primary concern are logical consistency (e.g., the blurring of metrics when an underserved population may be diluted in representation by …

Automatic Concrete Sidewalk Deficiency Detection And Mapping With Deep Learning, Yuhan Jiang, Sisi Han, Dapeng Li, Yong Bai, Mingzhu Wang

Civil and Environmental Engineering Faculty Research and Publications

Vertical displacement is a common concrete slab sidewalk deficiency, which may cause trip hazards and reduce wheelchair accessibility. This paper presents an automatic approach for trip hazard detection and mapping based on deep learning. A low-cost mobile LiDAR scanner was used to obtain full-width as-is conditions of sidewalks, after which a method was developed to convert the scanned 3D point clouds into 2D RGB orthoimages and elevation images. Then, a deep learning-based model was developed for pixelwise segmentation of concrete slab joints. Algorithms were developed to extract different types of joints of straight and curved sidewalks from the segmented images. …

Snapshots Of Coastal Ecology During Glacial And Deglacial Intervals: A Multiproxy Assessment Of Northern Gulf Of Mexico Sediment Cores, Kendall Emilie Brome

LSU Master's Theses

Terrestrial ecosystems along exposed continental shelves during times of relatively low sea level and glaciation are rarely preserved due to the mechanically erosive nature of marine transgression and regression. In this study, I investigate the geochemical and palynological characteristics of two well-preserved sites in the northern Gulf of Mexico (NGOM) to determine the ecologic settings and subsequent mechanisms of preservation in this region. Both sites contain preserved terrigenous sediments of previously exposed coastal margins; the first is located at the Alabama Underwater Forest (~13 km south of Gulf Shores, AL, at ~15 mbsl), and optically stimulated luminescence dates to 72–56 …

Hurricane Harvey in 2017 marked an important transition where many disaster victims used social media rather than the overloaded 911 system to seek rescue. This article presents a machine-learning-based detector of rescue requests from Harvey-related Twitter messages, which differentiates itself from existing ones by accounting for the potential impacts of ZIP codes on both the preparation of training samples and the performance of different machine learning models. We investigate how the outcomes of our ZIP code filtering differ from those of a recent, comparable study in terms of generating training data for machine learning models. Following this, experiments are conducted …

Migration, The Quality Of Life, And Economic Opportunities In The U.S. Revisited: Impacts Of Round-Trip Work Commute Time And Rent Or Single-Family Housing Prices, Richard J. Cebula Nov 2022

Migration, The Quality Of Life, And Economic Opportunities In The U.S. Revisited: Impacts Of Round-Trip Work Commute Time And Rent Or Single-Family Housing Prices, Richard J. Cebula

American Business Review

Given the importance to businesses of having a better understanding of factors that influence migration, this study argues that there are two dimensions of the quality of life and economic opportunities that have largely been ignored in previously published studies of migration patterns in the U.S.: the impacts of (1) the costs of commuting between one’s residence and one’s place of employment and (2) apartment rent-levels and single-family housing price levels. It is hypothesized here that the greater the commute time between one’s prospective place of residence and one’s prospective place of employment, the greater the costs associated with in-migration …

While Waiting For Rain: Community, Economy, And Law In A Time Of Change, John Henry Schlegel

Books

What might a sensible community choose to do if its economy has fallen apart and becoming a ghost town is not an acceptable option? Unfortunately, answers to this question have long been measured against an implicit standard: the postwar economy of the 1950s. After showing why that economy provides an implausible standard—made possible by the lack of economic competition from the European and Asian countries, winners or losers, touched by the war—John Henry Schlegel attempts to answer the question of what to do.

While Waiting for Rain first examines the economic history of the United States as well as that …

Politically Speaking: Ethnic Language And Audience Opinion In Southeast Asia, Jacob I. Ricks Nov 2022

Politically Speaking: Ethnic Language And Audience Opinion In Southeast Asia, Jacob I. Ricks

Research Collection School of Social Sciences

Language is one of the quintessential markers of ethnicity. It allows co-ethnics to easily identify one another and underscores in-group and out-group boundaries. Recognizing this, politicians frequently employ ethnic tongues to enhance their political appeal. To what extent does this shape the opinions of their audiences? Utilizing a survey experiment, I test the impact of an ethnic tongue against that of the common political language among the Javanese in Indonesia, the Tagalog in the Philippines, and the Isan people in Thailand. The experiment demonstrates that the ethnic language has a significant impact in both Thailand and Indonesia, but there appears …

A Comprehensive Evaluation Of Satellite-Based Precipitation Products And Their Performance In Arid And Temperate Climates, Mohammed Tarig Mahmoud Nov 2022

A Comprehensive Evaluation Of Satellite-Based Precipitation Products And Their Performance In Arid And Temperate Climates, Mohammed Tarig Mahmoud

Dissertations

Accurate and continuous precipitation monitoring is critical to enable effective water resources management; the challenge arises from the spatial and temporal variability of precipitation. The recently launched Global Precipitation Measurement (GPM) satellite has the capability to detect and measure all types of precipitation using advanced instruments. Being at its early stages of development, the products of the GPM IMERG (early, late, and final-run-products) need to be validated using multiple spatial and temporal assessment techniques. Several studies have emerged over the past few years evaluating GPM IMERG results over areas of limited size. These areas were set by hydrologic interest (e.g., …

The Romantic Author As Compelled Speaker, Sonya G. Bonneau Nov 2022

The Romantic Author As Compelled Speaker, Sonya G. Bonneau

Georgetown Law Faculty Publications and Other Works

The romantic author trope has been extensively criticized in the copyright context, yet it threatens to emerge as a new pillar of First Amendment compelled speech jurisprudence. Justice Thomas’s concurring opinion in Masterpiece Cakeshop v. Colorado Civil Rights Commission exemplifies the trope’s rhetorical power, and the costs of that approach. Casting the baker as an artist, Justice Thomas finds that creating custom wedding cakes was speech, and that applying a public accommodations law to require service to a same-sex couple triggered strict scrutiny review. This is an extraordinary result. Although the Court never adjudicated the compelled speech claim, it will …

Period, Break, Form, David Sergeant

School of Law, Humanities and Social Sciences

This essay examines the relationship between novelistic form and a historical moment shaped by new technologies in Dave Eggers's The Circle (2013) and Kim Stanley Robinson's Red Moon (2018). In both, the novel form is itself positioned as a major counterforce against the malignant powers that are attempting to form the age. Also in both, new technologies are understood not as primary or independent shaping forces but as enabling components of a larger political and economic form, a variant of capitalism. However, the crucial difference between the two novels is in how they periodize this capitalism, an act that is …

Microfibers: Environmental Problems And Textile Solutions, Js Weis, Francesca De Falco Nov 2022

Microfibers: Environmental Problems And Textile Solutions, Js Weis, Francesca De Falco

School of Geography, Earth and Environmental Sciences

Microplastics have become a topic of considerable concern and intensive study over the past decade. They have been found everywhere in the oceans, including the deepest trenches and remotest parts of the Arctic. They are ingested by many animals and some are incorporated into tissues. There is considerable effort in studying what effects they have on marine life. It has become clear that when water samples are collected in ways that prevent most long thin particles from escaping through pores of a net, the most abundant type of microplastics found in water and sediments are microfibers (fibers with dimensions less …
