Strategies Of It Managers To Promote Technology Adoption In Jamaican Government Institutions, Jodie-Ann Dione Brown
Strategies Of It Managers To Promote Technology Adoption In Jamaican Government Institutions, Jodie-Ann Dione Brown
Walden Dissertations and Doctoral Studies
The success of digital transformation depends on effective adoption of technology. Information technology (IT) managers and policymakers must develop robust tactics to achieve long-term acceptance and use of new technologies, as a lack of effective technology adoption strategies can hamper carefully designed digital transformation initiatives. Grounded in the extended unified theory of acceptance and use of technology, the purpose of this qualitative multiple case study was to explore the strategies used by IT managers to effectively promote technology adoption in Jamaican government institutions. The participants were four IT managers and practitioners in Jamaican government institutions. Data were collected from semistructured …
A Case For Military Proportionality: Disabling Nuclear Plants, Henry Sokolski
A Case For Military Proportionality: Disabling Nuclear Plants, Henry Sokolski
The US Army War College Quarterly: Parameters
This special commentary argues that striking nuclear and other hazardous civilian infrastructure is often militarily counterproductive and should be avoided not just for legal and moral reasons but because strikes can defeat achieving one’s war aims. Unlike most commentaries, which treat proportionality as an abstract legal constraint, this article shows how proportionality can serve as a concrete tool for winning wars and maintaining alliances. The article draws on military history, current targeting doctrines, and recent war games. The analysis gives military planners practical guidance for how and why to disable certain civilian targets without undermining their own operations.
Coercive Deterrence: Adapting Deterrence For Strategic Competition With China, Terry Tracy
Coercive Deterrence: Adapting Deterrence For Strategic Competition With China, Terry Tracy
The US Army War College Quarterly: Parameters
This article proposes coercive deterrence as a core strategic concept to enable a whole-of-US- government approach to counter China through hybrid operations. For more than 80 years, deterrence theory has been characterized by the use of threats and force. In contrast, the article argues that deterrence can be achieved without either. A nation can exercise deterrence by choice—proactively shaping the environment to constrain the adversary to choices that do not threaten. The article examines deterrence theory, Chinese strategy, and case studies to offer practitioners a theory of victory in hybrid environments, synchronizing US interagency strategies through coercive deterrence.

Russian Arctic Land Forces And Defense Trends Redefined By Nato And Ukraine, Troy J. Bouffard, Lester W. Grau, Charles K. Bartles, Mathieu Boulègue
The US Army War College Quarterly: Parameters
This article argues that Russia’s Arctic land forces have been weakened by the Russia-Ukraine War and NATO’s northern expansion, creating a strategic window for Western militaries to bolster their Arctic capabilities. Unlike existing studies that focus on maritime operations and the Northern Sea Route, it integrates technical assessments of ground-based Arctic platforms with analysis of military-district reforms. Using a mixed methodology that incorporates equipment specifications, Russian government documents, media reports, and NATO strategic-response evaluations, this article constructs a comprehensive baseline understanding of Russia’s Arctic land-force potential and readiness. Policy and military practitioners will benefit from actionable insights into Arctic force-design …

Disinformation As Ground-Shifting In Great-Power Competition, Sorin Adam Matei
Disinformation As Ground-Shifting In Great-Power Competition, Sorin Adam Matei
The US Army War College Quarterly: Parameters
Disinformation, distinct from misinformation, replaces accepted principles of objectivity and verifiability with novelty, framing, authority, self-reference, and conformity to create a new “truth paradigm.” This article introduces a novel definition and framework for understanding disinformation as a strategic tool in great-power competition. It includes a review of case studies, such as Russian disinformation campaigns during the Russia-Ukraine War and analyzes cognitive biases and social behaviors that facilitate the spread of disinformation. Policy and military practitioners will find actionable insights into countering disinformation, including its sociopsychological mechanisms and proposed targeted counterstrategies to protect the integrity of information flows in defense and …
Who Is In Charge Of Cyber Incidence Response In The Homeland?, Kelly R. M. Ihme, Patrick O'Brien Boling, Michael Zimmerman, Timothy G. Mccormick
Who Is In Charge Of Cyber Incidence Response In The Homeland?, Kelly R. M. Ihme, Patrick O'Brien Boling, Michael Zimmerman, Timothy G. Mccormick
The US Army War College Quarterly: Parameters
This article argues that the fragmented US cybersecurity framework—marked by the absence of a lead agency, insufficient whole-of-government coordination, and inconsistent private-sector compliance— undermines national resilience to cyber threats. Unlike existing literature that often focuses on technical vulnerabilities, this piece highlights systemic governance failures through detailed case studies of the SolarWinds, Colonial Pipeline, and Change Healthcare cyberattacks. The article identifies critical gaps in cyber incident response by drawing on incident reports, policy analysis, and expert commentary and offers actionable recommendations to strengthen national cybersecurity, making it especially relevant for policymakers and military practitioners concerned with protecting critical infrastructure.
War Fighting: The Case Of Ulysses S. Grant, Thomas Bruscino
War Fighting: The Case Of Ulysses S. Grant, Thomas Bruscino
The US Army War College Quarterly: Parameters
This article argues that American military professionals must focus on war fighting in publishing about military history to bring their unique military perspectives to the study of war. Most writing on military publishing offers general encouragement without providing focus to military writers. This article uses the historical example of American professional military writing and teaching from the American Civil War to World War II about General Ulysses S. Grant to demonstrate the value of analyses focusing on war fighting, especially relative to popular and academic histories of Grant’s military leadership. This study’s conclusions will assist future US military writers and …

Ai Enabled Autonomous Weapons And Human Control: Part Iii: Human Control And System Operators, Lena Trabucco
Ai Enabled Autonomous Weapons And Human Control: Part Iii: Human Control And System Operators, Lena Trabucco
International Law Studies
This article is the third installment of a three-part series on AI-enabled weapons and human control. Artificial intelligence (AI) is shaping debates about military technology by challenging the role of human decision-making in the use of autonomous weapon systems (AWS). This article argues that effective governance of AI-enabled AWS requires moving beyond narrow conceptions of “meaningful human control” and instead recognizing a network of embedded human judgment throughout the weapon system’s lifecycle. This article focuses on the operator stage, examining the unique role of operators through guiding, observing, and terminating deployed AWS. Drawing on policy debates, doctrinal frameworks, and empirical …

Creating A Classroom Environment For Prekindergarten Students To Develop Social-Emotional Competencies And Transition Out Of The Step Program., Ayeshah N. Major
Theses and Dissertations
This mixed-methods study examined how the integration of Conscious Discipline and SEL-focused children’s literature can support the development of social-emotional competency in prekindergarten students. The problem of practice is that some children enter school without the foundational social-emotional skills necessary for successful learning and positive peer interactions. The purpose of this study is to identify strategies that support social-emotional growth and create an environment that aids STEP students in transitioning to a traditional prekindergarten classroom. Data was collected using parent questionnaires, student assessments, classroom observations, student interviews, and student drawings. The findings revealed that children’s literature provided accessible and meaningful …

Significant advances in science and engineering often emerge at the intersections of disciplines. Nanoscience and nanotechnology are inherently interdisciplinary, uniting researchers from chemistry, physics, biology, medicine, materials science, and engineering. This convergence has fostered novel ways of thinking and enabled the development of materials, tools, and technologies that have transformed both basic and applied research, as well as how we address critical societal challenges. In this Nano Focus, we pose and explore 33 questions whose answers could profoundly impact fields such as energy, electronics, the environment, optics, and medicine. These questions highlight the need for deeper foundational understanding, improved tools …
Long-Term Behavior Of Subordinated Branching Processes With Prevailing Emigration, George Yanev
Long-Term Behavior Of Subordinated Branching Processes With Prevailing Emigration, George Yanev
School of Mathematical & Statistical Sciences Faculty Publications
This paper deals into the long-term behavior of subordinated critical branching processes with migration. We focus on scenarios where emigration is the dominant factor and introduce additional randomness in timing through a subordination mechanism, involving renewal processes. The key findings highlight how the initial population size and the interarrival mean time influence both asymptotic behavior of the non-extinction probability and corresponding Yaglom type limit theorems. We also study an alternating regenerative process, when the population cycles between zero and positive states. This research complements previous studies for processes when immigration prevails over emigration.

The Presence Of Family Members During Brainstem Testing: An Ethical Dilemma, Natalie L. Mcevoy, Pierce Geoghegan, Sophia Downey, Jos Latour, Alan Gaffney, James O'Rourke, Gerard F. Curley
School of Nursing and Midwifery
The purpose of this article was to discuss the ethical issues relevant to inviting family members to witness brainstem testing in the intensive care unit (ICU). To highlight these issues, we begin by discussing a hypothetical clinical case of a patient admitted to the ICU following an out-of-hospital cardiac arrest. A brief review of the literature on current practice will be presented, followed by a balanced discussion on the practice of permitting relatives to witness brainstem testing under the ethical principles of beneficence, non-maleficence, autonomy and justice. Finally, we will present a discussion on international recommendations surrounding this practice as …

Comparison Of Floating Offshore Wind And Tidal Range For Green Hydrogen Production And Storage For Industrial Decarbonization, D. Pegler, R. Rawlinson-Smith, S. Michele, D. Coles, D. Greaves
School of Engineering, Computing and Mathematics
UK Government targets 5 GW of electrolysers by 2030, however the role of green hydrogen for decarbonisation is not explicit. The government identifies the need to research the “archetypes” of production, transport, storage, and use. This paper presents a techno-economic model, comparing Floating Offshore Wind (FLOW) to tidal range, supplying uninterrupted power and hydrogen for industrial decarbonisation. The model employs Levelised Cost of Electricity (LCoE) and Hydrogen (LCoH), with sensitivities for Discount Rate (DR) and electrolyser efficiency. Storage is essential; FLOW must overcome seasonal patterns and changeability between years, and tidal must bridge both the springs-neaps, and equinox cycles. The …

Background: Home repurposing can help enhance accessibility for people with mobility impairments. However, residents may hesitate to implement such changes without clear evidence showing the effectiveness. Purpose: The study integrates virtual reality (VR) systems and wearable technology to provide the effectiveness evidence of home repurposing, reducing residents’ hesitancy. Here, VR allows residents to compare old and new home designs, while wearables offer direct evidence through motion and task analysis. Methods: Twenty-one participants conducted two consecutive activities of daily living (i.e., relocating the robe and going to the bathroom) in original and redesigned bedrooms simulated in the VR system. Participants’ performance …

International Nursing Research Congress (INRC)
Background and Objective. Replicating critical care practice settings in high-fidelity simulation (HFS) provides more learning opportunities to develop competencies, improve self-confidence, and learner satisfaction in a safe environment. Simulation is increasingly adopted globally as an alternative teaching strategy. Yet, data on the HFS experience of Filipino undergraduate nursing students is limited. This study describes the satisfaction, self-confidence, and perception of undergraduate nursing students on the use of HFS-based learning on critically-ill adult and pediatric patients requiring advanced life support (ALS).
Methods. A quantitative, descriptive, correlational study was conducted using purposive sampling on all fourth-year BS Nursing students enrolled …
