[INTRODUCTION] In the summer of 2023, the State of Wyoming enacted a law authorizing its state treasurer to issue a blockchain-based, state-backed digital stablecoin known as the Wyoming Stable Token (“WYST”). Two years later, Congress passed the Guiding and Establishing National Innovation for U.S. Stablecoins Act (GENIUS Act, GENIUS, or the Act), moving to establish a comprehensive federal regulatory regime for stablecoins. These dueling initiatives have sparked more than regulatory confusion; they have set the stage for a structural clash between state financial innovation and federal monetary supremacy. Preserving Platform Innovation With A Narrow Exception: Section 230(C)(1) Immunity For Algorithmic Recommendations, John "Jack" Di Masi

This Comment examines Section 230(c)(1)’s immunity for online platforms that use machine-learning algorithms to recommend third party content and proposes a narrow exception for truly “bad-actor” cases. It reviews Section 230’s text, as well as its early cases, showing that Congress intended broad protection for editorial functions such as content organization. It then traces how recommendation algorithms evolved and how courts treat algorithmic sorting as a neutral tool. This Comment addresses conflicting interpretations and defends broad immunity for routine curation. This Comment argues that immunity should be stripped only after a balancing test under a three-factor “bad-actor” framework—one that evaluates …

Public Facing, Privately Shielded: The Employment Gap Created By Title Vii’S Private Club Exemption, Ansley Salmon

Title VII of the Civil Rights Act of 1964 prohibits employment discrimination by employers but exempts “bona fide private membership clubs” that are tax-exempt under Internal Revenue Code Section 501(c). Despite this seemingly clear statutory language, there is a notable lack of appellate decisions interpreting this exemption under Title VII. This scarcity of precedent has led to inconsistent approaches across circuits. For example, the Fifth Circuit has drawn heavily from the Private Club Exemption under Title II of the Civil Rights Act while the Seventh Circuit has treated the two exemptions as entirely distinct. The purpose of this project was to examine the effectiveness of an intentional sermon series, Everyday Evangelism, in cultivating an evangelistic culture at Mountain Chapel Methodist Church, a Global Methodist congregation. The study used a program evaluation model and addressed the question, How does preaching cultivate an evangelistic culture in the local church, along with questions concerning growth in prayerfulness for the lost, gospel conversations, acts of compassion, invitations to Christian community, follow-up with seekers, and whether leaders exhibited greater change than the congregation as a whole. From the beginning of its operation as fundamental law for the government of the United States, the Constitution has continually operated as supreme and judicially enforceable positive law. This is the principal claim I offer as an “original-law originalist” in response to contrary claims advanced by Professor Jonathan Gienapp in Against Constitutional Originalism: A Historical Critique. Gienapp argues in Against Constitutional Originalism that “[h]istoricizing the original Constitution . . . poses a foundational challenge to originalism as it has long been conceived.”2 Constitutional originalism depends on perceived continuity with the past. Since the earliest days of the republic, Congress has empowered private plaintiffs—called qui tam relators—to bring claims in court on behalf of the United States. Today, qui tam litigation accounts for billions of dollars in judgments and settlements each year. But despite qui tam’s modern significance and historical pedigree, its constitutionality has recently been questioned. To wit, several sitting Supreme Court Justices have suggested that qui tam violates the President’s Article II authority because it empowers private relators—who are neither appointed nor supervised by the President—to enforce federal law. Often auditors are asked to adopt the reasonable investor perspective in their materiality evaluations however, there is no consensus regarding what investors deem to be material. This can lead to confusion in the markets. In fact, past studies have shown how taking an investor perspective can backfire and may result in more leniency and fewer misstatements being deemed material by auditors. Student loan debt in the United States has surpassed $1.8 trillion, placing substantial financial strain on more than 42 million borrowers. Public service professionals—including teachers, social workers, nurses, and government employees—are among those most affected, as their essential work is often undercompensated. The federal Public Service Loan Forgiveness (PSLF) program was created to reduce these burdens and strengthen the public service workforce, yet persistent administrative complexity, low approval rates, and inequitable access undermine its intended impact.

Multi-tiered systems of support (MTSS) require coordinated implementation across the full educator workforce. This study examined MTSS knowledge and self-reported understanding across the Illinois educator workforce to identify the specific knowledge gaps a targeted professional learning solution would need to address. Using a quantitative descriptive design, 208 Illinois public school educators across 16 job roles and four experience bands completed an online survey consisting of an eleven-item true/false knowledge assessment, a ten-item multiple-choice knowledge assessment, and a 10-item Likert self-report inventory. Rehabilitation Practice and Science
Rotator cuff disease is a prevalent musculoskeletal condition affecting shoulder function and quality of life. Traditional management includes conservative treatments and surgery, but ultrasound-guided regenerative orthobiological interventions have emerged as effective alternatives. This review examines epidemiology, risk factors, clinical presentation, and diagnostic approaches to rotator cuff disease, with an emphasis on the role of ultrasound-guided regenerative injections. Specific techniques such as platelet-rich plasma, alpha-2 macroglobulin, lipoaspirate, and bone marrow concentrate are discussed. Recent human studies highlight the efficacy and safety of these interventions, supporting their integration into clinical practice.

This article introduces the American College of Dentists’ core standards for leadership in oral healthcare, grounded in well-established ethical principles and in response to ever-increasing expectations for patient-first care. It is suggested that the new standards must be consistently upheld to maintain patient trust and professional credibility. Effective leadership, in contrast to management, improves patient engagement and outcomes, team performance, and resilience. The article calls for more leadership training in dentistry, beginning in dental schools, and highlights the need for effective leadership in oral healthcare to strengthen the profession’s standing and status.

Dentistry is often described as both art and science, yet its pedagogy still leans heavily on technical instruction. Drawing on the author’s personal experience as a lifelong piano student, this paper explores the parallels between learning a musical instrument and developing clinical skills in dental education. Both domains require the integration of mind and hand, repeated practice, and feedback that transform mistakes into growth. Piano training illustrates that mastery emerges not from innate talent but from deliberate practice and the willingness to accept critique. Federal appellate courts are the final arbiters in many cases, yet systematic machine learning analysis across all twelve circuits remains largely absent from the computational law literature. With courts of appeals deciding tens of thousands of cases annually and the Supreme Court reviewing only a fraction, understanding what predicts reversal outcomes has both theoretical importance and practical consequences for litigants, attorneys, and judicial administrators.
