Extreme heat, also known as a “heatwave,” is by far the leading weather-related cause of death in the United States.1 In 2023, extreme heat took 2,300 lives—more than all the deaths attributed to hurricanes, earthquakes, tornadoes, droughts, wildfires, winter storms, and floods combined. Harms from extreme heat, which are especially severe in disadvantaged communities, will only increase as the climate continues to break down. Despite these facts, in more than 70 years of comprehensive disaster response, no president has ever declared a “major disaster” based on extreme heat, nor has the Federal Emergency Management Agency (FEMA) ever recommended he do …

Youth-led advocacy has been at the forefront of the protection of the right to a healthy environment in the face of a triple planetary crisis: loss of biodiversity, environmental degradation, and climate change. Globally, youth have called upon international bodies to provide guidance as to how States and private actors can be held accountable for human right violations. They have demanded that States protect not merely the human rights of present generations, but those of future generations. The Anthropocene is marked by constant climate-related disasters and defined by the urgent need to foster and implement adaptations to future climate impacts that reduce disaster risk. The intensity, frequency, and severity of extreme weather events continue to rise even as nations and corporations alike miss their emissions targets, all promising a hotter, wetter, and more extreme future. A number of federal agencies, including the Federal Emergency Management Agency (FEMA), have, at times, sought to adapt their own famously fragmented responses to these changing circumstances. A Town Of Their Own Making: Garrett Grove And Other Arkansas Freedom Settlements, Donna Shelton

This study is an examination of Black power movements through townbuilding in post-emancipation Arkansas delving into the perspectives of African American farmer-owners, business operators, educators, and community leaders who survived on the other side of slavery. Despite failed promises from so-called allies, or perhaps because of them and other societal betrayals, freedpeople carved out a place in the American landscape to establish All-Black communities and towns popularly known as “Black Towns” or “Freedmen Towns.” In contrast to most studies of Black towns, this study is situated in the South, specifically in Arkansas, to examine the more than three dozen freedom …

Who Wouldn't Get The Joke?: Vile Sovereignty, Vanishing Mediators, And Trump, Simon Orpana, Evan Mauro

This article considers Trump as an example of "vile sovereignty," a concept Michel Foucault put forward in the mid 1970s to describe "the exercise of power through the explicit disqualification of the person who wields it" (2003b: 35)—a "childish discourse" that disqualifies the speaker at the very moment that they are being appealed to as a figure of authority (36). We argue that this concept helps illuminate contemporary US politics, where Trump's carnivalesque flaunting of political decorum and morality paradoxically seem to buttress the power of his Republican Party. Mired in inconsistency, contradiction, and scandal, Donald J. Trump's presidency appears to be anything but normal. This has prompted a great deal of searching among social scientists and journalists to understand what exactly is behind Trump's erratic governing style. These narratives center the new normal of American presidential politics on the extreme form of Trump's narcissistic behavior and his flagrant commitment to ethno-nationalist, authoritarian, and neoliberal practices. However, because these narratives rely on traditional political strategies and theories, they do not fully capture the most novel aspects of the Trump mode of governance. Critical infrastructure (CI) systems such as power, water, communications, and emergency services are increasingly exposed to compound risks in which natural disasters and cyber incidents interact and amplify one another. Traditional risk assessments often isolate physical and digital threats, overlooking the cascading dependencies that emerge when operational stress, emergency reconfiguration, and adversarial exploitation coincide. This study conducts a 2019–2025 scoping review and introduces a Geographic Information System (GIS) driven six-stage disaster cyber compounding framework that characterizes, maps, and operationalizes compound risk across interdependent CI sectors. For decades, constitutional doctrine has recognized that children possess enforceable constitutional rights and that their developmental, physical, and social differences from adults are important considerations in constitutional analysis. Courts may not impute adult capacities, privileges, or political agency to children when determining whether their rights may be vindicated, leaving them no democratic mechanism to alleviate their injuries.
The district court’s dismissal of the youth plaintiffs’ claims rests on precisely that error. Although the court recognized that the children alleged concrete, severe, and escalating harms caused by the challenged executive actions, it concluded that relief must come from the political branches …

“Fairy-Tale Beginnings Are Often Pretty Bad.” Filling The Gaps Of The Adoption Experience With Narrative Inquiry, Christina B. Gunther, Michelle A. Cole, Robin L. Danzak
The Qualitative Report
This study utilized narrative inquiry to delve into some of the less-celebrated experiences of adoptees and their families. Drawing on focus group data from 17 adult participants with various connections to adoption, we co-constructed three composite narratives centering on darker aspects of the adoption experience: adoptees’ sense of loss, adoption as a secret or taboo, and the challenging implications of interracial adoption. By weaving together participants' authentic voices, the study provides rich insights into the multifaceted experiences of those touched by adoption. The narratives reveal complex emotional journeys of adoptees, including feelings of rejection and grief, identity struggles, and the …

Writing From The Rift: Queer Temporality And The Refusal Of Resolution, Daniela Ruiz Perez

This thesis develops a phenomenological method for reading speculative literature as a site where queer ecological temporality is experienced rather than explained. Working with Annihilation (2014) by Jeff VanderMeer, The Day of the Triffids (1951) by John Wyndham, and Undrowned: Black Feminist Lessons from Marine Mammals (2020) by Alexis Pauline Gumbs, the project treats reading as a bodily practice shaped by forms of attention. Texts are not interpreted for stable meaning and instead I remain with moments where resolution is withheld. The work is informed by a Marxist attention to how capitalist time organizes labor, productivity, and value, and how …

This article explores racial literacy and poetry as transformative, interdisciplinary tools for critical inquiry and identity formation. Environmental Justice (“EJ”) and Environmental Social Governance (“ESG”) are terms used to address the impacts of corporate actions as well as environmental and social regulation on the people and the planet. ESG disclosure is a corporate-driven invention that aims to measure progress towards sustainability and disclose environmental and social criteria while fostering value for businesses. EJ, by contrast, emerged as a social movement that evolved into regulatory frameworks. Governmental agencies and EJ advocates are utilizing EJ mapping tools and metrics to assess inequalities in environmental impacts caused by private and public policy and decision-making. Nearly a decade ago, Naomi Klein's global best-seller This Changes Everything: Capitalism vs. The Climate presented her detailed brief: “thought leaders” must resist and reverse the degradation of Earth's climate in the face of denials that this policy change was impossible. Abstract Air pollution has been cited as a factor in the development of respiratory illness in children. Socioeconomic differences can intensify the effects of air pollution exposure on low-income children compared to higher-income children. This correlational study examined the relationship between air pollution exposure and respiratory health outcomes among California children, as well as the moderating role of socioeconomic status. The study was guided by the environmental health disparities framework and used secondary data from the California Environmental Health Tracking Program, analyzing data from 49 California counties (n = 49). In 2006, the U.S. Environmental Protection Agency strengthened the National Ambient Air Quality Standards (NAAQS) for 24-hour fine particulate air pollution (PM2.5). A large portion of the Fairbanks North Star Borough, encompassing the cities of Fairbanks and North Pole, was designated a Clean Air Act nonattainment area under the revised PM2.5 standards. Wood smoke from home heating was found to be one of the primary culprits, particularly during strong inversions that trap air pollution at ground level. This Article reviews the complex legal history of federal, state, and local efforts to bring the Fairbanks area into compliance with the NAAQS. …

Decentralized wastewater treatment and reuse represent critical infrastructure across the rural-periurban-urban continuum around the world. Effective, efficient, resilient, and equitable implementation of on-premise technologies and management systems is part of a One Water approach and necessary to protect public health and the environment, yet inconsistent delivery of essential public health services persists in many regions, including across states, tribes, and territories of the United States. The right to a healthy environment embodies the idea that environmental protection and the enjoyment of human rights are connected. As this concept has developed, authorities around the world have described the contours of this right in various ways. The right to a healthy environment generally includes a safe climate, clean air, healthy ecosystems, biodiversity, access to safe water, healthy and sustainable food, non-toxic environments, access to information, public participation in decision-making, and access to justice.
