Large Language Models (LLMs) are becoming critical infrastructure in scientific, healthcare, and governmental contexts. As frontier AI laboratories increasingly partner with government agencies, a fundamental question arises: Who should control the safety and policy-enforcement layers that constrain model behavior? Current safety mechanisms (LLM guardrails) are typically designed for generic "harmlessness" and operate by detecting semantic patterns and refusing requests. However, they are inadequate governance instruments because they cannot implement auditable, domain-specific controls tied to external regulatory policy objects (e.g., control lists or rules governing personally identifying information). Even a perfectly aligned model is not able to express institution-specific policy without …

An Investigation Of Federated Gnns Under Aggregation, Data Poisoning, And Differential Privacy For Icu Length-Of-Stay Prediction, Shakib Mahmud Dipto, Soumya Banerjee, Sandip Roy, Ahmad F. Al Musawi, Preetam Ghosh, Sachin Shetty, Pratip Rana

Computer Science Faculty Publications

Accurate prediction of ICU Length of Stay (LoS) is essential for clinical decision-making and healthcare resource management. Graph Neural Networks (GNNs), such as GraphSAGE, offer a natural fit by capturing patient data from Electronic Health Records (EHRs) through graph structures. However, the distributed and sensitive nature of this data raises both privacy and legal concerns regarding the aggregation and training of GNN models. This additionally leads to issues with data imbalance and model robustness. In this study, we perform an analysis of the Federated Graph Neural Network (GNN-FL) framework to enable decentralized learning on EHRs derived from the MIMIC-III dataset. …

Barriers Behind Bars: The Prison Litigation Reform Act And Prisoner Litigants' Struggle For Access To Justice, Brooke Stivers Jan 2026

Barriers Behind Bars: The Prison Litigation Reform Act And Prisoner Litigants' Struggle For Access To Justice, Brooke Stivers

South Dakota Law Review

Access to the courts is a constitutionally recognized right; however, prisoner litigants seeking to pursue this right through 42 U.S.C. § 1983 actions are significantly constrained by the procedural barriers imposed by the Prison Litigation Reform Act. Congress enacted the PLRA in response to a surge in prisoner litigation in the federal courts, and in effect established stringent procedural requirements that prisoner litigants must satisfy before filing a claim. This comment focuses on the requirements that a prisoner litigant must exhaust all administrative remedies and plead a plausible claim. Prisoners’ attempts to fulfill the procedural requirements of the PLRA often …

Australian Journal of Teacher Education

The teacher education journey of student teachers in Myanmar has become more challenging due to the combined effects of COVID-19 and political unrest. Preparing resilient teachers in such contexts requires an understanding of the challenges student teachers face and the strategies they employ. Through focus group interviews with 12 final-year student teachers, the study explored their challenges and strategies during their teacher education journey. Using constructivist grounded theory, data were analysed, and a Socio-Ecological Thriving Resilience Model was proposed. Student teachers overcame both professional and personal challenges through the active use of their own resources and contextual ones. This demonstrates …

This framework, which positions children as active meaning-makers rather than passive recipients of …

Framings Of Intercultural Competence In Australian Teacher Education: Conceptual Bases And Implications, James F. Toohey, Michael D. Carey, Peter R. Grainger Jan 2026

Framings Of Intercultural Competence In Australian Teacher Education: Conceptual Bases And Implications, James F. Toohey, Michael D. Carey, Peter R. Grainger

Australian Journal of Teacher Education

Developing an interculturally competent teaching workforce remains an ongoing priority in Australia, yet preparation practices vary in their conceptual grounding. This theoretical paper examines four broad paradigmatic framings that inform strategies to develop intercultural competence in preservice teachers: cognitive, dispositional, critical, and linguistic. We analyse how each paradigm foregrounds particular assumptions about culture, communication, and development, and consider the implications of their partial application in teacher education. Rather than positioning these paradigms as competing models, the paper argues that they function as complementary lenses through which intercultural preparation can be understood and refined. Particular attention is given to the linguistic …

Social Work Faculty Publications

Identity-based communities that share common characteristics, beliefs, and experiences (e.g., Black LGBTQ+ communities) have historically been conceptualized as protective bubbles that buffer Black LGBTQ+ individuals against the deleterious effects of systemic racism and cisheterosexism. However, this monolithic narrative often masks the internal power dynamics that divide belonging. This study explores the exclusionary dynamics embedded within these safe spaces, examining how internal hierarchies of skin tone, socioeconomic status, and gender performance function as proximal stressors. Guided by a critical constructivist paradigm, this study utilized Reflexive Thematic Analysis to analyze open-ended survey responses from 74 Black LGBTQ+ adults. Data were drawn from …

Intergenerational Resilience: Exploring Whether Positive Childhood Experiences Buffer The Transmission Of Harsh And Neglectful Parenting, Patricia J. Dixon Jan 2026

Intergenerational Resilience: Exploring Whether Positive Childhood Experiences Buffer The Transmission Of Harsh And Neglectful Parenting, Patricia J. Dixon

West Chester University Doctoral Projects

Childhood abuse and neglect are associated with lasting negative mental and physical health outcomes across the lifespan. In contrast, positive childhood experiences (PCEs) can promote long-term health and wellbeing and mitigate the harmful effects of childhood adversity. A primary risk factor for child maltreatment is parental experiences of maltreatment whereby history of childhood trauma increases the likelihood of utilizing harsh and/or neglectful parenting towards one’s children. This study employed secondary data analysis of the National Longitudinal Study of Adolescent to Adult Health to test whether cumulative PCEs confer protective effects against the generational transmission of harsh and neglectful parenting. Consistent …

The Global Onboard Training Programme (Gobt) : A Comprehensive Review, World Maritime University

Reports

A stable supply of qualified seafarers is a critical component of the global maritime logistics industry, which relies heavily on maritime transportation. According to the 2021 BIMCO Manpower Report, an additional 89,510 officers will be needed by 2026. In 2021 alone, there was already a deficit of 26,240 STCW-certified officers, clearly indicating that demand continues to outpace supply. The report also noted a 45.8% increase in the number of female seafarers since 2015, although they still represent only a small share of the overall workforce. Maritime Education and Training (MET) institutions around the world continue to provide training to develop …

Signals Of Value: A Comparative Analysis Of Sde And Ebitda In Predicting Microbusiness Sale Price, Joseph E. Turley

Theses, Dissertations and Capstones

This dissertation compares the predictive accuracy and stability of Seller’s Discretionary Earnings (SDE) and Earnings Before Interest, Taxes, Depreciation, and Amortization (EBITDA) in explaining realized sale prices of microbusinesses. Microbusinesses, defined as firms with fewer than ten employees and annual revenue below $2.5 million, face persistent valuation challenges due to information asymmetry, owner dependence, and informal financial reporting. The study analyzes 5,499 completed U.S. transactions from the DealStats database (2014–2024) after applying microbusiness criteria and outlier trimming. Predictive accuracy is measured by absolute percentage error between actual sale prices and prices implied by each metric. Findings show that SDE-based predictions …

Student Retention In Music Programs: An Analysis Of Relationships Between Selected Student Demographics And Continued Enrollment In Music Programs With The Presence Of School-Provided Supports, Jessica Wiese

Theses, Dissertations and Capstones

Music education provides significant cognitive, social, and academic benefits; however, elective music programs often face substantial annual attrition. While existing literature has documented material barriers (e.g., instrument costs, transportation, scheduling conflicts), this study investigates the persistence of attrition within a medium-sized suburban district on Long Island that has systematically mitigated these obstacles. The district provides free instruments, flexible scheduling, and dedicated transportation for all students. The purpose of this mixed-methods study was to determine whether demographic disparities in music enrollment remain predictive of withdrawal in such a post-barrier environment.

The research used a two-phase explanatory sequential design. In the first …

Silver Nanoparticle-Induced Disruption Of Astrocytic Morphology And Synaptic Microarchitecture In Rat Brain, Elli Williams Jan 2026

Silver Nanoparticle-Induced Disruption Of Astrocytic Morphology And Synaptic Microarchitecture In Rat Brain, Elli Williams

Theses, Dissertations and Capstones

Silver nanoparticles (AgNPs) are widely incorporated into consumer and medical products due to their antibacterial properties, increasing the potential for chronic exposure. AgNPs can be released into the environment, enter the body through ingestion or inhalation, cross the blood-brain barrier (BBB), and bioaccumulate in brain tissue. Previous in vitro studies demonstrate that AgNP exposure disrupts cytoskeletal organization and induces neurite collapse in neural cells, suggesting vulnerability of cytoskeleton-dependent structures in vivo. Astrocytes, through their perisynaptic astrocytic processes (PAPs) and perivascular endfeet, play critical roles in maintaining synaptic and neurovascular architecture, both of which rely heavily on cytoskeletal integrity. This …

Recentering Creativity In Copyright Law Discourse, Joshua Yuvaraj Jan 2026

Recentering Creativity In Copyright Law Discourse, Joshua Yuvaraj

IP Theory

Copyright discourse often centers around creativity; as a rationale for copyright, and as a threshold for copyright to subsist in songs, books, art and other creative works. Yet creativity remains an ethereal concept: if we do not know what it means, we cannot evaluate whether copyright law is promoting it, nor can we properly understand what it means for a work to be "creative" where that is required for copyright to subsist. An emerging strand of copyright discourse seeks to respond by examining scientific insights into the cognitive process of creativity to highlight how copyright law should be reshaped to …
