Objective: Examine Ghana’s National Health Insurance Act (Act 650) to identify coverage gaps limiting artificial intelligence (AI) therapy access and address medical negligence liability issues surrounding automated healthcare systems. Methods: Legal and regulatory analysis of Act 650 were conducted, review of academic literature on global uptake of AI interventions and medical negligence principles were elucidated, examination of case studies implementing pilot AI therapy programs under insurance schemes were considered. This paper outlines a methodology for motion detection in video surveillance systems, leveraging advanced algorithms and TCP/IP networks for real-time data acquisition and analysis. The primary focus is on the implementation of the Three-Frame Difference Algorithm, which detects moving targets by analyzing the differences between three consecutive video frames. This method significantly reduces redundant data transmission and storage, addressing the challenges posed by limited wireless network capabilities. Credit card fraud detection (FD) protects consumers and financial institutions by identifying suspicious or unauthorized transactions. To improve security and reduce false positives, fraud detection systems can analyze transaction data patterns in real time using advanced machine learning (ML) and deep learning (DL). This paper exploits DL models to detects transactional data which includes anomalies through Recurrent Neural Network (RNN), Long Short-Term Memory (LSTM), and Gated Recurrent Unit (GRU) to verify data and mitigate fraud. A Bargaining Theory Of Us-China Economic Rivalry: Differentiating The Trade And Technology Wars, Cathy Xuauxuan Wu

This article examines the outbreak and persistence of US–China economic war, which comprises both the trade war, featured with retaliatory tariffs, and the technology war, featured with restrictions on Chinese access to US technologies. Building on the analytical framework of bargaining and war, I argue that different components of the economic war emerged from distinct causes. The outbreak of the trade war was primarily driven by the information problem, characterized by mutual uncertainty and the lack of effective communications. This study responds to the need to explore and/or propose models of leadership for Christian early childhood education and care (ECEC) settings in New Zealand (NZ). While previous studies identify love and care as a priority there is a need to define and prioritize Biblical understandings of love that may align with the principles of the national ECE framework. The study represents an alternative narrative to the neo-liberal influences which dominate areas of ECEC leadership through the marketization and standardization of children’s services nationally and globally.

Personalizing conversational agents can enhance the quality of conversations and increase user engagement. However, they often lack external knowledge to tend to a user’s persona appropriately. This is particularly crucial for practical applications like mental health support, nutrition planning, culturally sensitive conversations, or reducing toxic behavior in conversational agents. To enhance the relevance and comprehensiveness of personalized responses, we propose using a two-step approach that involves (1) selectively integrating user personas and (2) contextualizing the response with supplementing information from a background knowledge source. Current Virtual Mental Health Assistants (VMHAs) primarily offer counseling and suggestive care but do not assist with patient diagnosis due to their lack of training in safety-constrained and specialized clinical process knowledge, referred to as ProKnow. In this work, we define ProKnow as an ordered set of information aligned with evidence-based guidelines or categories of conceptual understanding used by domain experts. We also introduce a new dataset of diagnostic conversations guided by safety constraints and Pro- Know, known as ProKnow-data. Boosted by greater demand for convenience and then turbocharged by the coronavirus disease 2019 pandemic, online food delivery (OFD) has witnessed rapid growth over the past several years. Despite such growth, however, it is still unclear how incentives and payoffs of various parties are affected by the three-sidedness of the OFD market, which involves consumers, restaurants, and gig drivers—beyond the traditional two-sided setting. In this paper, we study the OFD platforms’ optimal choices in a competitive setting where the platforms compete on both prices and service quality. Emphasizing Self-Regulation In Teaching: Reducing Disruption To Students’ Learning During Unplanned Instructional Mode Transition, Somesh Roy, Amber Young-Brice, Jenna Lassila, Brandon Kyle Johnson

In Spring 2020, engineering faculty transitioned to emergency remote instruction due to COVID-19. This mixed-methods study was done to understand the correlation between self-regulated learning and how students experienced the emergency transition to remote learning. The participants were from an upper-level engineering course, with 33 students surveyed four times during the semester. Seven students were interviewed after the semester. Findings revealed that during the transition to remote learning, students perceived less change if they had higher degrees of self-regulation. The qualitative analysis also revealed that transparency in learning and teaching also played an important role in students’ perceptions.

Black carbon is a refractory form of organic carbon formed from the incomplete combustion of fossil fuels and biomass. Riverine transport is considered the dominant pathway of black carbon to the coastal oceans. However, the provenance and pathways of black carbon to the open ocean remain unknown. Here we use both stable and radiogenic isotopes of carbon to show that sedimentary black carbon across the equatorial Atlantic Ocean is aeolian and primarily derived from biomass burning of C4-plants. Fluxes of surface sedimentary black carbon measured along an equatorial Atlantic Ocean transect using chemothermal oxidation at 375 °C were relatively consistent …

Phytoplankton exhibit diverse physiological responses to temperature which influence their fitness in the environment and consequently alter their community structure. Here, we explored the sensitivity of phytoplankton community structure to thermal response parameterization in a modelled marine phytoplankton community. Using published empirical data, we evaluated the maximum thermal growth rates (μmax) and temperature coefficients (Q10; the rate at which growth scales with temperature) of six key Phytoplankton Functional Types (PFTs): coccolithophores, cyanobacteria, diatoms, diazotrophs, dinoflagellates, and green algae. While issues of race in relation to teacher identity have been addressed in language education research, they have often been confined to special issues. Factors contributing to the “absent-present” nature of race include an imbalanced focus on intersectionality which tends to prioritize the teacher's linguistic identity over other social categories, such as race and the persistent dichotomy between the idealized native speaker and non-native speaker. To broaden the understandings of race in teacher identity research within postsecondary language classrooms, this chapter advocates for considering the notion of multiraciality. This study follows the literacy experiences of four Latina middle schoolers as they read Harper Lee’s To Kill a Mockingbird and compose home language narratives in their heritage voices. Both their vibrant ethnic cultures and other intersecting rays of identities are analyzed in the vein of their literate identities. Through analysis of their writing and speech, the girls present hybridized identities on the border between cultures and languages. Their position and identities in the social world of middle school are discussed and how transactions with literacy can dialogically influence those identities to enact critically conscious pedagogy.

This study used a survey to investigate self-study and university-enrolled Chinese learners’ habits in studying Chinese vocabulary in order to determine what study methods influence a.) learners’ confidence in learning Chinese vocabulary and b.) what aspects of Chinese vocabulary they consider easy or difficult. We were particularly interested in seeing what the data had to say about students’ attitudes towards characters and the written language, given that the field of Chinese language pedagogy is known for a stronger focus on the written language as opposed to the spoken language. This article analyzes Luiz Roberto Salinas Fortes’ Retrato calado (Silent Portrait) published in 1988, considering the theoretical discussions on testimonio's epistemology—addressing the challenge of narrating trauma and the risk of stylization. It compares Fortes' memoir with Fernando Gabeira's O que é isso, companheiro? (What's This, Comrade?) from 1979, examining diverse approaches to capturing historical trauma through literature and its impact on collective memory about Brazilian Dictatorship (1964-1985).
