Interpreting Anti-Boycott Laws In The Shadow Of The First Amendment, Joseph A. Tomain

Thirty-eight states have enacted “anti-BDS” laws. These laws require people or entities doing business with the state to certify that they do not participate in the Boycott Divestment Sanction movement against Israel. Typically, these laws define boycott as a “refusal to deal, terminating business, or other actions” that limit commercial relations with Israel or Israeli entities. It is highly contested in the courts and commentary whether these anti-boycott laws violate the First Amendment. Assuming arguendo that the “refusal to deal” and “terminating business” clauses do not implicate the First Amendment, that leaves the residual clause. At least one court and …

The rapid adoption of generative AI tools has fundamentally challenged traditional assessments in higher education, particularly in large-enrollment and fully asynchronous online courses where instructor presence and grading time are constrained. While many instructors have responded by restricting AI use or adopting detection tools, research increasingly shows that detection-based approaches are unreliable and labor-intensive. We propose a design-centered alternative: reshaping assessments so that AI use becomes insufficient, rather than prohibited.

Background: Research on the effectiveness of digital health campaign strategies is lacking. Understanding performance outcomes is essential for the successful implementation of campaigns. Two studies examined platforms, tactics, and content of digital health campaigns using paid media performance data. Objective: This analysis compared 2 digital advertising methods (social media and banner or display) using click-through rate (CTR) and cost-per-click (CPC) as performance measures. Performance differences by state, community type, message approach, format, and image type were assessed. Introduction: Despite recent declines, the U.S. opioid overdose crisis persists. The HEALing Communities Study (HCS) aimed to reduce opioid overdose deaths through community-level adoption of evidence-based practices (EBPs), including overdose education and naloxone distribution (OEND) and medications for opioid use disorder (MOUD). This paper describes the reach of OEND and MOUD strategies implemented by the 33 HCS wait-list control communities. Methods: We conducted descriptive statistical analysis of reach data collected from July 2022 through December 2023 to (1) summarize overall EBP implementation and reach and (2) compare the demographic representation of individuals reached to community demographic population estimates. Aim: We evaluated whether community-level naloxone distribution, medication for opioid use disorder treatment and retention and incident high-risk opioid prescribing rates were associated with opioid overdose death rates. Design: Observational cohort conducted using 2019 to 2023 community-level data as an exploratory analysis of the HEALing (Helping to End Addiction Long-term®) Communities Study (HCS). As artificial intelligence (AI) becomes increasingly embedded in public health practice, graduate education must move beyond ad hoc responses to AI toward intentional, ethically grounded instructional design. This conference paper presents a case study of the redesign of PUBH 520, a graduate-level public health course, to explicitly integrate AI literacy within course outcomes, assessments, and learning activities. Guided by higher-education AI literacy frameworks, the redesign foregrounded faculty AI literacy as a prerequisite for responsible AI integration, emphasizing ethical reasoning, technical understanding, pedagogical alignment, and reflective assessment practices. Hundreds of WVU students in a large-enrollment introductory biology laboratory course (BIOL 115L) participated in an authentic research experience through the Prevalence of Antibiotic Resistance in the Environment (PARE) Project. This national crowdsourced research initiative engages students in generating environmental DNA data to identify potential antibiotic resistance hotspots. For the Fall 2025 semester, we designed a multi-week lab module to implement a cost-effective, scalable version of the PARE model suitable for a course serving approximately 900 students annually.

This Note critiques a pervasive mode of discrimination that goes unchecked. Consular absolutism allows consular immigration officers to make discriminatory visa decisions, which are not subject to review. This Note begins with a discussion of the case law that developed the concept of consular absolutism, primarily by analyzing the Supreme Court’s gloss on the plenary power of the federal government in the realm of immigration. This Note then discusses how courts have built upon the plenary power doctrine to establish consular absolutism.

Legislation protecting the rights of disabled students has continuously evolved over time, with each revision containing a similar goal of promoting the inclusion of disabled students within the public education system. However, despite numerous revisions and evolutions, the finish line of inclusivity has yet to effectively be reached.

This Article discusses legislation aimed at protecting the educational rights of disabled students, and how standardized testing provisions within said legislation may be counterintuitively hindering progress towards inclusivity. Problem

The problem addressed was the lack of a clear, consistent definition of Limited English Proficiency, despite its influence on funding, programming, assessment, and student placement. The purpose of the study was to clarify how LEP is constructed and used in educational literature and to explore its impact on assessment practices. This study examines the definition of Limited English Proficiency and its implications for educational assessment and special education placement decisions.

Methodology

An integrative literature review, guided by meta-narrative methodology and structural coding, was conducted using 119 peer-reviewed sources from APA PsycInfo, ERIC, and JSTOR (2001–2023).

Purpose: The research aimed to explore how exemplary K-5 public elementary school teachers in Southern California perceive the factors that support or hinder S.M.A.R.T. goal implementation, as well as their suggestions for sustaining these practices in their classrooms. This study also examined how teachers who successfully implement S.M.A.R.T. goals experience the process of using them to promote academic clarity, strengthen student ownership, and foster long-term achievement.

In this paper we present several techniques based on White’s (2024) building inclusive classrooms strategies framework, which the authors have found to be successful in making their own classrooms more inclusive. This study examines the recruitment and retention of secondary mathematics teachers in rural southwest and south-central Virginia public schools from the perspectives of school principals. Guided by three research questions focused on retention, recruitment, and opportunities for improvement, the study employed a constant comparative analysis of semi-structured interviews conducted with principals from 10 rural middle and high schools. Findings indicate that many schools have historically benefited from long-term teacher retention reinforced by strong community ties and supportive school environments. However, anticipated retirements, salary competition within the region, and increasing challenges in recruitment are beginning to place strains on schools. Principals …

Patents function as signals as well as rights to exclude. They inform competitors, investors, employees, and consumers about the invention and its owner. How this information affects consumers is not well understood. Existing studies disagree about how advertising a product or service as patented, or patent pending, affects the price consumers will pay. This Article offers the first major empirical study of that question andfinds that consumers behave with surprising rationality: they will not pay any price premium for a patented product. A product's patent status conveys little information about whether it is superior to competing offerings. The results hold …

Adolescent sexual health remains a significant public health concern in rural Kenya because of the limited access to comprehensive sexuality education; therefore, contributing to high rates of sexually transmitted infections (STIs), HIV, unintended pregnancy, and gender-based violence. This quality improvement project evaluated the implementation of the Game On for Safe Choices, a culturally responsive, game-based sexual health education intervention designed to improve adolescents' sexual health knowledge and confidence. The project was conducted at ByKay Hotel in Sega, Siaya County, Kenya, and included 25 adolescents aged 15–17 years.
