The Relationship Between U.S. Presidents And Governors From Opposing Political Parties: Policy Implementation And Crisis Management, Adam Richey

This thesis studies the impact of partisan divisions between U.S. presidents and state governors in regard to policy implementation and crisis management of the American federal system. While previous research has mainly addressed congressional polarization, executive relationships across different levels of government have received comparatively less scholarly focus.  Particularism theory argues that electoral incentives shape executive behavior, and this study finds that political alignment significantly affects cooperation, coordination, and responsiveness during times of crises. Focusing on qualitative comparative case study methods, the analysis examines Hurricane Katrina (2005) and the COVID-19 pandemic (2020–2021). The results show that partisan division most often …

As cancer remains one of the greatest threats to the global population, the development of chemotherapeutic agents that are selective and tunable is of critical importance. Herein, a series of Rose Bengal (RB)-based GUMBOS, a group of uniform materials based on organic salts, were synthesized via counterion exchange between [Na]2[RB] and three organic cations: tetrabutylphosphonium bromide [TBP][Br], tetraphenylphosphonium chloride [TPP][Cl], and 1-dodecyl-3-methylimidazolium chloride [C12MIm][Cl]. The resulting GUMBOS were characterized through FT-IR, ESI-MS, NMR, and UV-Vis Spectroscopy. Partition coefficient studies indicated all GUMBOS exhibited hydrophobic physiochemical characteristics. This honors thesis compares and contrasts these brands following two major crises: Poppi’s influencer vending machine campaign and the health concerns and backlash surrounding Alani Nu’s energy drinks. This article examines how courts are invoking FDA v. Alliance to define the limits of legal standing in litigation—specifically, in a reproductive health context. Reproductive health, as used here, encompasses a broad range of medical, legal, and policy issues related to abortion access, gender-affirming care, pregnancy, and professional regulation of services connected to reproductive decision-making. This research reports a potential quasi-distributed thermal mapping optical sensing system for extreme temperatures, leveraging femtosecond (fs) laser inscribed single-mode fiber Bragg gratings (FBGs) and a waveguide within coreless, highly multimode optical fiber, resulting in a single-mode structure. Unlike doped single-mode fibers, coreless fibers composed of silica rods prevent issues associated with dopant migration and ensure data accuracy. The strategic placement of point-by-point FBGs in a cascaded formation on the fs-laser inscribed waveguide facilitates localized multipoint sensing. The long-term stability of the proposed waveguide-assisted FBG system was assessed over 24 hours at elevated temperatures (1000°C), showing no hysteresis during heating …

Natural organic memristors have demonstrated promising synaptic behavior, positioning them as strong candidates for synaptic devices in neuromorphic systems. This paper presents the fabrication and evaluation of a neuromorphic system based on natural organic 16-level and 32-level fructose memristors. First, the manufacturing process of fructose memristors is described in detail. Second, the nonlinear property associated with fructose memristors is investigated, and an optimization method is applied to address the nonlinear effects. In sensor-driven dynamic systems, missing data can severely degrade parameter estimation accuracy. This article investigates the impact of missing data on phase estimation in a mass-spring-damper system using an information-theoretic framework based on the Cramér-Rao Lower Bound (CRLB). Closed-form CRLB expressions are derived for four scenarios: complete data, missing completely at random (MCAR) deletion, MCAR-based imputation, and missing at random (MAR) missingness via a selection-weighted formulation. This article investigates the problem of prescribed-time Nash equilibrium (NE) seeking for a multicluster pursuit–evasion game (PEG) subject to external disturbances. To mitigate the impact of disturbances and reach the NE within a user-defined prescribed time, a prescribed-time disturbance observer (PTDO) is devised to estimate and compensate for them. Based on this observation, a novel control algorithm is developed, which facilitates collaboration among multiple pursuers to capture multiple evaders within the prescribed time. This study explores the development of Human Activity Recognition (HAR) systems capable of identifying suspicious activities to enhance security in public spaces. We propose an innovative solution that integrates LiDAR sensors with deep learning technologies. Our method employs advanced models operating on LiDAR point cloud, PV-RCNN for human detection, and LidarGait++ for classifying activities into categories such as standing or walking (non-suspicious) and sneaking or fighting (suspicious). We present a microscopic analysis and evaluation of the dielectric susceptibility of a dielectric medium consisting of vector-type two-energy-level atoms, responding to a weak probe mode, when the atoms are driven by a strong coherent field. Each atom, in an environment of others, exists as a quasiparticle, further structuring the bulk medium. In a limit of dilute atomic gas, the dynamics of each atom follows the Mollow-type nonlinear excitation regime, and the medium susceptibility collectivizes the individual atomic responses to the probe mode. Ecological feedbacks are fundamental features of the Earth system, affecting physical processes and chemical cycles. Our understanding of the interactions underlying these feedbacks at different spatial and temporal scales and the extent to which feedbacks affect Earth system functioning remains limited. Climate change and other anthropogenic pressures are already negatively affecting ecological processes in marine, freshwater, and terrestrial ecosystems. These will most likely be amplified in the coming decades under our current warming and socioeconomic pathways. This paper synthesizes the key contributions and lessons learned from Integrated Marine Biosphere Research (IMBeR), a large-scale global research project aimed at fostering ocean sustainability under global change for the benefit of society. The UN Decade of Ocean Science for Sustainable Development has catalyzed a renewed focus on the importance of transforming ocean science.
