The Nexus Between Revenue Decentralization Reforms And Economic Growth, Frankline Muthomi, Titus M. Ndunda
The Nexus Between Revenue Decentralization Reforms And Economic Growth, Frankline Muthomi, Titus M. Ndunda
Public Administration Faculty Publications and Presentations
Revenue decentralization represents a framework that facilitates enhanced fiscal autonomy for subnational governments, thereby enabling the tailoring of services to meet local needs and potentially fostering economic growth. In Kenya, the ratification of the 2010 constitutional formalized novel revenue frameworks aimed at supporting the operations, management, and sustainability of devolved county governments. However, there remains a paucity of empirical analysis examining the relationship between the revenue decentralization reforms and county-level economic growth. We begin by identifying the main sources of county revenues within the decentralization frameworks, then investigate the dynamic interrelation with county economic growth. Through panel vector autoregression estimation …

Beyond Reform: Food Sovereignty And The Future Of Global Food Systems, Smita Narula
Elisabeth Haub School of Law Faculty Publications
We live in a deeply destructive food system, and the need for alternatives is clear. Yet state and corporate actors, beholden to an extractive, industrial model of food production, continue to push for incremental reforms instead of transformative action. In response, food sovereignty movements are charting a normative path in international human rights law to secure peasants' rights and promote more sustainable and just alternatives to our industrial food system. Against the backdrop of the political economy of industrial agriculture, this Article compares mainstream approaches to food systems reform with transformative alternatives rooted in food sovereignty. It explores two key …

An Exploration Of Literacy Instruction In Higher Education Programs In Missouri, Melinda Odom
An Exploration Of Literacy Instruction In Higher Education Programs In Missouri, Melinda Odom

Literacy supports all content areas and is crucial to the academic achievement of all students (Birdyshaw et al., 2017). The International Literacy Association (ILA, 2017) posits that teachers are the most crucial factor in content and pedagogical achievement. The ILA (2019) stresses that students have a right to a highly effective and knowledgeable educator who can provide evidence-based reading instruction. Research illustrates that students who do not learn to read by the third grade continue to struggle throughout school (Rickenbrode & Walsh, 2013). Rickenbrode and Walsh (2013) confirm that most of these students will remain poor readers and are more …

How Do Teacher Perceptions And Biases Affect Or Influence Student Behavior, Benjamin K. Keohane
How Do Teacher Perceptions And Biases Affect Or Influence Student Behavior, Benjamin K. Keohane
Journal of Educational Leadership in Action
The purpose of this research project and professional development series is to shed light on the influence and effect that teacher biases, perceptions, and interactions have on student behavior. Often, teachers become apprehensive when exceptional students attend their class. This notion is amplified if the student is accompanied with a behavior intervention plan or a disability that manifests as externalizing behavior. In many cases, teachers report a lack of proper training in behavior mitigation strategies that extend beyond common, general education practices. If schools are to promote an inclusive environment, all teachers require the background knowledge to properly implement and …

Effective planning for natural resource management and wildlife conservation requires detailed information on vegetation structure at landscape scales and how structure is influenced by land- use practices. In many forested landscapes, the largest impacts of land use on forest structure are driven by forest management activities, which can include invasive species control, prescribed fire, partial harvests (e.g. shelterwood harvests) or overstory removals and clearcuts. Active timber management is often used to achieve forest conservation objectives, but to be used effectively, managers require knowledge of harvest frequency and extent in adjacent forests and at landscape scales. In this paper, we develop …

Effects Of Wall And Freespace Damping Levels On Virtual Wall Stiffness Classification, Emma Treadway, Kristian Journet, Andrew Deering, Cora Lewis, Noelle Poqiz
Engineering Faculty Research
Virtual damping is often employed to improve stability in virtual environments, but it has previously been found to bias perception of stiffness, with its effects differing when it is introduced locally within a wall/object or globally in both the wall and in freespace. Since many potential applications of haptic rendering involve not only comparisons between two environments, but also the ability to recognize rendered environments as belonging to different categories, it is important to understand the perceptual impacts of freespace and wall damping on stiffness classification ability. This study explores the effects of varying levels of freespace and wall damping …

INTRODUCTION: Genome-wide association studies have identified over 70 genetic loci associated with late-onset Alzheimer's disease (LOAD), but few candidate polymorphisms have been functionally assessed for disease relevance and mechanism of action.
METHODS: Candidate genetic risk variants were informatically prioritized and individually engineered into a LOAD-sensitized mouse model that carries the AD risk variants APOE ε4/ε4 and Trem2*R47H. The potential disease relevance of each model was assessed by comparing brain transcriptomes measured with the Nanostring Mouse AD Panel at 4 and 12 months of age with human study cohorts.
RESULTS: We created new models for 11 coding and loss-of-function risk variants. …

BACKGROUND: Alzheimer's disease (AD) is the most common cause of dementia worldwide, with apolipoprotein Eε4 (APOEε4) being the strongest genetic risk factor. Current clinical diagnostic imaging focuses on amyloid and tau; however, new methods are needed for earlier detection.
METHODS: PET imaging was used to assess metabolism-perfusion in both sexes of aging C57BL/6J, and hAPOE mice, and were verified by transcriptomics, and immunopathology.
RESULTS: All hAPOE strains showed AD phenotype progression by 8 months, with females exhibiting the regional changes, which correlated with GO-term enrichments for glucose metabolism, perfusion, and immunity. Uncoupling analysis revealed APOEε4/ε4 exhibited significant Type-1 uncoupling (↓ …

We document an apparent downward displacement of the Matuyama-Brunhes magnetic reversal by ∼20 m at Scotia Sea International Ocean Discovery Program Site U1538 (Pirie Basin) by comparison with the well-defined paleomagnetic record at nearby Site U1537 (Dove Basin). Detailed stratigraphic correlation between the two sites is possible due to similar lithologic variations. However, the two sites have distinctly different porewater geochemistry. Notably, Site U1538 indicates a greater demand for electron acceptors to oxidize organic carbon and Fe2+ enrichment below the depth of SO42− depletion. Magnetic parameters indicate enrichment of an authigenic magnetic mineral with strong remanence properties around …

Integrated Science Technology Engineering Math (STEM) education allows students to build conceptual understanding by connecting material to other content areas and real-world contexts. Strong conceptual understanding allows students to move beyond factual recall and instead synthesize and transfer their knowledge to new applications. In high school biology, students need to develop a strong conceptual understanding of genetic inheritance in the context of dihybrid inheritance. This qualitative case study was designed to understand the influence of an integrated STEM approach on student conceptual understanding of genetic dihybrid inheritance. The situated STEM learning and conceptual change theoretical frameworks guided the research design …

Survey On Adversarial Attack For Malware Detection, Danny Kim, Md. Mashrur Arifin, Jyh-Haw Yeh
Idaho Conference on Undergraduate Research
Malicious software, commonly known as malware, refers to any type of intrusive software designed to perform harmful actions on a computer system. Recently, Machine Learning (ML) techniques have been used to create new malware variants, enabling attackers to generate thousands of previously unseen malware samples. Traditional detection methods, such as signature-based detection, rely on prior knowledge of malware and therefore often fail to identify new variants. This limitation has led cybersecurity experts to increasingly adopt ML techniques for malware detection.
While ML-based approaches have shown promising results by generalizing malware signatures to detect previously unseen malware, they remain vulnerable to …

Idaho Conference on Undergraduate Research
The project "This Isn't About You" is an attempt to complete a film documentary about my life told in an unconventional way: using the second-person.
To accomplish this, I scripted out five scenes based on aspects of my life, which became the five parts the film is told in: Away, Self, Friend, Uncle, and Home. In these scenes I address the camera directly and speak in second-person, replacing "I" with "you".
After each narration scene, I follow with a set of interviews of friends and family, asking them each one question related to that part (e.g. For "Uncle" I asked …

The Needless Search For A Founding-Era "Hearsay" Definition, Jeffrey Bellin
Faculty Publications
Modern Confrontation Clause doctrine permits only unconfronted “out-of-court statements that would have been admissible in a criminal case at the time of the founding.” To operationalize this concept, the Supreme Court identifies “testimonial hearsay” as the Clause’s primary concern. Its opinions regularly dive into the historical record to refine what counts as “testimonial” but ignore that record in defining “hearsay.” This omission cannot last. Cases in the lower courts, and one on the Court’s recent docket, concern testimonial but (arguably) non-hearsay statements. And while confrontation jurisprudence is supposed to be tied to founding-era evidence law, the “hearsay” definition, casually referenced …

Defending The Security Of The Mind: A Mail Survey Of Thought-Reform Literacy In South Dakota, Dustin Rozario Steinhagen
Masters Theses & Doctoral Dissertations
Thought reform – also known as brainwashing or psychological manipulation – is a profound threat to the security of the human mind. This complex form of social engineering is associated with terrorist movements, domestic abuse, destructive cults, and many other forms of totalitarianism present in society (Stein, 2017). Thought reform can result in various harms that range in severity depending on each person’s individual experience (Lalich & Tobias, 2006; Stein, 2017). The work of security and privacy professionals inherently concerns psychological manipulation – thought reform often occurs over the internet (Hassan & Shah, 2019), most data breaches occur due to …

Drone-Based Airborne Vlf-Em In Detecting Groundwater Contamination Due To Landfill Leachate, Chanho Park, Mine Dogan
Waldo Library Student Exhibits
Modern landfills follow a strict state and federal regulation on their location, design, operation and monitoring practices. One of the key focus in the regulations is in terms of leachate. While the exact composition of the leachates depends on various factors such as waste composition and degradation processes, in general they contain groups of dissolved organic matter, inorganic cations and heavy metals.
Very Low Frequency-Electromagnetic (VLF-EM) has been widely used for delineating leachate plume direction and boundaries. Previous studies using VLF-EM were carried out as on-ground measurements due to limitations in technologies. With the advancements in Unmanned Airborne Systems (UAS), …

The Tragedy Of The Ai Anticommons, Shelby Ponton
UC Law Science and Technology Journal
Should AI companies be allowed to “train” their models on the copy- righted works of others without consent or compensation? Legally, can they? These questions are being litigated in courts across the United States right now. When a resource, such as AI, is engulfed in effective rights of exclusion from a vast array of battling rightsholders, that resource is susceptible to un- derutilization. This phenomenon is referred to as a tragedy of the anticom- mons. This Article highlights how AI is subject to an anticommons weak- ness. If the millions of intellectual property holders, whose intellectual property these AI models …

This study, guided by the Social Determinants of Health framework and Social Ecological Model, examined how SDOH impact the presence of anxiety during adolescence. This study set out to understand what sociocultural determinants predict anxiety, using the 2018 National Survey of Children’s Health dataset. The analysis included a logistic regression to determine the predictability of SDOH on anxiety in adolescence. The results indicated that various SDOH are significant predictors of anxiety, while also indicating that the absence of adverse SDOH predicts the lack of anxiety. Further, unique findings related to race/ethnicity, age, and gender set the stage for additional research …

Determinants Of Women’S Fertility Rates In The U.S., Kelle Bormann
Proceedings of the Jepson Undergraduate Conference on International Economics
Fertility rates have long been a subject of extensive research. In our constantly evolving world, economists have examined these rates across different times and regions to understand how cultural and economic factors influence women’s fertility. This paper analyzes historically significant factors to determine if their impact has changed over time, aiming to inform policies addressing the declining fertility trend. Data from the IPUMS USA 2021 census was used, estimated through a logit odds ratio regression with robust standard errors, and analyzed at the ten, five, and one percent significance levels. The findings indicate that the age of the youngest child …

To dissociate aftereffects of size and density in the perception of relative numerosity, large or small adapter sizes were crossed with high or low adapter densities. A total of 48 participants were included in this preregistered design. To adapt the same retinotopic region as the large adapters, the small adapters were flashed in a sequence so as to “paint” the adapting density across the large region. Perceived numerosities and sizes in the adapted region were then compared to those in an unadapted region in separate blocks of trials, so that changes in density could be inferred. These density changes were …

Introduction: The Environmental Protection Agency (EPA)’s Worker Protection Standards is the primary set of legislation aimed at protecting farmworkers from occupational pesticide exposure in the United States. Previous studies suggest that worker adoption of Pesticide Protective Behaviors (PPBs) promoted by WPS is associated with lower urinary pesticide concentrations. However, adoption of PPBs is often outside of the control of individual farmworkers and dependent on workplace factors such as employer provisioning of Personal Protective Equipment (PPE) and access to trainings/resources.
Methods: We conducted a mixed-method study including urinary pesticide biomonitoring, surveys, and interviews with 62 Latinx farmworkers in southwestern Idaho from …
